The archive management system for the National Assembly is divided into two ways and propelled by each of them : one is providing the service for the recording purpose by the legislation data processing office and the other is the archiving service by the National Assembly Archives. In this context, a clear analysis is much required for the organization and operation of the archive management system. Also, with the legislation research bureau scheduled to be organized newly, the data processing policy for the National Assembly is being largely modified as the operation plan for the joint computerization center of the National Assembly came out. In relation to the data processing of the National Assembly, the Assembly has requested the research outsourcing to the Korean Research Institute of Electronic Government and had the four possible operation plan of the computerization center as a result. On the basis of four alternatives proposed by the Korean Research Institute of Electronic Government, the Assembly has sought out the desirable way for the archive system of the Assembly. The status of the National Assembly Archives is taken into consideration in finding out the solution for improving the data management system of the National Assembly.

E-business including e-commerce boosts the competitiveness of corporations remarkably through the creation of new value added, positioning itself as the key to national competitive edge. Thus, advanced nations and international organizations such as WTO and OECD are structuring a positive support system for e-transformation. Korea also has been pushing for activating e-business at the government level since 2000. ECRC(Electronic Commerce Resource Centers) project is an efficient government initiative and inter-agency coordination in implementing e-Business policy for industry. This project has been sponsored by the MOCIE and operated through prime contracts with KIEC. ECRCs provide such services as educational training, technology transfer, consulting and information service related to e-Business for industry. They had given the digital opportunity demanded by industry from 1997 but in these days there are many other new e-business activating projects in Korea. This paper sought to study a strategic reform plan of ECRC.

Recently, military operations have been aimed at winning using various information, analysis, weapons, and operation systems. These systems should consist of integrated composition and the function of analyzing and sharing data. Accordingly, military C4I collects and analyzes a lot of data and produces and shares secrets to perform effective operations. However, C4I cannot operate in electronic form from secret production to disposal. And as it is managed based on the output, problems such as difficulty in management and loss/leakage arise. Therefore, in this paper, we propose an ESDMB(Electronic Secret Document Management whit Bloockchain) plan based on blockchain technology to manage all secrets in electronic document format and provide integrity and denial prevention. In particular, the blockchain-based proposal method will be suitable as a protection measure against manipulation and leakage, from secret production to destruction.

Development of integration management system needs to operate and manage internet shopping mall for customer, sale, product, stock, account management. The purpose of this paper implements of small shopping mall logistics management system as a plan to raise efficiency of management of the Internet shopping mall which was a representative business form of electronic commerce. Logistics management system operates an Internet shopping mall, progressed with the aim of construction of the management system that systematizes a member, a product, a stock, customer management, and can efficiently manage a total stock grasp and the amount of transaction of a product based on Web by real time.

Based on the risk factor evaluation for the file format, this paper defines the procedures for presenting the long-term preservation plan for that format and the technical information registry necessary for building the system. This is a procedure to perform a risk assessment for the format, evaluate the risk, and select a long-term preservation strategy based on the information registered in the registry and information on the external signature and internal signature of the electronic record. We also reviewed the criteria for selecting appropriate long-term preservation strategies in the process and provided the criteria for adopting each detailed strategy of migration and emulation, which are long-term preservation strategies. And we implemented this process as a long-term preservation decision support system. This system can be used to provide guidelines for the maintenance, management, service and long-term preservation of information resources of electronic records in public institutions such as National Archives of Korea and Libraries.

Recently, Building Information Modeling(BIM) has become a hot topic in the construction industry such as quantity calculation, interference check, process management, and construction cost management. It is also trying to convert the existing 2D design to 3D design and introduce the BIM in various fields, thus, many new deliverable are being presented but there are many issues due to the lack of standard guides on the preparation and delivery criteria for such new deliverable and how to utilize performance data. Therefore, In order to develop the electronic delivery process, we analyzed the process related to the delivery of BIM digital models presented in domestic and international BIM guidelines and the delivery of products from the Korea National Railway. The analysis focused on the list of achievements, delivery process, quality review standards, and the utilization code system of the Korea National Railway through BIM guidelines and the National Railroad Service's business procedures. Based on these analysis results, it presents a plan to construct an functional module of electronic delivery.

This paper showed results of the risk management project in detail which was conducted by National Archives of Korea(NAK) in 2010. In the project NAK examined its long-term preservation business of electronic records using DRAMBORA(Digital Repository Audit Method Based on Risk Assessment). NAK has defined 44 different risk elements related to its business activities, assessed and classified them into several grades according to the severity calculated by risk probability score and risk potential impact score, and developed precise management plans for two of the most serious risks. This paper introduced the management plan for one of them. The risk was numbered with NR04 and described by 'Loss of integrity of records information'. This paper explained mitigation strategies, contingency organization, disaster control responsibilities, and personal mission cards for the NR04. This paper planned to give comprehensive understandings to Records Management Organizations about the risk management approaches as an effective way for business management through the case study.

This study investigated and analyzed the 17th presidential record by further expanding the awareness of the problem, focusing on media suspicions related to the 17th presidential record. And Based on the results, the purpose is to suggest ways to improve the presidential records management system. To this end, the 17th presidential record transferred to the Presidential Archives was first outlined from an overall perspective, and the records produced in the "record management", "ancillary room", and "Public Safety" functions were quantitatively analyzed. Next, we analyzed the physical records qualitatively along with quantitative analysis of the cases of 'production status notification', 'record production and nonregistration of records via e-mail', and 'core records and electronic/non-electronic records' to determine the records of the 17th President. Personality was diagnosed. Finally, based on the analysis results, a plan to improve the presidential record management system was proposed.

Seoul City has been operating 17 public libraries to bridge the digital gap in the information society. Digital collection that has used recently, is providing various information services and information sources such as Internet. DVDs, satellite broadcasts and plan to offer service with more contents in the near future. In an attempt to facilitate the use of digital archives in public libraries in Seoul, this study thus applies marketing strategy to Electronic Information Center in the S Library and techniques can contribute a dynamic approach to total strategy development for library professionals that will ensure effective management and the achievement for their goals.

According to the amendment of the Enforcement Decree of the Public Records Management Act in 2020, an administrative information dataset record management plan will be enacted, and the National Archives of Korea plans to establish an integrated administrative information dataset management system to support it. However, there is no specific service plan that considers the characteristics of the datasets and the Management Reference Table. Therefore, this paper compared and analyzed the current status of dataset services at 14 domestic and foreign public data portals and archives websites, derived implications, and proposed 6 service plans applicable to the integrated administrative information dataset management system. This study's results will lead to utilizing the administrative datasets and the activation of services.
