Effect of Natural Disasters on Local Economies: Forecasting Sales Tax Revenue after Hurricane Ike

  • One of the main objectives of this paper is to provide insight to understand the effect of natural disasters on local government finance. That is, to analyze local governments' sales tax revenues after Hurricane Ike. Three Texas cities are examined: League City, Pearland, and Sugarland. Based on data collected from the Texas Comptroller's Office and the US Census, we found local governments experience a short-term increase in sales tax revenues and a long-term decline after the hurricane strike the region. On average, a major hurricane has a two-year impact on local government economy. The findings are essential for practitioners because in order to have a prosperous recovery after natural disasters, public managers have to prepare financially for short term changes in their sales tax revenues.

Industrial Growth and Environmental Resource toward the Tax Potential: A Case Study in South Sulawesi Province

  • This study aimed to analyze the influence of the industrial growth and the effect on government tax potential of the South Sulawesi Province. The growth of the tax object affects government tax potential of South Sulawesi Province. Environmental resources affect government tax potential of the province. The study used multiple linear regressions on primary data. The population consisted of all officers and staff involved in regional work units. Revenue Service area in South Sulawesi Province counts 630 employees. The sampling method is purposive sampling random carried out based on specific objectives. The respondent qualifications are taken from the Technical Implementation Unit Office and the Department of Revenue. The number of respondents is 96 from the Head of UPTD and three of them are related with tax Section Chief Officer. The results showed that industrial growth has a significant and positive effect on the potential increase in tax of South Sulawesi. Growth in tax object significantly affects the potential increasing tax of South Sulawesi. Environmental resources significantly affect the potential Increase in tax. Practical recommendations for local government is to enhance tax potential, reduce bureaucracy in industrial licensing, and facilitate local farmers to get involved in economic contributions.

The Plan of Funds Expansion for Fire Services to Fix Safe Environment (안전문화정착을 위한 소방재원 확충방안)

  • Recently, it is imperatively necessary to expand fire services funds for providing high quality of fire services. This study is to propose the plan of funds expansion for fire services to cope with a hefty increase of fire services demands in a local autonomous entity era. As alternatives of funds expansion, the study suggests the increase of fire public facilities tax rate and extracting new funds by establishing local government firms such as fire hospitals and fire repair firms. In addition, the study also proposes establishing a new common fire facilities tax, imposing fire services tax on gas tax, imposing public facilities tax on electricity tax, and transferring fire services expense to a local autonomous entity.

A Study on the Current Status and Activating Policy for e-Payment Services of Local Tax (지방세 전자납부제의 현황분석 및 활성화 방안에 관한 연구)

  • This study is to consider the current status of e-payment of local tax, one of the e-business models between Government and Customers(G2C) which is designed for the implementation of e-Government, and to present the activated policy for e-payment of local tax. For the survey, the complete enumeration is conducted through the questionnaire survey with those people who have used the e-payment tax system in C county and interview with those officials who are in charge of tax affairs in 232 local autonomies in Korea. As the system introduction status is viewed, the e-payment of local tax system is operated in 196 cities and counties in nation-wide but it has shown big differency in the extent of utilization according to regions. And the way of system operation is varied and the age bracket of those users is mainly comprised of 30's. In sum, a severe gap among taxpayer's age group, regional difference, and the lag of information in the system infra is appeared. But users consider this system to be settled as a new tax-payment system, and the good prospect is anticipated. As an activating policy for the e-payment of local-tax, some measures-providing incentives to those users of e-payment of tax system, improving the operating system, and enhancing the information education for taxpayer's-are needed to be taken. Hereafter, in-depth study on the e-payment tax system which is planned for the realization of e-Government is expected through a more systematic and scientific approach to this field.

A Study on Local Equalization Scheme for Preservation of Local Government Finance (지방재정 보전을 위한 정부제도에 관한 연구)

  • In this local self-government era, in order to achieve real local decentralization, it is guaranteed to establish self-finances of certain administration level. Nowadays Local equalization scheme is carried out for insuring regional equal development and efficiency and effectiveness of administration and for solving vertical horizontal problem of unequal finance in local government. Local equalization scheme is the system to guarantee the financial source so that all local self-governing organizations can obtain national minimum standard while correcting the unbalance of finance and maldistribution of tax revenue source between regions. This paper presents the directions of improvement so that national subsidy and local tax can contribute to the finance balance of local self-governing organization in the uncertainties of future finance with weak financial ability. Consequently, it is required to operate the system according to balance principle by adjusting the operation form and distribution type such as national subsidy and local tax.

Is Higher Land Holding Tax the Solution for Korea's Land Problems? (토지보유과세강화(土地保有課稅强化)의 당위성(當爲性)에 대한 검토(檢討))

  • This paper examines the increasingly popular belief that higher holding tax will be the ultimate solution for Korea's land problems which include excessive concentration of ownership, high and rapidly increasing land prices, and rampant speculation. In principle, land holding tax can supplement capital gains tax in recapturing capital gains from land or suppress returns from land investment returns in line with other forms of asset. This paper shows, however, that the tax burden must be drastically increased for the tax to achieve such goals, and the resistance from tax payers is sure to be intense. As long as the price expectation remains high, as in Korea where land prices have increased 19% annually during the past 18 years, even such increase in the tax may have little impact on landlords' behaviors, the price trend, or the ownership structure. More effective solutions for Korea's land problems are relaxing land use regulations to encourage the supply for urban land and improving the performance of capital gains tax to recapture windfall gains from land. This paper also notes that the so-called "lock-in effect" of the capital gains tax seems to be exaggerated. Land holding tax should be viewed as a revenue raiser for local governments rather than an anti-speculative policy tool. Abandoning unattainable policy goals and adhering to the general principles of taxation, will make land holding tax much simpler, and will better function as a local revenue source.

Ways of Improving the Method of the Apportionment of Alloted Resident Tax on Corporation Tax (법인세할 주민세 안분방법의 개선안)

  • The existing tax law provides that alloted resident tax on corporation tax is apportioned in accordance with the number of employees and total building area as of the end of business year. Through a case analysis, however, this study found that such apportionment is not applied to businesses whose operation was already withdrawn as of the end of business year. To solve this problem, the study proposed that the apportionment of alloted resident tax on corporation tax should be made in accordance with the number of employees and total building area in the middle of business year and a standard of corporation tax assessment, that is, sales assessed according to the value-added tax law. This proposal already proved to be reasonable by lots of actual cases that showed the realization of balance in taxation. To make more precise standards of the above mentioned apportionment, then, the study proposed that in the ordinance of the local tax law, 'as of the end of business year' should be replaced by 'in the middle of business year'. In addition, 'in the middle of business year' should be defined as 'in the period of continuous business' from the date of business end in the previous year to the date of business end in the present year and the length of the period should be calculated by month. These moves would bring more transparent and balanced local tax assignment than present under the local tax law.

Community Economic Development Policy of the USA Local Governments and its Implication to Korean Local Community Economic Development (미국 지방자치단체의 지역사회 경제개발 정책변화가 우리 나라 지역사회 경제개발에 주는 정책적 함의)

  • The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.
