Women's role in the context of coping with everyday life: Challenges for public and privacy. The German situation

  • The purpose of this paper is to describe the situation of everyday life of women and men in Germany and gender related aspects. Therefore social demographical data, presented by the Office for European Statistics, Luxembourg and by German statistical data, are used. Based on this data the different roles, responsibilities, and social positions of women and men are interpreted in the context of the idea of mainstreaming gender. In comparison to other European countries, especially to the Scandinavian countries, the situation of women in Germany still has to be improved. It is a prevalent problem for women to arrange family life and working career, because the gender-related role-allocationis still an issue. Women, who are involved in looking after children, are significantly less engaged in business life, as for men caring does not make a difference, whether they are employed or not. In addition to this fact women on average earn less than men, especially for women working in higher positions. To improve the situation of women and men the German government has initiated a 'Gender Mainstreaming Policy' in 2000 and has taken important legal measures which make it possible to reconcile family-life and gainful employment. For Home Economists there is a need to integrate the gender dimension into a household analytical approach.

  • The purpose of this study is to establish fundamental standards of architectural planning concerning special class facilities in order to offer the basic information on the appropriate spatial organization of the special classroom by looking at the relationship between learning activities and living activities and the existing spatial organization. At present, there are no proper architectural standards which correspond to special class children's handicap and it's various characteristics. The special classes are just using ordinary classrooms without a considerations of the children with manifold handicap. In this sense, this study deals with appropriate special class facilities corresponding to the various characteristics of children's handicap, the contacting activities of special children with ordinary children and finally proper environment for the mainstreaming education which special education pursues.

  • This study examines the concepts and policy factors regarding gender-mainstreaming strategies and urban areas that have been discussed in the fields of international norms and development cooperation from the perspective of the Mexican government. It analyzes how gender-mainstreaming strategy is integrated and realized through Mexican law and key programs carried out by Mexico City. Through a literature review, this study builds upon previous research and theoretical discussions. In fact, Mexican federal government is considered to have successfully achieved "gender institutionalization." Within the framework of the law and institutions, the programs promoted by Mexico City aim to realize women's rights and meet their needs in the metropolis, while emphasizing a wider participation by citizens to realize these urban rights. In particular, the government of Mexico City is expanding on policies and programs that focus on strengthening the financial autonomy of women by understanding women's vulnerabilities as inequalities arising in the areas of the economy, space, and time.

Implementation Methods for Climate Change Impact Assessment (기후변화영향평가제도 시행 방안)

  • In order to establish mainstreaming of climate change adaptation in policy, plan, program or project, we set up three kinds of implementation methods. The first is preparation of new law(tentatively called "Act on Climate Change Response") and independent implementation, the second is preparation of new law and two kinds of implementation in existing Environmental Impact Assessment system, and the third is integrated assessment in Environmental Impact Assessment system without new legal base. And we analyzed merits and demerits of suggested schemes, and specific contents of each method. Furthermore, we suggested overview of contents of new law and revised Environmental Impact Assessment law and related regulations.

The Conceptualization of Caring Justice and an Evaluation of Long-Term Care Policy in Korea (돌봄정의(Caring Justice) 개념구성과 한국 장기요양정책의 평가)

  • Despite the rapid growth of social care, understanding of care is segmental and caring is still marginalizing. The socialization of caring is actually a 'half-socialization' that is the result of injustice surrounding caring. Therefore, it is necessary to approach the problem of caring in terms of justice. In this paper, I discuss the limitations of social justice based on John Rawls 's social contract theory in the discussion of caring justice through feminists'writings on caring ethics. And then applying Nancy Fraser' s three scales of Justice-redistribution, recognition, and representation, the concept of caring justice has been newly constructed. The concept of caring is defined as a unified concept of caring including the aspect of the social rights of the care recipient as well as the labor rights of the care provider. Based on the analysis of care justice, we derive the ideal types of care policy and then evaluate the long-term care policy for the elderly, which is the central axis of Korean care policy. The results of this study are as follows: First, it is necessary to strengthen the labor rights of care providers especially for the socialization of care responsibilities and the proper allocation of social resources. Second, a service delivery system and care culture are needed to ensure the relational autonomy of care-receivers and care-givers for caring ethics and individualization of care. Third, the issue of care should be treated as the central agenda of politics in order to distribute care responsibility democratically and to distribute legitimate resources. This requires a paradigm shift from marginalization of care to mainstreaming of care. Ultimately, we should aim for a Caring Society.

Innovations for Sustainability: A Case of Mainstreaming Energy Access in Rural India

  • India faces a formidable challenge in ensuring security of access to modern energy carriers to majority of its population. The fossil-fuel dominated centralized energy system has proved to be ineffective in creating sustainable access to energy, which suggests need for a radical and innovative approach. We present such an approach. First, the need for innovations given the implications of lack of energy access on sustainable development is assessed. Next, possible innovations with respect to technologies, policies, institutions, markets, financial instruments and business models are discussed. Finally, an economic and financial feasibility of implementing such innovations are analyzed. The results indicate that such a proposal needs an investment of US$ 26.2 billion over a period of 20 years for a GHG mitigation potential of 213Tg $CO_{2e}$. The proposition is profitable for the enterprises with IRRs in the range of 39%-66%. The households will get lifeline access to electricity and gas for cooking at an affordable monthly cost of about US$ 5.7.

Gender and Political Space with a Focus on the Rhetoric of Female Politicians (젠더와 정치공간: 여성 정치인의 수사학을 중심으로)

  • Political space, the area where politics takes place, is generally treated as a male-centric space. The number of female politicians is increasing, but the core of political space is still dominated by male politicians. Therefore, on the one side, female politicians use masculine rhetoric in order to show that they are equal to male politicians, and on the other side, they use feminine rhetoric like the rhetoric of the First Lady or the rhetoric of motherhood in order to emphasize the differences with male politicians and stress their novelty as female politicians. In this situation, female politicians are confronted with the difficulty that they have to keep a balance between masculine and feminine rhetoric. In this context, this study, in chapter II, analyzes the monopoly of male politicians on political space and the dominance of masculine rhetoric and emphasizes that the political space is strongly gendered. Chapter III examines the possibilities and limits of the rhetoric of the First Lady and of the rhetoric of motherhood which female politicians use in the political space to draw attention to their messages. Chapter IV suggests two strategies to change the situation of the dominance of masculine rhetoric in the political space: the strategy of mainstreaming of women and the strategy of mainstreaming of gender agendas. Lastly, this study emphasizes that we need to develop an alternative feminine rhetoric by paying attention to the diversity of women.

  • This research is based on the survey of welfare beneficiaries, aiming to set up the gender-equal welfare policies. Through the survey, this research examines status of women in the family and society and also examines, the degree of perception of women's welfare policies, needs, and satisfaction. According to the survey results, the current welfare policies that are limited to needy women should expand its range, enforcing the infra structure. That employment policy for women turned out to be very important in welfare policies. Demand for more enlarged welfare policies is quite high, especially in housing, employment and elderly care. On the contrary, the degree of satisfaction degree appears quite low because of unrealistic welfare program and benefits. In order to improve the welfare policies, more active and realistic employment policies should be emphasized with the proper support for family life. To raise the status of women, proper policies for women's economic independence should be set up. In addition, consciousness of gender equality should be encouraged in the whole society. Also, women's participation in politics and decision-making process is necessary.
