A Socio-demographic Study on Foreign Residents in France: A Preliminary Study for the Statistical System of Foreigners in South Korea (프랑스 거주 외국인에 관한 인구사회통계: 우리나라 외국인통계제도정립을 위한 예비적 고찰)

  • This study aims at exploring some statistical aspects in response to the increase of foreigners and immigrants within the population of Korea. Such an interest conducts our case study of France with regard to the census and legal systems that restrict definition and measures of foreign population in the country. This study also explores historical background, legal entities and authorities involved in policy-related decision making in census and other statistics, and processes of statistical production on the concerned population. Also, an importance of statistical contributions to the immigration policies is discussed.

Influence of Polarization Behaviors on the ECM Characteristics of SnPb Solder Alloys in PCB (PCB에서의 ECM 특성에 미치는 SnPb 솔더 합금의 분극거동의 영향)

  • Smaller size and higher integration of electronic components make smaller gap between metal conducting layers in electronic package. Under harsh environmental conditions (high temperature/humidity), electronic component respond to applied voltages by electrochemically ionization of metal and metal filament formation, which lead to short failure and this phenomenon is termed electrochemical migration(ECM). In this work, printed circuit board(PCB) is used for determination of ECM characteristics. Copper leads of PCB are soldered by eutectic solder alloys. Insulation breakdown time is measured at $85^{\circ}C,\;85{\%}RH$. CAF is the main mechanism of ECM at PCB. Pb is more susceptible to CAF rather than Sn, which corresponds well to the corrosion resistance of solder materials in aqueous environment. Polarization tests in chloride or chloride-free solutions fur pure metal and eutectic solder alloys are performed to understand ECM characteristics. Lifetime results show well defined log-normal distribution which resulted in biased voltage factor(n=2) by voltage scaling. Details on migration mechanism and lifetime statistics will be presented and discussed.

  • In this paper, we propose an efficient dynamic workload balancing strategy which improves the performance of high-performance computing system. The key idea of this dynamic workload balancing strategy is to minimize execution time of each job and to maximize the system throughput by effectively using system resource such as CPU, memory. Also, this strategy dynamically allocates job by considering demanded memory size of executing job and workload status of each node. If an overload node occurs due to allocated job, the proposed scheme migrates job, executing in overload nodes, to another free nodes and reduces the waiting time and execution time of job by balancing workload of each node. Through simulation, we show that the proposed dynamic workload balancing strategy based on CPU, memory improves the performance of high-performance computing system compared to previous strategies.

  • This study presents the mathematical model for predicting chloride penetration into saturated concrete under non-isothermal condition. The model considers not only diffusion mechanism but also migration process of chloride ions and other chemical species in concrete pore solution such as sodium, potassium, and hydroxyl ions. The coupled multi-ionic transport in concrete is described by the Nernst-Planck equation associated with electro-neutrality condition. The coupling parameter taken into account the effect of temperature on ion diffusion obtained from available test data is proposed and explicitly incorporated in the governing equations. The coupled transport equations are solved using the finite element method. The numerical results are validated with available experimental data and the comparison shows a good agreement.

An Overview on Historical Development in Population Survey System (우리나라 인구 통계 작성제도의 변천에 관한 고찰)

  • The historical study reveals that our ancestors had maintained a system which could produce data on the number of population and households as well as on their characteristics. For example, such data on age structure of the population, number of births, number of deaths by age & sex, number of in & out migrants were found in an historical document for the year 755. The main purposes of maintaining the system at that time were taxation and conscription. As the system evolves, another function of identifying the legal status of people was also added. Looking into the figures for those days reveals that ommission rates of the number of population and households were high. Thus, in an effort to obtain a reliable data, the annual population survey system was introduced as of 1 September 1896. This date is now cerebrated as the Statistics Day. Since then, the survey system has been diversified. At the present time, there are three major data sources which produce the statistics on population and households: Civil Registration System (vital statistics), Resident Registratiton System (migration statistics) and Population Census. However, these three systems are found to have some problems to produce the accurate data. There are some inherent problems in the registration systems such as problems in its coverage, accuracies in contents and timeliness in reporting the vital events and publishing the results. The population census has also non-sampling errors such as errors in coverage, response and non-response. Apart from the above mentioned problems, there are also conflicting problems arised from having different three data source. We can find some overlapping problems in laws and difficulties in comparative studies between regions. In the future, these problems should be taken into consideration for the improvement of the quality of statistics on population and households.

  • Recently, camera and RADAR are used for more effective and accurate observation of the bird migration. In recent years, many researches on the bird migration using RADAR are undertaking and in active, thus causes the advent of "RADAR ornithology" as a new academic field. Due to the lack of accessibility, economic feasibility and mobility of weather RADAR, airport searching RADAR and tracking RADAR, Nowadays, a marine RADAR is widely used for a bird observation. In this paper, we deals with a study on development of a remote bird observation system using marine FMCW RADAR, which monitors, records and analyzes bird movement by RADAR image processing and target recognition technology. Also, we conduct first test and second test for availability of the developed system, and verify the system to apply in bird observation domain. Consequently, we figured problems out, and correct the problems to improve the system. The developed system can apply in other domains such as environment evaluation. In the future, the system needs to improve accuracy of statistics and to track migration route of bird.

Current Status and Future Challenges of the National Population Projection in South Korea Concerning Super-Low Fertility Patterns (국제비교를 통해 바라본 한국의 장래인구추계 현황과 전망)

  • South Korea has experienced a rapid fertility decline and notable mortality improvement. As the drop in TFR was quicker and greater in terms of tempo and magnitude, it cast a new challenge of population projection - how to improve the forecasting accuracy in the country with a super-low fertility pattern. This study begin with the current status of the national population projection as implemented by Statistics Korea by comparing the 2009 interim projection with the 2006 official national population projection. Secondly, this study compare the population projection system including projection agencies, projection horizons, projection intervals, the number of projection scenarios, and the number of assumptions on fertility, mortality and international migration among super-low fertility countries. Thirdly we illustrate a stochastic population projection for Korea by transforming the population rates into one parameter series. Finally we describe the future challenges of the national population projection, and propose the projection scenarios for the 2011 official population projection. To enhance the accuracy, we suggest that Statistics Korea should update population projections more frequently or distinguish them into short-term and long-term projections. Adding more than four projection scenarios including additional types of "low-variant"fertility could show a variety of future changes. We also expect Statistics Korea topay more attention to the determination of a base population that should include both national and non-national populations. Finally we hope that Statistics Korea will find a wise way to incorporate the ideas underlying the system of stochastic population projection as part of the official national population projection.

Rural Migration and Changes of Agricultural Population (농민이촌(農民離村)과 농업인구(農業人口)의 변화(變化))

  • Taiwan agricultural development in the last decade has not been changed much since the accomplishment of land reform program. This is mainly due to the rapid development taken place within industry that agricultural development can not keep pace with. The increasing gap of rural-urban income discrepancy has caused socio-psychological unstability among rural people and inspire wants of out-migration. From 1961 to 1970, population of the ten largest cities showed an annual growth rate of 4.05%, while the population of the remainder of Taiwan showed 2.06%. Assuming the natural increase rate of these two population sections are similar, the difference of rural and urban annual growth rate can be at tributed to the flow of people from rural to urban sectors. The main objective of this paper is to identify the amount of agricultural out-migration and its impact on agricultural development and agricultural extension programs. Specifically, the objectives are to examine (1) rural-urban population composition (2) rural out-migration estimation (3) changes of agricultural population, and (4) implications for agricultural development and extension programs Some of the important findings are listed below; (1) The average agricultural out migration of the period 1960-1969 is estimated at around 60,000 per year. Take Tainan prefecture for example, the Male-Female Migration Ratio is 0.39 for age 20-24, 0.55 for age 25-29, 0.90 for 30-34. It is understood between age 20 and 34, the rural female migration rate is higher than the rural male. (2) Based on the population growth rate of 1950-1969, agricultural population is projected for the period of 1953 to 1989. By 1978, the agricultural population will reach its peak and begin to dedaine from 1980. The projected agricultural population in 1989 is 5,847,566 which occupies 29% of the Taiwan total population. (3) Assuming area of cultivated land keep unchanged as 905,263 ha. in 1970, and tif we can eliminate all 72% of part-time farms, then the average farm acreage for hose full-time farms will be increased to 3.6 hactares. This is unlikely to happen before 1989 without the government interference. (4) Less than 10% of adult farmer s of age 25-64 in 1969 enrolled in Farm Discussion Club, only 5% of adult farm women enrolled in Home Economics Club, and 5% of rural youth enrolled in 4-H Club. These statistics show a fact that only few farmers are reached by extension workers. Based on findings in this paper, some important suggestions are listed for future agricultural development. (1) Improve agricultural structure by decreasing agricultural population (a) Encourage farmers with less than 0.5 ha. of land to seek jobs outside of agriculture (b) Encourage joint cultivation and farm mechanization (c) Discourage rural migrants to Keep farm land (d) Provide occupational guidance program through extension education programs (2) Establish future farmers settlement project to assure rural youth have enough resources for farming. (3) An optimum Population policy should be integrated into rural socio-economic development and national development programs.

Effects of Fracture Intersection Characteristics on Transport in Three-Dimensional Fracture Networks

  • Flow and transport at fracture intersections, and their effects on network scale transport, are investigated in three-dimensional random fracture networks. Fracture intersection mixing rules complete mixing and streamline routing are defined in terms of fluxes normal to the intersection line between two fractures. By analyzing flow statistics and particle transfer probabilities distributed along fracture intersections, it is shown that for various network structures with power law size distributions of fractures, the choice of intersection mixing rule makes comparatively little difference in the overall simulated solute migration patterns. The occurrence and effects of local flows around an intersection (local flow cells) are emphasized. Transport simulations at fracture intersections indicate that local flow circulations can arise from variability within the hydraulic head distribution along intersections, and from the internal no flow condition along fracture boundaries. These local flow cells act as an effective mechanism to enhance the nondiffusive breakthrough tailing often observed in discrete fracture networks. It is shown that such non-Fickian (anomalous) solute transport can be accounted for by considering only advective transport, in the framework of a continuous time random walk model. To clarify the effect of forest environmental changes (forest type difference and clearcut) on water storage capacity in soil and stream flow, watershed had been investigated.
