이 논문은 카나가와현(神奈川県)에 위치한 정령지정도시(政令指定都市) 사가미하라시(相模原市)의 기록관리 사례를 통해서, 일본의 기록공동체가 지역에서 '모범적인 기록관리 제도'를 만들어가는 과정과 주요 내용을 살펴보고자 했다. 구체적으로는 '자문기관'이라는 제한적 기능과 역할을 수행하는 기록관리 심의회 조직이 조례와 관련 규정을 정비하는 과정에서 시정 운영의 주요 거버넌스 조직인 지방자치단체의 '부속기관'이라는 조직을 적극 활용하는 과정을 정리하였다. 그리고 이 과정에서 기록관리가 이루어지는 각 단계에서의 관련 기록정보를 사회구성원들에게 적극적으로 제공되는 모습을 확인하였다. 이러한 사례는 '체계적 기록관리' 실현의 물적 토대인 아카이브가 부재한 한국의 기록관리 현실에서 기록공동체의 '실천적 전망'을 제시하고 있다는 점에서 의의가 있다.

기록물평가심의서는 기록물 평가업무의 과정과 결과를 담고 있다. 이 연구는 기록물관리 전문요원이 배치된 22개 교육(지원)청의 2018년 기록물평가심의서를 분석한 것이다. 분석결과의 신뢰성 확보를 위해 분석데이터 작성기준을 적용하여 데이터 작성의 일관성을 유지하고 평가절차별, 보존기간별 통계를 교차검증 하였다. 기록물평가심의서 분석을 통해 기록물평가실태를 파악하고 처리과 기록물관리, 기록물관리 전문요원의 평가업무, 기록물평가심의회 운영의 측면에서 실무에 적용 가능한 개선방안을 제안하였다.

This research is related to GPS(global positioning system) enabled device navigation service and consists of two parts. The first is the logic that records the route guidance video and records GPS information in time, and the second is the logic that outputs the created video data based on real time GPS. The recording logic first determines the origin and destination, records the video from the origin to the destination and it adjusts the speed of the image in a specific area so that the user can see it easily. And insert ancillary information and advertisements that can help guide the route. In the output logic, we provide navigation services using the video and GPS data tables we created, and it receives user's GPS information in real time and corrects it based on the recent user location to reduce errors. This provides local guidance services to people who lack language skills like foreigners.

이 논문은 일본 지방아카이브 중에서 군마현립문서관과 돗토리현립공문서관의 지역협의회 사례를 중심으로 특징적인 기록관리 활동과 의미에 대해 고찰한 것이다. 두 지방아카이브는 광역 자치체와 기초 자치체간 협조 체제를 구축하고 기초 자치체 아카이브 설립을 촉진하는 한편 기록관리 개선을 위한 여러 가지 방법론을 개발해서 제시하였다. 이러한 일본 지방아카이브 사례는 새로운 전환기에 들어선 한국 지방아카이브의 기록정책 방향과 업무 설계, 특히 자치체와의 '연계 협력' 프로그램 등에 대한 시사점을 제공해 줄 것이다.

이 논문은 기록관리법의 개정과 관련하여, 우리나라 기록관리의 현황에서 개선되어야 할 방안을 크게 세 가지로 구분하여 논술하였다. 그 세 가지 사항은 바로 1)중앙기록물관리기관으로서의 <국가기록원(National Archives & Records Service of Korea)>의 위상 문제, 2)기록관리 전문인력의 제도 및 양성 문제, 3)기록박물전시관의 설치 문제이다. 연구의 결과는 다음과 같다. 첫째, 현재의 <국가기록원>은 국가 중앙기록물관리기관으로서, 행정자치부 내에서 최소한 차관급 이상의 청(廳) 단위인 <국가기록청>으로 그 위상이 반드시 승격되어야 함을 주장하였다. 둘째, 기록관리법에서 현재 '기록관리학 석사학위 이상 등'으로 규정된 학력제한 사항을 '기록관리학 학사학위 이상 등'으로 하향조정하여, 기록관리 전문인력의 저변확대를 꾀하여야 한다. 그리고 기록관리 전문인력의 공무원 채용을 위하여 '연구직종/기록관리직군'을 신설하거나, 현재의 '학예직' 및 '사서직' 및 '기록관리직'을 통합하여 새로운 '기록문화직군'을 독립직군으로 신설하는 방안도 검토되어야 함을 주장하였다. 셋째, 각 지방자치단체 기록관 사업에서는 각 지방자치단체 특유의 전통문화와 기록유산을 계승 발전시키는 것이 최우선 과제로 선정되어야 가장 중요한 사명이라 할 수 있다. 따라서 향후 개정될 기록관리법에는, 현행 기록관리법에 명시되지 못한 각 지방자치단체에 <기록관>의 설립을 의무화함과 동시에, 이 기록관 내에 이른바 <기록박물전시관>의 설치를 의무화하도록 제안하였다. 또한 해당 지방자치단체에서만 독특하게 형성된 유구한 문화와 역사를 그 지방자치단체의 기록관에서 특성화시킴으로써, 여타 지자체의 기록관과는 차별화하는 것이 매우 중요하기 때문에, 각 지자체별로 특성화된 기록관의 명칭을 부여하는 방안도 아울러 제시하였다.

Genetic parameters for dairy performance traits were estimated, breeding values for the traits of all breeding sires and cows were predicted and the genetic trends were estimated using the breeding values in the Central Cattle Breeding Station (CCBS). A total of 3,801 records for Bangladeshi Local, 756 records for Red Sindhi and 959 records for Sahiwal covering the period from 1961 to 1997 were used in this analysis. Traits considered were total milk production per lactation (TLP), lactation length (LL) and daily milk yield (DMY). The genetic parameters were estimated by the REML using MTDFREML program. The breeding values were predicted by a best linear unbiased prediction (BLUP). In all sets of data, the genetic trends for the dairy performance traits were computed as averages of breeding values for cows born in the particular year. The estimates of heritability for TLP (0.26 and 0.27) and DMY (0.28 and 0.27) were moderate in Bangladeshi local and Red Sindhi breed, respectively. Furthermore, the heritability estimate for LL (0.24) was moderate in Red Sindhi. The estimates of heritabilities for all traits were low in Sahiwal. The repeatability estimate was high for TLP, moderate for LL and moderate to high for DMY. All variances estimated in Bangladeshi Local were low, comparing the respective values estimated in both Red Sindhi and Sahiwal. On the other hand, additive genetic variances for the three traits were estimated very low in Sahiwal. The genetic trends for the three dairy production traits have not been positive except for the recent trend in Bangladeshi Local.

이 글은 용인 수지에 위치한 느티나무도서관의 아카이브에 대한 전반적 이해를 돕기 위해 쓰여졌다. 느티나무도서관은 2000년 개관 이후 지역 커뮤니티의 거점 역할을 해오고 있다. 대외적으로는 민간 도서관운동의 맥을 이어오고 있으며, 도서관문화 발전을 위해 2003년 느티나무도서관재단을 설립하여 여러 기관들과 협력사업을 펼치고 있다. 이렇듯 다양한 교류와 활동으로 느티나무도서관은 많은 자료들을 생산, 수집하게 되었고. 지금까지 모여진 생산 기록과 수집 기록들이 활용될 수 있도록 2013년 아카이브를 구축하였다. 이 글을 통해 느티나무도서관의 아카이브 조성 과정과 관리 현황에 대해 소개하고자 한다.

Reciprocal effects among local breeds and additive and heterosis effects were estimated for total milk production per lactation (TLP), lactation length (LL) and daily milk yield (DMY). Procedures for an optimum crossbreeding system were examined by comparing various crossbred combinations. Three data sets were chosen from the total records collected from 1962 to 1997. Data set I with a total of 5,938 records composed of 9 breed groups for reciprocal crosses, data set II with a total of 6,064 records composed of 5 breed groups for additive and heterosis effects and data set III with a total of 10,319 records composed of 42 breed groups for optimum crossbreeding system were analyzed. The least squares ANOVA was used. The reciprocal crosses between Red Sindhi and the Bangladeshi Local showed significant difference. When the Red Sindhi was used as cow, the cross was superior to the opposite in terms of the three performance traits. The results showed that additive breed effects on both TLP and DMY were positive and highly significant between Bos indicus and Bos taurus, whereas the individual heterosis effects were not significant. In general, any local breeds were improved two to three times by crossing with the Friesian once or twice. However, the effect was reduced when the grading up with the Friesian was repeated more than twice. On the other hand, when the local breed was crossed with the other breeds such as Holstein and Jersey, the improvement of TLP was less. Crossing the F1 cows with the Friesian bull gave further improvement. Almost the same trends were found also for LL and DMY. The local breeds and their crosses are raised mainly for draft animals, then it is recommended that the crossbreds between the local cows and Friesian are used for dairy purposes and more than 75% Friesian blood is used for beef.

지역의 음식문화는 지역 고유의 특성과 지역 구성원의 삶의 모습 및 가치관이 반영되어 있어 지역성을 가장 잘 드러내고 있는 영역 중 하나이다. 이러한 음식문화는 음식과 관련된 기억 및 풍습 등 무형의 형태를 지니는 특성이 있으므로, 기록하여 보존하지 않으면 소멸될 가능성이 큰 영역이다. 본고에서는 국내외 사례 연구를 바탕으로 하여 지역 음식문화의 기록화를 시행하였다. 그리고 이를 통해 수집 생산된 기록을 관리하고 활용할 수 있는 방안을 함께 모색하였다. 따라서 지역 음식문화 기록화 방안과 기록화된 지역의 문화적 자원을 관리하고 학술적 문화적 방면에서의 활용방향을 제시하였다.

돗토리현 아카이브는 「공문서관리법」 제정과 시행을 계기로 종전의 아카이브 기능에 대한 전면적 재검토 과정을 통해 '기록관리 조례'를 새롭게 제정하였다. 2012년 4월부터 시행된 이 조례에 따라 돗토리현은 기록관리 대상기관(공안위원회와 경찰본부 등)의 확대, '폐기예정부책' 공표와 주민의 의견청취 절차의 도입, 아카이브의 역사공문서등에 대한 평가·선별 권한의 확대·강화 등 일련의 아카이브 제도를 개선하였다. 돗토리현 아카이브는 여기에서 더 나아가 '역사공문서등 보존조례'라는 또 하나의 조례를 2017년 4월부터 시행하였다. 이에 근거해서, 기초자치체 기록관리 지원 업무를 지방아카이브의 고유 업무 기능으로 설정하고, 박물관과 도서관 등 문화유산기관과 함께 기초자치체는 물론 해당 지역의 민간기록 보존을 위한 연계·협력 체계를 구축하였다. 열악한 기록문화 토양 위에서 '기록자치'를 지향하고 있는 한국의 지방아카이브의 사명과 비전에 대한 보다 적극적인 모색과 그 실현 과정의 공유, 그리고 이를 바탕으로 한 아카이브 내·외부와의 협력 체계 구축과 다양한 연계 활동 확대를 위한 '모범적인' 참고 사례로써, 아카이브 본연의 역할과 기능 법제화를 통해 실현한 돗토리현 아카이브의 기록관리 개혁 사례를 주목할 필요가 있다.
