Marine Transportation in the Philippines: The Maritime Accidents and their Causes

  • This paper details the maritime accidents that occurred in the Philippines from 1972 to 2010. Firstly, it describes the general maritime situation in the country. It was followed by the traffic and safety infrastructure and the prevailing weather in the archipelago. The third section deals with the accidents' statistics and their geographical locations which is further sub-divided into three regions. It is grouped according to 10-year period. This paper describes the actual maritime situations, the pertinent national regulations, the inter-agencies policies and their safety regimes. It illustrates the shipping environment in the country including the maritime aids and infrastructure and the on human element factors.

  • The paper presents the Philippine maritime condition, safety systems and navigational aids. It aims to uplift the maritime safety systems and infrastructures by studying the different strata of the industry, thereby emphasizing on the structures, weaknesses and opportunities. It presents the different maritime agencies involved and each responsibilities. Data from PPA demonstrate the statistics of increase in the cargo throughput, passenger, shipcalls and cargo-container handled in the year 2014. It also highlights the insufficiency of different navigational aids, VTMS, MBS and TSS placed in the whole archipelago. It gathers data of maritime accidents in 10-year period, 2006-2015, showing the most occurred accidents, casualties and areas these accidents happened. It includes the weather phenomena which contribute to the maritime movements and accidents incidence. The results show that systems and infrastructures that focus on the lack of improvement in technology and over-lapping functions of different agencies of government require development and upgrading.

  • 우리나라에서 해상에서 발생하는 살인, 강도, 마약밀매, 불법조업 등 해양범죄에 관한 일반적 수사관할권은 해양경찰에게 있다. 해양범죄는 육지에서 발생하는 일반범죄에 비해 희소성, 피해의 대형화, 증거물의 오염가능성을 띄고 있기 때문에 이러한 범죄를 다루는 수사관들이 평소 담당사건에 대한 고도의 전문성을 보유하고 있어야 한다. 그런데 현재 해양경찰은 범죄수사전문가가 부족하고, 경찰수사연수원 등 일반경찰의 교육기관에 수사교육을 위탁하는 등 자체적인 수사교육 역량이 부족한 실정이다. 이에 해양범죄에 관한 정보와 자료를 축적하고 수사전문가를 양성한 후, 해양범죄에 관한 전문교육기관을 설치하여 해양범죄 특유의 교육과정을 통해 해양범죄 수사역량을 강화할 것을 제안한다.

  • The targets of cyber-attacks are not limited to the websites and internal IT systems of shipping agencies. Ships and ports have become important targets for cyber attackers. This paper examines the current state of ship network security, introduces the International Maritime Organization's resolution on ship network security management, and summarizing the cyber-attacks in maritime so the readers can have a general understanding of maritime environment.

  • In this paper, the state-of-the-art IVEF Service based on e-Navigation System was represented. The unification of the data exchange format among maritime-related systems is one of vital user-needs of e-Navigation, advantageous in bringing maritime safety and security. This paper propose the method to exchange marine information in IVEF, as recommended by the IALA, between VTS centers and Korea's GICOMS as well as the government-related agencies. To achieve this, a system data flow was designed which it acts as client and server. It enables the sending and receiving of Radar and CCTV images in accordance with the IVEF recommendation document of IALA.

해양경찰의 총체적 품질경영제 도입가능성평가 (A Feasibility Assessment on Adopting Total Quality Management in Korea Maritime Police Agency)

  • Korea Maritime Police Agency(KMPA) has been pressed by some environmental factors. The changes in the international maritime legal system, such as the entry into force of the UNCLOS in 1994 and the promulgation of the Korea 200-mile EEZ, have radically expanded the mission of the KMPA. In addition, there is, among other nations, no such large size maritime agency, equivalent to the KMPA, except in the cases of USA, Canada, and Japan. And what is more, critics outside the KMPA, including some other government agencies and stakeholders may propose to dismantle the KMPA. In this paper, the author highlights the internal and external issues facing KMPL, and he urges KMPA to change the organizational culture for maintaining its identity and characteristics by adopting the Total Quality Management. And he tries to assess the adoption of TQM on KMPA, by using the Feasibility Assessment Technique.

제주특별자치도의 낚시관리 및 통제구역 설정에 관한 연구 -관련법 분석 및 설문조사- (Studies on the setting a restricted area and recreation fishing management of Jeju special self-governing province)

  • This study is one of the research series for providing basic data that would contribute to the development of the field of fishing industry through the systematic fishing management, protection of fishery resources and healthy fishing culture with safety measures for fishermen in Jeju island according to the implementation of "Fishing Management and Support Act". As a result of analyzing the related acts, the contents of this study are related with provisions of "Fishing management and Support Act" on acts on fishing management, fish bait management, support for fishing and fishing related industries and with provisions of "Act of the preservation and management of desert island" on the preservation, use and development of desert island (use and development in a desert island, behavior in usable desert island). As a result of the survey, the rocks on the seashore showed the highest popularity with 52.6% for fishermen and the seawall was the highest with 47.1% for Maritime police as their fishing place in the fishing related activity data. And as the survey result about the awareness of "Fishing management and Support Act", 65.2% of general fishermen, 36.0% of maritime police and 70.5% of fishing related agencies answered that they knew the act. It was also surveyed whether they consider its contribution to fishing related industry development and positive result was shown by general fishermen and maritime police with 46.8%, 48.0% respectively whereas fishing-related enterprises showed negative answer with 47.7%. In the survey of fishing related regulation standard, general fishermen, maritime police and fishing related agencies all showed different opinions regarding the regulation standard. It is recommended that regulation standard needs to be set up after detailed review.

  • Vessel PMS (Planned Maintenance System) is a paper and/or software based system to monitor vessel engine equipment including main propulsion, steering, auxiliary machinery and cargo handling information. This is one of mandatory survey for vessel introduced by IMO (International Maritime Organization). The planned maintenance as well as documentation must be performed according to a system to be approved by classification agencies. Recently, vessel owners have preferred software based systems to collect and preserve accurate data. However, not ship specific and not taking into account the user are said by end users as operational difficulties. To relieve these concerns, this research analyzes vessel PMS data, suggests a middleware to support automatic collection and design consideration of user interface.

  • 중국의 새로운 해양정책법(Maritime Policy Law: MPL)은 중국해안경비대 등의 중국 해양경찰 기관들의 임무를 규제하고, 중국의 주권, 안보, 권리, 이해관계를 보호한다고 주장한다. [하지만] 중국이 본토 주위 및 남중국해에서 넓은 해역에 대한 권리를 주장하고 있다는 점에서, MPL은 훨씬 광범위하게 적용될 수 있다. 중국이 제기하는 대부분의 해양 주장이 국제법에 부합하지 않는다는 점을 고려하면, 이렇게 해양법 집행 관할권을 광범위하게 적용하는 것은 문제의 소지가 많다. MPL이 분쟁해역 또는 공해에서 외국선적 선박에 대한 관할권을 주장한다면, 이는 국제법 위반이다. 무력 사용에 관한 MPL의 많은 규정 역시, 해양법 집행 관할권의 사용에 관한 국제 규칙 및 기준을 위반한 것이며, 모든 국가의 영토 온전성이나 정치적 독립성에 반하는 위협이나 무력사용을 금하는 유엔헌장에도 위배된다. 중국은 MPL을 남중국해와 동중국해에서 불법적인 영토 및 해양 주장을 제기하기 위한 구실로 사용할 수 있으며, 다른 연안국의 배타적경제수역 내 자원 권리 행사를 방해하기 위한 구실로도 사용할 수 있다.

계층분석법을 이용한 도로관리장비 운영의 효율성 평가 (Evaluation for Operational Efficiency of Road Management Equipment using Analytical Hierarchy Process)

  • PURPOSES: Regional offices of the Ministry of Land, Transport and Maritime Affairs use a computerized system called KAMIS so as to manage road equipment systematically. Road agencies can record number of operating days by equipment, actual working hours, accumulated operating hours (or distance) by equipment, and operating cost. However, KAMIS does not provide critical information, although it is strongly related to efficient road management equipment operation. In other words, road agencies do not know whether they have sufficient equipment to handle their actual work. METHODS: Therefore, this study suggests a methodology to evaluate for operational efficiency of road management equipment using analytical hierarchy process(AHP). First of all, estimated weights related criteria can be produced by AHP, and then use operational history by pieces of equipment. RESULTS: Results show that importance of management work can differ from weather conditions through five areas. CONCLUSIONS: Commonly, this results can imply to help save money for the purchase and maintenance of road management equipment, and they would improve the functional performance of KAMIS.
