Simulating Logistics Changes in South Korea Caused by Trans-Eurasia Logistics Passing through North Korea (북한 통관 유라시아 횡단 물류에 따른 국내 물류 변화 시뮬레이션 분석)

  • Ever since Korea was geopolitically divided into North and South Korea in the 1940s, South Korea has depended on maritime transportation for global trade and logistics. Now, however, South Korea is preparing to develop a new global route for trans-Eurasia logistics passing through North Korea. Even though there are difficulties to overcome, South Korea expects that a new overland route, shorter than the existing seaways in the Europe-Asia section, will bring more frequent trade with more rapid and cost-effective logistics services in the future. Related to this issue, this study aims to proactively analyze dynamic logistics changes in South Korea when a trans-Korea railway is developed and linked with the trans-China railway and the trans-Siberian railway. This study employed a system dynamics simulation approach to model the logistics system in South Korea. The simulation results indicated that the traffic of the Uiwang inland container depot near the capital area may increase but the traffic of the Port of Busan may decrease. With supplementary research, consequently, follow-up studies on adjusting the traffic capacity in Korea are required to attain successful trans-Eurasia logistics by rail.

Estimation of Extreme Tide for Risk Analysis of Marine Salvage in the Namhae (southern sea of Korea) (한국 남해의 구난환경 위험성 분석을 위한 극치 조석 산정)

  • In marine salvage, extreme tide heights and tidal currents are necessary to anchor an accidental ship. In order to meet this requirement, a simple scheme was developed which yields the spatial informations on the extreme tide from the distribution of approximate highest astronomical tide heights using a relationship between extreme and highest astronomical tides at the standard port. This method is the inference method based on horizontally homogeneity of tide. This scheme was applied to estimate extreme tide heights and tidal currents in the Namhae (southern sea of Korea). The highest astronomical tide heights are computed by amplitude of four major constituents (M2, S2, K1, O1 tide). The estimated extreme tide heights are ranged from 70 to 260 cm for return period 50 years and from 80 to 270cm for return period 100 years, respectively. For return period 100 years, extreme tidal currents show value of 1.55 times as strong as those of normal state.

  • In sonar systems, the passive ranging of a target is an active research area. This paper analyzed the performance of passive ranging based on an array invariant method for different environmental and sonar parameters. The array invariant developed for source range estimation in shallow water. The advantages of this method are that detailed environmental information is not required, and the real-time ranging is possible since the computational burden is very small. Simulation was performed to verify the algorithm. And this method is applied to sea-going experimental data in 2013 near Jinhae port. This study shows the performance of ranging for source orientation, transmission signal length, and length of a receiver through numerical simulation experiments. Also, the results using nested array and uniform line arrays are compared.

A Study on the Sailing Speed of Ancient Ships - especially on the average speed and the effect of the wind, the tide, and the man-power at the oar - (고대 선박의 항해속도 연구 - $\ll$고려도경$\gg$을 중심으로-)

  • Xu-Jing(徐競) an official of the Song(宋), a medieval Kingdom of China, wrote a book titled $\ll$Koryo Tu Jing(高麗圖經)$\gg$ which explains his travel to the Koryo as a member of diplomatic mission in 1123. $\ll$Koryo Tu Jing$\gg$ is the record of his personal experience in Koryo with many explanatory illustrations and especially contains 5 months' voyage record of his diplomatic fleet. His fleet set sail at a port located in the Ding Hai Xian(定海縣), Ming Zhou(明州) via a few islands of Koryo [Hyup Kye San(俠界山) , the Kun San Do(群山島) , the Ja Yon Do(紫燕島) , the Keup Su Mun(急水門) in Kang Hwa Gun(江華郡) and the Hap Gul(蛤窟) ] and finally arrived the Port Ye Song Hang(禮成港) . According to the Xu-Jing's record his fleet sailed the sea with the help of the favorable seaward winds and tides as the usual way of ancient sailing. The Xu- Jing's Fleet sailed the sea between the Mei Cen(梅岑), Ming Zhou(明州) of China and the Hyup Kye San(俠界山) of Koryo from about 5:00 a.m., May 24th(of the lunar calendar) to about 5:00 p.m., June 2nd. At this section, the average speed of the seaward winds was 19.45km/h and the average speed of the fleet which sailed only by the power of the winds was 6.29km/h. This means that 32.3% of the favorable seaward winds' speed was equal to the speed of the ancient fleet which sailed only by the power of the favorable seaward winds. The fleet sailed the sea between the Ja Yon Do(紫燕島) and the Keup Su Mun(急水門) from about 9:00 a.m., June 10th to about 1:00 p.m., the same day. At this section the fleet sailed by the power of tides in addition to the favorable seaward winds without oaring. The average speed of the winds was not different from that of former section and the average speed of the tides was 1.937km/h. And at this section the average speed of the fleet increased by 0.41km/h than that of the former section. This means that 21.1% of the speed of the tides was equal to the increased speed of the ancient fleet by virtue of the tides. The fleet sailed the sea between Keup Su Mun(急水門) and the Hap Gul(蛤窟) from about 1:00 p.m., June 10th to about 3:00 p.m., the same day. At this section, there were no seaward winds and the fleet sailed only by the powers of tides and oaring. And at this section, the tide increased the average speed of the fleet by 0.3114km/h and the fleet could sail at the speed of 4.3km/h. So we can conclude that the average speed of ancient fleet without any influences of the seaward winds and tides was 3.98 km/h. We can make use of the various sailing speeds of ancient fleets when judging their maritime activities. If we make use of the various sailing speeds of the ancient fleets as calculated in this article, we will be able to get various important informations about the certain ancient fleet's maritime maneuver. For example, we can infer the sailing routs of a certain fleet and the time when the fleet passed a certain spot by making use of the various sailing speeds of the ancient fleet. In this article I did not take account of the shapes of ships that consist of the ancient fleets and the sizes of the various ships and fleets. It was because that such factors would not change the foresaid conclusions seriously.

  • Alternative marine power (AMP) is continuously used in ports and on docks because of regulations on global ship emission reduction. In Korea, the use of AMP is also mandatory under the Special Act on Port Air Quality Improvement, and efforts are under way in connection with various eco-friendly ships, such as electric-propulsion ships. In this study, AC load flow analysis was performed by modeling the situation in which onboard power is supplied through AMP. This analysis made it possible to study the electrical parameters and losses when power was supplied to the ship. In addition, through a transient stability analysis, the high-speed generation transfer limit value for uninterruptible conversion through onboard generators in the event of a system accident was derived. A Study on the Problems and Solutions of the Single-Person Navigation Duty System of Fishing Vessels (어선 1인 당직체계의 문제점과 해결방안에 관한 소고)

  • In many cases, fishing vessels operate on a schedule that leads to departure, sailing to the fishing spot, fishing, and sailing to the port of return. Consequently, most of the captains of fishing vessels operated on a single-person navigation duty system rarely have time to rest, resulting in frequent accidents owing to drowsy operation. In addition, accidents frequently occur when a tired captain leaves his duty to an unqualified seaman who does not have the basic knowledge of navigation and sleeps in the bedroom. This problem has been discussed for a long time; however, it has not been solved yet because of lack of proper countermeasures. As a measure to reduce these accidents, this article proposes a certification system for navigational-duty crew of fishing vessels.

  • This research paper examines the history and present of 'temporary passengers' prescribed in Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations and suggests improvement plans referring to the examples of legislation of other countries. In 2015, Ministry of Ocean and Fisheries made authoritative interpretation that Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations, which prescribes special cargo drivers such as agricultural, marine or livestock vehicles as temporary passengers, is applied only to passenger ships and not to cargo ships such including Ro-Ro cargo ships. As the authoritative interpretation of the Ministry does not agree with not only the traditional interpretational methodology but also the interpretational methodology that are commonly used today, it lacks logical basis and looks unpersuasive. Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations can be applied not only on passenger ships but also on cargo ships. Also in case of Ro-Ro cargo ships, it is logically contradictory and against fairness not to acknowledge special cargo vehicle drivers as temporary passengers when there is no problem with safe navigation and safety of passengers on board even when the sailor, the sailor's family and the ship owner may be acknowledged as temporary passengers. To avoid unnecessary disputes and lawsuits, improvement plans using theory of legislation through statutory reform is more desirable. Therefore, the P aragraph should be amended to "Supercargo who deals with cargo that requires special care due to the characteristics of the cargo, such as transportation vehicles for agricultural products, marine products, livestock, explosives or flammable materials (drivers can serve as supercargos)" to reflect the distinct characteristics of cargo and ship navigation in Korea including the current distribution system, while setting an objective standard based on common sense of ordinary people and not on arbitrary interpretation.

Study on Public Awareness of establishing Marine Protected Areas - Case Study of Guimaras Province, Philippines using Contingent Valuation Method (해양보호구역의 설정에 대한 대중인식도 연구 - 조건부 가치측정법을 이용한 필리핀 기마라스주의 사례)

  • In Korea and the Philippines, as well as all over the world, with the recognition of the importance of marine ecological resources, the marine protected areas(MPA) have been established and managed to protect and preserve these resources. While the number of marine protected areas for marine ecological resources protection has been increased, there is main problem that the most of MPAs do not achieve their intended management objectives. the effective management. Because of the positive and negative impacts on local communities and fishermen as direct stockholders, there has been ongoing debate on the pros and cons of implementing MPAs. Accordingly, this research conducted a case study of establishing Marine Protected Areas in Guimaras, Philippines because Philippines fisheries code of 1998 (Republic Act 8550), which is enacted to manage, conserve and protect fishery resources, obliged local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection areas for a long time. To do this, a dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. Because of the expected economic costs by prohibiting fishing activities within the establishing newMPA, 58.7% of respondents thought the costs should be compensated, but 91.4% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, with Contingent Valuation Method(CVM), the aggregate mean WTP (375.5ha) of San Lorenzo and Sibunag residents in Guimaras Province, Philippines for establishing the additional MPA in their municipality waters was estimated to $1,046,791. Therefore, these findings could be used as a valuable data for establishing effective management plan of MPAs in Korea.

  • Container vessels continue to grow in size, led by global shipowner. Large ships can be loaded more cargo at a time, reducing the cost of transportation per teu. this eventually leads to economies of sale, in which the production cost per unit decreases with increasing output. in accordance with the 70th Convention of the Marine Environment Protection Committee of the International Maritime Organization, as of January 1, 2020, MARPOL Annex VI Regulation 14.1.3 will be effective. All vessels must be meet these criteria to reduce Sox emissions and reduce NOx emissions by reducing the content of manned sulfur oxides from 3.5% to less than 0.5%, otherwise IACS Member States Entry to the port is denied. in order to do that need to LNG storage tank. in this study characteristic of the material after line heating (600℃,700℃,800℃,900℃) of 9% Ni steel used in the manufacture of LNG fuel tank of ship were verified using by mechanical test. In the heating method by line heating. The initial properties of steel are changed by variables such as temperature, time, speed. The experimental data of line heating presented in this paper confirmed that the initial change of 9% Ni steel could be minimized.

  • 종래(從來)의 내비게이션시스템은 주로 선박(船舶)을 대상(對象)으로 이용되어왔으나, 최근(最近)에는 각종(各種) 이동(移動)로보트 및 자동차(自動車)에 대한 적용사례(適用事例)가 증가(增加)하고 있다. 내비게이션시스템은 기계적(機械的)인 이동(移動)시스템뿐만 아니라, 이동(移動)이라는 행동(行動)을 취하는 인간(人間)시스템 즉, 시각(視覺) 부자유자(不自由者를) 대상(對象)으로 적용(適用)될 수 있다. 종래(從來)의 기계적(機械的)인 맹인용(盲人用) 가이딩시스템으로서 맹도견(盲導犬)로보트가 있으나 계단(階段)등의 복잡(複雜)한 환경하(環境下에)서는 안내(案內)가 불가능(不可能)한 점과 맹인(盲人)의 의사(意思)가 반영(反映)되기 어렵다는 점 등의 많은 문제점(問題點)을 안고 있다. 현실적(現實的)으로 요구(要求)되는 안내(案內)시스템은, 단지 환경(環境)에 관한 각종정보(各種情報)를 제공(提供)하고 의사결정(意思決定)과 행동(行動)은 맹인(盲人)이 실시(實施)하는 시스템의 형태(形態)이다. 본논문(本論文)에서는, 맹인용(盲人用) 내비게이션시스템의 구축(構築)을 목표(目標)로 하는 중간과제(中間課題)로서, 화상(畵像)을 이용(利用)한 언어적(言語的) 가이드시스템을 제안(提案)한다. 당해(當該)시스템 구축(構築)에 있어서 중요(重要)한 과제(課題)는, 주어진 환경(環境)에 관한 화상정보(畵像情報)를 언어(言語)로 변환(變換)시키는 일이다 본연구(本硏究)에서는, 가이드를 위한 언어지원(言語指元) 생성(生成)에, 정성적(定性的), 정량적(定量的)인 속성(屬性)을 가지고 언어적(言語的) 표현(表現)에 유효(有效)한 퍼지이론(理論)을 이용(利用)한다. 구체적(具體的)인 일례(一例)로서, 공원(公園)에서 벤치까지 맹인(盲人)을 가이드하는 상황(狀況)을 설정하고 언어지원(言語指元)을 생성(生成)하는 알고리즘을 제안(提案)한다.
