세계화 시대의 한국 산지촌에 관한 이론연구 (A Study on the Theory of Mountain Village Region in Korea of Globalization Age)

  • The propose of this paper is to study a theory on the research of mountain village region in korea of globalization age. The theory of this study is over-depopulation region study, endogenous regional development theory and resident organization, localities and new regional studies The case of over-depopulation region study, which population and land use of mountain village region due to urbanization and industrialization are changed by external factors. However, the case of some region is changed by internal factors of community residents. The endogenous regional development theory and have approached by investment policy of authorities of the mountain village region development and resident organization. The development of mountain village region have to described simultaneously both behavior strategy of community residents and investment policy of the authorities. According to localities and new regional studies, which agricultural products of mountain village region is extended to big-scale city by the progress transportation-communication and globalzation So, the research of mountain village region have to explained together intra with inter region. In the future, the research of mountain village region has to described all of case of over-depopulation region study, endogenous regional development theory, localities and new regional studies.

농산촌체험마을 지역주민의 체험프로그램 참여의향 - 산촌생태마을사업을 위한 정책적 제언 - (Participation Intention of Activity-oriented Program of Local Residents of Rural and Mountain Villages - Policy Implication for the Eco-Mountain Village Project -)

  • Factors for promoting the resident participation in mountain villages are suggested to introduce the activity-oriented program of green tourism using a multinomial logit model(MNLM). Direct surveying, using a structured questionnaire was performed on local residents in the different types of rural tourism villages such as mountain villages, agricultural themed villages, and the mixed types of villages. The MNLM revealed that participation intention in the program was significantly higher for males, those with lower education, and residents in mountain villages. The participation intention of the program had a negative relationship with the increase of expected problems not from the program itself, but from the results of the program such as income distribution and nature destruction. Participation intention also increased with the indirect effects of an investment by the Village Development Project, such as local cooperativeness, public mind, etc. It was suggested that to introduce the activity-oriented program in mountain villages, negative effects from the results had to be minimized, and positive effects from the indirect changes between local residents had to be maximized through better communication and policy endeavors.

어메니티자원 분석을 통한 어촌마을의 활성화 방안에 관한 연구 (A Study on the Revitalize Fishing Villages through the Analysis of Amenity Resources)

  • Among the towns of GyeongJu and SamCheok on which I have surveyed about their amenity resources in 2010, I chose 5 towns that are close to the Eastsea to analyze the data and to devise how to revitalize fishing villages. And the results are as follows. 1. Although Yangbuk-myeon is geographically located to have all the aspects of fishing village, farming village, and mountain village, the resources utilized are mainly that of mountain village. There is need to utilize actively historical amenity resources like Munmudaewangreung of Yangbuk-myeon. 2. The use of amenity resources of Yangnam-myeon is centered on farm and mountain village. But if they utilize amenity resources of fishing villages of Eupcheon-port's neighborhood, it would be a big help for the revitalization of Yangnam-myeon which is depressed. 3. The fishing mackerels on boat of Gampo-eup Jeonchonri is a successful example of utilization of fishing village's amenity resources. However, there is need to utilize amenity resources of farming and mountain villages that are near to Gampo-eup, so it can attract visitors to stay longer. Particularly, the fishing villages of the East coast must develop 4 seasons program connecting the amenity resources of neighboring farm and mountain. 4. Geundeok-myeon is a town where they made the amenity resources of fishing village into tourist attractions. But considering the wide gap between Geundeok-myeon and neighboring fishing, farming and mountain villages that cannot get the advantage of development, there has to be some inducement in policy so every town can be developed evenly. 5. After analyzing how the towns utilize the amenity resources to make them tourist attraction, it is shown that Geundeok-myeon of SamCheok is the best town which is using fishing village's amenity resources well, and Yangnam-myeon and Yangbuk-myeon of GyeongJu are scarcely using them. About types of tourist attraction, the programs with scenic view of fishing village, with water-sport, and with Eco-experience are needed to improved.

  • The forestry development policies and projects in Korea have been implemented under various related acts. These acts include the Framework Act on the National Land and Framework Act on Forestry enacted by each administration. However, there are some limitations to encourage a variety of mountain villages and forestry development policies due to duplication and overlap between the relevant acts. Nowadays, the fields of local development have evolved and become integrated not only by infrastructures but also in various fields such as multi-functional industries including tourism, green care, cultural welfare, etc. Therefore, the current legal system may not effectively accept and support various mountain village development policies and projects. This study tried to determine the necessity of reorganizing th-e related legal system through a field survey of planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to determine the problems of the current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows: 1) correlation analysis between relevant laws and development projects and 2) field survey to determine the legitimacy and validity for the reorganization of the legal system.

산촌생태관광 도입에 관한 산촌주민의 인식 및 요구에 대한 연구 (A Research on Recognition and Needs of Mountain Village Residents about the Introduction of Mountain Eco-Tourism)

  • 본 연구에서는 산촌주민의 산촌생태관광에 관한 인식 및 요구를 파악하기 위해 설문조사를 실시하였다. 설문조사 내용은 산촌생태관광 도입의견, 주민 참여의향, 정책추진 유형, 산림청에 대한 요구사항, 기대효과 등에 관한 사항으로 구성하였다. 조사 대상 및 방법은 산림청에서 조성한 33개 산촌생태마을과 농림축산식품부에서 조성한 산촌진흥지역 내 농촌체험휴양마을 24개 마을의 마을주민 346명을 대상으로 2015년 6월 17일부터 9월 17일까지 개별면접 설문을 실시하였다. 주요 분석 결과로 산촌생태관광 도입 의견에 대한 설문에 86.7%가 찬성한다고 응답하였고, 산촌생태관광 도입 시 78.3%가 참여의향을 나타냈다. 또한 산촌생태관광 정책 수립 시 응답자의 42.2%가 산림청 연관부처 지자체가 협력하여 추진해야 한다고 응답했으며, 산촌생태관광 도입 시 지원해야할 요구사항은 환경 및 시설과 관련하여 휴양시설 설치가 60.4%, 프로그램 및 서비스 관련하여 산촌생태관광 프로그램 개발에 67.6%로 각각 높게 나타났다. 산촌생태관광 도입을 통한 기대효과에 86.1%가 산촌방문객 증가로 산촌활성화에 도움을 줄 것이라 응답하였다. 본 연구는 산촌생태관광 정책수립 시 주민들의 인식 및 요구를 수렴할 수 있는 기초자료로 활용될 것으로 기대된다.

입지적(立地的) 특성(特性)을 고려(考慮)한 산촌지역(山村地域)의 유형분류(類型分類)에 관한 연구(硏究) (Classification of Mountain-Village Areas by the Site Characteristics)

  • 이 연구는 산촌지역이 갖는 다양한 특성 중에서 인문환경적인 측면과 자연환경적인 측면의 변수를 이용하여 산촌지역이 갖는 입지적인 특성을 파악하고 그러한 특성에 기초해서 산촌지역의 유형을 분류함으로써 산촌정책을 수립하기 위한 기초자료를 제공하는데 목적이 있다. 1990년을 기준년도로 하여 전국의 읍면지역중 900개 읍면지역을 대상으로 입지적 특성과 관련한 11개 변수를 선정하고 그 특성을 구분지역간에 비교 분석하여 산촌지역의 입지적인 특성을 파악하였다. 그리고 이들 11개 입지적인 변수를 이용하여 입지유형을 분류함으로써 전국 읍면지역의 입지유형구분 및 산촌지역의 입지유형을 분류하였다. 연구결과 산촌지역은 인문환경적인 측면 즉, 사업체수, 일반가구수, 인구밀도 등이 다른 구분지역에 비하여 월등히 낮은 반면에 자연환경적인 측면 즉, 임야율, 경지중 밭비율, 중심도시까지의 거리, 농가율, 자연부락평균해발고 등에서는 다른 구분지역에 비하여 높게 나타나고 있다. 인자분석에 의하여 입지적 특성 변수에서 산업경제발달성, 산간성, 접근성의 대표인자를 추출하였고, 추출한 인자를 활용하여 군집분석을 실시한 결과, 산촌지역의 입지유형은 크게 5개 유형으로 대별되었다.

바이오매스 순환단지조성을 위한 거버넌스 구축방안 연구 (A Study of the Efficient Planning of Governance for Building Biomass Circulation Estate)

  • This research estimates the necessity of a better governance plan on the purpose of fulfillment energy recovery by building resource recycling system for biomass resources and waste resources that derive from agricultural and mountain village areas. The utilization of new renewable energy technology which uses waste and biomass sources diverse as variety of resources, collecting method, operator etc. and is structurally complicated the formation of policy is also very difficult. There is failure because of the problems which occurs from the policy led by government. Biomass Town Development Project should be made through the central government and the local government integrated support system and should be formed a consultative group in order to process the project mutually with these two department including the experts from the related areas. This consultative group, while government organizations carry out the hub function of strategic knowledge management, should carry out the control tower function to be able to be net working transfer the information with the cooperation of private and government so vitalize the communication area among the related actors. And to be able to increase the participation rate of the local people the consistent and various educations should be given so a smooth business promotion progress will be desired through the change of perception and coactive participation of people.

강원도(江原道) 화전정리사업(火田整理事業)에 수반(隨伴)되는 문제점분석(問題點分析)에 관(關)한 연구(硏究) (An Analytical Study of the Problems Involved in the Project to Rehabilitate the Illegal Field Burning Cultivators in Gangweon Do)

  • 화전경작(火田耕作)은 산림(山林)을 황폐화(荒廢化)하고 국토(國土)를 침식(浸蝕)하여 한수해(旱水害)를 유발(誘發)시키며 국가발전(國家發展)과 국민경제향상(國民經濟向上)에 일대저해요인(一大沮害要因)의 작용(作用)을 하고 있음으로 이를 근절(根絶)시킴은 국가적사명(國家的使命)으로 되어 있다. 강원도(江原道)는 전도면적(全道面積)의 8할(割)이 산림(山林)으로 점(占)하고 있어 화전면적(火田面積)이 타지(他道)에 비(比)하여 가장 많이 분포(分布)되고 있다. 이로 인(因)한 산림피해(山林被害)는 막심(莫甚)하며 도민(道民)의 경제발전(經濟發展)이 지연(遲延)되고 있어 65년(年)부터 7개년계획(個年計劃)으로 화전정리사업(火田整理事業)에 착수(着手)하였으나 68년(年) 삼척(三陟), 울진공비침투사건(蔚珍共匪浸透事件)으로 산악지대(山岳地帶)의 독가촌정리사업(獨家村整理事業)이 국가안보상(國家安保上) 시급(時急)을 요(要)하게 되어 본사업(本事業)은 부득이(不得已) 중단(中斷)되었다. 그 후(後) 새로운 화전(火田)을 모경(冒耕)하는 자(者)가 속출(續出)하여 산림파괴(山林破壞)가 심(甚)함으로 73년(年)을 준비년도(準備年度)로 하고 74~76년(年)의 3개년계획(個年計劃)으로 화전정리사업(火田整理事業)을 완결(完結)할 목표하(目標下)에 도행정력(道行政力)을 총동원(總動員)하여 강력(强力)하게 추진(推進)하고 있다. 본사업(本事業)의 성패(成敗)는 화전정리(火田整理)로 생계위협(生計危脅)에 직면(直面)하는 화전민(火田民)에 대(對)한 자립기반조성여부(自立基盤造成與否)에 달려있으며 다음과 같은 문제점(問題點)이 해결(解決) 되어야 한다. 1) 이주화전민(移住火田民)에 대(對)한 취업정착(就業定着)이 성취(成就)되어야 한다. 2) 현지정착화전민(現地定着火田民)에 대(對)한 자립기반조성(自立基盤造成)에 필요(必要)한 최소한도(最小限度)의 지원(支援)이 보장(保障)되어야 한다. 3) 공공기관(公共機關) 및 기업체(企業體)는 화전민(火田民)에 대(對)한 취업취로(就業就勞)를 우선적(優先的)으로 수용(受容)하여야 한다. 4) 화전민(火田民)은 취업취로(就業就勞)로 생활기반(生活基盤)이 확립(確立)되어야 한다. 5) 화전민자신(火田民自身)이 자조(自助) 자립정신(自立精神)이 확립(確立)되어야 한다. 6) 새마을 사업(事業)과 연결(連結)된 자조근로사업(自助勤勞事業)을 확장(擴張)시켜 취로(就勞)의 기회(機會)를 주어야 한다. 7) 도민(道民)은 화전민(火田民)에 대(對)한 물심양면(物心兩面)의 지원(支援)으로 동포애(同胞愛)를 발휘(發揮)하여야 한다. 8) 화전지조림(火田地造林)은 적지적수(適地適樹)가 이행(履行)되어야 한다. 9) 산주(山主)가 원(願)는 수종(樹種)의 묘목(苗木)을 확보공합(確保供給)하여야 한다. 10) 산림계(山林契)의 조직기능(組織機能)을 강화(强化)하여 화전조림지(火田造林地)의 관리(管理)에 철저(徹底)를 기(期)하여야 한다.
