  • These days many meeting minutes of various organizations are publicly available and the interest in these documents by people is increasing. However, it is time-consuming and tedious to read and understand whole documents even if the documents can be accessed easily. In addition, what most people want from meeting minutes is to catch the main issues of the meeting and understand its contexts rather than to know whole discussions of the meetings. This paper proposes a novel method for summarizing documents considering the characteristics of the meeting minutes. It first extracts the sentences which are addressing the main issues. For each issues expressed in the extracted sentences, the sentences related with the issue are then extracted in the next step. Then, by transforming the extracted sentences into a tree-structure form, the results of the proposed method can be understood better than existing methods. In the experiments, the proposed method shows remarkable improvement in performance and this result implies that the proposed method is plausible for summarizing meeting minutes.

  • Meeting minutes in public organizations are crucial in the process of decision making in terms of accountability of records. The purpose of this study aims to provide a set of solutions in terms of improving the creation and management of meeting minutes in context of public records. For the case studies, Government in the Sunshine Act in the United States of America, Cabinet Handbook in Australia, and the law on Public Records in Korea are comparatively analyzed. As of 2012, fifty four designated meetings for minutes are administrated with a questionnaire survey. Based on the data analyses on the case studies and responses from designated meetings, three apsects in the creation and management of minutes are proposed: appropriate laws and regulations reflecting the characteristics of meeting minutes, best practices and manuals, and training for creation.

  • This study analyzes the status of the designated administrative meetings of the central administrative agencies, including the number of meetings, the presence of written minutes, and the form of minutes. The implications based on the analysis are as follows. First, there were meetings that were not held, and written meetings were held. The standards for determining the designated meetings should be established. Second, when only a written meeting was held, the minutes were not made because these were not written separately. A written meeting can be held, if it is necessary. However, there is still a need to keep a detailed record similar to minutes in such cases. Third, among the minute types, a written record of the points of the meeting is preferred. Even if the meeting is closed for proper reasons, making a transcript and a record in addition to writing the points must be settled. Finally, specific standards for the procedures and reasons why meetings and minutes should be closed should be established. It is necessary to change the paradigm from the viewpoint of production and management to the viewpoint of disclosure and sharing through the improvement of standards and procedures related to designated meetings and designated meeting minutes.

  • Objectives: The purpose of this study was to examine the relationship of meeting the recommended levels of physical activity (PA) with health status and preventive health behavior in adults. Methods: A total of 5630 adults 18 years of age or older were included in this study. PA was assessed using a series of questions that categorized activities based on their metabolic equivalent values and then categorized individuals based on the reported frequency and duration of such activities. Participants reporting 150 minutes or more of moderate-intensity PA per week were considered to have met the PA guidelines. Multiple logistic regression was used to model the relationships between meeting PA guidelines and health status and preventive health behavior, while controlling for confounding variables. Results: Overall, 53.9% (95% confidence interval [CI], 51.9 to 55.9%) of adults reported meeting the recommended levels of PA. Among adults with good general health, 56.9% (95% CI, 54.7 to 59.1%) reported meeting the recommended levels of PA versus 43.1% (95% CI, 40.9 to 45.3%) who did not. Adults who met the PA guidelines were significantly more likely not to report high cholesterol, diabetes, chronic obstructive pulmonary disease, arthritis, asthma, depression, or overweight. Furthermore, adults meeting the PA guidelines were significantly more likely to report having health insurance, consuming fruits daily, consuming vegetables daily, and not being a current cigarette smoker. Conclusions: In this study, we found meeting the current guidelines for PA to have a protective relationship with both health status and health behavior in adults. Health promotion programs should focus on strategies that help individuals meet the current guidelines of at least 150 minutes per week of moderate-intensity PA.

  • Owing to the environment in which it has become difficult to face people, on-tact communication has been activated, and online video conferencing platforms have become indispensable collaboration tools. Although costs have dropped and productivity has improved, communication remains poor. Recently, various companies, including existing online videoconferencing companies, have attempted to solve communication problems by establishing a videoconferencing platform within the virtual reality (Virtual Reality) space. Although the VR videoconference platform has only improved upon the benefits of existing video conferences, the problem of manually summarizing minutes because there is no function to summarize minute documents still remains. Therefore, this study proposes a method for establishing a meeting minute summary system without applying cases to a VR videoconference platform. This study aims to solve the problem of communication difficulties by combining VR, a metaverse technology, with an existing online video conferencing platform.

  • This study aims to elucidate the implications for 20 years of the establishment of the information disclosure law by analyzing contents of the public regulations of 50 states of the United States. For the purpose, it looks at the general outline of the open meetings law of the 50 states, including the requirements and procedure of the advance notification of the meeting, and the protest procedure and penalties for the violation of the law. As a result of analysis, under the law, public meetings should announce their schedule and agenda in advance, and minutes of meetings and recording of meetings should be accessible to citizens. Furthermore, a person who violates the law for opening meetings could be fined or imprisoned. The implications for the establishment of the Open Meetings Act in Korea are as follows: First, the open meeting system starts with the appropriate period and method of advance notice of meeting holding. Second, the substantive contents of the advance notification guarantee the effectiveness of the meeting disclosure system. Third, the method and subject of advance notification should be as wide and diverse as possible. Fourth, all decisions of the meeting that violate the law are null and void. Fifth, a system should be set up so that any citizen could easily raise objections to the violation of the law. Sixth, the person who violates the law should be held responsible. Lastly, citizen access to minutes, recordings as well as comprehensive meeting minutes writing including attendees, agendas, and ballots should be guaranteed.

  • An automated minutes summary system is required to objectively summarize and classify the contents of discussions or discussions for decision making. This paper designs and implements a minutes summary system using word2vec model to complement the existing minutes summary system. The proposed system is further implemented with word2vec model to remove index words during morpheme analysis and to extract representative sentences with common opinions from documents. The proposed system automatically classifies documents collected during the meeting process and extracts representative sentences representing the agenda among various opinions. The conference host can quickly identify and manage all the agendas discussed at the meeting through the proposal system. The proposed system analyzes various agendas of large-scale debates or discussions and summarizes sentences that can be representative opinions to support fast and accurate decision making.
