  • National technical qualification does not recognised degree of working-career in labor market and an industrial field situation. National qualification is supply to nurture expert manpower and accomplish of self-development and a duty accomplishment ability improvement at a side of personal. So, This study is purposed to find that a method for recognition of working-career on the national technical qualification system. According to, this study is designed to questionnaire with BSC(Balaced ScoreCard), SEM(Structure Equation Model) with the delphi method, and is analysed using the AMOS 7.0 program package. Finally, This study is suggested growing to qualification standard for an examination a degree of master craftsman only under the change of national qualification systematization as a standard to operation and control.

COVID-19 and Return-To-Work for the Construction Sector: Lessons From Singapore

  • Singapore's construction sector employs more than 450,000 workers. During the height of the COVID-19 pandemic in Singapore from April to June 2020, migrant workers were disproportionately affected, including many working in the construction sector. Shared accommodation and construction worksites emerged as nexuses for COVID-19 transmission. Official government resources, including COVID-19 epidemiological data, 43 advisories and 19 circulars by Singapore's Ministries of Health and Manpower, were reviewed over 8 month period from March to October 2020. From a peak COVID-19 incidence of 1,424.6/100,000 workers in May 2020, the incidence declined to 3.7/100,000 workers by October 2020. Multilevel safe management measures were implemented to enable the phased reopening of construction worksites from July 2020. Using the Swiss cheese risk management model, the authors described the various governmental, industry, supervisory and worker-specific interventions to prevent, detect and contain COVID-19 for safe resumption of work for the construction sector.

  • In Singapore, the construction industry's performance in safety has often been the worst among the other industries. This paper seeks to compare the efforts of the shipbuilding and repair industry and the construction industry in improving the level of safety performance. One key factor identified in the paper will be the subcontractors' role in the safety aspect. Based on the analysis of statistic carried out by the Ministry of Manpower of Singapore and many others, this paper aims to identify the success of the shipbuilding and repair industry and gives thought as to how the construction industry can further improve its safety record.

강원지역 중소기업의 환경경영 실태와 과제 (A Study on the Realities and the Subject of Environmental Management for Small and Medium-Sized Companies in Gangwon Area)

  • 본 연구의 목적은 ISO14001 인증 취득 현황조사를 통해 강원지역 중소기업의 환경경영 실태와 과제를 파악하고 환경경영의 활성화를 위한 방안을 모색하는 것이다. 주요 결과를 요약하면 다음과 같다. 첫째, 2003년 4월 현재 우리나라의 ISO14001 인증획득 업체수는 1,215개 업체인데 비해 강원지역 중소기업의 ISO14001 인증획득 업체는 광역지방자치단체 중 최하위 수준인 26개 업체에 불과하였다. 둘째, 인증 미획득 기업들이 인증을 받지 않으려는 이유로 '인증 획득 및 유지에 소요되는 비용이 효익보다 크다'는 점을 제시하였다. 셋째, ISO14001 인증을 획득한 기업이나 ISO14001 인증 미획득 기업이나 인증을 획득한(하려는) 가장 큰 이유는 '기업의 이미지 향상'이었으며, 인증 획득기업이 환경경영시스템 도입 후 얻은 효과도 '기업의 이미지 향상'으로 나타났다. 넷째, ISO14001 인증을 획득한 기업들은 환경경영시스템을 도입할 때 문제점으로 '문서작성 및 비용에 관한 부담'과 '인력 부족'에 관한 응답이 많았다. 위와 같은 연구의 주요 결과를 바탕으로 강원지역 중소기업의 환경경영 활성화를 위한 과제와 방안을 제시하면 다음과 같다. 첫째, ISO14001 인증 미획득 기업 대부분이 ISO14001에 대한 인지도가 낮아 이에 대한 지속적이고 적극적인 홍보와 교육 및 연수제도가 필요하다는 점이다. 둘째, 환경경영 관련 인력이 부족함으로 전문 인력의 양성을 위한 교육프로그램의 실시, 보조금 지급의 확대, 전담부서 및 상담창구의 개설, 관련 정보의 데이터 베이스화나 소프트웨어의 개발이 필요하다. 셋째, 저렴한 비용과 간단한 절차를 통해 인증을 받을 수 있는 중소기업용 공적 인증제도의 신설, 혹은 단체인증제도, 공단 인증제도 등을 적극 고려할 필요가 있다.

치과위생사의 근무환경 및 조직 내 갈등수준이 이직에 미치는 영향 (Work Environment and Conflict Level of Dental Hygienists Affect Turnover)

  • Objectives : The purpose of this study was to understand how work environment and conflict level of dental hygienists affect turnover for the efficive manpower management of dental hygienists. Methods : Dental hygienists in dental (hospital)clinics near Daegu were randomly selected as the subjects of this study, and the followings analysis results are from 249 questionnaires: which were collected from March 2 to March 31 2011. Results : Among the 249 dental hygienists surveyed, 33.7% experienced turnover and 59.0% had turnover intention. From the analysis of the demographic, working environment and levels of conflict, dental hygienists had significantly higher turnover experiences based on following factors: older age, employment at a dental clinic rather than a dental hospital, longer working hours, longer total career as a dental hygienist, and longer of length of time at their current job. Furthermore, dental hygienists had significantly higher turnover intentions based on the following factors: younger age, more ignorant and higher level of discomfort due to conflict levels. Conclusions : Therefore, the working environment of dental hygienists has to be improved to inspire motivation, and conflict management has to be taughht within an organization to allow free communication and active participation in decision-making.

  • 정보통신부에서 소비되는 에너지는 우체국 건물의 운영에 주고 사용되고 있어, 에너지절약은 건물의 실비를 효율적으로 관리하는 것이 매 중요하다. 이에 우체국 건물의 에너지 소비현황과 운용실태를 조사 분석하였으며, 그 결과 비효율적인 운영체계가 문제점으로 도출되었다. 이 문제점을 개선하기 위하여 시스템, 조직, 인력, 운영 등을 유기적으로 통합 관리 할 수 있는 방안이 필요하다. 본 논문은 도출된 문제점에 근거하여, 인터넷을 이용한 군 관리시스템 도입으로 전국에 우체국 건물의 자원을 통한, Group 관리하는 방안을 제시하였으며, 군(群) 관리시스템 적용 시 얻어지는 예산질감 및 기대효과에 대하여 도시하였다.

  • 본 연구는 지방자치단체의 "작은도서관 설치 및 운영 지원에 관한 조례"에서 규정한 작은도서관의 시설규정과 운영방식을 분석하고, 현재 작은도서관을 이용하고 있는 이용자들을 대상으로 서비스에 대한 만족도와 요구들을 조사, 분석하여 작은도서관의 효과적인 운영방안을 제시하는데 그 목적이 있다. 연구방법으로는 단행본 논문 법률자료 인터넷사이트 등을 이용한 문헌연구법과 만족도조사를 통한 설문지법을 병행하였다. 연구결과로 작은도서관의 효과적인 운영방안을 시설 자료 인력 프로그램 네트워크의 다섯 가지 영역으로 구분하여 제안하였다.

  • For managing and analyzing effectively diverse and complicated environmental informations, informations should be built systematically, and techniques should be developed. Environmental Information System(EIS) is composed of environmental informations, GIS, and manpower. Recently it is applied to Environmental Impact Assessment and environmental management, etc.. For effective application, EIS techniques will be improved. This article has four components. First, it describes building of environmental information comprising geographic and attribute data using GIS in Chuncheon district. Second, it explains programming for effective information analysis and management using AML(Are Macro Language in ARC INFO). Third, it provides specific functional capabilities including suitability analysis. Based on these analysis, this study makes some examples for systematic analysis and management of environmental information using interactive system.

Health Information Managers' Job Stress in an Electronic Medical Record Environment

  • This study sought to measure the influence of HIMs' work environment changes on job stress, and to explore measures for improving job satisfaction among them. A total of 275 hospital HIMs' were surveyed using a structured questionnaire. Significant job stress impact variables were sorted out using a simple linear regression analysis. Then, through multiple linear regression analysis, multicollinearity was tested. Significant impact factors were identified from among the control variables, and job stress impact was measured. The survey revealed that in public hospitals where the EMR system has been implemented for a longer period, depression scores in HIMs' were increased. HIMs' job stress level was found to be affected by the following factors: computerization of their working environment, experience of depression, unemployment, and manpower reduction, as well as, their lifestyles, including leisure activities. The results of this study suggest that HIMs' job stress can be reduced through work environment improvement and improvement of their personal lifestyle habits.

우리나라 전공의 교육 및 관련 인증기관에 대한 통합적 관리계획 (Integrated Management Plan for Graduate Medical Education and Accreditation Bodies in Korea)

  • Graduate medical education is the most important phase among the three stages of medical education. It links basic medical education and continuing professional development. It is also a critical period in acquiring meaningful knowledge, skills and professionalism. The residents should be able to develop the core common competencies on top of their specialozeds field's expertise, in order to function as independent and qualified physicians. Despite the obvious importance of graduate medical education, the system in Korea has been designed and executed to meet the needs of the hospitals in the perspective of manpower management, rather than to educate and empower the residents. As a result, graduate medical education in Korea lacks clear educational objectives and systemic, resident-centered curriculums. Yet, we have no accreditation body to evaluate graduate medical education programs. In order to normalize graduate medical education, an integrated and unified institution that manages the whole process of the graduate medical education is desperately needed. Special attention should be given to the role of medical schools in educating the core common competencies. The Korean Association of Medical Colleges, the Korean Institute for Medical Education and Evaluation, and the Korean Academy of Medical Sciences should cooperate intimately to establish a new organization for the systemic management and development of graduate medical education.
