Water consumption has grown at more than 2.5 times, comparing the past century. About 2.8 billion people live in river basins with some form of water deficit, because more than 75 % of the river flows are withdrawn for agriculture and other needs. Challenges faced by more and more countries in their struggle for economic and social development are increasingly related to water. This paper proposes a test of an effective local river field environment management solution. And describing a part of a pilot project for the ministry of water resources of Uzbekistan. Current work focused on direct action items of the existing project and describe an IoT routing based solution for local river field environment management solutions. Suggested technological decisions provided by needs and on-site testing results. The paper describes the backbone of IoT routing based river water resources management system.
Emergence of the Interned, World Wide Web (WWW), and multimedia services accelerates the demand for broadband access to mass market. As the demand for broader bandwidth for local access rapidly increases, new types of services for local access have been offered or are being developed. However, nothing has yet been shown up for a definite long-term solution. In this article, we address some issues and technological perspectives of such emerging local access demand.

In this paper, we propose an adaptive MAP (Maximum A Posteriori) high-resolution image reconstruction algorithm using local statistics. In order to preserve the edge information of an original high-resolution image, a visibility function defined by local statistics of the low-resolution image is incorporated into MAP estimation process, so that the local smoothness is adaptively controlled. The weighted non-quadratic convex functional is defined to obtain the optimal solution that is as close as possible to the original high-resolution image. An iterative algorithm is utilized for obtaining the solution, and the smoothing parameter is updated at each iteration step from the partially reconstructed high-resolution image is required. Experimental results demonstrate the capability of the proposed algorithm.

Ant Colony System(ACS) is a meta heuristic approach based on biology in order to solve combinatorial optimization problem. It is based on the tracing action of real ants which accumulate pheromone on the passed path and uses as communication medium. In order to search the optimal path, ACS requires to explore various edges. In existing ACS, the local updating rule assigns the same pheromone to visited edge. In this paper, our local updating rule gives the pheromone according to the number of visiting times and the distance between visited cities. Our approach can have less local optima than existing ACS and find better solution by taking advantage of more informations during searching.

In this paper, we propose a spatially adaptive image restoration algorithm using local and statistics and estimated noise. The ratio of local mean, variance, and maximum values with different window size is used to constrain the solution space, and these parameters are computed at each iteration step using partially restored image. In addition, the additive noise estimated from partially restored image and the local constraints are used to determine a parameter for controlling the degree of local smoothness on the solution. The resulting iterative algorithm exhibits increased convergence speed when compared to the non-adaptive algorithm. In addition, a smooth solution with a controlled degree of smoothness is obtained without a prior knowledge about the noise. Experimental results demonstrate that the proposed algorithm requires the similar iteration number to converge, but there is the improvement of SNR more than 0.2 dB comparing to the previous approach.

This paper makes a close inquiry into ill-conditioning that may be occurred in wireless localization of the sensor nodes based on network signals in the wireless sensor network and provides the clue for solving the problem. In order to estimate the location of a node based on the range information calculated using the signal propagation time, LS (Least Squares) method is usually used. The LS method estimates the solution that makes the squared estimation error minimal. When a nonlinear function is used for the wireless localization, ILS (Iterative Least Squares) method is used. The ILS method process the LS method iteratively after linearizing the nonlinear function at the initial nominal point. This method, however, has a problem that the final solution may converge into a LM (Local Minimum) instead of a GM (Global Minimum) according to the deployment of the fixed nodes and the initial nominal point. The conditions that cause the problem are explained and an adaptive method is presented to solve it, in this paper. It can be expected that the stable location solution can be provided in implementation of the wireless localization methods based on the results of this paper.

The travelling salesman problem (TSP) is an important combinatorial optimization problem that is used in several engineering science branches and has drawn interest to several researchers and scientists. In this problem, a salesman from an arbitrary node, called the warehouse, starts moving and returns to the warehouse after visiting n clients, given that each client is visited only once. The objective in this problem is to find the route with the least cost to the salesman. In this study, a meta-based ant colony system algorithm (ACSA) is suggested to find solution to the TSP that does not use local pheromone update. This algorithm uses the global pheromone update and new heuristic information. Further, pheromone evaporation coefficients are used in search space of the problem as diversification. This modification allows the algorithm to escape local optimization points as much as possible. In addition, 3-opt local search is used as an intensification mechanism for more quality. The effectiveness of the suggested algorithm is assessed on a several standard problem instances. The results show the power of the suggested algorithm which could find quality solutions with a small gap, between obtained solution and optimal solution, of 1%. Additionally, the results in contrast with other algorithms show the appropriate quality of competitiveness of our proposed ACSA.
We consider fixed-point iterations constructed by simple transforming from a quadratic matrix equation to equivalent fixed-point equations and assume that the iterations are well-defined at some solutions. In that case, we suggest real valued functions. These functions provide radii at the solution, which guarantee the local convergence and the uniqueness of the solutions. Moreover, these radii obtained by simple calculations of some constants. We get the constants by arbitrary matrix norm for coefficient matrices and solution. In numerical experiments, the examples show that the functions give suitable boundaries which guarantee the local convergence and the uniqueness of the solutions for the given equations.

This paper presents an iterative adaptive hybrid image restoration algorithm for fast convergence. The local variance, mean, and maximum value are used to constrain the solution space. These parameters are computed at each iteration step using partially restored image at each iteration, and they are used to impose the degree of local smoothness on the solution. The resulting iterative algorithm exhibits increased convergence speed and better performance than typical regularized constrained least squares (RCLS) approach.
Dilute polymer solutions were injected into turbulent pipe flow of a Newtonian fluid. The local drag reduction for injection of polymer solution at the pipe wall was larger than that at centerline. From the above result we may conclude that the polymer additives were found to influence the flow in the neighborhood of the wall. The effects of the injection apparatus on the local drag reduction are small compared to the drag-reducing effects. The extent of drag reduction increased with polymer concentration and injection flow rate, and the maximum drag reduction obtained were 47% for Polyox Coagulant and 35% for Separan AP-273. In respect to polymer degradation, the polyacrylamide showed better shear stability than the polyethyleneoxide and thus the former expected to have a sharper molecular weight distribution.
