Analysis of construction tender documents in overseas projects is a very important issue from a risk management point of view. Unfortunately, majority of construction firms are biased by winning contracts without in-depth analysis of tender documents. As a result, many contractors have incurred loss in overseas projects. Although a lot of risk analysis techniques have been introduced, most of them focus project's external unexpected risks such as country conditions and owner's financial standing. However, because those external risks are difficult to control and take preemptive action, we need to concentrate on project inherent risks. Based on this premise, this paper proposes a project-oriented risk mining approach which could detect and extract project risk factors automatically before they are materialized and assess them. This study presents a methodology regarding how to extract potential risks which exist in owner's project requirements and project tender documents using state of the art data analysis method such as text mining, data mining, and information visualization. The project-oriented risk mining approach is expected to effectively reflect project characteristics to the project risk management and could provide construction firms with valuable business intelligence.

Design-bid-build (DBB) is the most common project delivery method among highway projects. State Highway Agencies (SHAs) usually apply a low-bid approach to select contractors for their DBB projects. In this approach, the Federal Highway Agency suggests SHAs heighten contractors' competition to lower bid prices. However, these attempts may become ineffective due to collusive bidding arrangements among certain contractors. One common strategy is the rotation of winning bidders of a group of contractors who bid on many of the same projects. These arrangements may also be specific to a particular region or vary in time. Despite the practices' adverse effects on bidding outcomes, an effective model to detect red-flag bidding patterns is lacking. This study fills the gap by proposing a novel framework that utilizes pattern mining techniques and statistical tests for unusual pattern detection. A case study with historical data from an SHA is conducted to illustrate the proposed framework.

본 연구에서는 국가위험도 및 국가신용등급 현황을 파악하고, 이들 지표와 광물자원개발 투자와의 관계를 분석하여 해외 광물자원개발투자를 위한 지표를 도출하고자 했다. 이를 위해 국가위험도와 광물자원부존국과의 관계를 분석하였고, OECD 국가신용등급을 적용한 자원개발 투자 위험도와의 상관성을 검토하였다. 실제 광물자원 투자사업 시 국가위험도 역할이 중요한 변수로 제공되는 국가는 자원지수는 양호하나 국가위험도가 글은 국가들이다. 따라서 해외광물자원 투자 시 자원지수와 국가위험도와의 관계에 대한 신중한 검토는 사업 투자 여부 선정을 위한 필수요건이다.

Simple statistical frequency based analysis, such as Pareto analysis, are widely used in conventional accident analysis. However, due to the dynamic and complex nature of construction works, many factors can simultaneously affect or involve the occurrence of accidents in construction projects. Therefore, the identification of the complex relationship between such factors is important to establish relevant and effective safety management policies and/or programs. In this study, characteristic factors and their relationships' contribution to non-fatal accidents in construction projects are analyzed using the association rule mining (ARM) technique. To this end, a total of 59,202 construction accident data are collected from 2015 to 2019 and the ARM is performed to retrieve specific relationships -named as association rules-among classified factors in the data. Characteristics of the retrieved relationships are analyzed and compared with the results of conventional Pareto analysis. Based on the results, it is found that both fall and trip are notable accident forms having characteristic relations with other factors for non-fatal accidents in construction projects. It is also found that small-scale construction, age of 50s, less than 1 month of working period, and architectural construction are important factors for non-fatal accidents in construction projects.

아르헨티나의 전반적인 광물자원 현황의 개략적인 이해를 위해 30여개의 광상과 프로젝트를 간략히 소개하였다. 유망광상 대부분이 아르헨티나 북서 및 중서부에 분포하는데 이는 안데스 조산운동과 밀접한 관련이 있음을 시사한다. 아르헨티나는 동, 금, 은, 납, 아연, 리튬 및 붕소의 중요수출국이다. 연료에너지와 광물자원 수급의 장기적인 전략으로 양국간의 지질연구 및 광산사업의 공동협력이 활발히 요구된다.

기업은 프로젝트의 중요성을 인지하고 프로젝트의 실패요인을 찾아 위험을 미연에 방지하여 프로젝트의 성공율을 높이기 위해 노력해야 한다. 이것은 급변하는 외부의 변화에 신속히 대응하기 위해 필요하다. 선행연구에서도 이러한 프로젝트의 성공요인 및 실패요인에 대한 연구가 다양하게 수행되었으나, 대부분 설문조사와 샘플링 통계분석으로 연구가 수행되어 데이터의 객관성과 정량적 분석에 한계를 갖고 있었다. 따라서 본 연구에서는 프로젝트의 실패요인 분석을 객관적인 프로젝트의 평가보고서인 감리결과보고서에서 프로젝트의 문제를 발견하고 개선권고사항을 제시하는 부분의 텍스트를 도출하여 텍스트 마이닝을 수행하였다. 텍스트 마이닝에 적용한 알고리즘은 분류 성능이 우수한 NaiveBayes, SMO, J48 알고리즘이다. 실험은 10배 교차검증을 수행하였고 정확률과 재현율로 평가하였다. 도출된 텍스트에서 프로젝트의 실패요인을 분석하여 프로젝트 수행에 활용될 수 있도록 하였다.

Bauxite is the principal raw material to produce alumina. Bauxite mining industry has grown gradually due to the rising demand for alumina. U.S Geological Surveys (USGS 2018) estimates the world's reserves of bauxite roughly 55-75 billion tonnes. Vietnam holds up to 3.7 billion tonnes, the third after Guinea and Australia. Most of bauxite reserves are located in Tay Nguyen (Central Highlands), and have only been minimally mined to date. The approved master plan in 2007 of the Government of Vietnam licenses bauxite mining and alumina production projects in Central Highlands through six projects until 2025. These projects constitute many potentially enormous economic, social and environmental impacts.

In this study, we typified the project for revitalizing the rural area through text analysis using news data, and analyzed the main direction and characteristics of the project. In order to examine the factors emphasized among the issues related to the revitalization of rural areas, we used news data related to 'tourism' and 'livelihood', which are the main keyword of the project to promote rural areas. In the analysis, text mining techniques were used. Topic modeling was conducted on LDA techniques for major projects in 'tourism' and 'livelihood' keyword. Based on this, this study typified the projects that are carried out for the activation of rural areas by topic. As a result of the analysis, it was fount that the topics included in the project were distributed in 11 sub-types(Tourism Promotion, Regional Specialization, Local Festival, Development of Regional Scale, Urban and Rural Exchange, Agricultural Support, Community Forest Management, Improve the Settlement Environment, General Welfare Service, Low Class Support, Others). The characteristics of the rural revitalization projects were examined, and it was confirmed that domestic projects were carried out by tourism-oriented projects. To summarize, the government is making projects to revitalize rural areas through related ministries. Within the structure where the project is spreading to the region, a lot of projects are being carried out. It is understood that the tourism and welfare oriented projects are being carried out in the revitalization project of the domestic rural area. Therefore, in order to achieve the goal of rural revitalization, it is believed that it will be effective to carry out a balanced project to improve the settlement environment of the residents.
