Development of multi-dimensional framework for evaluating the pubic service (공공서비스 평가를 위한 다측면 프레임워크 개발)

  • Because recently the efficiency and effectiveness of public services has been an important issue, various studies related with performance management system in the area of public service has been actively investigated. The study of the performance management system relied on qualitative or quantitative assessment. However, because the field of the public service is very wide and complex, holistic view is required. Therefore, this study presents a new framework for performance management system which can evaluate public service based on the various aspects by adding carefully quantitative evaluation, DEA (Data Envelopment Analysis) and qualitative assessment. Finally, by applying to the public service of Changwon, the usefulness and feasibility of this framework are validated.

  • In order to evaluate the safety of navigation at sea and the safety of mooring on berthing, it is necessary that the wave and wind induced ship dynamic motion should be measured in real time domain for the validity of theoretical evaluation method sum as sea-keeping performance and safety of mooring. In this paper, the basic design of sensors is discussed and some system configurations were shown. The developed system mainly consists of 4 kind of sensors sum as three dimensional accelerator, two dimensional tilt sensor, two displacement sensors and azimuth sensor. Using this measuring system(MMS), it can be obtained the 6 degrees of freedom of ship dynamic motions at sea and on berthing sum as rolling, pitching, yawing, swaying, heaving, surging under the certain external forces.

A Study on Design Preference for the Sales Spaces of Duty-Free Shops by the Examination of Image Evaluation - Cases of Duty-Free Shops in Jeju Special Self-governing Province -

  • The purpose of this study is to examine design preferences for the sales spaces of duty-free shops (DFSs) by conducting image evaluations. The results will help improve quality by influencing designs for the construction, extension or remodeling of these shops. An image measurement method, the semantic differential method, was used to measure cognitive structure using photos of shops. Photos were collected of the DFS at Jeju Island, as well as photos of brand stores designed by architects. Two sets of 16 photos (32 different photos in all) were selected according to photo classification standards and design concepts, both decided by reviewing previous studies and related materials. The evaluation and survey were done by two sets of subjects: sales employees, who have experience and special knowledge of the evaluation of sales space; and students majoring in architecture. To strengthen the evaluation results, I conducted a preliminary survey and a main survey, verifying and complementing findings. 116 surveys were conducted, of which 14 were of poor quality and rejected, leaving and 102 to be analyzed. The collected surveys were statistically analyzed, using SPSS 12.0 for Windows. Reliability, image profile, factor and multi-dimensional scaling analyses were conducted. As a result, image evaluation structure and characteristics were obtained for sales spaces of DFSs, confirming the difference between them and other spaces.

  • MTP(Multi-graded Tutoring Project) is a designed curriculum needed to perform a high quality project to improve teamwork and major skills for college student of science and engineering. Each student can experience teaching activities as a tutor and learning activities as a tutee in the MTP for three years. Through this curriculum, students are expected to obtain the capabilities to set up and search the goal of given projects, to make human network among multi-graded students and professionals which could be critical for finding careers, and to perform graduation projects in a more systematic and co-operated way, resulting in highly-qualified outputs. In this paper, MTP e-portfolio evaluation model is suggested. This model evaluates the individual-level performance operating in MTP curriculum. The evaluation model is described with three dimensional structure composed of participator, changes in learning, and learning processes. The resultant model could be utilized as tools for evaluating the curriculum set up for the multi-graded project-based teaching environment.

  • This paper presents an useful technique for assessing the volumetric errors in multi-axis machine tools using the kinematic double ball bar. This system has been developed based on the volumetric error map which describes the 3 dimensional errors of machine tools. The developed system inputs the measured radial data of 3 different planes, respectively XY,YZ,ZX, analysing the volumetric errors such as positional. straightness, angle, and squareness errors, etc. The developed system has been tested in a practical machine tool, and showed high potential for the error assessment of multi-axis machine tools.

  • The one of the major problems in the development of PEMFC was regarding to the assurance of sealing on stack. The failure on the sealing creates the problems of fuel leakage, mixing, internal combustion, damage on parts and can be a direct reason for the degrading the efficiency of fuel cell. This paper studies on the analytical approach for improving the contacting pressure distribution on the gasket at the evaluation on the sealing of fuel cell stack. So, the assembly analysis on multi layered fuel cell stack was performed. The research on the simplification of finite element model was performed for three dimensional analysis at the multi layered state. The improved contact pressure distribution was obtained through the case studies on gasket for better sealing. In addition, the number of the cell was determined for the effective analysis and the structural characteristics were evaluated based on this research.

Data-Driven Approaches for Evaluating Countries in the International Construction Market

  • International construction projects are inherently more risky than domestic projects with multi-dimensional uncertainties that require complementary risk management at both the country and project levels. However, despite a growing need for systematic country evaluations, most studies have focused on project-level decisions and lack country-based approaches for firms in the construction industry. Accordingly, this study suggests data-driven approaches for evaluating countries using two quantitative models. The first is a two-stage country segmentation model that not only screens negative countries based on country attractiveness (macro-segmentation) but also identifies promising countries based on the level of past project performance in a given country (micro-segmentation). The second is a multi-criteria country segmentation model that combines a firm's business objective with the country evaluation process based on Kraljic's matrix and fuzzy preference relations (FPR). These models utilize not only secondary data from internationally reputable institutions but also performance data on Korean firms from 1990 to 2014 to evaluate 29 countries. The proposed approaches enable firms to enhance their decision-making capacity for evaluating and selecting countries at the early stage of corporate strategy development.

  • Defense R&D is a key process for securing weapons systems determined by mid- and long-term needs to cope with changing future battlefield environments. In particular, the test and evaluation provides information necessary to determine whether or not to switch to mass production as the last gateway to research and development of weapons systems and plays an important role in ensuring performance linked to the life cycle of weapons systems. Meanwhile, if you look at the recent changes in the operational environment of the Korean Peninsula and the defense acquisition environment, you can see three main characteristics. First of all, continuous safety accidents occurred during the operation of the weapon system, which increased social interest in the safety of combatants, and the efficient execution of the limited defense budget is required as acquisition costs increase. In addition, strategic approaches are needed to respond to future battlefield environments such as robots, autonomous weapons systems (RAS), and cyber security test and evaluation. Therefore, in this study, we would like to present strategies for improving the testing and evaluation of weapons systems by considering the characteristics of the security environment that has changed recently. To this end, the improvement strategy was derived by analyzing the complementary elements of the current weapon system operational test and evaluation system in a multi-dimensional model and prioritized through the hierarchical analysis method (AHP).

  • In modern society, in business decisions of our customers are continually increasing in importance, and owing to the development of information and communication technology effectively on a computer to measure the preferences of key customer techniques are being studied. However, this preference reflects significantly on personal ideas, and therefore, it is difficult to commercialize a measure calculated according to the ambiguous results. In this paper, by using biometric information that has been measure; we have configured the multi-sensitivity models based on customer preferences to evaluate the proposed system. This system consists of multiple biometric information of multi-dimensional vector model for learning through the use of structured emotional to apply the same criteria to evaluate customer preferences. In addition, by studying the specific subject-specific emotion model, it is shown to improve accuracy with further experiments.

Evaluation of accuracy of 3D reconstruction images using multi-detector CT and cone-beam CT

  • Purpose : This study was performed to determine the accuracy of linear measurements on three-dimensional (3D) images using multi-detector computed tomography (MDCT) and cone-beam computed tomography (CBCT). Materials and Methods : MDCT and CBCT were performed using 24 dry skulls. Twenty-one measurements were taken on the dry skulls using digital caliper. Both types of CT data were imported into OnDemand software and identification of landmarks on the 3D surface rendering images and calculation of linear measurements were performed. Reproducibility of the measurements was assessed using repeated measures ANOVA and ICC, and the measurements were statistically compared using a Student t-test. Results : All assessments under the direct measurement and image-based measurements on the 3D CT surface rendering images using MDCT and CBCT showed no statistically difference under the ICC examination. The measurements showed no differences between the direct measurements of dry skull and the image-based measurements on the 3D CT surface rendering images (P>.05). Conclusion : Three-dimensional reconstructed surface rendering images using MDCT and CBCT would be appropriate for 3D measurements.
