In Pusan port, the studies, which analysis container cargo volumes by using forecasting methods and research about container logistics system, etc., have been continuously performed. But, in Pusan port, this study on an evaluation of traffic congestion has been scarcely performed until now. Especially, when changing and extending a berth, and constructing a new port, it is very important to examine this field. And it should be considered. Thus, this paper aims to analysis the effect of ship traffic condition in 2011, to evaluate marine traffic congestion, according to changing ship traffic volumes in Pusan port. Since July 2006, marine traffic safety management system have been enforced to support the vessels transiting across the coastal area and the vessels coming in and out of ports in southwestern coastal area where heavy traffic density and marine casualties occurred frequently. The marine traffic volume for the marine traffic environmental assessment was measured by the information from RADAR and AIS system in the area. The distributions of marine casualties were analyzed in the main routes and traffic separation schemes during the last five years and the navigational dangerous elements were investigated with the influence of natural environment, the distribution of fisheries and survey questionnaire. Marine accidents of merchant ships have a tendency to decrease gradually but in case of fishing boats, the rate of marine accidents have a contrary results in this area during the last five years. The dangerous elements on navigation appeared to be the dense force from June to August, fisheries activities and the vessels which not follow the compulsory watch on VHF-band radio communication equipments.
With digitalization accelerated by the 4th industrial revolution, the marine traffic environment is also expected to change rapidly. The purpose of this study was to derive a new service for Aids to Navigation (AtoN) to respond to a new marine traffic environment and suggest service requirements from the perspective of the ship's operator. For this purpose, a survey of ship operators was conducted and IPA analysis was performed. Marine traffic intelligence and information services and Image-based ocean environment information services were deduced as high-priority services from the perspective of ship operators. Thus, the derived results can serve as basic data for developing new AtoN services and determining policy directions.

Unlike the existing regression analysis, this study anticipated future marine traffic volume using time series analysis and artificial neural network model. Especially, it tried to anticipate future marine traffic volume by applying predictive value through time series analysis on artificial neural network model as an additional input variable. This study used monthly observed values of Incheon port from 1996 to 2013. In order for the verification of the forecasting of the model, value for 2013 is anticipated from the built model with observed values from 1996 to 2012 and a proper model is decided by comparing with the actual observed values. Marine traffic volume of Incheon port showed more traffic than average for May and November by 5.9 % and 4.5 % respectably, and January and August showed less traffic than average by 8.6 % and 4.7 % in 2015. Thus, it is found that Incheon port has difference in monthly traffic volume according to the season. This study can be utilized as a basis to reflect the characteristics of traffic according to the season when investigating marine traffic field observation.
According to the Marine Traffic Safety Law, revised in 2009, Marine Traffic Safety Audit is introduced to secure the safe navigation, to prevent the marine accident and to maximize the efficiency of the port. In this audit system, marine traffic safety assessment is the most important scheme because the primary purpose of the audit system is to identify potential risk elements affecting safe navigation. Even though the reliability of audit result depends on the selection of assessment models, there are no independent assessment models for Korean coastal waters and most of models used in Korea currently are developed by foreign countries. Therefore, the development of the independent assessment model for Korean coastal water is required. This study, prior to the development of independent assessment model, aims to provide a basic data by comparing two foreign assessment models in Ulsan port area with marine accident statistics data.

Recently, around the world, active development of new renewable energy sources including solar power, waves, and fuel cells, etc. has taken place. Particularly, floating offshore wind farms have been developed for saving costs through large scale production, using high-quality wind power and minimizing noise damage in the ocean area. The development of floating wind farms requires an evaluation of the Maritime Safety Audit Scheme under the Maritime Safety Act in Korea. Floating wind farms shall be assessed by applying the line and area concept for systematic development, management and utilization of specified sea water. The development of appropriate evaluation methods and standards is also required. In this study, proper standards for marine traffic surveys and assessments were established and a systemic treatment was studied for assessing marine spatial area. First, a marine traffic data collector using AIS or radar was designed to conduct marine traffic surveys. In addition, assessment methods were proposed such as historical tracks, traffic density and marine traffic pattern analysis applying the line and area concept. Marine traffic density can be evaluated by spatial and temporal means, with an adjusted grid-cell scale. Marine traffic pattern analysis was proposed for assessing ship movement patterns for transit or work in sea areas. Finally, conceptual design of a Marine Traffic and Safety Assessment Solution (MaTSAS) was competed that can be analyzed automatically to collect and assess the marine traffic data. It could be possible to minimize inaccurate estimation due to human errors such as data omission or misprints through automated and systematic collection, analysis and retrieval of marine traffic data. This study could provides reliable assessment results, reflecting the line and area concept, according to sea area usage.

Marine transportation system plays an important role in maintaining and promoting economic activities among countries. The accurate understanding of marine traffic flows are necessary for the further advancement of marine transportation system. While many existing researches on marine traffic have been conducted mainly on the basis of statistical analysis using traffic data, ship's traffic flow simulation model was developed in this study. A collision avoidance algorithm was conducted with categorizing of traffic factors such as ship's length and speed. The developed model was also verified by a simulation process.

In this study, time series analysis was tried, which is widely applied to demand forecast of diverse fields such as finance, economy, trade, and so on, different from previous regression analysis. Future marine traffic volume was forecasted on the basis of data of the number of ships entering Incheon port from January 1996 to June 2013, through courses of stationarity verification, model identification, coefficient estimation, and diagnostic checking. As a result of prediction January 2014 to December 2015, February has less traffic volume than other months, but January has more traffic volume than other months. Also, it was found out that Incheon port was more proper to ARIMA model than exponential smoothing method and there was a difference of monthly traffic volume according to seasons. The study has a meaning in that future traffic volume was forecasted per month with time series model. Also, it is judged that forecast of future marine traffic volume through time series model will be the more suitable model than prediction of marine traffic volume with previous regression analysis.

The introduction of coastal vessel traffic services enables vessels in coastal waters to navigate in safety or to get her position with ease and prevents the vessel from becoming cause of casualties. But it needs relatively huge amount of cost to construct and operate and maintain. Thus we must be checked with economical adequacy of the the proposed coastal vessel traffic services by comparing the cost of the construction, operation and maintenance with the expected benefit made by the expected decrease in marine casualties. In previous paper, a proper cost-benefit analysis model for the Korean practice will be suggested. In this Paper, the proposed the cost-benefit analysis model of coastal vessel traffic services was applied to the Koje coastal waters 20mi1es from the top of Maemul-Do and Yokchi-Do. As the result, we confirmed the propriety of the cost-benefit analysis with the application of the proposed model to Koje waters. Also, it is verified that the introduction of coastal vessel traffic services, as proposed, is adequate and economical. The cost-benefit analysis model proposed in this study could be used to investigate the economic Propriety of new aids to navigation and traffic safety facilities in the future.
Gamcheon harbor was developed as a multipurpose port to mix processing functions of exclusive piers for bulk cargo such as marine products, domestic cargoes. Since the container terminal was opened in 1997, maximum $40,000\sim50,000$ DWT containership have been incoming and outgoing. However, bemuse the breakwater entrance in Gamcheon harbor is narrow and the crossed vessels are ever-present at breakwater front, marine accident danger is high that grasping traffic characteristics is required in reply. Therefore marine traffic characteristics were analyzed for Gamcheon harbor and Gamcheon approaching waters, included the track and traffic volumes of peak hours period in inbound/outbound and front sea area of the harbor in present.
