Analysis of marine accident probability in Mokpo waterways

  • The maritime risk assessment is important not only to evaluate the safety level of the ports and waterways but also to reduce potential maritime accidents at sea in terms of the proactive measures of the maritime accidents. In this paper, the collision risk assessment in Mokpo waterways has been carried out based on the IALA recommended model, IWRAP. To evaluate the accident probabilities in Mokpo waterways, all data of vessels were collected from AIS and Radar observations data and the computer simulations were carried out. To assess the risk on the traffic, the scenario-base approach has been applied to the Mokpo waterway by using the maritime accident statics over the past 5 years.

  • In the present maritime traffic conditions of Gwangyang harbor, there exists many hazardous factors which may lead to huge accidents including marine oil pollution. To mitigate the danger to vessels in Gwangyang harbor and to secure the safety of maritime environment, we established one way traffic between No.3 Route and No.4 Route, Designed of deep water line on No.3 route, Extended one-way route for Myo-Do Passage etc.

  • There has been only a deep water route for deep draft vessels without any other routeing system in Yosu Bay despite of the rapid change in ship's size and increase in the traffic volume since the specified area for traffic safety was established in 1988. In this work, we suggest several solutions to secure ship's safety and to eliminate dangerous factors which exists in present ship traffic system Consequently, this work is to propose improved marine traffic system in future.

A Study on the Coastal Navigation Safety by Navigational Risk Assessment Model (항해위험평가모델에 의한 연안역 항해의 안전 제고에 관한 연구)

  • The major cause of the marine accidents is the collision with a moving object such as ship as well as the fixed object such as breakwater. Therefore, the most effective way to reduce the maritime ship accidents is the prevention of collision. In order to decrease the collision, it is principle that the navigation officer promptly judges the dangerous condition and makes the quick response. The ship does not allow any object or other ships approaching its surrounded area called ship area so that it prevents the collision. Generally, the ship which has high speed or poor maneuvering capability shall be managed from the distance so that the other ship does not invade its ship domains(watching distance, blocking distance). Accordingly, this study sets the navigational risk assessment model by applying ship dynamic domain and collision judgement method considered ship length, speed and navigational capability. It also reviewed the validity of the model and evaluated the perilous water way (Maenggol Channel) and a curved route near Maenggol Channel. As a result, in case of a ship with 100m in length passing Maenggol Channel, it represented "warning" level before 1.5nm to the entry, "dangerous"level 0.75nm before to it and "very dangerous" level 0.5nm before to it and then "dangerous"level again up to the entry. Applying to the curved route also showed the same results as the Narrow Channel or Maenggol Channel. This analysis highly matched with the actual navigation results. In the future, this model will be useful for coastal navigation safety chart development and safety evaluation for route or port development. It also allows to evaluate the dangerous route or the best route by applying the result into ECDIS so that it will finally help to reduce the marine accidents. Eventually the model will be effective for the marine traffic simulation evaluation forced by Maritime Traffic Safety Act.

  • Route Design & TSS(Traffic Separation Scheme} establishment are often used to improve the maritime traffic safety in the heavily congested traffic area. There are several domestic and international route design guidelines, but there is no guideline of TSS design As a result, TSS is usually designed based on the subjective opinions of professionals in this field. Until now, there exist a few papers dealing with the effects of TSS on the reduction of maritime accidents, however, it is hard to find a paper on the design guidelines of TSS. In this paper, TSS design guidelines are proposed based on the quantitative assessment of navigational difficulty felt by mariners, which is expected to improve navigational safety of vessels in congested area.

Study on Vessel Traffic Risk Assessment according to Waterway Patterns in a Southwest Offshore Wind Farm (서남해 해상풍력발전단지 내 항로형태에 따른 선박통항 위험도 평가에 관한 연구)

  • Domestic southwest offshore wind farms have problems such as the reduction in fishing rights by prohibiting vessel traffic, which delays their development. As such, there is a need to develop offshore windfarms in Europe to permit the passage of vessels and fishing operations in specific offshore windfarm areas. In this study, we used the environmental stress (ES model) and the IALA Waterway Risk Assessment Program (IWRAP) to determine the ratio of risk to the route type (cross pattern, grid pattern) and traffic volume (present, 3 times, 5 times and 10 times) to derive the risk factors of specific vessels for offshore windfarms. As a result, ship operators' risk related to offshore windfarms did not rise in both route types and there was no significant difference in the annual probability of collision in the present traffic volume. In conditions that increased traffic volume by 3 times, 5 times and 10 times, the risk ratio increased as ship operator risk and collision probability increased at the crossing points. Furthermore, when the traffic volume of the ship increased, the risk could be more effectively distributed in the grid route compared to the cross route. The results of this study are expected to apply to the operation type, route operation method, safety measures, etc. in offshore wind farms.

  • The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. Specially, except Mokpo-Gu fairway routeing is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated Therefore, this paper proposed a plan for safe passage through a maritime transportation environmental assessment with the analysis of surrounding environment, danger element of navigation, traffic observation and marine accidents.

  • Ship-handling simulation system has been used for maritime traffic safety assessment for harbor and fairway. There exist various environmental conditions under which ship may navigate along a fairway or in harbor. Due to the time and budget limitations, however, ship-handling simulations are usually carried out for very limited number of environmental conditions. In this paper, statistical method for effective and systematic determination of real time simulation conditions is suggested and applied to the maritime traffic safety assessment problems. In the empirical study, the principal component analysis method and the concept of empirical cumulative distribution function are suggested to estimate synthetic navigational difficulty and to select simulation conditions which would impose high difficulty on shiphandling.
