An Analysis on the Models of Occurrence Probability of Marine Casualties (해양사고 발생의 확률모델 분석)

  • The marine traffic congestion has increased due to the expansion of vessel traffic volume in Korean coastal waterway these days. Heavy traffic could bring serious marine casualties which cause the loss of human lives, properties and marine pollution in coastal area. In this paper, the probability analysis of marine casualties in Korean coast. To achieve this aim, clears up the cause of accident and examines closely the mutual relations among marine casualties, weather condition, and marine traffic volume. These casualties are classified into several patterns or the point of view of ship's size, ship's type and ship's age and its characteristics of each pattern are described In detail.

  • The national VTS was launched in 1993, and has adopted a harbour-oriented control method which is unable to consider enough characteristics of its work. However, for the past 17 years, the characteristics has changed due to increased amount of vessels. Up to now the domestic Vessel Traffic Service has adopted harbour-oriented control method which is unable to consider enough characteristics of its work. However, developed countries have carried out waters-oriented control method, according to the using areas of ships, to be well considered the characteristics of control for increasing efficiency of it. Especially, VTS of Daesan, Pyeongtaek and Inchon harbour can have confusions of control because of overlapped service areas of it. Therefore, in this paper suggested a new Sector Division that the relevants waters is divided into 3 operational Regions and these are divided into nine sectors again, for the purpose of improving the efficiency and the concentration of VTS.

  • This paper suggests a congestion control scheme for CL (ConnectionLess) overlay network using the feedback loops between CL user and CL server, between CL servers, and between end-to-end CL users, and the header translation table of CL server. The CL overlay network for CBDS(Connectionless Broadhand Data Service) defined by ITU-T((International Telecommunication Union-Telecommunication) consists of CL servers which route frames and links which connect between CL user and CL server or between CL servers. In the CL overlay network, two kinds of congestion, CL link congestion and CL server congestion, may occur. We considered the schemes to solve the congestion. link-by-link method[18] has used the ABR feedback loops of ATM layer between CL user and CL server or between CL servers, and the congestion table using header translation table of CL server. As in congestion of output virtual channel this method has an effect on all the traffic transmitting through the link, then it has an effect on the traffic that has not caused the congestion. As a result, the link utilization of output virtual channel that does not bring the congestion and outputs the traffic is decreased. To overcome this drawback of link-by-link, we proposed the hybrid method that are using the ABR feedback loops of link-by-link method, the feedback loop between CL users in end-to-end, the congestion table using and the header translation table. This scheme deals with teh congestion immediately by link-by-link loops and the header translation table, and then regulates the sending rate of CL user that causes the congestion by end-to-end loop.

A Study on the Standard Ship's Length of Domestic Trade Port (국내 무역항의 표준 선박길이에 관한 연구)

  • With the introduction of increasingly large-sized ships, the conditions of main domestic port facilities remain the same as in the past. So, there is high probability that marine traffic congestion can occur at the certain ship's routes. The standard ship's length used to assess the marine traffic congestion of domestic trade port is 70 meters. It has been in use for the last 30 years, so, its usefulness is highly recommended for review. This study deeply analyzes the tendency of ship's dimensional changes according to recent enlargement of ship's size by utilizing the particulars of 60,000 ships saved in domestic Port-MIS database and suggests the standard ship's length by figuring out the correlation between length of ship and gross tonnage. In addition, the basis of statistical data on the ship's tonnage in domestic trade over the last five years suggests the standard ship's length by deriving the reference point of cumulative incidences that occupy more than over 50 %, except for small vessels. It is necessary to consider the characteristic of each domestic trade port before the actual application of suggested standard ship's length.

  • Nowadays, road transportation which has played a key role in the market of both passenger and freight transportation is facing with a serious problem, the traffic congestion causing a delay of transportation. Therefore, railroad transportation is considered as an attractive alternative mode of inland transportation due to its inherent merits in mass transportation such as relatively low cost compared with road transportations, less air pollution and noise than other mode ets. In this paper, therefore, we examine the current situation of railroad transportation markets including TKR(Trans- Korean Railway}, TSR(Trans-Siberian Railway} and prospects for the connection of TKR-TSR. And then we examine the structure of the container transportation market by railroad in Korea with a brief analysis of the traffic volume of TKR-TSR.

  • Generally an urban freeway means a primary arterial which provides road users with a free-flow speed, except for ramp junctions during rush hours. However, most road users suffer from traffic congestion in the basic segments as well as in the ramp junctions of urban freeway during rush hours, because most road users prefer urban freeways to local roads in the urban areas. This study then intends to analyze lane traffic characteristics of urban freeway basic segments having more freight vehicles during rush hours, find the lane showing a high correlation with the segment speed between lane speeds, and finally suggest a segment-speed predictive model by the lane speed of urban freeway basic segments during rush hours.

  • The approaching waters of Po-hang port will be increased the traffic volume and passage of larger vessel according to the opening of Young-il new port in 2006. But the adjacent area of Po-hang port still exist the danger elements of safe navigation, the disordered navigation and traffic congestion. Therefore the safety of traffic must be improved in Po-hang vicinity area. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into the ship's types and tonnage and track history of passing ships through the statistical method. Finally the examinations of main traffic route, traffic flow and navigational characteristics are discussed, and these results can be utilized the best design of ship's routing at the Po-hang approaching water.

A Review on the Characteristics of Environmental Stress Model for Maritime Traffic Safety Assessment (해상교통 안전성 평가를 위한 환경 스트레스 모델의 특성 고찰(I))

  • The concept of “Environmental Stress(ES)” can be used as a useful index when assessing the maritime traffic safety. It is composed of two parts, one due to geographical restriction and another one due to traffic congestion. In this paper, Environmental Stress due to geographical restriction is reviewed Its characteristics are surveyed from the sample calculation results for some hypothetical cases, such as approaching a breakwater, navigating in a long straight channel, and in a long bended channel. Sample calculations are also carried out for the approach channels in Busan and Kwangyang harbor. By using this ES concept, it is expected that objective ana quantitative assessment of safety is possible for various environmental conditions when navigating in a harbor or in a fairway.

  • Vessel Traffic Service (VTS) increases the efficiency of maritime traffic in terms of reducing marine accidents and the efficient use of port facilities. This means that ports and waterways have their own capacities and can be safely adapted to their capacity through proper traffic management of the VTS. Proper traffic management can reduce the number of vessels and unnecessary waiting in ports, which can lead to economic benefits of ups and port terminals. On the other hand, Korean ports and waterways have restrictions on the maximum speed for safety, but there is no restriction on the minimum speed. However, ships that operate at low speeds in ports and waterways may be able to occupy long periods of operational routes, which may impede efficient port operation. Therefore, the purpose of this study is to propose the minimum speed of ship for efficient port and waterway use. To this end, we reviewed the current laws and systems and proposed the appropriate minimum speed in the waterway using the theory of queue.
