In this paper, the design of the RF system monitoring and control system of KUS (KASS: KASS Uplink Station) which constitutes KASS (Korea Augmentation Satellite System) is described. The Korean satellite calibration system is named KASS and aims to develop the SBAS system of the APV-1 level SoL service level and the CAT-1 test operation technology. Software and hardware development environment, function and algorithm of supervisory control device, structure of supervisory control device, and user interface were designed to implement KUS / RFS monitoring control device. We have secured the stability and reliability of the system by using the monitoring and control system design of the COMS (Communication Ocean & Meteorological Satellite) and the Korea Satellite 5A / 7 control system, which has already been used for the design of the surveillance control system. In addition, we have made it possible to provide the user interface according to the actual operator's request more conveniently.

The new deregulated economic environment in the power utility market is forcing fundamental changes in the investment and operational decisions regarding transmission lines. Hence, it has come to be an important issue to evaluate their current utility in order to increase conductor ampacity based on conservative assumptions of worst case weather conditions. Static thermal rating has born still applied in most power companies worldwide, however some of them have been done various trials such as monitoring dynamic line ratings to increase line ratings in real time. This study is an attempt to access the static line ratings in Korea Electric Power Corporation(KEPCO) transmission lines, which were specified by weather model. Several environmental performances for determining static line ratings are examined by using the past weather data of Korean Meteorological Administration. As a result, it is shown that seasonal or regional line ratings could be adopt to the KEPCO's transmission lines, and their line ratings could be more increased without refurbishing current conductors in service to new high-temperature ones.

The effect of climate change has influenced humanity and ecosystem with tremendous changes in temperature. For the past 150 years, the national annual average temperature is 0.6 degree increased and the heating degree day reduced from April to November. However, December to January, the climate change was generated and the heating degree day increased. The blackout occured in 2011 and 2012 by increasing electricity consumption of heating and cooling equipment to the effects of climate change. That is because heating load accounted for 20% of building electric use. In this study, strengthening measures to reduce heating energy consumption is presented due to climate change in winter since 1980 to prevent blackout and reliable power supply for the building energy-saving design standards by Meteorological data provided by the National Weather Service were calculated using the heating degree days in order to present eighteen cities from 1980 to 2012. Insulation standards are presented to prevent black-out by the heating degree days. the heating energy demand was reduced almost 6% including 10% in Central, 5% in South and Jeju area based on strengthening of the insulation. It is applied to the entire country an annual economic effect of 250 billion won, and black-out can be prevented.
As for satellite programs, the multipurpose satellite 1(KOMPSAT-1) was successfully launched on Dec. 21, 1999 and operated for three years. It is still properly operated even though its life cycle was ended. The development of KOMPSAT-2 (Korea Multipurpose Satellite-2) is near completion and the development of KOMPSAT-3, KOMPSAT-5 and COMS (Communication, Ocean, Meterological Satellite) are proceeding swiftly. In KORDI(Korea Ocean Research and Development Institute), the KOSC (Korea Ocean Satellite Center) construction project is being prepared for acquisition, processing and distribution of sensor data via L-band from GOCI(Geostationary Ocean Color Imager) instrument which is loaded on COMS(Communication, Ocean and Meteorological Satellite); it will be launched in 2000. Ansan(the headquarter of KORDD has been selected for the location of KOSC between 5 proposed sites, because it has the best condition to receive radio wave. The data acquisition system is classified antenna and RF. Antenna is designed to be ${\emptyset}$ 9m cassegrain antenna which has 19.35 $G/T(dB/^{\circ}K)$ at 1.67GHz, RF module, is divided into LNA(Low noise amplifier) and down converter, those are designed to send only horizontal polarization to modem The existing building is re-designed and classified for the KOSC operation concept; computing room, board of electricity, data processing room, operation room Hardware and network facilities have been designed to adapt for efficiency of each functions. The distribution system which is one of the most important systems will be constructed mainly on the internet, and it is also being considered constructing outer data distribution system as a web hosting service for to offering received data to user under an hour.

While effects of the atmospheric boundary layer flow on engineering infrastructure are more or less known, some local transient winds create difficulties for structures, traffic and human activities. Hence, further research is required to fully elucidate flow characteristics of some of those very unique local winds. In this study, important characteristics of observed vertical velocity profiles along the main wind direction for the gusty Bora wind blowing along the eastern Adriatic coast are presented. Commonly used empirical power-law and the logarithmic-law profiles are compared against unique 3-level high-frequency Bora measurements. The experimental data agree well with the power-law and logarithmic-law approximations. An interesting feature observed is a decrease in the power-law exponent and aerodynamic surface roughness length, and an increase in friction velocity with increasing Bora wind velocity. This indicates an urban-like velocity profile for smaller wind velocities and rural-like velocity profile for larger wind velocities, which is due to a stronger increase in absolute velocity at each of the heights observed as compared to the respective velocity gradient (difference in average velocity among two different heights). The trends observed are similar during both the day and night. The thermal stratification is near neutral due to a strong mechanical mixing. The differences in aerodynamic surface roughness length are negligible for different time averaging periods when using the median. For the friction velocity, the arithmetic mean proved to be independent of the time record length, while for the power-law exponent both the arithmetic mean and the median are not influenced by the time averaging period. Another issue is a large difference in aerodynamic surface roughness length when calculating using the arithmetic mean and the median. This indicates that the more robust median is a more suitable parameter to determine the aerodynamic surface roughness length than the arithmetic mean value. Variations in velocity profiles at the same site during different wind periods are interesting because, in the engineering community, it has been commonly accepted that the aerodynamic characteristics at a particular site remain the same during various wind regimes.

Generally, in terms of the development of irrigation scheme, the efficient water resource management that supplies the irrigation water in consideration of the required time and accurate quantity to grow the crop should be conducted. The water resource assessment should precede to supply the irrigation water efficiently. The water resources assessment is divided into the water requirement analysis and the water availability assessment. In case of Korea, the major crop is paddy rice unlike crops of Africa, such as sugarcane, maize, and cassava, etc. Because it is not familiar with the method for upland irrigation development in tropical area, it needs to know the water resources assessment for irrigation scheme development about these crops. The Natama Scheme in Chiradzulu District of the Southern Malawi was selected as study area, which has tropical climate. From the collected meteorological data, the evapotranspiration was analyzed by Penman-Monteith Method and the effective rainfall was analyzed by USDA Soil Conservation Service Method. This study displays the results that for study area, the evapotranspiration varies from 2.80 mm/day to 5.51 mm/day and the effective rainfall varied from 2.1mm to 149.0mm. According to the selected crop (Green Maize, Dry Maize), the unit water requirement (UWR) and water demand (WD) considering the irrigation efficiency, irrigation time and irrigation area were estimated to be $0.00122m^3/s/ha$ and $0.0122m^3/s$ respectively. For the water availability assessment, the runoff of Natama scheme was calculated by specific yield method. The water availability was evaluated through reviewed differences of discharge between $Q80_{intake}$ and Total WD, and the irrigation water can be supplied sufficiently in the existing 10ha of Natama scheme. As a result of reviewing the extensibility of irrigable area, total WD of scheme is $0.02313m^3/s$, and $Q80_{intake}$ is $0.02387m^3/s$ ($Q80_{intake}$ > Total WD). Therefore, Natama scheme can be extended from 10 ha to 17 ha in the dry season in consideration of the $Q80_{intake}$.
It is important for the strategy of service to provide the health information in the environment that the healthcare has been changed focusing on the preventive medicine. Recently, the various applications of u-healthcare have been presented by researchers. In this paper, we proposed the health information monitoring system using the context sensors based band. By wearing the proposed hand, the health status is gathered and vital signals are transmitted to the connected UMPC. It can be easily monitored according to the user locations in real time. To provide the health index according to the temperature, the air conditioning, the illumination, the humidity, and the ultraviolet rays, we use the various XML links extracted from RSS of the Korea Meteorological Administration. The health information is analyzed in terms of factors, such as, the asthma index, the stroke index, the skin disease index, the pulmonary disease index, the pollen concentration index, and the city high temperature index. Ultimately, this paper suggests empirical application to verify the adequacy and the validity with the proposed system. Accordingly, the satisfaction and the quality of services will be improved the healthcare.

The purpose of this study is visualizing climate change contents from Weather Research and Forecasting model and providing useful tool to anyone who want to use them for communication and actual movement. As a results, we have built a process and user interface for publishing Arrow KML, BWS KML, and DI KML. Arrow KML provide wind rose service and wind attribute information for each arrow. BWS KML provide a wind power index and DI KML provide a thermal comfort. All KML contents are more reliable because those are visualized from the scientifically verified climate change prediction model. Further study will focus on searching for climate change contents mining and useful contents design for wide range of climate change mitigation/adaptation activity.
The aim of this paper is to investigate the applicability of high spatial resolution remote sensing images for conducting the rural amenity resources survey. There are a large number of rural amenity resources and field reconnaissance without a sufficient preliminary survey involves a big amount of cost and time even if the data quality cannot always be satisfied with the advanced study. Therefore, a new approach should be considered like the state-of-the-art remote sensing technology to support field survey of rural amenity resources as well as to identify the spatial attributes including the geographical location, pathway, area, and shape. Generally high-resolution satellite or aerial photo images are too expensive to cover a large area and not free of meteorological conditions, but recently rapidly-advanced internet-based image services, such as Google Earth, Microsoft Bing maps, Bluebirds, Daum maps, and so on, are expected to overcome the handicaps. The review of the different services shows that Google Earth would be the most feasible alternative for the survey of rural amenity resources in that it provides powerful tools to build spatial features and the attributes and the data format is completely compatible with other GIS(Geographic information system) software. Hence, this study tried to apply the Google Earth service to interpret the amenity resources and proposed the reformed work process conjugating the internet-based high-resolution images like satellite and aerial photo data.
The COMS provides the LRIT/HRIT services to users. The COMS LRIT/HRIT broadcast service should satisfy the 15 minutes timeliness requirement. The requirement is important and critical enough to impact overall performance of the LHGS. HRIT image data is acquired from INRSM output receiving but LRIT image data is generated by sub-sampling HRIT image data in the LHGS. Specially, since LRIT is acquired from sub-sampled HRIT image data, LRIT processing spent more time. Besides, some of data loss for LRIT occurs since LRIT is compressed by lossy JPEG. Therefore, algorithm with the fastest processing speed and simplicity to be implemented should be selected to satisfy the requirement. Investigated sub-sampling algorithm for the LHGS were nearest neighbour algorithm, bilinear algorithm and bicubic algorithm. Nearest neighbour algorithm is selected for COMS LHGS considering the speed, simplicity and anti-aliasing corresponding to the guideline of user (KMA: Korea Meteorological Administration) to maintain the most cloud itself information in a view of meteorology. But the nearest neighbour algorithm is known as the worst performance. Therefore, it is studied in this paper that the selection of nearest neighbour algorithm for the LHGS is reasonable. First of all, characteristic of 3 sub-sampling algorithms is studied and compared. Then, several sub-sampling algorithm were applied to MTSAT-1R image data corresponding to COMS HRIT. Also, resized image was acquired from sub-sampled image with the identical sub-sampling algorithms applied to sub-sampling from HRIT to LRIT. And the difference between original image and resized image is compared. Besides, PSNR and MSE are calculated for each algorithm. This paper shows that it is appropriate to select nearest neighbour algorithm for COMS LHGS since sub-sampled image by nearest neighbour algorithm is little difference with that of other algorithms in quality performance from PSNR.
