In case of the USA and japan, their local governments take the 1st responsibility for quick countermeasures for disasters and cope with disasters in cooperation with central government and NGO, etc. In conclusion, in order to make Korea's system to cope with disasters more effective, first it is necessary to readjust roles of central government and local governments. In other words, in case of the USA and japan, law provides that initial responsibility for coping with disasters lies in local governments. Accordingly, when disaster happens, initial countermeasures are quickly made by local governments. It is also possible for local governments to secure organizations, tools and manpower in their own ways. Therefore, in case of Korea, it is also urgently required to divide roles for disaster management between central government and local governments. Second, it is necessary to establish local disaster management system per type that is proper for regional characteristics and situations. Third, it is necessary to form organic networks between civic groups, local private enterprises, and central government. Fourth, informatization of local disaster management system must be prepared quickly. Finally, in order to do local governments' activities to cope with sites smoothly, specialization of manpower is required. • The purpose of this research is to analyze research trend of e-participation in Korea which is highly recognized today. Sixty research papers on e-participation published from 2001 to 2013 are analyzed for this research. Main ideas and contents of each paper are reviewed and research subjects and methods of overall papers are analyzed. Mostly, actual state and promotion of e-participation is studied through the analysis of local government web sites, and other specific subjects on e-participation are also studied. Currently, research on e-participation is rather shrinking, and therefore, it is necessary to suggest valid ways to promote e-participation through research on influencing factors to e-participation and e-participation in central government.

  • Signboards are installed in different types and sizes depending on the shop characteristics. However, the local government is having difficulty managing signboards with frequent opening and closing of stores and insufficient management personnel. In this study, a methodology was proposed to standardize and efficiently manage signboard information. To this end, the signboard display method of the enforcement ordinance related to outdoor advertising was analyzed to define the attribute elements of standard signboard data. In addition, physical information of signboards was obtained through signboard recognition technology, which is a prior study, and attribute elements of signboard standard data were defined through information that can be read with the naked eye, building integration information of the Ministry of the Interior and Safety, and street name address. In order to standardize the signboard information by spatial characteristics, data product specifications and metadata were defined according to the national spatial information standard. Lastly, standard data for signboards were produced in XML (Extensible Markup Language) format for compatibility, and XSD (XML Schema Definition) was defined for XML integrity so that data validity could be verified. Through this, a standard data model for the informatization of signboards was designed.

  • Purpose This study aims to verify the mediating effect of the utilization performance of digital device on the relationship between user attitude and life satisfaction. Design/methodology/approach Using the data of 2018 Digital Divide Survey conducted by the National Information Society Agency(NIA), the mediating effect was verified by Baron & Kenny (1986)'s 3 step process, targeting 1,662 adults older than 55. Findings The result is as follows: first, the user attitude of middle and older aged people has a positive effect on their life satisfaction. Second, the effect of user Attitude towards Digital Device of middle and older citizens is partially mediated by the utilization performance of digital device. The results of this study indicate that when providing informatization education in the local community to promote the use of digital devices for the elderly, efforts should be made to grasp the level and inclination of informatization individually, and furthermore present improvements for wireless devices that the elderly can easily access in their daily lives. This study is expected to be a groundwork for a practical intervention to boost positive attitude towards using digital device to enhance the utilization performance of digital device and the life satisfaction of middle and older aged people.

  • The use of social media in government has expanded steadily around the world on the basis of Web 2.0 technology. The government uses social media as a tool for enhancing transparency, participation, collaboration, and saving costs. However, the use of social media in the public sector has not only been positive. It has also been described as a double-edged sword. Most local governments in South Korea use social media for a variety of reasons but there has not been enough practical study of the effectiveness of social media use in the public sector. Local governments generally have positive views of their social media use but the real application of social media is not consistent in each local government. This study tried to determine the reality of social media use in local government and what factors influenced its use. The research analyzed the data from a survey conducted by the Korea Local Information Research & Development Institute (KLID) in 2015 and data from Facebook in each local government. The results show that most local governments were using Facebook for promotional purposes and local government officials similarly recognized that they were using Facebook well. However, local governments showed great differences in their use and practical effect. Meanwhile, the study found that population, financial independence, level of government, the entity operating social media, the median age, and whether social media are used for interaction or to gather opinions were the most influential factors that make a difference in utilization in local government.

  • This paper explores alternative organizational models for ICT units of local governments, while analyzing the task contents, organizational structures and work relations of ICT departments in 17 Korean metropolitan provinces. We employed both quantitative and qualitative methods including in-depth interview, open-ended survey, and hard data analyses to collect a wide variety of information on organizational performance, human resource development, and task characteristics of ICT units. As strategies to enhance task contents, organizational structures and work relations of ICT departments, we suggest four ideal ICT organizational models for local governments: Relation Model, Resource Model, Curation Model and Creation Model.

  • As the numbers of various cyber-crimes have sharply increased, the importance of securing information has also been emphasized. Despite the government's constant efforts to solve the issue, they hardly work in practice, and cases related to information security are still on the rise. This study investigates the reasons for the discrepancy that occurs when a solution is put to action. The research analyzes the recent shift in the administrative system with regard to information security and officials' awareness of the shift, focusing on members of local government. The results of the study confirm a steady attempt including changes in institutions at the level of the central government. However, there is still a lack of personnel and budget support at the local government level as well as not much change in the awareness of information security.
