A Study on the Fatigue Investigation Program for Marine Accidents (해양사고의 피로도 조사 프로그램에 관한 연구)

  • Recently, fatigue related to marine accidents was recognized to be very important contribution factor when marine accidents such as collision, aground, fire, etc. were investigated Many studies concerned about fatigue factors related to human error can be found. In this study, the analysis and examination of USCG Fatigue Investigation Program were carried out in order to investigate marine accidents happened in Korean waters. The Fatigue Investigation Program was established on the MAIFA(Marine Accident Investigators Forum in Asia) web site. Finally, the application plan of the program was discussed.

A Study on the Change of Domestic Marine Accidents and Insurance Rates according to Enforcement of ISM Code (ISM Code 도입에 따른 국내 해양사고 및 보험율 변화에 관한 연구)

  • The variations of marine accidents and ship's insurences are measures for assessing the effects of ISM Code implementation, bemuse expenses for the treatment of ship accidents and compensations for the loss have an effect on the ship's insurence. In order to understand the results and accmplishements of ISM Code implementation in Korea, the rise and the fall of marine accidents and ship's insurences were analyzed and examined in domestic shipping companies from one year before implementation to eight years after implementation of ISM Code. As the result of analysis, compared with the period of a year before implementation of ISM Code, the decrease of about 14.4% in marine accidents was shown in the 8th year after ISM Code implementation in Korea, and ship's insurance rates tended to decrease from year to year.

A Statistical Observation on the Monthly Number of Marine Accidents in Korean waters (국내 해역의 월별 해양사고건수에 관한 통계적 고찰)

  • This paper made some statistical analyses on marine accidents in Korean waters using marine accident statistics. They were verified through analyses of one-way ANOVA: the difference in average number of marine accidents among Korean waters, between fishing and non-fishing vessels, and by year and by month The pairwise post hoc multiple comparisons of REGW-For GH test were additionally tested. As a result, there were significance differences among Korean waters. The difference of marine accidents by year was verified to have a statistical significance in the South and the East Sea for the fishing vessel, and in the South Sea for the non-fishing vessel. There were signifiant differences of monthly marine accidents by month in the Yellow and the East Sea for the fishing vessel only.

A Study on the Requirement to the Fishing Vessel for Reducing the Collision Accidents (충돌사고 감축을 위한 어선의 대응 방안에 관한 연구)

  • In spite of being reduced the numbers of vessel registered, there are increasing the numbers of total marine accidents and collision accidents. For recent 5 years from 2008 to 2012, it was analyzed that the collision accident is highest rank by 37 % among the marine accidents and the fishing vessel is highest by 58 % in these collision accidents and also the small fishing boat under 20tons is highest by 26 % on them. Over the half of the collision accidents by 56 %, they couldn't find each other to just before the collision situation. In this result, it was known that collision accidents almost to be occurred by the poor look-out in each other. Therefore, it was suggested the requirements to the fishing vessels in a side of crew, education and exercise, and navigation equipments to reduce the collision accidents by examining the navigation patterns and concerning laws of them.

Statistical Analysis of Ship Collision Accidents by Day and Night Times

  • Sunrise and sunset times differ depending on location and date. Previous studies conveniently but monotonously applied day and night times set up. This research defined the daytime and nighttime while considering the time of twilight according to the date and the location of ship collision accidents. Classifying the frequency of ship collision accidents with this standard, we conducted a chi-squared test for the difference between daytime and nighttime. The frequencies of ship collision accidents according to daytime and nighttime was compared by season, month, and time, and all of them showed statistically significant differences. The highest number of daytime ship collisions was 11.6 %, in June, and nighttime collisions peaked at 13.7 %, in December. The most frequent hour for daytime ship collisions was 0700h-0800h, at 10.2 %, and nighttime collisions peaked between 0400h-0500h, at 16.9 %. It is clear that the criteria used in previous studies cited was applied without any theoretical basis and likely only for the convenience of the researchers. It was found that results depend on what criteria are applied to the same research data. This study shows that statistical analyses of marine accidents, traffic volume, and congestion density should be carried out quantitatively while considering daytime and nighttime hours for each particular location and date.

  • This paper details the maritime accidents that occurred in the Philippines from 1972 to 2010. Firstly, it describes the general maritime situation in the country. It was followed by the traffic and safety infrastructure and the prevailing weather in the archipelago. The third section deals with the accidents' statistics and their geographical locations which is further sub-divided into three regions. It is grouped according to 10-year period. This paper describes the actual maritime situations, the pertinent national regulations, the inter-agencies policies and their safety regimes. It illustrates the shipping environment in the country including the maritime aids and infrastructure and the on human element factors.

Study to Improve the Legal System to Reduce Marine Accidents caused by Marine Plastic Litter (해양 플라스틱 쓰레기에 의한 부유물 감김 해양사고 저감 정책방안 연구 - 법제도 측면 개선 중심으로 -)

  • Over the last ten years, the number of entanglement marine accidents has increased more than other accident types. This study analyzed the annual statistical report of marine accidents from the Korea Maritime Safety Tribunal and Korea Coast Guard. Despite some discrepancies between data of the two organizations, it was found that marine accidents involving fishing vessels were more prevalent than those involving non-fishing vessels. In addition, the main floating materials that caused wounded entanglement accidents were fishing nets, fishing gear, and ropes, and the proportion of them was high. Foreign and domestic policies on marine plastics recognize most marine plastics as marine environmental hazards and focus on marine litter recovery and the prevention of marine pollution. The representative Acts related to the marine environment and marine litter, the Marine Environment Management Act and the Marine Waste and Sediments Management Act, recognize marine litter as a type of marine waste, and deal with the types and definition of this waste. However, clearly defining marine waste is difficult. Therefore, this study tried to examine the relevant legal system of marine litter on ship operation and suggested improvement measures. Moreover, the definition of marine litter for the safe navigation and operation of ships was clearly proposed.

  • The purpose of this study is to derive the demands to develop marine science technology to reduce damage of disasters caused by boating accidents. This study analyzed the press release to identify the factors of damages that can result from boating accidents and derive the demands for technology development to approach from the perspective of marine science technology to avoid the elements of damage. For this purpose, this study analyzed the contents of about 77,000 articles posted for a month after the tragedy of the Sewol (April 16 - May 15) to derive the keywords and used SNA for the network analysis of each keyword. The findings of the analysis showed that there were five networks and each network consisted of different aspects of technology development to prepare for the marine disasters. Based on these findings, this study derived the demands for technology development from the perspective of marine science technology required to prepare for the possible marine disasters caused by vessels in the future.

  • The basis of all approaches to improve reliability of marine engines exists in analyzing the field data of troubles and failures in marine engines. In this paper, we analyzed the engine accidents of Korean fishing vessels for five years from 1995 to 1999, firstly according to engine systems, type of fishing vessels, engine makers, cylinder number, engine power and tonnage, secondly by using of principal component analysis method, one of multi-variate data analysis method. Finally, we proposed the measures to reduce engine accidents of fishing vessels for improvement of an environment in fishing industry.

  • Despite the development of the various navigational equipment, such as GPS, ARPA, ECDIS, AIS, VDR, and hull monitoring system, marine accidents are still a leading concern in shipping industry. For all accidents over the reporting period, approximately 60 to 80% of the accidents was involved in human error. It means that in each case, some events which were associated with human error initiated an accident, and those failures of human performance led to the failure to avoid an accident or mitigate it's consequences. However, the improvement and the effort on the maritime human error are still limited in an elementary step. The objective of this paper is to propose a modified Human Factors Analysis and Classification System (HFACS) model in order to analyse the collision accidents of tug-barge ship.
