  • Without an accurate understanding of information needs of library users, an efficient services can't be implement. And we can expect that there is a difference between query statement and actual information needs of users. It also will occur difference in the process of librarian's interpretation of query statement because of an inaccurate presentation and their different working experiences. It means that there is a communication problems between users and librarians. The purpose of this study is to provide the techniques of face to face communication between users and librarians as a method of efficient library service activities. And focused on the importance of non-language communication. The effectiveness of this study are as follows: 1. With the understanding of information flow, librarians can expand the extent of library services. 2. Knowing that how to communicate with users at the a n.0, ppropriate degree, librarians can improve the communication techniques. 3. Expanding the satisfaction of information services and heitening the reliability of users. 4. From the analysis of user information needs, librarians can convert present system to the proper service-oriented system. 5. • Communication is a process involving a group of interrelated elements working together for the purpose of information transfer. This paper discusses information retrieval as a communication process in the 21st century library. The difficulties associated with access to recorded knowledge through bibliographic control devices have been exacerbated by the interposition of additional encoding processes in the library and further decoding by the users. In addition, the innovation of internet/web has revolutionized the means and mode of communication process in the library by flooding information seekers with information and creating an illusion of self-sufficiency in many users. With these changes in information seeking behaviour and pattern, a cybernetic approach to information retrieval has emerged emphasizing adaptive control mechanisms and feedback processes. This paper argues that libraries should strive to continuously remain relevant by keeping abreast with changes in the behavior of information users. To this end, this paper proposes apomediatic-cybernetic model of communication, which illustrates information retrieval processes for the 21st-century library.

  • A wireless power transfer technique can solve the power capacity problem in wireless rechargeable sensor networks (WRSNs). The charging strategy is a wide-spread research problem. In this paper, we propose a demand-based charging strategy (DBCS) for WRSNs. We improved the charging programming in four ways: clustering method, selecting to-be-charged nodes, charging path, and charging schedule. First, we proposed a multipoint improved K-means (MIKmeans) clustering algorithm to balance the energy consumption, which can group nodes based on location, residual energy, and historical contribution. Second, the dynamic selection algorithm for charging nodes (DSACN) was proposed to select on-demand charging nodes. Third, we designed simulated annealing based on performance and efficiency (SABPE) to optimize the charging path for a mobile charging vehicle (MCV) and reduce the charging time. Last, we proposed the DBCS to enhance the efficiency of the MCV. Simulations reveal that the strategy can achieve better performance in terms of reducing the charging path, thus increasing communication effectiveness and residual energy utility.

  • Political activities through social networking service (SNS) are common in the political communication environment. The main aim of this study is to present logical and empirical evidence on the effects of politicians' SNS activities. To achieve this goal, this research analyzed the relationship between the SNS activities of politicians and the political efficacy and political participation of citizens through a survey of 644 people. The results of the survey analysis showed that politicians' SNS activities have a positive effect on both the internal and external efficacies of citizens and that these efficacies positively influence political participation. This finding means that the SNS activities of politicians promote political participation by increasing the political efficacy of citizens and states. The results also suggest that SNS, with its characteristics of communication and interaction, plays a crucial role as a political communication medium. Therefore, with SNS, a variety of information sources on politics can be offered, suggestions from citizens can be embraced, and such suggestions can be revealed to politicians as a means of promoting political efficacy and participation.

  • This paper proposes a algorithm of phonemes extraction in korean character pattern recognition. The phonemes are classified into the patterns which are separable and connected with each other. The former is extracted by means of pattern matching in consideration of topological structure of ponemes and direction of stroke sequentially. The latter is extracted by means of index and window algorithm which are performed by a 3$\times$3 sequential local operation in the thinned character pattern.

  • Due to the high growth of SNS population, service scalability is one of the critical issues to be addressed. The cloud environment provides the flexible computing and storage resources for services deployment, which fits the characteristics of scalable SNS deployment. However, if the SNS related information is not properly placed, it will cause unbalance load and heavy transmission cost on the storage virtual machine (VM) and cloud data center (CDC) network. In this paper, we characterize the SNS into a graph model based on the users' associations and interest correlations. The node weight represents the degree of associations, which can be indexed by the number of friends or data sources, and the link weight denotes the correlation between users/data sources. Then, based on the SNS graph, the two-step algorithm is proposed in this paper to determine the placement of SNS related data among VMs. Two k-means based clustering schemes are proposed to allocate social data in proper VM and physical servers for pre-configured VM and dynamic VM environment, respectively. The experimental example was conducted and to illustrate and compare the performance of the proposed schemes.

  • We studied the Drain-Induced-Barrier-Lowering (DIBL) effect by different drain engineering. One other drain engineering is symmetric source-drain n-channel MOSFETs (SSD NMOSs), the other drain engineering is asymmetric source-drain n-channel MOSFETs (ASD NMOSs). Devices were fabricated using state of art 40 nm dynamic-random-access-memory (DRAM) technology. These devices have different modes which are deep drain junction mode in SSD NMOSs and shallow drain junction mode in ASD NMOSs. The shallow drain junction mode means that drain is only Lightly-Doped-Drain (LDD). The deep drain junction mode means that drain have same process with source. The threshold voltage gap between low drain voltage ($V_D$=0.05V) and high drain voltage ($V_D$=3V) is 0.088V in shallow drain junction mode and 0.615V in deep drain junction mode at $0.16{\mu}m$ of gate length. The DIBL coefficients are 26.5 mV/V in shallow drain junction mode and 205.7 mV/V in deep drain junction mode. These experimental results present that DIBL effect is higher in deep drain junction mode than shallow drain junction mode. These results are caused that ASD NMOSs have low drain doping level and low lateral electric field.

  • In this paper the effect of instability and chaos in optical fiber networks based on the Internet is described. Nonlinear optical fiber effect especially Brillouin scattering in networks has emerged as the essential means for the construction of active optical devices used for all-optic in-line switching, channel selection, amplification, oscillation in optical communications and a host of other applications. The inherent optical feedback by the back-scattered Stokes wave in optical networks also leads to instabilities in the form of optical chaos. This paradigm of optical chaos in fiber Internet serves as a test for fundamental study of chaos and its suppression and exploitation in practical application in optical fiber communication. This paper attempts to present a survey and some of our research findings on the nature of Brillouin chaotic effect on Internet based optical communication.
