A Study on Implementing a Cooperative Urban Planning: A Case of Wisconsin in U.S.A. (협력적 계획의 실행에 관한 연구: 미국 위스콘신을 사례로)

  • As social needs are increasing to minimize the occurrence of external effect due to urban development and to diffuse the benefits of development to surrounding areas, diverse cooperative planning methods are increasingly being discussed. In the long term, laws and systems need to be refined to support cooperative planning, but prior to such development, elements, procedures, and methodologies wherein cooperative planning in U.S.A cases could be implemented were examined to derive the alternative to and implications of cooperative planning that can apply not only to single administrative districts but also to complex boundary new towns being developed by various local governments. This paper surveyed and analyzed the cases of Wisconsin State of the U.S.A, thereby deriving the following implications. First, joint planning areas should be established within the boundary area of various local governments to establish cooperative planning areas in special areas such as complex boundary new towns, and to this end, urban planning means should be prepared. Together with such efforts, to boost the flexibility of cooperative planning, life sphere unit-based planning unit should be established, and a well-organized operation system to activate communities should be prepared. Also, revenues, generated through regional growth, should be distributed to individual local governments through joint tax according to the agreed-upon ratios, and as such, measures to share services and operate joint tax in small-size regions should be secured. Together with such efforts, to establish cooperative governance, measures to manage conflicts through the participation by stakeholders and arbitrators should be prepared from the planning stage, and measures for implementing cooperative planning at the level of basic urban planning should be prepared.

The Economic Impact of the May 18 Democratic Uprising on the Regional Economy: A Synthetic Control Method (SCM) approach (5·18민주화운동이 지역경제에 미친 경제적 영향 분석: 통제집단합성법(SCM)을 이용한 접근)

  • The purpose of this study is to econometrically analyze the negative impact of the May 18 Democratic Uprising on the Gwangju/Jeonnam regionional economy using the Synthetic Control Method (SCM). The SCM SCM is a methodology similar to the difference-in-difference(DID) method of microeconometrics. It is applied to macroeconomic variables such as country, region, etc. to estimate the causal relationship between specific events and the dependent variable. In this study, as of 1980, local tax revenue data of metropolitan local governments were used as a proxy variable for the economy of the region, and the impact of the May 18 Democratic Uprising on the economy of Gwangju/Jeonnam region was analyzed through various socio-economic indicators. In this study, data were used to analyze from 1971 to 2000, and as a result of empirical analysis, local tax revenues in Gwangju/Jeonnam area were less collected than normal routes up to 17%. In addition, the significance of this analysis was confirmed through in-time placebo effect analysis and in-space placebo effect analysis, which are methods of analyzing the robustness of the control group synthesis method.

The Effects of Fiscal Decentralization on Social Overhead Capital Investment (재정분권화가 사회간접자본 투자에 미치는 영향)

  • Social overhead capital(SOC) is an essential element for society to be developed and operated normally. In spite of the increase in the importance of SOC, It is difficult to present the criteria for the appropriate investment of SOC. and The discussion on making SOC investments of local government is insufficient. If the local autonomy has been guaranteed, local government increases investment in regional public goods that residents prefer. Reflection of such residents preferences is the driving force to bring the efficiency of resource allocation in the decentralization theorem. In this study, the authority and autonomy of local governments are measured through local finance. and the decision-making of local governments for SOC investment is examined in point of decentralization theorem. In the empirical analysis, the elasticities of fiscal resources are estimated for facilities(road, water and sewage, irrigation canal and flood control) that local governments are involved in investment. These decisions made by metropolitan cities and provinces were different. The difference was most evident in the effect of per capita local tax on investment. These results show that metropolitan cities and provinces that have different situation made investment decisions differently. It shows that local governments reflect the preferences of the residents in making an investment. The main implication of this study is as follow. In case the role of local government in social overhead capital investment is increased, the increase in efficiency of resource allocation occurs. and The fiscal resources must be raised by local taxes rather than the financial resources from the central government.

Valuing Ecotourism in Palutungan Resort, Gunung Ciremai National Park, Indonesia

  • In this paper, we conducted an empirical study on the economic value of Palutungan Resort, Gunung Ciremai National Park (Indonesia), using an individual travel cost method. Gunung Ciremai is the highest mountain in West Java Province which has high biodiversity and constitutes the home range of the endangered species, Nisaetus bartelsi and leopards. Using the individual travel cost method, we estimated the annual consumer surplus of ecotourism for Palutungan Resort to be approximately $19, while its total economic value was $0.23 million. However, Palutungan Resort does not benefit exclusively, because the total economic value is divided diversely among the central government (non-tax revenue), local government (taxes), and local communities, while the transportation agencies, retailers, and gas station companies also reap some valuable benefits. In regard to the benefit allocation, all of the associated parties should participate in the conservation and preservation of natural resources in Palutungan Resort to improve the ecotourism services.

  • Following the Industrial Revolution, the United Kingdom achieved political, economic and social development earlier than other countries. The British people, who gained free time, wanted to have library services. Thus, the central government established the Public Libraries and Museums Act in 1850, which was the first in the world. The local government began to establish public libraries using tax income and provided free library services. At present, the operation and services of British public libraries have been developed and are exemplary, compared to South Korea and other developing countries. Thus, this study examined how the central and local governments in the U.K. developed their public library operations and services, and how they operate public libraries.

  • In 1970, direct overseas investment in Korean fisheries started to sell the frozen marine products to Singapore with establishing local subsidiary. Direct overseas investment in China has carried out since Korea and China established diplomat relationship in 1992. the former day, The Korea invested indirectly in China via Hong Kong. It has reported that 253 local subsidiaries applied to China government permit at the end of 2004. The results will make a decision on whether to invest continuously. The results of actual proof analysis has announced that a successful investment of fishery company is mainly influenced in its own government policy. Many advantages of tax and administration for foreign company in China have been changed and vanished comparing to the beginning time of entering china. So. it is imperative for Korean government to take measures to changing policy of Chinese government. The early days, investment of fishery company is type of resources and abundant resources will affect succeeding investment. Nowadays, the type of the investment is the production oriented investment. And then many direct investment linked the production oriented investment have been conducted in many area in China. So. the production oriented investment will affect logistics and successful investment in China. And, The factor of Market potential in Market Factors in the middle of changing market oriented investment will conclude whether to invest. As the china exchange system changed from the fixed exchange system to the fluctuating exchange system. Risk of exchange rate will affect corporate's parent business. The local risk (regulation of import and export, remittance) will affect succeeding investment of corporate's parent.

Protection of Cultural Heritage for the Modern Ages in Japan (일본 근대문화유산의 보호시책에 관한 연구)

  • Many cultural heritages for the modern ages in Korea are becoming lost rapidly as a result of subsequent technological innovation and changes in industrial structures and other reasons. But they are indispensable for an understanding of history, tradition culture of Korea, and form the basis for development and advancement of future culture at the same time. Therefore, this study is aimed to review the protection of cultural heritage in Japan, establishing the protection policies in Korea. In Japan, The Advisory Committee for the Preservation and Utilization of Modern Cultural heritage was organized by The Agency for Cultural Affairs. And this classified modern cultural heritage into four fields, as like; (1)monuments, (2)buildings, (3)fine arts and historical heritage, and (4)life, culture, and technology to pursue concrete research and study. The next step is tarrying out investigations to identify these cultural heritages, which were once the backbone of Japanese modernization and are now in the process of being lost, in an effort to preserve them as cultural heritage of the Japanese modernization period. The investigation will have conducted on an about eight year scheme starting with 1996. And it's will ask all local boards of education(of the prefectures, cities, towns, and villages throughout the country) to supply all related records or documents available and to cooperate in field studies. So now, many cultural heritages for the modern ages in Japan have been designated as Important Cultural Properties, Registered Tangible Cultural Properties, Monuments, etc. And they have been prepared various tax policy(ex, reduction of the real estate tax). Also, that's examples are not only one by one but magnified with protection of large-scale construction associated with region. In addition, magnified with region's activities. In conclusion, in the process, protection has been extended to a broader variety of cultural properties and much consideration has been given to the methods of protection in Japan.

A Study on the Understanding of Fire Service Officers to the Procurement Circumstances and the Alternatives for Procuring Fire Service Funds (소방재원의 조달여건 및 조달방안에 대한 소방공무원의 인식에 관한 연구)

  • This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.

Triple Helix of University-Industry-Government Relations in Biotechnology Cluster: the Case of Singapore (바이오 클러스터에서의 트리플 힐릭스 관계 연구: 싱가포르 사례를 중심으로)

  • This paper is a theoretically grounded empirical study aimed at shedding light on the Triple Helix of University-Industry-Government (U-I-G) relations in biotechnology cluster of Singapore. It questions the issue about the gap between theoretical consideration of the Triple Helix of U-I-G relations and the actual reality in biotechnology cluster, and the experience of Singapore was investigated. In terms of evolutionary perspective, biotechnology cluster in Singapore has gone through ongoing processes from a certain stage to other, and within the processes the Triple Helix nexus has been found. Analysis of the empirical study reveals significant findings: first, the government policies play a critical role in the operation of U-I-G relations rather than universities; second, therefore, the binding force of U-I-G relationships is based on the government policies being comprehensive including researchers immigration, student scholarship for local students, and tax and non-tax incentives for firms, rather than focusing on a targeted policy; third, the role of government starts from an initial stage, and it's role is ongoing processes by supporting infrastructure, human sources and continuous nourishment enabling the triple helix of U-I-G relations.

The Impacts of Carbon Taxes by Region and Industry in Korea: Focusing on Energy-burning Greenhouse Gas Emissions (탄소세 도입의 지역별 및 산업별 영향 분석: 에너지 연소 온실가스 배출량을 중심으로)

  • This study estimates the regional input-output table and GHG emissions in 2019 and then analyzes the economic effects of carbon taxes by region and industry in Korea. The GHG emission, emission coefficient, and emission induction coefficient are estimated to be higher in manufacturing-oriented metropolitan provinces. The GHG emission coefficient in the same industry varies from region to region, which might reflect the standard of product classification, characteristics of production technology, and the regional differences in input structure. If a carbon tax is imposed, production costs are expected to increase and demand and production will decrease, especially in the manufacturing industry, which emits more GFG. On the other hand, the impact of carbon taxes on each region is not expected to vary significantly from region to region, which might be due to the fact that those differences are mitigated by industry-related effects. Since the impact of carbon taxes is expected to spread to the entire region, close cooperation between local governments is necessary in the process of implementing carbon neutrality in the future.
