After rapid economy growth, Korean economy and Korean enterprises are aware of the importance on Mutual Cooperation. However, Korean society is not ready to proceed Mutual Cooperation and there are no theoretical model yet. Therefore, this study will suggest the theoretical basis for Mutual Cooperation, though identifying the most commonly used factors of three reliable sources: Mutual Cooperaton Manual(Ministry of Construction and Transportation 2006), selected distinguishing Mutual Cooperation Cases by Ministry of Construction and Transportation and Mutual Cooperaton Manual of other leading fields. through this study, it is expected to find reliable factors to evaluate Mutual Cooperations between General Contractor and Specialty Contractor.

Purpose - This study suggested a practical model for super supermarkets (SSMs) and small- and medium-sized stores to grow together. Super centers expanded their business. However, after the retail distribution law was revised in 2009, mutual cooperation between large and small enterprises resulted in social issues and people raised the issue of profitability. Research design, data, and methodology - This study investigated cases of regulation over distribution in Japan, France, and other countries to reveal implications and recommendations. Results - This study demonstrated how SSM and middle and small supermarkets could grow together by franchising and using cooperative society law. Franchising was a mutual growth model whereby the franchiser provided franchisees with large enterprise systems and utilities while franchisees could provide the franchiser with local information. They could thus build trust in each other to facilitate a mutual growth model. Further, the voluntary franchise system's model facilitated the mutual growth model. Conclusions - This study demonstrates that the franchise system and cooperative society could constitute an ideal model whereby large enterprises and middle and small stores could rely upon each other and grow together.

This paper is designed to make a national strategic concept for the ROK's maritime security and to explore cooperation directions for the ROK Navy and Coast Guard in order to implement the newly-made maritime security strategic concept. As strategy is composed of three main categories(goals, ways, means), the goal of the ROK's maritime security strategy is 'Safe and Affluent Sea' and the way to realize the goal is the principle of cooperative leverage, and the means as tasks to implement the strategic concept are maritime safety, maritime security, and maritime stewardship. The concept of national fleet as used in the US is applied to promoting the cooperation between the ROK Navy and Coast Guard. Thus, under the newly-established maritime security strategic concept along with the national fleet model, followings are suggested as policy proposals for facilitating mutual cooperation between the ROK Navy and Coast Guard in dealing with not only traditional threats but also non-traditional treats at sea and from the sea as well. First, the ROK Navy and Coast Guard has been making efforts to enhance interoperability between the two sea services. However, the mutual cooperations have been focused mainly on areas on operational level rather than policy level. Therefore, the two sea services are recommended to enlarge exchanges and cooperation in policy areas. Second, there are still demands for further cooperation areas between the two sea services in command and communications. The interoperability in C2 between the two needs to be upgraded even to the areas of anti-terrorist activities ar sea, ASUW, ASW, maritime interdiction, etc. Third, mutual comparability between the two needs to be reflected in the maritime forces development to ensure the comparability in UNREP and other logistics areas. Fourth, the standardization of logistical materials and equipments is needed as a way of sustaining operational capability and logistical capacity for the ROK Navy and Coast Guard as well. Fifth, the ROK Navy and Coast Guard are recommended to participate more actively in international maritime cooperation activities such as PASSEX. Sixth, Complementary laws and regulations need further to be revised and to be newly made for collectively managing swiftly maritime accidents and natural disasters at sea.

The user has to subscribe to the library so that user use the library service. User has to register at that in order to use of the nearby another library. Moreover, service such as the inter-library loan and returning my loan book to other library in which the mutual cooperation between the library is needed necessity. But it services due to the constraint condition because of the administrative or technical problems. In this paper excludes the administrative element. The web service model is forming the cluster based on the mutual cooperation between the technologically adjacent public library and provides the technologically necessary single sign-on (SSO) in order to support the additional service. The single sign-on of the library which is concluded by this model using the security information exchange standard (Security Assertion Markup Language : SAML), it is processed by XML base. In using this model, the loan information is confirmed in the attribution in return service library and the model can utilize for the return of loan book in other library. It designs the single sign-on about it.

Universities and local governments in Korea are simultaneously experiencing the difficulties of a decrease in the youth population and a decrease in the school-age population, and close cooperation between universities and local governments is urgently needed to solve this problem. Representative methods of such cooperation include the establishment of a regional innovation system and the theories of innovation clusters and triple helix models. In addition to these theories, the aim is to derive sustainable conditions for the local government-university cooperation model by examining various cases of cooperation at home and abroad. This is the purpose of this paper. In particular, through case studies of cooperation between local governments and universities at home and abroad, three types of models (job, education, and housing) were analyzed, and common conditions and requirements for sustainable cooperation were proposed. In order for cooperation between local governments and universities to continue and produce successful results, mutual benefit creation, infrastructure construction and operation appropriate for capabilities, flexibility, and mutual responsibility are necessary. Furthermore, a model that suits the capabilities of local governments and universities must be found, and in this process, the university's research capabilities and commercialization capabilities of research results are especially important. In addition, it is essential to establish a new cooperation system between local governments, universities, and the central government.

Recently, the rapid Increase of knowledge information resources and the advancement of information and communication technology has affected all libraries and the museums which collected knowledge and the information resources and provided service with indigenous for a long time. Hence, The library and the museum began to constructs the cooperative system with the cultural heritage agency such as international museums, libraries and archives after realizing the impossibility of physical self-sufficiency that the users are not able to obtain the knowledge resources and the library are not able to provide them. In this Paper, some models are presented for the data cooperation system construction of the library and the museum and developmental plan in the future. The models are (1) Interchangeable model for autonomous noninterference (2) dispense mutual service model (3) intensive service center model (4) a mixture union model.

The purpose of this study is first, to find out what factors affect the cooperation and trust within the functions in the policy implementation network and in what mechanism these factors interact, second to investigate the whys to manage trust and cooperation successfully in the dynamic situation such as the network setting. For these purpose, this study reviews the concept and characteristics of policy implementation organizations, second, extracts the various factors affecting trust and cooperation in the network situation, third applies and analyzes the relationship among factors to system dynamics model based on the game theory. The results of this study could be summarized as follows: It was found that the utility change within the participants by persuasion ＆ mutual understanding and change of rule would be leading to success in policy implementation network. Also bureaucratic management such as power enforcement does not have any good impact in the managing network. In this study, system simulation method tried to analyze the hypothesis. Quantitative and case analyses were not accompanied and analysis was limited to two-person game theory. So there is some doubt this results could be generalized to actual situation which is N-person game.

This study assessed the validity of establishing and implementing a financial supervisory policy considering that Mutual finance's increase in deposits received raises the rate of loans in the process that the recent financial supervisory authorities applied various regulatory measures to mutual financial organizations. As a result of the analysis with a least squares regression model for the correlation between the rate of increase in the deposits received by Nonghyup Mutual Finance and the default rate of loans through the complete enumeration on the 1,161 the regional Nonghyup branches nationwide from 2005 to 2011, showed that there was no (+) correlation between them the financial supervisory authorities premised but a (-) relation. As Nonghyup is a mutual financial organization with the phenomenon that the application plan of increased deposits received is becoming diversified, the increase in deposits received helps reduce the procurement interest rate of funds, which provides a chance to apply the low interest of loans again, so they have positive effects on the overall loans. Financial Supervisory authorities should re-establish a direction of policy understanding the characteristics of Nonghyup's fund use and the detailed correlation between the rate of increase in deposits received and the default rate.

Our society is currently exposed to environment of various information that is exchanged real time through networks. Especially regarding medical policy, the government rushes to practice remote medical treatment to improve the quality of medical services for citizens. The remote medical practice requires establishment of medical information based on big data for customized treatment regardless of where patients are. This study suggests establishment of regional medical cluster along with defense and protection cooperation models that in case service availability is harmed, and attacks occur, the attacks can be detected, and proper measures can be taken. For this, the study suggested forming networks with nationwide local government hospitals as regional virtual medical cluster bases by the same medical information system. The study also designed a mutual cooperation security model that can real time cope with IP Spoofing attack that can occur in the medical cluster and DDoS attacks accordingly, so that the limit that sole system and sole security policy have can be overcome.

Purpose - This study analyzes the effect of the authorized economic operator-mutual recognition arrangement (AEO-MRA) on the performance of Korean exporters and importers. The effect of the import-export companies' characteristics, such as annual sales, the number of foreign markets, and overseas experience, on the AEO-MRA is deduced; the relationship between this effect and firm performance is analyzed. Design/methodology - An empirical research model was constructed and analyzed using structural equation modeling. The effect of AEO-MRA on logistics and operational performance was derived from the aforementioned characteristics as leading factors of the AEO-MRA. The regulatory influence of cooperation with logistics companies was analyzed in the AEO-MRA effect on logistics performance. Thus, 172 valid samples were obtained from import-export companies certified by the AEO-MRA. Findings - Among the aforementioned characteristics, only "annual sales" has a positive effect on the AEO-MRA, whose effect enhances logistics and operational performances. The AEO-MRA effect did not directly affect operational performance. Owing to the adjustment effect analysis, the AEO-MRA effect and logistics performance relationship is strengthened if the cooperative relationship with the logistics company is higher than a certain level. If this cooperation falls below a certain level, the AEO-MRA effect on logistics performance reduces. Thus, logistics cooperation is an important factor in the AEO-MRA effect and logistics performance relationship. Originality/value - Hinging on the resource-based theory and relational viewpoint, an empirical model that explains the relationship between the AEO-MRA effect and firm performance is established.
