기상요인이 교통사고 발생에 미치는 영향 분석 : 서울지역을 중심으로 (Effects of Meteorological Factors on the Frequency of the Traffic Accidents in Seoul)

  • The traffic accidents in Korea have been increasing every year due to various reasons and simultaneously causing socioeconomic cost at the national level. This study has analyzed the correlation between meteorological factors and the traffic accidents in Seoul during 2013. Especially, we have selected season, rain and temperature among the meteorological factors to identify their significance with the traffic accidents. In addition, analysis of variance, t-test and a multiple regression technique is applied. Major findings from the analyses are discussed at the district point of view, including the different effect of weather condition and the interaction effect of rain and temperature in winter. The results of this study would be useful for developing management strategies to reduce car crashes and injury severity in Seoul.

  • Recently, the crisis of demographic extinction is rising in Korea more than any other country, and it is difficult for industrial sites to maintain without 'foreign workers'. Industrial accidents and accident deaths of foreign workers account for 7.6% and 12.3% of the total, through an in-depth analysis of fatal accidents in the manufacturing industry, differences and similarities between fatal accidents of foreign workers and all fatal accidents were confirmed in terms of occurrence type, workplace size, length of service, employment type, etc. In this study, customized countermeasures were found.

CHARACTERISTICS OF ACCIDENTS IN CONSTRUCTION PROJECT IN KOREA

  • According to the labor related data from Korea Occupational Safety & Health Agency, accident victims of construction industry are increasing 6% annually since 2006. The major reason why the rate of accidents increases in Korea is that lots of labor working with another trades works simultaneously in various type of works. This study analyzes the current accident status in view of the type of building, type of works, and project size for the latest 3 years (2007~2009). As a result, 'single family & semi-detached houses' has the largest number of accidents among buildings. In addition, 'finishing work' shows the highest number in terms of work type. For the size, accidents occurred much for 'less than 300 million'. The results of this study can be used to focus on managing the highly hazardous area where the construction accidents mostly occur; therefore, it is anticipated to contribute to improve efficiency of safety management.

  • In order to reduce fatal accidents, a systematic safety management should be performed at a construction site. A lot of researches on direct causes of fatal accidents and indirect causes which affect the direct causes have been conducted for effective safety management. In the previous studies, these causes are considered separately because of the difficulty of recognition of indirect causes. It is also hard to measure the negative impact of these causes and notice their occurrence the perception of its problem. However, a study on identification of complicated relationship between these two types of causes is necessary since an accident occurs due to the chain reaction that indirect causes trigger the direct causes which lead to the fatal accidents. Therefore, this study proposes a safety management plan that considers indirect and direct causes of fatal accidents cases in the Korean construction industry. Then this paper suggests a plan of safety management by identifying major causes of the accidents.

Construction Workers Fall Accidents from Scaffolding in Gaza Strip

  • The aim of this paper is to identify and rank the main causes of fall accidents from scaffolding according to their relative importance as perceived by project managers and site engineers in construction projects in the Gaza Strip. A total of 50 questionnaires were distributed to project managers and site engineers, 35 questionnaires were received yielding 70% response rate. A total of 33 factors that cause fall accidents in scaffolding were identified through a literature review and consolidated by a pilot study. These factors were categorized into six groups: factors related to erection, factors related to the staff (Scaffolders), factors related to loads, factors related to the personal safety, factors related to the workers behavior, factors related to the personal competencies. The results indicated that factors related to the workers behavior are the major factors that caused fall accidents from scaffolds. The results revealed that the top ranked factors which caused falls accidents from scaffolding were: absence of personal protective equipment (PPE), missing ladders, wind loads, disguised the design code, lack of proper assembly or inspection, overhead tools and materials, climbing and neglect using ladders, lack of guardrails, missing bracing and working during fatigue. These findings would help contractors to understand the top factors that caused fall accidents so that they can take them into consideration in safety planning in order to minimize the possibility of their occurrences.

Uncertainties impact on the major FOMs for severe accidents in CANDU 6 nuclear power plant

  • In the nuclear safety studies, a new trend refers to the evaluation of uncertainties as a mandatory component of best-estimate safety analysis which is a modern and technically consistent approach being known as BEPU (Best Estimate Plus Uncertainty). The major objectives of this study consist in performing a study of uncertainties/sensitivities of the major analysis results for a generic CANDU 6 Nuclear Power Plant during Station Blackout (SBO) progression to understand and characterize the sources of uncertainties and their effects on the key figure-of-merits (FOMs) predictions in severe accidents (SA). The FOMs of interest are hydrogen mass generation and event timings such as the first fuel channel failure time, beginning of the core disassembly time, core collapse time and calandria vessel failure time. The outcomes of the study, will allow an improvement of capabilities and expertise to perform uncertainty and sensitivity analysis with severe accident codes for CANDU 6 Nuclear Power Plant.

승강기 중대고장 분석을 통한 안전관리 시사점 도출 (Derivation of Safety Management Implications through Analysis of Major Elevator Failures)

  • As the duty to report and investigate major elevator failures has expanded due to the total amendment of the Elevator Safety Management Act in 2018, more important information on major elevator failures that have been partially identified has been collected. As of 2019, the number of elevators in Korea exceeded 700,000, making it the eighth-class elevator powerhouse in the world, but there is a trend of increasing casualties due to accidents and breakdowns. An Seung-gang-gi is a term that encompasses an elevator that moves vertically and an escalator that moves horizontally. It is an important means of transportation for most citizens that are encountered almost every day in daily life, and it is also necessary as a means of transportation that enables the construction of skyscrapers. And it seems that its importance will never diminish in the future. Major elevator failures are the main cause of dispatch when accumulating the number of 119 dispatches, and the frequency of occurrence is high. It's a shame. According to Heinrich's Law, 300 minor signs and danger phenomena precede, 29 minor accidents and 1 major accident. Accidents caused by elevators are increasing every year due to the increase in the number of installations, and the damage is threatening the valuable lives and property of users and workers in related fields due to fatal risks such as death and serious injury. Elevator safety management can achieve its purpose only when it is managed with the usual interests, awareness of safety, and full efforts of the users, workers, and the government concerned. This study was analyzed based on 2019 data notified to the Korea Elevator Safety Agency on major breakdowns improved after the revision of the Elevator Safety Management Act in 2018, and a total of 8,256 data were analyzed using the SPSS 21 version, a statistical analysis tool, to analyze the correlation with technical statistics. Proceeded. Through the analysis, it was possible to obtain preventive safety management data to prevent serious elevator safety accidents from occurring, and to derive meaningful implications that related safety management and maintenance can be effectively operated to prevent serious failures. In addition, through this analysis, we expect the development of related industries and legal and institutional improvement.

재난 예방을 위한 ETV 도입에 관한 연구 - 방사성폐기물 사고 및 해양사고 예방을 위한 해양경찰의 역할을 중심으로 - (A Study on the Introduction of the ETV for Disaster Prevention - Focusing on the Role of the Korea Coast Guard for the Prevention of Radioactive Waste Accidents and Marine Accidents -)

  • 우리나라는 원자력 발전소를 운영하면서 발생하는 중 저준위 방폐물을 경북 경주시에 위치한 방폐물처분장을 통하여 영구적으로 처분하고 있다. 하지만 방폐물의 해상운송은 해양사고의 위험성에 노출되어 있고, 이에 관하여 해양경찰의 기능과 역할적 관점에서 안전성 확보를 위한 제도의 도입이 필요할 것이다. 특히 우리나라는 허베이스프리트 사고 또는 세월호 사고 등 국가적 재난에 해당하는 대형 해양사고로 인하여 사회적 영향을 받은 바 있으므로, 이를 대비한 대응체계가 필요할 것이다. 이러한 관점에서 우리나라의 방폐물 해상운송의 현황을 파악해 보고, 외국 주요국의 대응체계에 대해서 살펴보았다. 주요 사고 사례를 검토한 결과, 이와 유사한 핵물질 운반선 및 위험물 운반선의 사고 등 사회적, 지역적, 국제적 영향을 미칠 수 있는 해양사고에 긴급하게 대응하고자 유럽 국가를 중심으로 비상예인선(ETV) 선단을 운용하고 있었으며 일정 부분 효과를 증명하고 있다. 이를 바탕으로 한국형 ETV의 도입을 제시한다. 즉, 핵물질 운송선박, 대형 유조선, 대형 여객선 등의 해양사고와 같이 막대한 환경적, 재산적, 인명적 손해로 이어질 수 있는 대형 해양사고의 초기 대응을 위해 비상예인기능, 유류오염 방제기능과 구조 장비 및 인력 수송이 가능한 한국형 ETV의 도입이 필요하리라 보인다. 이를 통해 해양경찰의 해양사고 대응기능의 향상으로 이어지며, 국가적 재난에 대한 초기대응의 골든타임을 놓치지 않게 되어 귀중한 인명과 재산을 지키고 환경을 보호하는데 일조할 것이다.

클러스터링 기법을 이용한 이륜차 사고의 특징 분류 (Classification of Characteristics in Two-Wheeler Accidents Using Clustering Techniques)

  • 최근 배달문화의 확산으로 이륜차 수요가 증가하면서 이륜차 운행도 함께 증가하고 있다. 이륜차 운행은 혼잡한 교통상황이나 경제적으로 효율적이지만 이륜차 난폭 운전과 명확하게 정립되지 않은 이륜차에 대한 교통 법규로 이륜차 사고는 새로운 사회문제로 나타나고 있다. 이륜차는 차체 특성 상 치사율이 높기 때문에 이륜차 사고가 발생하면 그 심각성 및 위험이 크다. 그러므로, 이륜차 사고에 대한 특성을 분석함으로써 이륜차 사고의 특성을 제대로 파악하는 것이 필요하다. 그리하여, 본 연구에서는 이륜차 사고 데이터를 기반으로 K-prototypes 알고리즘을 이용하여 이륜차 사고의 특성을 분류하였다. 그 결과, 이륜차 사고 특성에 따라 4개의 군집으로 분류되었다. 각 군집마다 사고발생 도로, 주요 위반법규, 사고 유형, 사고 발생 시간 등에서 다른 특성을 나타내었다. 이를 기반으로 이륜차 사고 예방을 위한 구체적인 방안을 제안한다. 각 사고 특성에 따른 단속 방법 및 규율을 개정함으로써 수도권 지역의 이륜차 사고 발생을 최소화하고 궁극적으로는 도로 안전성 향상에 기여한다. 더불어, 머신러닝 기법을 도시교통 및 안전 분야에 적용함으로써 관련 문헌확장에도 기여한다.

베이지안 네트워크를 이용한 아차사고 평가 모델 개발 및 주요 원인 도출 (Development of Near miss Assessment Model Using Bayesian Network and Derivation of Major Causes)

  • The relationship between near misses and major accidents can be confirmed using the ratios proposed by Heinrich and Bird. Systematic reviews of previous national and international studies did not reveal the assessment process used in near-miss management systems. In this study, a model was developed for assessing near misses and major factors were derived through case application. By reviewing national and international literature, 14 factors were selected for each dimension of the P2T (people, procedure, technology) model. To identify the causal relationship between accidents and these factors, a near-miss assessment model was developed using a Bayesian network. In addition, a sensitivity analysis was conducted to derive the major factors. To verify the validity of the model, near-miss data obtained from the ethylene production process were applied. As a result, "PE2 (education)," "PR1 (procedure)," and "TE1 (equipment and facility not installed)" were derived as the major factors causing near misses in this process. If actual workplace data are applied to the near-miss assessment model developed in this study, results that are unique to the workplace can be confirmed. In addition, scientific safety management is possible only when priority is given through sensitivity analysis.
