Comparison and Analysis on Risk Assessment Models of Coastal Waters considering Human Factors (인적요인을 고려한 연안해역 위험도 평가모델 비교·분석)

  • For the prevention of marine casualties, international bodies have mainly focused on strengthening ship's stability and design, maritime education and training, and improving maritime traffic environment. Statistics analysis on marine casualties showed that most of casualties occurred in coastal waters, especially by human elements. In order to review the conformity of existing prevention measures with the result of the statistics analysis, the IMO's SHELL model was applied to the established measures. As a result, ergonomic approaches were needed for the prevention of human errors in coastal waters, so that the priority should be given to the interface between ship's operator and navigational environment. For this study, Rasmussen's SRK pyramid, which showed decision making mechanism of human, and the US Coast Guard's investigation manual on marine casualties concerning the collapse of safe maritime transportation system were reviewed, and the merits and demerits within the risk assessment tools such as IWRAP, PAWSA, ES model, PARK model, and NURI model were also studied. Although the effectiveness of the existing risk assessment models was proved in ports and approaching channels, it is concluded that the need of new models for converting Korean seafarers' qualitative risk to quantitative risk was proposed so as to print hazard maps which make seafarers instinctively recognize comparative hazard levels of coastal waters.

A Study on Expansion of Anchorage according to increased Trading Volume at Pyeongtaek Port (평택항 물동량 증가에 따른 정박지 확장 방안에 관한 연구)

  • The Pyeongtaek port is expected lack of waiting anchorage due to increase of incoming ships whit increasing of trading volume in the near future. In case of an anchorage facility's structural alternations and expansion, it should be considered comprehensively how it affects other anchorage facilities. In addition, the volume of ship traffic to relevant area should be estimated accurately and then the facility's scale is calculated. In this paper, researchers calculated cargo per unit ship with the throughput for every ship and predicted the number of ships which had entered Pyeongtaek port. As a result, the port's ability to be docked was predicted to be not enough in 2030. It will exceed the number of ships able to cast anchor at specific two parts simultaneously 12.6 and 1.6 respectively consequently, the necessity to expand the ports was suggested. Hence, the best expansion plan was examined with analysis of marine transportation environment at each ports and the improvements suggested are anchoring ships at Ippado anchorage is 19.7 and the one at Janganseo anchorage is 12.6.

  • Application Specific Messages (ASM) have been introduced by a number of international bodies, such as the International Maritime Organization (IMO), the International Telecommunication Union (ITU) and the International Association of Lighthouse Authorities (IALA), for the purpose of resolving AIS overloading issues caused by an increasing number of ships using AIS systems. ASM communication will transmit a large amount of safety-related information at sea, including meteorological information, accident reporting, and navigational warnings. Specifically, this message transaction system is expected to be actively used for communication among ships and for ship-to-shore (4S), where VHF communication through voice was standard. In order to design a user-oriented service through standardised AIS-ASM messaging in the future, the need for analysis of this seems to be quite critical. In order to reflect users' AIS-ASM communication needs, therefore, frequently-occurring marine communication messages were analysed through a questionnaire survey conducted on 57 marine officers and 50 VTS operators. Based on the survey results, a list of key standardised messages was suggested as a reference for future AIS message development.

Collision Risk Assessment by using Hierarchical Clustering Method and Real-time Data (계층 클러스터링과 실시간 데이터를 이용한 충돌위험평가)

  • The identification of regional collision risks in water areas is significant for the safety of navigation. This paper introduces a new method of collision risk assessment that incorporates a clustering method based on the distance factor - hierarchical clustering - and uses real-time data in case of several surrounding vessels, group methodology and preliminary assessment to classify vessels and evaluate the basis of collision risk evaluation (called HCAAP processing). The vessels are clustered using the hierarchical program to obtain clusters of encounter vessels and are combined with the preliminary assessment to filter relatively safe vessels. Subsequently, the distance at the closest point of approach (DCPA) and time to the closest point of approach (TCPA) between encounter vessels within each cluster are calculated to obtain the relation and comparison with the collision risk index (CRI). The mathematical relationship of CRI for each cluster of encounter vessels with DCPA and TCPA is constructed using a negative exponential function. Operators can easily evaluate the safety of all vessels navigating in the defined area using the calculated CRI. Therefore, this framework can improve the safety and security of vessel traffic transportation and reduce the loss of life and property. To illustrate the effectiveness of the framework proposed, an experimental case study was conducted within the coastal waters of Mokpo, Korea. The results demonstrated that the framework was effective and efficient in detecting and ranking collision risk indexes between encounter vessels within each cluster, which allowed an automatic risk prioritization of encounter vessels for further investigation by operators.

A Study on Speed Limit Rules under Sailing Regulations - Focusing on the Perspective of VTS Control - (항법상 속력의 제한규칙에 관한 고찰 - VTS의 관제 관점에서 -)

  • Every vessel shall proceed at a safe speed to avoid collision. Additionally, every vessel shall comply with the speed limit rules in the territorial water and internal waters of Korea. The VTS operator shall properly control the compliance of the vessel with the safe speed and speed limit rules. Safe speed under the COLREG 1972 is not explicitly stipulated in knots. However, under the Domestic law for traffic safety-specific sea areas, etc., the speed limit is specified in knots and complied with. This speed limit rule is mainly based on the 'speed made good over the ground'; however, in some places, it is based on the 'speed making way through the water'. In this paper, I analyzed marine accidents that occurred in the past 5 years and the rate of violation of speed limits. Furthermore, I reviewed safe speed under the COLREG 1972, speed limit rules under domestic and foreign laws, and cases of non-compliance with safe speed in the judgment of the Korea Maritime Safety Tribunal. Resultantly, I suggested in this paper that the speed limit rules in the domestic law must be observed by vessels to prevent marine accidents, and the rules which are stipulated in terms of 'speed making way through the water' must be revised as 'speed made good over the ground' such that the vessels can easily comply with them and the VTS operator can control the vessel properly.

A Cross-layer Link Adaptive HD Video Transmission Scheme in WiMedia D-MAC based UWB Systems

  • In this paper, we propose a QoS (Quality of Service)-aware and cooperative resource reservation scheme using cross-layer link adaptation for wireless high definition video transmission through UWB (Ultra Wide Band) network with D-MAC (Distributed Medium Access Control). A wireless high definition video transmission system usually requires stable high throughput even without line-of-sight, e.g., a destination device in another room separated by a wall. Since the WiMedia D-MAC supporting DRP (Distributed Reservation Protocol) scheme causes lots of DRP resource reservation conflicts due to failure of beacon detection in wireless channel environment, overall performances of the WiMedia D-MAC can be deteriorated. And the current WiMedia MAC standard has not considered QoS provisioning even though QoS parameters such as a range of service rates are provided to each traffic stream. Therefore, we propose Relay DRP protocol with QoS-based relay node selection criterion, which makes a relay path to avoid DRP resource reservation conflicts and guarantee QoS more stably through cross-layer link adaptation of cooperative relay transmission scheme and is compliant with the current WiMedia D-MAC protocol. Simulation results demonstrate performance improvements of the proposed method for throughput and QoS provisioning.

  • TETRA(Terrestrial Trunked Radio) is a digital trunked radio standard developed by the ETSI(European Telecommunications Standards Institute). Currently, TETRA was set Digital TRS in electric power If wireless backbone network. In this time, we use many company's TETRA modem. So, TETRA modem performance evaluation is very important. TETRA modem use two type of Data transfer mode. One is Packet Data using UDP/IP. and the other is SDS(Short Data Service). In this paper, We generate Packet Data using Traffic Generator module. Packet Data transfer 1000 times each 10 bytes to 400 bytes. We analyze transmission delay time, success rate and standard deviation.

  • The forecasting of container volume which is the basis of port logistics facilities expansion has a great influence on development of an port. Based on this importance, various previous studies have presented methodology on container volume forecasting. The results of many previous studies pointed out the limitations of future forecasting based on past container volume and emphasized that more various factors should be considered to compensate this. Taking notice of this point, this study forecasted future container volume by using ARIMA model, time series analysis and System Dynamics (SD) method, a dynamic analysis technique and performed the comparative review with the forecast of the Ministry of Land, Transport and Maritime affairs. Recently with rapid changes in economic and social environment, the non-linear change tendency for forecasting container traffic is presented as a new alternative to the country.

  • As the new notification of Ministry of Public Safety and Security on the management of coastal VTS has been effective since April $20^{th}$ this year, all pleasure ships over 2 tons with AIS device(Automatic Identification System) must be the objects given certain vessel traffic service. So Tong-yeong Coastal VTS which has the largest number of pleasure ship throughout the country tries to review some problems that have emerged since the beginning and require consideration in all its aspects to prevent any maritime incidents related with pleasure ships and contribute largely to making our sea safe.
