  • This paper discusses the late nineteenth-century Korean intellectuals' understanding of Japanese customs on the basis of Ki-Su Kim(金綺秀)'s records. Ki-Su Kim was conservative on his inspection and observation trip to Japan Even though he was loyal to Chinese philosophy, he expressed his great interest when he was reluctant to see the Western technology flowered in Japan because it is not mentioned in Confucianism(朱子學). However, he, like mordern scholars in the later period of the Chosun dynasty, took an objective view of the military matters, such as the military training of soldiers, weapons, and others. On the one hand, he appreciated the western garment in that it, fitting the human body perfectly, makes people comfortable. In the later period of the Chosun dynasty, the Koreans had a sense of their superiority to the Japanese and held them in contempt, which had been rooted in the Japanese invasion of Chosun in the year of Imjin(AD 1592). Even around AD 1870, the Koreans regarded the Japanese as a barbarian or a savage, even though the Japanese had attempted to modernize their country with the introduction of the Western civilization since the renovation of Meizi(明治).

New Korean Traditional Papermaking From Morus spp.(II) -Properties of the Hanjis Made from Bast Fiber and Whole Stalk Fiber- (뽕나무를 이용한 새로운 한지의 제조(제 2 보) -인피부 및 전간부 섬유.한지의 특성)

  • Excellence of the Korean traditional paper(Hanji) can be proved by literatures and legacies handed down from generations. However, with the problems pertaining to a majority of traditional manufactures, Hanji industry was declined because of low productivity, insufficient supply of raw material , and reduced demand. therefore, modernizxation of the Hanji technology and development of new uses are very important. This study was carried to investigated the papermaking characteristics of Morus spp.(M.alba, M.Bombycis, and M.Ihou) for new Hanji, modernize manufacturing process of Hanji by grafting on developed modern pulping and papermaking technology, develop the various uses, and establish the foundation for development of high value-added products. Hanji is made from M.Ihou, while stalk , and sulfomethylated pulp gave better sheet formation and higher brightness than those of the others. Physical properties of Hanji which made from bast fiber pulps were better than those of whole stalk pulps. Hanji which made from M.bombycis bast fiber and whole stalk pulps were not so good sheet strength as other species. Sulfomethylated whole stalk pulps were shown better sheet strength than alkali and alkali-hydrogen peroxide whole stalk pulps.

Some Considerations for the Modernization of the Rome Convention, in case of Unlawful Interference

  • Most compensation issues are regulated under domestic law where third parties are suffered damage from crushes of aircrafts or their falling objects. This issue was internationally recognized. A Convention to unify the rules of the law concerning damage caused by aircraft to the third parties on the surface was signed in May,1933( the 1933 Rome Convention) and it became effective in 1942. Later, modernization was carried out through the 1952 Rome Convention and the 1978 Montreal Protocol amending the 1933 Rome Convention. Ratifying States either to the Convention or to the Protocol is not as many as those States to the Warsaw Convention concerning air transport. In 1999, which was a turning point of changes of centuries from the twentieth century to the twenty first century, the Montreal Convention was passed to modernize the Warsaw Convention, and was quickly widespread. On September 11 2001, the coordinated simultaneous terror attacks occurred. In the circumstances, the issue modernizing the Rome Convention came up. Thus, workout under the initiatives of the Legal Committee of the ICAO is under operation to adopt new Rome Convention. In Japan, a study on the draft of the treaty was operated by which a working study group composed of experts from academy, industry and government was set up. This article, being based on that study, clarifies issues and gives future perspectives. This article presents author's individual views.

European Union System of Fisheries Management Based on Information and Communication Technology (유럽연합의 ICT기반 수산업 구조개선 현황)

  • The fishing industry in Europe has faced environmental, economic, and social challenges. Since the early 2000s, a key tool in addressing these challenges has been information and communication technology (ICT), which has helped to modernize fishery systems in European Union (EU) countries. The ICT used in EU fisheries can be categorized broadly as 1) macro-technologies such as satellite and other remote sensing technologies in combination with geographical information systems, 2) micro-technologies adapted for fishing vessels such as echo sounders, ship navigation devices, and mobile communication devices to connect fishermen and consumers, and 3) onshore micro-technologies related to internet technology and mobile devices. The European Monitoring Center on Change has used ICT to effectively manage fisheries bio-resources. This use of ICT has contributed to the development of sustainable and competent fisheries in the 2000s, even though the knowledge-sharing practices involved are contrary to the long tradition of autonomy within the fishery industry.

A Study on the Design of Wedding Dress Expressed Traditional beauty of Han-Bok (한복을 응용한 혼례복 디자인에 관한연구)

  • This study was designed to unify two types -traditional and western- of wedding dress in one and to develop new wedding dress which can be used to wedding ceremony as well as Pae-Bae(Greeting) as an alternative for the modernistic utilization of traditional wedding dress. The wedding dress for a bride and bridegroom was developed to be used not only for wedding ceremony but also for engagement. The children's dress which can be worn for carrying flowers in front of a bride and a bridegroom was also developed. All six dresses two of each for a bride and a bridegroom one of each for a body and a girl were developed from the review of literature and photos to be introduced traditional wedding dress. The results were as follows: 1. The Korean characteristics in the developed dress were expressed well in the curves straight lines oblique lines and cracks. 2. The traditional symbolic meanings were expressed by using the pattern which was on traditional wedding dress. Changes from five original colors -red, blue, yellow, white, black- to pastel colors also could modernize the dress. 3. The Korean characteristics could be effectively expressed in dying techniques and piling -up by using hand-made silk and No-Bang, 4. The children's dress for a ceremony was re-established to modernized design with traditional beauty. 5. The expenses could be saved practically because the dress was developed for wedding ceremony as well as for engagement.

Recommendations for Revising the Arbitration Act of Korea regarding Interim Measures by the Arbitral Tribunal to Promote Commercial Arbitration in South Korea (상사중재 활성화를 위한 중재판정부의 임시적 처분 제도의 개선 - 2016년 개정 중재법을 중심으로-)

  • Arbitration is a consensual process in which a dispute is resolved by an impartial arbitrator outside the courts. Arbitration is flexible, neutral, time- and cost-efficient, and confidential. In 1985, the United Nations Commission on International Trade Law(UNCITRAL) enacted the UNCITRAL Model Law on International Commercial Arbitration to help countries reform and modernize their arbitration laws. In 1999, South Korea adopted the model law. Later in 2006, UNCITRAL amended the model law to promote international arbitration. The amended model law includes, among other things, specific provisions regarding interim measures. In 2016, in order to adopt the newly amended version of the model law, South Korea revised its Arbitration Act. The revised act includes a more comprehensive legal regime regarding interim measures, including definitions, types, processes, requirements, the court's recognition and enforcement, and liability. This paper examines the revision of the Arbitration Act of Korea and its legislative intent, presents the problems, and offers recommendations for resolving the problems.

An Hierarchical Structure Analysis of Hospital Selection Attributes (병원 선택 속성간의 계층적 구조 분석)

  • As the competition among hospitals become intensified, hospital management is required to carry out more effective marketing and positioning of the hospital. Successful positioning of a hospital requires the knowledge about how the concrete attributes inherent in the medical service associated with the customer values that customers seek eventually in the medical service. Thus, it is required for hospital management to understand which hospital attributes should be emphasized in order to improve the customer values. The hierarchical structure of service attributes can provide valuable information about effective positioning and advertising. To obtain such knowledge, we employed the order analysis technique as an objective means-end chain method. Order analysis is useful for identifying the causal structure among attributes. Thus, we can examine the underlying causal relationship and eventually the vertical structure of hospital selection attributes. For this study, we conducted a survey to obtain 370 responses for the analysis. The result suggests that hospital management had better increase the scale of hospital, improve the services of health care providers, and modernize the hospital facilities and equipments so as to enhance customer values and eventually to lead them to recommend the hospital to others. Our findings would provide the valuable information for hospital management to develop the more effective hospital positioning and marketing strategies.

  • Objective : Today, a study about the meridian is at a standstill because there is no any fundamental study to verify an essence of meridian or to take advantage of meridain. It searched the direction of new meridain study by making out road-map about meridain study to overcome the standstill. Method : It has had a through grasp of the problem of meridian study through analysis of papers for degrees and academy journals of study in connection with meridian published till now. It has made out road-map of Meridian study under a principle establishing road-map because of these problems. Results : The major problems of former studies about meridain are as follows. One is not to have any cooperation with other medical fields. The other is not to have any practical study. It searched the direction of new meridian study by road-map detailed as well as overall to overcome the difficulties. Conclusions : The new direction of meridian study is to build ideal methodical frame and modern meridian model through studying of among school systems. It will interpret newly and modernize traditional meridian theory with being connected with science technology.

Suggestions for the Development of Masan Port (마산항의 발전방향)

  • Masan Port, which is a main entrance to Korea, has undergone the tough time these days. Many problems are mainly due to the deterioration of harbor facilities, the shortage of waterfront area and the decrease of the trading volumes. Especially the trading volumes are seriously affected by the Busan New Port, which was not only very close to the Masan Port but constructed in a large scale. For the Masan Port to develop continuously, therefore, it is vital to modernize harbor facilities, redevelop the old harbor, expand its waterfront, construct green port and develop harbor for sightseeing. At the same time, Masan port should be ready to develop a higher value added port. To vitalize Masan port's economy, we have to push forward a differentiation strategy that makes Masan port specialized harbor for distributing goods like hard and heavy cargo.
