A study of how to guarantee an income policy for old people in an aging society (고령화 사회의 노인 소득보장정책에 관한 연구)

  • In many countries the demographics clearly informs us that an aging population represent a serious problem. To this extent senior citizens welfare does matter it has developed into a public debate and genuine concern. it seems that the social issues are focused on how the socity views the social welfare policies. In a modern welfare state where the emphasis lies in pursing a high standard of living and thereby high quality of life. This does not cover the very well the old people in society, but the government clearly carries an obligation to look after and care for the retired & old people in the society. This obligation the social and economic impact that an old person faces as he/she grows old. it is important ensure that their lives carries a meaning and that they as a group will not be estranged from the mainstream of society just because they are considered to be part of the aging population. The key issues that must be addressed are 1) The impact of reduced spending power from less income. a lower income stream; 2) increasing health problems and costs; 3) the natural degradation of ones physical & mental powers; 4) and thereby an isolation from the public in general. So clearly the social policy related to the old people in society should be developed with the consent of what they believe is important to them. To ensure their minimum income level that a beneficiary of an old person's pension will receive, the monthly pension should be reflected by the official price index and be adjusted accordingly. by making the job market open for the senior citizens, expending the mandatory retirement age, give companiesincentives to hire senior citizens, there maybe an opportunity to extend to the aging population the possibility to continue to participate in the society at large.

A Study on Employment of Aged Workers in Korea (중.고령자 고용안정과 촉진에 관한 연구)

  • 1997-98년의 외환위기는 한국경제 전반에 걸쳐 커다란 변화를 초래하였다. 특히 노동시장에서도 200만 명의 전례 없는 대량실업을 경험하였다. 이전의 고학력 실업과 생산직 노동력 부족이라는 두 가지 큰 특징으로부터 성, 학력, 연령에 관계없는 전 노동력에서의 대량실업이라는 특징을 경험하게되었다. 불경기에서의 기업 구조조정은 많은 직장인들로 하여금 통상적인 정년을 채우지 못하고 조기 퇴직해야 하는 상황을 초래하였다. 특히 50세 이상의 중·고령자 조기퇴직은 그들이 가정경제를 책임지는 가장으로서의 가정적 불안 뿐 아니라, 사회적으로도 실업자 보호를 위한 비용지출이 증대될 수밖에 없다. 이러한 현상은 직장에 남아있는 근로자들의 고용불안으로 확대되어 근로자들의 의사가 제대로 반영되지 않는 채 그 동안 정착된 고용관행(60세 전후 정년퇴직, 연공서열형 보수체계, 등)이 쉽게 무너지고, 사용자 중심의 새로운 고용관행(계약직, 연봉제, 단시간 근로형태, 등)이 확대될 가능성이 높아지게 되었다. 본 연구는 중·고령자의 고용안정과 촉진을 위한 정책대안과 촉진을 위한 정책대안을 제시함으로써 개인에게는 적합한 직종에서 일할 기회를 부여하고, 사회적으로는 실업문제의 해결로 사회복지비용의 지출을 최소화한다는 차원에서 연구되었다. 일반적으로 채용 면에서는 퇴직된 중·고령자도 신구인력과 경쟁적일 수박에 없으므로 비록 경기가 회복되더라도 재취업의 어려움은 여전히 남을 수밖에 없다. 뿐만 아니라 이들은 오랫동안 피고용자로서 근무해 왔기 때문에 신규 자영업에 진출하기도 조심스러울 수밖에 없어 이들의 경제활동에 대한 정부차원의 지원정책이 필요할 것이다. 연구결과 다음과 같은 몇 가지 중요한 정책적 시사점을 제시할 수 있다. 의무고용률 의 조정, 퇴직 전 전직훈련의 의무화, 고령자 창업보육센타의 설립, 신규채용이나 퇴직에서 제한연령의 완화 및 철폐, 서비스 산업에서의 고령자 적합직종의 개발, 등이 그것이다.

How to Maintain the Financial Stability and Adequacy of Teachers Pension (사학연금의 재정안정화와 적정성 유지 방안)

  • Korea Teachers Pension (private school pension) is a mandatory pension and a social security system for private school teachers to ensure the stability of subscribers by a supplying pension when they (and their dependents) face future economic risk due to retirement or death. Therefore, the Teachers Pension must provide stability and sustainability in regards to adequacy of income and to function as a pension. However, the Government Employees Pension System (GEPS) of Korea (the most representative special occupation pension) recorded a fiscal deficit in 2001 and with an accumulated deficit that is expected to grow; subsequently, various plans for the reform of GEPS have been actively discussed. The Korea Teachers Pension system is based on the GEPS scheme and is not free from the GEPS discussions on reforms of national pension. The current system for the Teachers Pension needs to be improved because it is expected to be depleted within the next 30 years due to low fertility and an aging population in Korea. This study discusses existing Teachers Pension schemes problems and suggests a projection method and revised plans to improve it. We use long-term financial projections of the Teachers Pension to estimate the fund exhaustion point and the minus balance of the financial scale as well as analyze the supply-demand burden structure that reflects the future population structure to propose Teachers Pension reforms that will improve stability and adequacy.

A Cohort Study of Mental, Physical and Behavioral Impacts of Early(at Age 55) Compulsory Retirement in Korea (조기 정년퇴직자의 정신. 육체. 행위적 경향연구)

  • This paper documents and discusses trends and differentials in youth's participation in the labor force and employment. Youth in this study is defined asthe young aged 15-29. Youth passes through a series of life-course transitions,which include school completion own family formation(marriage and childbirth) .mandatory service in the army (by males) , and their economic activities are affectedby those life-course events. Accordingly we show how and to what extent youth'slabor force participation and employment varies with age and how the age patternhas changed over time.Throughout the 1980's and 1990's, youth's labor force participation showeddifferent trends by age group Labor fDrce participation rate of the 15-19 agedsteeply decreased, while that of the 25-29 steadily increased during the twodecades, the rate fsr the 20-24 aged showing not much variation. The former is dueto the increased rate of school enrollment among the age group, while the lattercould be attributed, in part, to the young women s increased and more steadyparticipation in the labor force over time.While labor force participation could be considered as a result of one's choicesand preferences, employment opportunities are more or less restricted by labormarket structure and institutions . This study documents how the structuralconstraints have interacted with individual and group attributes to differentiateemployment opportunities between individuals (educational background) and groups(especially sex diffrences) . One of the most salient feature of youth's em[ploymentstructure is the recent high unemployment rate of the college graduates. We discusshow that is related to the'credential society'in which one's educational credentials and it's social status play major role in determining who gets what in terms of job opportunities. Also is discussed the discordance between school and labor marketsupply and demand system, which is apparent in the prolonged oversupply of thecollege graduates, which is due to the consistently high rate of college entranceobserved since the early 1980's. Theoretically the job market for college graduates isviewed not as the'neoclassical'wage competition market but as job competition market in which one's (good) job opportunity is determined by one s position in thejob queue, which is in turn heavily dependent on from which college one get shis/her college degree as well as one's sex.
