다년생 목본작물의 탄소축적 변화량 산정방법론 비교 연구-해외사례를 중심으로 (Comparative Study on the Carbon Stock Changes Measurement Methodologies of Perennial Woody Crops-focusing on Overseas Cases)

  • 본 연구는 다년생 목본작물 바이오매스에 대한 해외 주요국가들의 산정 방법과 연구사례를 분석하였다. 주요국별 다년생 목본작물의 탄소축적 변화량 산정 방법을 살펴본 결과, 호주, 캐나다, 일본, 불가리아 등은 축적차이법을 적용하고 있는 것으로 확인되었으며, 독일, 오스트리아와 덴마크 등은 획득손실법을 기반으로 탄소축적 변화량을 산정하고 있는 것으로 나타났다. 또한, 해외의 경우, 2단계 고도화연구를 통해 계수를 자체 개발하는 단계를 넘어 영상자료를 활용한 탄소축적 변화량 추정 연구를 진행하고 있는 반면, 국내의 경우 2단계 고도화연구를 시작하는 단계인 것으로 나타났다. 이러한 결과를 기반으로, 국내에서 향후 필요한 연구 네 가지를 제안하고자 한다: 1) 배출·흡수량 통계의 완전성 제고를 위한 과수별 바이오매스 상대생장식 및 탄소전환계수와 이를 활용하여 산출된 단위면적(ha)당 탄소축적량 같은 국가고유계수에 대한 자체 개발, 2) 과수별 바이오매스 기준 성목 및 벌채 주기에 대한 정의와 고도화된 연령별 재배면적 산정방법론에 대한 정책연구, 3) 2025년 발사 예정인 농림위성을 기반으로 상대생장식 및 원격탐사기법을 활용하여 농경지 부문 다년생 목본작물의 고도화된 산정기법을 개발하는 연구, 그리고 농경지 부문 다년생 목본작물 재배지 매트릭스 구축 및 모니터링 체계를 확립하는 연구, 마지막으로, 4) 동적탄소순환모형을 구현하기 위해, 현재 전체 농경지들을 하나로 취급하여 산정하고 있는 토양의 탄소축적 변화량을 하위 토지분류별로 구분하여 산정하는 연구들이 반드시 필요할 것이다. 본 연구는 비교대상 국가가 8개국으로 한정되어 전세계 국가의 다년생 목본작물에 대한 정의 및 탄소축적 변화량 연구에 대한 일반화에 한계점이 존재한다. 그러나, 주요국별 다년생 목본작물 탄소축적 변화량 산정방법 비교·분석을 통해, 국내 다년생 목본작물의 관련 연구를 위해 필요한 단계별 접근방식과 탄소축적 변화량 산정방법을 제안하였다. 이는 2050 농식품부 탄소중립 추진전략, 농업분야 탄소중립 실현을 위한 기반 구축 및 관련 연구 활성화에 기여할 것으로 기대된다.

딥러닝과 Landsat 8 영상을 이용한 캘리포니아 산불 피해지 탐지 (Detection of Wildfire Burned Areas in California Using Deep Learning and Landsat 8 Images)

  • 기후변화로 인한 대형 산불의 빈도가 증가함에 따라 극심한 인명 및 재산상의 피해를 초래하고 있다. 이로 인해 많은 식생이 소실되며, 그 강도와 발생 형태에 따라 생태계 변화에 영향을 끼친다. 생태계 변화는 다시 산불 발생을 유발하여 2차 피해를 야기한다. 따라서 산불 피해지에 대한 정확한 탐지 및 면적 산정의 중요성이 지속적으로 제기되고 있다. 효율적인 산불 피해지 모니터링을 위해 산불 발생 후 실시간 지형 및 기상정보는 물론 피해지역의 영상을 대규모로 취득할 수 있는 위성영상이 주로 활용되고 있다. 최근, 합성곱 신경망(convolution neural network, CNN) 기반 모델부터 고성능 트랜스포머(Transformer) 기반 모델에 이르기까지 딥러닝 알고리즘이 빠르게 발전하면서 산림원격탐사에서 이를 적용한 연구가 활발히 이루어지고 있다. 하지만 현재까지 적용된 딥러닝 모델은 제한적이며 현업에서의 합리적인 활용을 위한 정량적 성능평가에 대한 보고가 부족한 상황이다. 따라서 본 연구에서는 모델에 따른 성능향상과 데이터 설계에 따른 성능향상을 중점적으로 비교 분석하였다. 미국 캘리포니아 지역을 대상으로 CNN 기반 모델의 U-Net, High Resolution Network-Object Contextual Representation (HRNet-OCR)을 활용하여 산불 피해지 모델을 구축하였다. 또한, 기본 파장대역과 함께 식생활력도 및 지표의 수분함량 정도를 고려하고자 normalized difference vegetation index (NDVI), normalized burn ratio (NBR)와 같은 산불 관련 분광지수를 산출하여 입력 이미지로 사용하였다. U-Net의 mean intersection over union (mIoU)이 0.831, HRNet-OCR이 0.848을 기록하여 두 모델 모두 우수한 영상분할 성능을 보였다. 또한, 밴드 반사도뿐 아니라 분광지수를 추가한 결과 모든 조합에서 평가지표 값이 상승하여 분광지수를 활용한 입력 데이터 확장이 픽셀 세분화에 기여함을 확인하였다. 이와 같은 딥러닝 방법론을 발전시킨다면 우리나라의 산불 피해지에 대한 신속한 파악 및 복구 계획 수립의 기초자료로 활용될 수 있을 것으로 기대된다.

생물다양성에 대한 기후변화의 영향과 그 대책 (Effects of climate change on biodiversity and measures for them)

  • 본 연구에서는 지구적 차원에서 생물다양성의 성립 배경과 그동안 일어난 변화 그리고 기후변화가 생물다양성 및 인간에 미치는 영향을 밝히고 그 영향을 줄이기 위한 대안을 제시하였다. 생물다양성은 생명체의 풍부한 정도이며, 생물을 구분하는 모든 수준에서의 다양성을 종합적으로 의미한다. 즉, 생물다양성은 유전자, 종 그리고 생태계 전반과 그들의 상호작용을 아우른다. 이는 생태계의 기반을 구성하며, 모든 사람들이 필수적으로 의존하는 서비스를 제공한다. 그럼에도 불구하고 오늘날 생물다양성은 주로 인간 활동에 의해 점점 더 위협받고 있다. 지구상의 생물은 생명이 탄생한 이래 약 40억년의 역사를 통해 다양한 환경에 적응하고 진화한 결과, 약 1000만 내지 3000만종으로 추정되는 다양한 생물이 존재하게 되었다. 생물다양성을 구성하는 무수한 생명들은 각각의 고유한 특성을 가지고 있으며 다양한 관계 속에 얽혀 있다. 우리들이 현재 생활하고 있는 지구의 환경도 이러한 생물체의 방대한 연관성과 상호작용에 의해 긴 세월 동안 만들어져 왔으며, 인류도 하나의 생물로서 다른 생물들과 관계를 맺으며 살아가고 있다. 이러한 주위의 생물들이 없다면 사람도 살아갈 수 없다. 그러나 인류는 최근 수 백 년 간 과거의 평균 멸종속도를 1000배 가량이나 가속시켜 왔다. 우리는 미래 세대의 풍요로운 삶을 위해서라도 생물다양성을 보전하는 한편, 지속가능하게 이용할 책임이 있다. 우리나라는 세계 어느 국가보다도 빠른 경제 성장을 이루어왔으나, 동시에 이는 남북으로 길게 뻗은 반도 국가라는 지리적 특성에 의해 본래 풍부했던 생물다양성을 빠르게 소실시키는 결과를 야기하였다. 한국인은 오랫동안 농업, 임업 그리고 어업을 해오는 과정에서 자연과의 공존을 통해 독특한 고유의 문화를 창조하였다. 그러나 근래 서구문명의 유입과 과학 기술의 발전 과정에서 이러한 자연과의 관계는 멀어지게 되었으며, 자연과 문화 사이의 조화로운 조합에 의해 창출된 고유한 풍토는 점점 더 사라지고 있다. 한국의 인구는 세계 인구가 지속적으로 증가하는 것과는 반대로 점차 줄어들 것으로 예측되고 있다. 이 시점에서 우리는 인구 감소에 의한 자연의 회복에 발맞추어 급속한 인구 증가 및 경제 성장으로 인해 훼손된 생물다양성을 복원할 필요가 있다. 지구상에 생명이 탄생한 이래 다섯차례의 대멸종이 있었다. 현대의 대멸종은 매우 급속히 진행되고 있으며, 인간 활동에 의한 영향이 주요 원인인 점에서 이전의 것과 구분된다. 기후변화는 실제로 일어나고 있으며, 생물다양성은 이러한 변화에 매우 취약하다. 만약 생명체가 변화하는 환경에서 '진화를 통한 적응', '생존가능한 다른 지역으로의 이주' 등과 같은 생존 방법을 찾아내지 못한다면 이들은 절멸할 것이므로, 기후변화가 지속된다면 생물다양성은 극도로 훼손될 수 밖에 없다. 따라서 우리는 이러한 훼손정도를 최소화하기 위해 기후변화가 생물다양성에 미치는 영향을 보다 적극적이고 심도있게 파악할 필요가 있다. 생물계절의 변화, 식생 이동을 비롯한 분포 범위의 변화, 생물 간 상호작용의 부조화, 먹이 사슬 이상에 기인한 번식 및 생장률 감소, 산호초 백화현상 등이 기후변화에 미치는 영향으로 등장하고 있다. 질병의 확산, 식량 생산 감소, 작물 경작지 범위 변화, 어장 및 어업시기의 변화 등은 인간에 대한 영향으로 나타나고 있다. 기후변화 문제를 해결하기 위해 우선, 우리는 온실 가스 배출량을 감소시켜 기후변화 완화를 시도할 필요가 있다. 그러나 현재 우리가 온실가스 배출을 당장 멈추더라도, 기후변화는 당분간 지속될 전망이다. 이런 점에서, 기후변화 적응 전략을 준비하는 것이 더 현실적이 될 수 있다. 생물다양성에 대한 기후변화 영향의 지속적 모니터링 및 보다 적합한 모니터링 체계 구축이 선행과제가 될 수 있다. 생물다양성이 성립할 수 있는 생태적 공간의 확보, 이동 보조 및 남북을 이어주는 수평 및 저지대와 고지대를 이어주는 수직적 생태네트웍이 기후변화에 따른 생물다양성의 적응을 돕는 대안으로 추천될 수 있다.

A Study on the Meaning and Strategy of Keyword Advertising Marketing

  • At the initial stage of Internet advertising, banner advertising came into fashion. As the Internet developed into a central part of daily lives and the competition in the on-line advertising market was getting fierce, there was not enough space for banner advertising, which rushed to portal sites only. All these factors was responsible for an upsurge in advertising prices. Consequently, the high-cost and low-efficiency problems with banner advertising were raised, which led to an emergence of keyword advertising as a new type of Internet advertising to replace its predecessor. In the beginning of 2000s, when Internet advertising came to be activated, display advertisement including banner advertising dominated the Net. However, display advertising showed signs of gradual decline, and registered minus growth in the year 2009, whereas keyword advertising showed rapid growth and started to outdo display advertising as of the year 2005. Keyword advertising refers to the advertising technique that exposes relevant advertisements on the top of research sites when one searches for a keyword. Instead of exposing advertisements to unspecified individuals like banner advertising, keyword advertising, or targeted advertising technique, shows advertisements only when customers search for a desired keyword so that only highly prospective customers are given a chance to see them. In this context, it is also referred to as search advertising. It is regarded as more aggressive advertising with a high hit rate than previous advertising in that, instead of the seller discovering customers and running an advertisement for them like TV, radios or banner advertising, it exposes advertisements to visiting customers. Keyword advertising makes it possible for a company to seek publicity on line simply by making use of a single word and to achieve a maximum of efficiency at a minimum cost. The strong point of keyword advertising is that customers are allowed to directly contact the products in question through its more efficient advertising when compared to the advertisements of mass media such as TV and radio, etc. The weak point of keyword advertising is that a company should have its advertisement registered on each and every portal site and finds it hard to exercise substantial supervision over its advertisement, there being a possibility of its advertising expenses exceeding its profits. Keyword advertising severs as the most appropriate methods of advertising for the sales and publicity of small and medium enterprises which are in need of a maximum of advertising effect at a low advertising cost. At present, keyword advertising is divided into CPC advertising and CPM advertising. The former is known as the most efficient technique, which is also referred to as advertising based on the meter rate system; A company is supposed to pay for the number of clicks on a searched keyword which users have searched. This is representatively adopted by Overture, Google's Adwords, Naver's Clickchoice, and Daum's Clicks, etc. CPM advertising is dependent upon the flat rate payment system, making a company pay for its advertisement on the basis of the number of exposure, not on the basis of the number of clicks. This method fixes a price for advertisement on the basis of 1,000-time exposure, and is mainly adopted by Naver's Timechoice, Daum's Speciallink, and Nate's Speedup, etc, At present, the CPC method is most frequently adopted. The weak point of the CPC method is that advertising cost can rise through constant clicks from the same IP. If a company makes good use of strategies for maximizing the strong points of keyword advertising and complementing its weak points, it is highly likely to turn its visitors into prospective customers. Accordingly, an advertiser should make an analysis of customers' behavior and approach them in a variety of ways, trying hard to find out what they want. With this in mind, her or she has to put multiple keywords into use when running for ads. When he or she first runs an ad, he or she should first give priority to which keyword to select. The advertiser should consider how many individuals using a search engine will click the keyword in question and how much money he or she has to pay for the advertisement. As the popular keywords that the users of search engines are frequently using are expensive in terms of a unit cost per click, the advertisers without much money for advertising at the initial phrase should pay attention to detailed keywords suitable to their budget. Detailed keywords are also referred to as peripheral keywords or extension keywords, which can be called a combination of major keywords. Most keywords are in the form of texts. The biggest strong point of text-based advertising is that it looks like search results, causing little antipathy to it. But it fails to attract much attention because of the fact that most keyword advertising is in the form of texts. Image-embedded advertising is easy to notice due to images, but it is exposed on the lower part of a web page and regarded as an advertisement, which leads to a low click through rate. However, its strong point is that its prices are lower than those of text-based advertising. If a company owns a logo or a product that is easy enough for people to recognize, the company is well advised to make good use of image-embedded advertising so as to attract Internet users' attention. Advertisers should make an analysis of their logos and examine customers' responses based on the events of sites in question and the composition of products as a vehicle for monitoring their behavior in detail. Besides, keyword advertising allows them to analyze the advertising effects of exposed keywords through the analysis of logos. The logo analysis refers to a close analysis of the current situation of a site by making an analysis of information about visitors on the basis of the analysis of the number of visitors and page view, and that of cookie values. It is in the log files generated through each Web server that a user's IP, used pages, the time when he or she uses it, and cookie values are stored. The log files contain a huge amount of data. As it is almost impossible to make a direct analysis of these log files, one is supposed to make an analysis of them by using solutions for a log analysis. The generic information that can be extracted from tools for each logo analysis includes the number of viewing the total pages, the number of average page view per day, the number of basic page view, the number of page view per visit, the total number of hits, the number of average hits per day, the number of hits per visit, the number of visits, the number of average visits per day, the net number of visitors, average visitors per day, one-time visitors, visitors who have come more than twice, and average using hours, etc. These sites are deemed to be useful for utilizing data for the analysis of the situation and current status of rival companies as well as benchmarking. As keyword advertising exposes advertisements exclusively on search-result pages, competition among advertisers attempting to preoccupy popular keywords is very fierce. Some portal sites keep on giving priority to the existing advertisers, whereas others provide chances to purchase keywords in question to all the advertisers after the advertising contract is over. If an advertiser tries to rely on keywords sensitive to seasons and timeliness in case of sites providing priority to the established advertisers, he or she may as well make a purchase of a vacant place for advertising lest he or she should miss appropriate timing for advertising. However, Naver doesn't provide priority to the existing advertisers as far as all the keyword advertisements are concerned. In this case, one can preoccupy keywords if he or she enters into a contract after confirming the contract period for advertising. This study is designed to take a look at marketing for keyword advertising and to present effective strategies for keyword advertising marketing. At present, the Korean CPC advertising market is virtually monopolized by Overture. Its strong points are that Overture is based on the CPC charging model and that advertisements are registered on the top of the most representative portal sites in Korea. These advantages serve as the most appropriate medium for small and medium enterprises to use. However, the CPC method of Overture has its weak points, too. That is, the CPC method is not the only perfect advertising model among the search advertisements in the on-line market. So it is absolutely necessary that small and medium enterprises including independent shopping malls should complement the weaknesses of the CPC method and make good use of strategies for maximizing its strengths so as to increase their sales and to create a point of contact with customers.

APPLICATION OF FUZZY SET THEORY IN SAFEGUARDS

  • The International Atomic Energy Agency's Statute in Article III.A.5 allows it“to establish and administer safeguards designed to ensure that special fissionable and other materials, services, equipment, facilities and information made available by the Agency or at its request or under its supervision or control are not used in such a way as to further any military purpose; and to apply safeguards, at the request of the parties, to any bilateral or multilateral arrangement, or at the request of a State, to any of that State's activities in the field of atomic energy”. Safeguards are essentially a technical means of verifying the fulfilment of political obligations undertaken by States and given a legal force in international agreements relating to the peaceful uses of nuclear energy. The main political objectives are: to assure the international community that States are complying with their non-proliferation and other peaceful undertakings; and to deter (a) the diversion of afeguarded nuclear materials to the production of nuclear explosives or for military purposes and (b) the misuse of safeguarded facilities with the aim of producing unsafeguarded nuclear material. It is clear that no international safeguards system can physically prevent diversion. The IAEA safeguards system is basically a verification measure designed to provide assurance in those cases in which diversion has not occurred. Verification is accomplished by two basic means: material accountancy and containment and surveillance measures. Nuclear material accountancy is the fundamental IAEA safeguards mechanism, while containment and surveillance serve as important complementary measures. Material accountancy refers to a collection of measurements and other determinations which enable the State and the Agency to maintain a current picture of the location and movement of nuclear material into and out of material balance areas, i. e. areas where all material entering or leaving is measurab e. A containment measure is one that is designed by taking advantage of structural characteristics, such as containers, tanks or pipes, etc. To establish the physical integrity of an area or item by preventing the undetected movement of nuclear material or equipment. Such measures involve the application of tamper-indicating or surveillance devices. Surveillance refers to both human and instrumental observation aimed at indicating the movement of nuclear material. The verification process consists of three over-lapping elements: (a) Provision by the State of information such as - design information describing nuclear installations; - accounting reports listing nuclear material inventories, receipts and shipments; - documents amplifying and clarifying reports, as applicable; - notification of international transfers of nuclear material. (b) Collection by the IAEA of information through inspection activities such as - verification of design information - examination of records and repo ts - measurement of nuclear material - examination of containment and surveillance measures - follow-up activities in case of unusual findings. (c) Evaluation of the information provided by the State and of that collected by inspectors to determine the completeness, accuracy and validity of the information provided by the State and to resolve any anomalies and discrepancies. To design an effective verification system, one must identify possible ways and means by which nuclear material could be diverted from peaceful uses, including means to conceal such diversions. These theoretical ways and means, which have become known as diversion strategies, are used as one of the basic inputs for the development of safeguards procedures, equipment and instrumentation. For analysis of implementation strategy purposes, it is assumed that non-compliance cannot be excluded a priori and that consequently there is a low but non-zero probability that a diversion could be attempted in all safeguards ituations. An important element of diversion strategies is the identification of various possible diversion paths; the amount, type and location of nuclear material involved, the physical route and conversion of the material that may take place, rate of removal and concealment methods, as appropriate. With regard to the physical route and conversion of nuclear material the following main categories may be considered: - unreported removal of nuclear material from an installation or during transit - unreported introduction of nuclear material into an installation - unreported transfer of nuclear material from one material balance area to another - unreported production of nuclear material, e. g. enrichment of uranium or production of plutonium - undeclared uses of the material within the installation. With respect to the amount of nuclear material that might be diverted in a given time (the diversion rate), the continuum between the following two limiting cases is cons dered: - one significant quantity or more in a short time, often known as abrupt diversion; and - one significant quantity or more per year, for example, by accumulation of smaller amounts each time to add up to a significant quantity over a period of one year, often called protracted diversion. Concealment methods may include: - restriction of access of inspectors - falsification of records, reports and other material balance areas - replacement of nuclear material, e. g. use of dummy objects - falsification of measurements or of their evaluation - interference with IAEA installed equipment.As a result of diversion and its concealment or other actions, anomalies will occur. All reasonable diversion routes, scenarios/strategies and concealment methods have to be taken into account in designing safeguards implementation strategies so as to provide sufficient opportunities for the IAEA to observe such anomalies. The safeguards approach for each facility will make a different use of these procedures, equipment and instrumentation according to the various diversion strategies which could be applicable to that facility and according to the detection and inspection goals which are applied. Postulated pathways sets of scenarios comprise those elements of diversion strategies which might be carried out at a facility or across a State's fuel cycle with declared or undeclared activities. All such factors, however, contain a degree of fuzziness that need a human judgment to make the ultimate conclusion that all material is being used for peaceful purposes. Safeguards has been traditionally based on verification of declared material and facilities using material accountancy as a fundamental measure. The strength of material accountancy is based on the fact that it allows to detect any diversion independent of the diversion route taken. Material accountancy detects a diversion after it actually happened and thus is powerless to physically prevent it and can only deter by the risk of early detection any contemplation by State authorities to carry out a diversion. Recently the IAEA has been faced with new challenges. To deal with these, various measures are being reconsidered to strengthen the safeguards system such as enhanced assessment of the completeness of the State's initial declaration of nuclear material and installations under its jurisdiction enhanced monitoring and analysis of open information and analysis of open information that may indicate inconsistencies with the State's safeguards obligations. Precise information vital for such enhanced assessments and analyses is normally not available or, if available, difficult and expensive collection of information would be necessary. Above all, realistic appraisal of truth needs sound human judgment.
