공공관리 패러다임은 공기업의 경영관리 및 기재부의 공공기관 경영평가 결과에 직접적인 영향을 미치기 때문에 중요성이 매우 크다. 이러한 차원에서 본 연구는 1980년대 이후 공공관리 이론으로 주목받았던 신공공관리론, 신공공거버넌스론, 신공공서비스론의 주요 이론적 요소에 대해 검토하였다. 분석결과 이러한 공공관리 이론들은 효율성, 네트워크 그리고 공공서비스라는 차원을 각각 대표하고 있으며 나름대로의 장점과 단점을 갖는 것을 확인하였다. 이를 바탕으로 공기업을 둘러싼 환경변화에 적절히 대응하기 위해서는 공공관리에 대한 통합적이고 다차원적인 이해가 필요함을 제시하였다.

The scope of this study is the construction conformity assessment system according to the new paradigm of construction management To minimize the differences between domestic and international state, construction Conformity Assessment is subdivided into system certification and product certification. For the former, WASCON(Worldwide Assessment System of Construction Quality Maturity Stage) is applied. For the latter, AQUA(Advanced Quality Assessment System) was developed and adopted to model project for demonstration. Both systems are designed to enable quantified rating, integrated into PQCS(Project Quality Certification), which is an advanced project quality certification system. The construction work observing PQCS will gain quality score on its own quality certificate(Quality mark on construction itself or facilities is also available, if needed or preferred by customers). This Quality Rating System will inspire and encourage any related parties. PQCS score would let supplier/constructor recognize how much themselves are operating effectively and efficiently, offering them the opportunity of redeeming their weaknesses.

Most urban water management systems are becoming vulnerable to flooding and drought due to the climate change (CC), urbanization and energy shortage. Despite of poor water management circumstances caused by extremely uneven annual rainfall and hilly terrain, traditionally we have made a sound and sustainable life based on our own philosophy and technologies which copes with our rigid environment. In this study a new paradigm of rainwater management is suggested and multipurpose and creative rainwater harvesting and management (RWHM) systems are introduced providing several case studies such as rainfall storage drainage (RSD) system, rainwater infiltration facilities and star city RWHM system. This new RWHM paradigm leads Seoul Metropolitan Government (SMG) in the Republic of Korea to change regulations and politics for the integrated RWHM. Finally, RWHM is expected to improve the safety, efficiency, energy consumption of urban water infrastructure, to reduce urban heat island phenomenon and, furthermore, to contribute in finding solutions for worldwide water issues and to adapt CC.

WTO출범과 전자상거래의 출현은 국내외 물류산업의 환경변화에 가장 큰 영향을 제공하고 있으며 국내의 경우 물류중심지 전략을 국가발전과제로 활용하면서 물류관리의 신패러다임의 도입과 활용방안이 적극 활용되고 있다. 특히 신패러다임으로 전개되는 물류관리는 기업에게 있어서 소비자의 욕구를 만족할 수 있는 제품을 생산제조하여 이를 효과적으로 공급할 수 있는 능력으로 기업으로 하여금 물류아웃소싱의 적극적 활용을 촉진하고 있다. 이에 본 연구에서는 물류관리의 신패러다임인 물류아웃소싱이 경쟁력 요인임을 강조하고 국내외 물류아웃소싱을 개선하기 위한 활용전략과 과제를 제안하였다.

Purpose: This paper proposes a quality strategy based on the evolution of technology in the age of the 4th Industrial Revolution. Methods: We examine the theory of past quality activities and the changes in quality paradigm, and analyze key words for the technologies and key issues of the 4th Industrial Revolution. Based on existing quality management, we find a quality strategy that should be pursued during the 4th Industrial Revolution. Results: Quality has been recognized as an essential component of corporate competitiveness. The paradigm of quality has also changed with the pass of time and industry development. From this viewpoint, the following eight quality strategies are proposed for the development of the technology of the 4th Industrial Revolution period, such as Market-to-customer fusion quality, symbiotic quality, big data quality, technical accuracy and zero-defect quality, facility predictability quality, software quality, process flexibility quality, and information protection stability and security quality. Conclusion: Quality for customer satisfaction is still important nowadays. However, in the 4th Industrial Revolution era, where various business models and methods of manufacturing are expected, the big data utilization, software quality, and the reliability and security of information protection to support it are important.

Knowledge management is a current management concept dealing with information gathering and implementation processes for the organizational performance advantage. The study investigates knowledge management in two perspectives: internally, Organizational information processing structure and externally, strategic issue management system. The study proposes the existence of filtering processes in the organizations. Based on this argument, the authors propose that organizations need to employ strategic issue management system for the successful implementation of knowledge management.

이 논문은 2017년 현재, 우리나라에서 과학기술정책학 또는 과학기술정책 연구가 독자적인 학문 정체성을 가지고 있는가 하는 문제의식에서 수행되었다. 이를 위하여 국내에서 출판된 과학기술정책 관련 단행본 19권을 대상으로, 학문 패러다임 형성의 핵심요소인 학문적 정의와 핵심 연구범위의 논의 여부를 분석하였다. 연구결과는 현 시점에서의 우리나라 과학기술정책학은 패러다임 형성 이전의 단계에 머물러 있다는 잠정 결론을 내렸다. 이러한 결론에 근거하여 연구자들은 향후 과학기술정책학의 패러다임 완성에 필요한 학문적 정의와 연구범위를 새롭게 제안하였다. 과학기술정책학은 '과학기술 활동 및 과학기술과 관련된 정치 경제 사회 문화의 제반 현상을 연구 분석함으로써, (1) 과학기술 자체의 발전을 도모하면서 (2) 과학기술을 활용하여 국가와 공공 부문의 문제해결 능력을 높이고자 하는 정책지향적인 학문'으로 정의하였다. 과학기술 정책학의 '연구범위'는 (1) 과학기술 정책과정, (2) 과학기술 공공관리, (3) 연구관리, (4) 기술혁신의 4대 부문으로 제안하였다. 이 중에서 '과학기술 정책과정'과 '과학기술 공공관리'는 이 논문에서 제안하는 과학기술 정책학의 정의를 반영하는 새로운 내용이며, '기술혁신'과 '연구관리'는 기존 연구들도 대부분 포함하고 있는 과학기술정책학의 연구범위라고 할 수 있다.

In this paper a modeling paradigm is described for answering the following questions: What would be the economic impact A, the social impact B, the demographic impact C, the land-use impact D, the environmental impact E and the user benefit F, over geographic scale G for a transport investment H at time T. The paradigm is illustrated for two ITS technologies: Advanced Transportation Management System (ATMS)and Advanced Vehicle Control Systems (AVCS).

Managing of local government public service is innovation strategy of local government public service using choice and competition principle.
