A nationwide questionnaire survey was conducted to investigate the actual conditions of local authorities in operating and maintaining sewerage systems especially for urban flooding. The questionnaire includes the incidences of flooding since 1980, the existence of any guidance for preventing flood damage and the design frequency currently used for sewers in each local authority. Among 160 local authorities responded to the survey, 95(59.3%) has experienced flooding more than once since 1980 while only 36(37.9%) of the 95 has prepared operation/maintenance guidelines for flooding. Most of the respondents have applied the 10 year design frequency for sewer design and 57(35.6%) of them agreed to adjust the 10 year design frequency regulation.

By the IMF condition, tax revenues of local governments are decreasing, under these conditions, container tax take important proportion in financial resources in Pusan Metropolitan City. However the container tax have time limit until 2001, that is, purposeful tax. But after the creating container tax, the level of accomplishment is very insufficient. So for the activation of local economy, we need active study on the existence problem of container tax. Though the abolition of container tax item is frequently discussed in central government, If the worst case comes, namely the abrogation, it gives big damages to the financial management of Pusan Metropolitan City. Therefore the container tax should be existent for both residents and local government. Because the expansion rate of container tax is so rapid, it makes very critical contribution to the stability and sound condition of Pusan Metropolitan City's finances.

This work presents a stability analysis of the synchronous state for one-way master-slave time distribution networks with single star topology. Using bifurcation theory, the dynamical behavior of second-order phase-locked loops employed to extract the synchronous state in each node is analyzed in function of the constitutive parameters. Two usual inputs, the step and the ramp phase perturbations, are supposed to appear in the master node and, in each case, the existence and the stability of the synchronous state are studied. For parameter combinations resulting in non-hyperbolic synchronous states the linear approximation does not provide any information, even about the local behavior of the system. In this case, the center manifold theorem permits the construction of an equivalent vector field representing the asymptotic behavior of the original system in a local neighborhood of these points. Thus, the local stability can be determined.

There are two kinds of police authorities in Korea. One is the Special Judicial Police, under the authority of the Ministry of Construction and Transportation, charged with maintenance of public order on trains, in stations and other places of business operated by the Korea Railway Corporation. The other is the Local Subway Police, belonging to the Local Police Agencies, whose jurisdiction covers trains, station and other areas managed and operated by local governments. The existence of two separate entities for common objective of railway security has given rise to problems including inefficiency in performance and lack of technical knowledge and synergic effects. This study looks at the need for resolving those problems by restructuring and expanding the Special Judicial Police to bring railway security under a single authority and an integrated railway security systems operation.

Recently, multiple metropolitan counties and local authorities have been actively working on improving their local existence with various methods and strategies. Such change cannot be observed when local authorities were chosen by the government. Also, the public administration has recently emphasized important factors of public design which seeks better lifestyle and outward beauty from quantitative growth and policy of strongly considering outward form due to the compressive modernization. Public design intends to complete aesthetic factor and improve the quality of life as the efficiency as the value of public administration. The purpose of this study is to discuss how public school has been evolved as public space and how to create local user-centered interaction. The study retrieve the communication which the essential publicness in the school public design and the self-management which is the original value in terms of sociology. The method in which the characters of the public design of the publicness have been changed will be concentrated on in public area. In addition, the study has been focused on the efforts of the reflection of the development in public design are the challenges for the aim of the design of the publicness.

Over the last two decades, interest increased with regard to how some research universities made direct impacts on surrounding regional economic activities and growth. Although the role of basic research for most research universities has remained strong, pressure has intensified to broaden its missions to include helping local and regional economic development efforts. Consequently, many research universities have evolved their basic scientific research mission from the production of scientific knowledge to the sharing and exchange of knowledge with local industries by actively engaging in local economic development (Uyarra 2010). Previous examination has shown that most research universities contribute to local and regional economic development by various functions they provide. They are as follows: Creation of Knowledge, Human-capital creation, Transfer of existing know-how, Technological innovation, Capital investment, Regional leadership, Knowledge infrastructure production and Influence in regional milieu (Drucker and Goldstein 2007). This paper will review the existing literature on the role of universities and its impacts on local regional economic growth and development. In addition, this paper will show how two major research universities (The University of Arizona and Arizona State University) have contributed to the growth of Arizona during last two decades. It is believed that the existence of these two research universities have been instrumental in making industries more diverse and highly attractive, particularly in the Phoenix Metropolitan Area.

We consider the following Dirichlet initial boundary value problem with a gradient absorption and a nonlocal source $$\frac{{\partial}u}{{\partial}t}-div({\mid}{\nabla}u{\mid}^{p-2}{\nabla}u)={\lambda}u^k{\displaystyle\smashmargin{2}{\int\nolimits_{\Omega}}}u^sdx-{\mu}u^l{\mid}{\nabla}u{\mid}^q$$ in a bounded domain Ω ⊂ ℝ^N, where p > 1, the parameters k, s, l, q, λ > 0 and µ ≥ 0. Firstly, we establish local existence for weak solutions; the aim of this part is to prove a crucial priori estimate on |∇u|. Then, we give appropriate conditions in order to have existence and uniqueness or nonexistence of a global solution in time. Finally, depending on the choices of the initial data, ranges of the coefficients and exponents and measure of the domain, we show that the non-negative global weak solution, when it exists, must extinct after a finite time.

In this paper, we study nonlinear equation arising in MEMS modeling electrostatic actuation. We will prove the local and global existence of solutions of the generalized parabolic MEMS equation. We present that there exists a constant ${\lambda}^*$ such that the associated stationary problem has a solution for any ${\lambda}$ < ${\lambda}^*$ and no solution for any ${\lambda}$ > ${\lambda}^*$. We show that when ${\lambda}$ < ${\lambda}^*$ the global solution converges to its unique maximal steady-state as $t{\rightarrow}{\infty}$. We also obtain the condition for the existence of a touchdown time $T{\leq}{\infty}$ for the dynamical solution. Furthermore, there exists $p_0$ > 1, as a function of $p$, the pull-in voltage ${\lambda}^*(p)$ is strictly decreasing with respect to 1 < $p$ < $p_0$, and increasing with respect to $p$ > $p_0$.

The Navier-Stokes system for heat-conducting incompressible fluids is studied in a domain ${\Omega}{\subset}R^3$. The viscosity, heat conduction coefficients and specific heat at constant volume are allowed to depend smoothly on density and temperature. We prove local existence of the unique strong solution, provided the initial data satisfy a natural compatibility condition. For the strong regularity, we do not assume the positivity of initial density; it may vanish in an open subset (vacuum) of ${\Omega}$ or decay at infinity when ${\Omega}$ is unbounded.

In this paper, we consider the following $Schr{\ddot{o}}dinger$-Kirchhoff-type equations $\[a+b\({\int}_{{\mathbb{R}}^N}({\mid}{\nabla}u{\mid}^2+V(x){\mid}u{\mid}^2)dx\)\][-{\Delta}u+V(x)u]=f(x,u)$, in ${\mathbb{R}}^N$. Under certain assumptions on V and f, some new criteria on the existence and multiplicity of nontrivial solutions are established by the Morse theory with local linking and the genus properties in critical point theory. Some results from the previously literature are significantly extended and complemented.
