Deterrent Strategy in the era of North Korea's WMD and Missile Threats : Challenges and the Ways to go (북 핵·미사일 시대의 억제전략 : 도전과 나아갈 방향)

  • The purpose of this paper is to open a debate about what kind of deterrent strategy the ROK military should pursue in the era of NK's weapons of mass destruction and missile threats. I argue that the ROK military needs a comprehensive deterrent strategy that reflects the international security situations and trends and that builds on clear understanding of the basic concepts and how deterrence operates. The paper starts with surveying the basic knowledge of deterrence from the perspectives of both theory and practice. Then, it provides explanations on why deterrence against NK can be particularly difficult given the security environment in and around the Korean peninsula. For example, South Korea and North Korea hardly share 'common knowledge' that serves as a basic element for the operation of deterrence. Deterrence against North Korea involves complex situations in that both deterrence and compellence strategies may be relevant particularly to North Korea's WMD and missile threats. It also involves both immediate and general deterrence. Based on the discussion, I suggest several ideas that may serve as guidelines for establishing a deterrent strategy against NK. First, our threats for deterrence should be the ones that can be realized, particularly in terms of the international norms. In other words, they must be considered appropriate among other nations in the international community. Second, there should be separate plans for the different kinds of threats: one is conventional, local provocations and the other is WMD/missile related provocations. Third, we should pursue much closer cooperative relations with the U.S. military to enhance the effectiveness of immediate deterrence in the Korean peninsula. Fourth, the ROK military should aim to accomplish 'smart deterrence' maximizing the benefits of technological superiority. Fifth, the ROK military readiness and structure should be able to deny emerging North Korean military threats such as the submarine-launched ballistic missiles and intercontinental ballistic missiles. Lastly, in executing threats, we should consider that the current action influences credibility and reputation of the ROK, which in turn affect the decisions for future provocations. North Korea's WMD/missile threats may soon become critical strategic-level threats to South Korea. In retrospect, the first debate on building a missile defense system in South Korea dates back to the 1980s. Mostly the debate has centered on whether or not South Korea's system should be integrated into the U.S. missile defense system. In the meantime, North Korea has become a small nuclear power that can threaten the United States with the ballistic missiles capability. If North Korea completes the SLBM program and loads the missiles on a submarine with improved underwater operation capability, then, South Korea may have to face the reality of power politics demonstrated by Thucydides through the Athenians: "The strong do what they have the power to do, the weak accept what they have to accept."

Discussions on Pesticides Production and Supply in Korea (농약의 생산과 소비의 실태에 관한 고찰)

  • Present status on the pesticides production, supply, manufacture and pests control in Korea are summarized. The data in the past several years (1971-76) are analyzed to find out the problems and solutions for the further development of plant protection and pesticide industry in Korea. Since the acreages of crop plantation and the quantities of pesticides uses are already near to the stage of plateau, pesticide formulation with imported technical grade should be modified by local synthesis with imported quality. The government pesticides management act and regulations must be modernized urgently in connection with the synthesis. formulation, tests, registration, quality control. price and supply system as well as the safety use of pesticides. Recommendation concerning acceptable daily intakes(ADI) and residue limits must be established for the strengthning pesticide safety use and plant protection activities as soon as possible. The use of fungicide-insectide mixture in dust formulation must be authorized and practiced immediately for the labor saving and one-hit cooperative mass control of rice disease and insect pests, especially. At present, serious considerations on pesticide safety use and integrated pest control are strongly urged to help the farmers, to save the industries and to keep the nature as it is required.

Giant Cell Tumor of the Proximal Fibula Treated by En Bloc Resection (전 절제술로 치료한 근위 비골의 거대 세포종)

  • Purpose: To report our experiences of clinical features, treatment method and results of giant cell tumor of 5 patients in proximal fibula. Materials and Methods: Five patients managed with an en bloc resection preserving common peroneal nerve and lateral collateral ligament reconstruction with biceps femoris tendon followed up between January 1997 and July 2001. Preoperative plain radiograph and MRI and bone scan were checked. The recurrence of the tumor was judged by plain radiograph and clinical signs. Lateral instability of knee joint was checked during the outpatient follow-up. Results: The mean age of the patients at the time of operation was twenty- three (21-29). There were one male and four female patients. Dull pain was main symptom and palpable mass was seen in two patients. Peroneal nerve palsy and local recurrence were not observed except one case of temporary peroneal nerve palsy. During the outpatient follow up, one among 5 patients showed slight lateral instability and the other 4 patients showed no instabililty. Conclusion: Giant cell tumor in proximal fibula managed with an en bloc resection preserving common peroneal nerve and lateral collateral ligament reconstruction with biceps femoris tendon showed favorable results.

  • Landslides which is one of the major natural hazard is defined as a mass movement of weathered material rock and debris due to gravity and can be triggered by complex mechanism. It causes enormous property damages and losses of human lift directly and indirectly. In order to mitigate landslide risk effectively, a new method is required to develope for better understanding of landslide risk based on the damaged cost produce, investment priority data, etc. In this study, we suggest a new evaluation method for slope stability using risk analysis. 30 slopes including 10 stable slopes, 10 slopes of possible failure and 10 failed slopes along the national and local roads are examined. Risk analysis comprises the hazard analysis and the consequence analysis. Risk scores evaluated by risk analysis show very clear boundaries for each category and are the highest for the failed slopes and the lowest for the stable slopes. The evaluation method for slope stability suggested by this research may define the condition and stability of slope more clearly than other methods suggested by others.

Establishment of tissue culture and acclimation of white balloon flower (Platycodon grandiflorum DC. cv. Jangback) for the raising of in vitro propagated seedlings (장백도라지의 대량 증식을 위한 조직배양 및 순화 조건 확립)

  • The aim of this study was to establish the condition of regeneration for white balloon flower (Platycodon grandiflorum DC. cv. Jangback) and to manage for the raising of seedling with in vitro regenerated plants. It was examined that 0.5 mg/L of NAA and 1.0 mg/L of BA was the best composition for the callus and shoot induction (up to 600%). NAA was better than IBA for the induction of root and it took 16.9 days for the induction of rooting on the MS soild media containing 0.5 mg/L of NAA and the final rooting ratio was up to 75%. Out of 5 different bed soils purchased from local market, "Tosil" was identified to be the best for the acclimation and growth of in vitro regenerated balloon flower. In detail, on 8 weeks after planting of in vitro regenerated plants in pots containing "Tosil" bed soils, the plant hight was increased up to 2-fold (12.8 cm), 3.5-fold (27) for the number of leaf and 1.5-fold (4.5 cm) for the leaf length when compared to the other four bed soils, respectively. Our preliminary results indicate that it is possible to prevent the occurrence of blue balloon flower in the massive cultivated area of white balloon flower by providing the seedlings raised from in vitro regenerated plants.

Sick Sinus Syndrome (SSS) in a Maltese Dog Concurrent with Mitral Valve Endocardiosis (MVE) (말티즈견에서 발생한 Mitral Valve Endocardiosis (MVE)를 동반한 Sick Sinus Syndrome (SSS)에 대한 증례)

  • A 13-year old, female Maltese dog was presented due to a five-month history of episodic syncope. A diagnosis of sick sinus syndrome (SSS) with mitral valve endocardiosis (MVE) was made based on history takings, physical and cardiac examination, complete blood count (CBC), serum chemistry profiles, radiography, electrocardiography (ECG), atropine response test, hormonal assay, and echocardiography. In this case, SSS was definitely diagnosed by evaluation of ECG recording following atropine administration. Clinical signs were improved with medical management of theophylline (THEOLAN, KunWha Pharm, Seoul, Korea, 20 mg/kg, PO, BID). After 10 more month survival, the dog, died of respiratory distress and shock during the operation of abdominal mass removal in local animal hospital. Unfortunately, we were not able to perform necropsy after death due to owner's decline. This case demonstrates that theophylline can be used in management oF dog with SSS.

Hydrogeochemical study of a watershed in Pocheon area: controls of water chemistry

  • The groundwater in the Pocheon area occurs from both a fractured bedrock aquifer in igneous and metamorphic rocks and an alluvial aquifer with a thickness of <50 m, and forms a major source of domestic and agricultural water supply. In this study, we performed a hydrogeochemical study in order to identify the control of geochemical processes on groundwater quality. For this study, groundwater level and physicochemical parameters (EC, Eh, pH, alkalinity) were monitored once a month from a total of 150 groundwater wells between June 2003 to August 2004. A total of 153 water samples (13 surface water, 66 alluvial groundwater, 74 bedrock groundwater) were also collected and analyzed in February 2004. Groundwater chemistry in the study area is very complex, depending on a number of major factors such as geology, degree of chemical weathering, and quality of recharge water. Hydrochemical reactions such as the leaching of surficial and near-solace soil salts, dissolution of calcite, cation exchange, and weathering of silicate minerals are proposed to explain the chemistry of natural groundwater. Alluvial groundwaters locally have very high TDS concentrations, which are characterized by their chloride(nitrate)-sulfate-bicabonate facies and low Na/Cl ratio. Their grondwater levels are highly fluctuated according to rainfall event. We suggest that high nitrate content and salinity in such alluvial groundwaters originates from the local recharge of sewage effluents and/or fertilizers. Likewise, high concentrations of nitrate were also locally observed in some bedrock groundwaters, suggesting their effect of anthropogenic contamination. This is possibly due to the bypass flow taking place through macropores. Tile degree of the weathering of silicate minerals seems to be a major control of the distribution of major cations (sodium, calcium, magnesium, potassium) in bedrock groundwaters, which show a general increase with increasing depth of wells. Thermodynamic interpretation of groundwater chemistry shows that the groundwater in the study area is in chemical equilibrium with kaolinite and Na-montmorillonite, which indicates that weathering of plagioclase to those minerals is a major control of hydrochemistry of bedrock groundwater. The interpretation of the molar ratios among major ions, as well as the mass balance calculation, also indicates the role of both dissolution/precipitation of calcite and Ca-Na cationic exchange as bedrock groundwaters evolves progressively.

Associations of dietary intake and metabolic syndrome risk parameters in Vietnamese female marriage immigrants in South Korea: The KoGES follow-up study

  • BACKGROUND/OBJECTIVES: This study was conducted to compare the overall changes in dietary intake and metabolic syndrome risk parameters in Vietnamese marriage-based female immigrants over time. SUBJECTS/METHODS: The subjects of this study were 581 Vietnamese marriage-based female immigrants, who were recruited from local clinical centers in Korea. Baseline data were collected from 2006-2011 and the follow-up data were collected from 2012-2014. Dietary food intake was assessed by a 1-day 24-hour recall method. RESULTS: Compared to the baseline, the mean body weight, body mass index, waist circumference, high density lipoprotein (HDL)-cholesterol, systolic blood pressure and diastolic blood pressure increased while the fasting blood sugar, triglycerides and low density lipoprotein-cholesterol decreased at follow-up. The total consumption of foods such as vegetables/fruits/seaweeds/mushrooms, oil and fat, and eggs decreased during the follow-up period, whereas the consumption of sugars, beverages and meats increased. Partial correlation between the rate of change [(Follow-up - Baseline) / Baseline ${\times}100$] in metabolic syndrome risk parameters and food intake after controlling for confounding factors showed that the waist circumference was positively correlated with either the total plant food intake (r = 0.1042, P = 0.0129) or the total food intake (r = 0.0880, P = 0.0359). The plasma levels of total cholesterol (r = -0.1918, P = 0.0289) and HDL-cholesterol (r = -0.1424, P = 0.0007) were negatively correlated with the percentage of total intake from plant food, and HDL-cholesterol levels were positively correlated with the intake of total animal food (r = 0.0980, P = 0.0217). The serum C-reactive protein levels were positively correlated with the total intake of animal food (r = 0.2374, P < 0.0001) or the percentage of total intake from animal food (r = 0.1346, P = 0.0016). CONCLUSIONS: These results suggest that the change rate of dietary intake such as total plant food or animal food is associated with the change rates of metabolic syndrome risk parameters.

Seminal Attributes and Semen Cryo-banking of Nepalese Indigenous Achhami (Bos indicus) Bull under Ex-situ Conservation

  • The study was conducted to evaluate the seminal attributes and cryobanking of Achhami (Bos indicus) bull semen. Of two Achhami bulls, 8 ejaculates from each bull were evaluated for seminal attributes. For semen freezing and cryo-banking, 4 ejaculates (having ≥2 mL semen volume, ≥75% of sperm motility and ≥1,000 × 106 cells/mL of sperm concentration) from each bull were used. Semen samples were diluted in egg-yolk-tris-citrate extender using a two-step dilution protocol, and were frozen in liquid nitrogen (LN2) vapour in a styrofoam box. The mean semen volume, colour, sperm mass activity, motility, viability, concentration, abnormal acrosome, midpiece and tail and, abnormal head of two Achhami bulls were 4.4 ± 0.5 mL vs. 2.5 ± 0.2 mL, 2.5 ± 0.1 vs. 2.4 ± 0.1, 3.5 ± 0.1 vs. 3.5 ± 0.1, 77.0 ± 1.1% vs. 78.3 ± 1.3%, 94.4 ± 0.5% vs. 91.0 ± 0.6%, 1137.7 ± 73.7 × 106 cells/mL vs. 1060.0 ± 44.3 × 106 cells/mL, 10.2 ± 0.5% vs. 10.3 ± 0.5% and 6.7 ± 0.5% vs. 8.2 ± 0.3%, respectively. The post-thawed sperm motility and viability were 53.0 ± 2.0% vs. 50.0 ± 0.0% and 80.2 ± 0.4% vs. 73.2 ± 0.7%, while evaluating by computer-assisted sperm analysis (CASA) system, the percentage of the progressive motility, fast motility, slow motility, local motility and immotile sperm were 75%, 68%, 7.4%, 16.6% and 8.6%, respectively. A total number of 620 doses semen straw were cryo-banked. Due to the acceptable post-thawed sperm motility and viability recorded, cryopreservation of Achhami semen is hereby recommended so as to preserve the Achhami breed. For further validation, the fertility will be observed from the produced frozen semen.

Exposure Characteristics of Particles during the After-treatment Processes of Aluminum Oxide Fibers and Nickel Powders (산화알루미늄 섬유와 니켈분말 후처리공정에서 입자의 노출특성)

  • Objectives: Nanomaterials have been used in various fields. As use of nanoproducts is increasing, workers dealing with nanomaterials are also gradually increasing. Exposure assessments for nanomaterials have been carried out for protection of worker's health in workplace. Exposure studies were mainly focused on manufacturing processes, but these studies on after-treatment processes such as refinement, weighing, and packing were insufficient. So, we investigated exposure characteristics of particles during after-treatment processes of $Al_2O_3$ fibers and Ni powders. Methods: Mass-production of Ni powder process was carried out in enclosed capture-type canopy hood. In a developing stage, $Al_2O_3$ was handled with a local ventilation unit. Exposure characteristics of particles were investigated for $Al_2O_3$ fiber and Ni powder processes during the periods of 10:00 to 16:00, 20 May 2014 and 13:00 to 16:00, 21 May 2014, respectively. Three real-time aerosol instruments were utilized in exposure assessment. A scanning mobility particle sizer(SMPS, nanoscan, model 3910, TSI) and an optical particle counter(OPC, portable aerosol spectrometer, model 1.109, Grimm) were used to determine the particle size distribution in the size range of 10-420 nm and $0.25-32{\mu}m$, respectively. In addition, a nanoparticle aerosol monitor(NAM, model 9000, TSI) was used to measure lung-deposited nanoparticle surface area. Membrane filters(isopore membrane filter, pore size of 100 nm) were also used for air sampling for the FE-SEM(model S-5000H, Hitachi) analysis using a personal sampling pump(model GilAir Plus by 2.5 L/min, Gilian). Conclusions: For Ni powder after-treatment process, only 27% increase in particle concentration was found during the process. However, for $Al_2O_3$ fiber after-treatment process, significant exposure(1.56-3.34 times) was observed during the process.
