부산신항 진출입 항로 내 선박 통항 안전성 향상에 관한 연구 (A Study on the Safety Improvement of Vessel Traffic in the Busan New Port Entrance)

  • 부산항은 우리나라 항만 중 가장 많은 물동량을 처리하고 있으며, 부산신항은 부산항 전체의 물동량 중 68.5%를 차지하고 있다. 이러한 물동량 증가로 인하여 부산신항에는 극초대형 컨테이너 선박이 입항하고, 최근에는 남컨테이너 부두 선석 추가 개장 및 현재 진행중인 서컨테이너 부두 건설 사업이 완료되면 부산신항 진출입 항로 내 다양한 조우 상황이 발생하게 되어 충돌 위험 상황을 초래할 수 있다. 이에 본 연구는 부산신항 진출입 항로 내 선박 통항 안전성을 향상하는 방안을 마련하고자 하였다. 이를 위하여 부산신항 내 항만 입출항 현황, 해상교통흐름을 살펴보았으며, AHP 기법을 활용하여 연구 수역 이용자들로부터 위험요소 및 안전대책을 식별하였다. 또한, 도출된 안전대책을 기반으로 환경 스트레스 모델(Environmental Stress model, ES model)을 활용하여 시나리오를 설정하고, 해상교통류 시뮬레이션 실시하여 각 안전대책의 교통 위험도를 파악하였다. 설문조사 및 시나리오 평가 결과, 선박운항자는 일방통행을 위한 진입금지 해역 설정을 가장 중요하게 생각하였으며, 이는 위험도 경감에 큰 효과가 있을 것으로 예상되었다, 본 연구는 부산신항을 입출항 하는 선박들의 통항 안전성 제고를 위한 안전대책 마련의 기반이 될 수 있으며, 추후 안전대책이 마련되면 부두 신설에 따라 변화된 교통량과 교통흐름을 활용하여 안전성에 대한 검증을 실시할 필요가 있다.

부산 북항·감천항의 위험화물운반선 통항패턴에 관한 연구 (A Study on the Traffic Patterns of Dangerous Goods Carriers in Busan North and Gamcheon Port)

  • 우리나라 주요 항만의 입출항 통항패턴을 연구하기 위한 사전 연구로서, 부산항에 입 출항하는 위험화물운반선의 통항량을 항만운영정보시스템(Port Management Information Systim, Port-MIS) 자료를 이용하여 사전 조사하고, 통항량이 가장 높은 각 계절별 연속 3일을 선별하였다. 해양안전종합정보시스템(General Information Center on Maritime Safety & Security, GICOMS) 자료를 이용하여 선별된 12일간 위험화물운반선의 부산항 주요 통항로의 통항 패턴을 분석하였다. 또한 주요 입출항 지점인 북항 오륙도 방파제와 감천항 동방파제의 위험 화물운반선의 통항 이격거리를 분석하였다. 항로 단면에서 선박의 궤적이 정규분포를 이룬다는 가정을 근거로 해상교통안전진단 등에서 정규분포의 누적 확률분포 함수를 이용하여 충돌확률을 추정하여 사용하고 있지만, 오륙도 방파제 입출항 및 감천항 동방파제 입항에서의 선박의 항해 궤적은 KS-test 및 SW-test를 이용한 정규성 검정결과 정규분포를 따르지 않는 것으로 평가되었다. 특히 북항에서는 선박의 우측통항 경향이 두드러지게 나타났다. 일반적인 통항이론의 적용보다는 항만의 특성에 맞는 통항모델을 개발하여, 해상교통안전진단 등에서 적용하는 것이 바람직하여 이에 대한 후속연구가 필요할 것으로 판단된다.

A Conceptual Model of Port Clusters and Related Assemblages

  • Recently we have seen a noticeable trend in ports to establish port clusters. Despite this trend, little research has actually been undertaken to fully define and analyse port clusters. A couple of exceptions have descriptively defined port clusters but the boundaries of port clusters are not apparent. Therefore, the aim of this paper is to define port clusters in terms of set theory and in particular look at them in terms of their distinct characteristics and system boundaries. The main concern of this paper is that there is a need to distinguish, from a system and a competition perspective, between port clusters, ports, maritime clusters and port ranges. This paper proposes a conceptual model relevant to the relationship among port clusters related assemblages and that has been applied to the north western europe region This model suggests six levels of competition that will help port authorities and government to develop appropriate policies and strategies for port operation and port industry.

천진보세항구의 발전방안에 관한 연구 (A Study on the Development Strategy of Tianjin Bonded Port in China)

  • In the 21th century, with the development of the economic global progress, the competition is more stiff. During the fierce competition, 85% of the world's trade volume is root from the sea transportation, that means the harbor trade is becoming an important part in the world's trade. With the strong support of the Chinese national ministries, Tianjin Dongjiang Bonded Port Area had made a series of encouraging results and now becoming a positive mode of the chinese harbor trade port. In the meanwhile, the Dongjiang Bonded Port Area is also searching for the change and a better development. From this year, the Dongjiang Bonded Port Area is apply for the experimental unit to change from the Bonded Port Area to the Free Trade Zone. This paper focus on the Tianjin Dongjiang Bonded Port Area which is the largest port area in the northern part of China. The development progress of the Dongjiang Bonded Port Area is concerned and studied in the paper. This paper expected to research on the transformation progress from the Bonded Port Area to the Free Trade Zone, to find out appropriate ways for the blossom of the harbor trade and the bonded area.

  • Recently, the fierce competitions in the shipping industry and the global economic downturn have heavily influenced ports' operational strategies. In order for port authorities to remain competitive at an international level and to provide more accurate information to develop National policies, ports are required to analyse and improve operations' efficiency. In this paper, the efficiency of 19 Italian ports in 2013, handling different types of cargoes, is assessed through the application of Data Envelopment Analysis (DEA), with constant return to scale (CRS) and variable return to scale (VRS). The purpose of this study is to analyze the efficiency of Italian ports and evaluate whether differences in size and specialization of each port (or cargo handled) are directly correlated with ports' efficiency.

A Basic Study on Marine Traffic Assessment in Mombasa Approach Channel-I

  • Mombasa is the principle port of Kenya, serving inland countries in Eastern and central Africa. Mombasa port has undergone a massive infrastructure upgrade and dredging works with an expectation that more vessels and large post Panamax ships will be able to enter Mombasa port. Therefore, it is vital to carry out a marine traffic risk assessment in order to quantify the degree of navigation safety needed in the Mombasa approach channel and also to evaluate the navigation risk imposed on transit traffic by local ferry traffic. In this paper, a marine traffic risk assessment is carried out using the IWRAP mk2, Environmental Stress (ES) model, and the PARK model. Risk assessment results show that Likoni area has an unacceptable stress/risk ranking at 20.7% by the ES model and 38.89% by the PARK model. The IWRAP mk2 model shows that the crossing area has the highest risk of crossing collision and the area at the entrance to the inner channel has a high risk of grounding. The conclusions derived from this study will provide the basis for proposing the most effective countermeasure to improve navigation safety in the Mombasa approach channel.

A study on the Relationship of Hub Ports' Transshipment and the Trade in East Asia: Focusing on Korean Ports

  • This paper is a study of the relationships between trade and transshipment in Korea. Through the analysis of the data collected, a comprehensive model has been developed to analyze and predict relationships between trade and transshipment. By using analyses of port and trade evolution in Asia, the model identifies some important results. An application of the model to forecast developments in selected regions in China is also included in this paper. The paper provides a basis for shipping companies to decide on appropriate transshipment port strategies, and provides important theoretical references for Korean ports' development Supported by Shanghai leading Academic Discipline Project, project Number: T0602.

A Comparative Analysis of Port Development Strategies in Hong Kong and Busan

  • This paper discusses the strategies for the future qf the Hong Kong Port and Buasn Port. We assess whether they prepare the ports for the position of being the logistics hub, and as such could assist the ports to maintain their position in the world's container port. We reviewed both the current situation qf the Hong Kong Port and the strategy of the port for the future (Master Plan 2020) to keep the status of logistics hub. With the case study on the Port of Hong Kong, this study attempts to examine what the strategic planning is needed for the Busan Port. We debate the Port of Busan could be seen as a logistics chain for the future. In our discussion, the strategic planning on "Port Vision 2020" for Port of Busan does not address the issues regarding this part, nor does it make any recommendations in terms of the requirement of the logistics private sector.
