탈경계 개념이 확산되면서 국가간의 벽이 허물어지고 있는데 반하여 지역의 특성은 강조되는 이른바 개성의 다원화 시대를 맞이하고 있다. 이러한 시대적 흐름속에서 각 지방자치단체는 기업경영방식을 도입하는 등 행정개혁을 통하여 대외경쟁력 제고에 전력을 기울이고 있다. 행정의 본질이 주민의 '삶이 질'을 높이는데 있다면 그 방법의 하나로서 행정에 '디자인'을 제도적으로 도입하는 것을 들 수 있다. 디자인의 제도적 도입은 주민의 '행복지수'를 높여 주민의 역량을 결집시킴으로서 지역경제를 보다 윤택하게 할 수 있게 될 것이다. 이러한 시대적 상황에서 지방자치행정에서의 '디자인적 사고'를 제도적으로 도입하는 방안을 사례로서 분석하여 그 시행방안을 제시함으로서 지방자치행정에서 디자인적 사고가 확립될 수 있게 하는데 연구의 목적이 있다. 그리고 그것이 제도적으로 시행됨으로서 지역특성에 맞은 계획적인 디자인행정을 펼치게 된다면 지방자치단체의 개성있는 지역이미지가 효율적으로 창출되어 주민의 '삶의질'을 높이는데 크게 이바지하게 될 것이다.

이 논문은 국정홍보처 폐지와 관련하여, 각 지자체가 정책 활동의 주체가 되어 정책 및 서비스를 국민전체에게, 주민의 알권리 충족을 위하여, 어떤 홍보마케팅의 노력을 하고 있는지 알고자 하였다. 그래서 효율적인 정책홍보 방안과 각 지자체에서 만화를 활용하여 정책을 알리고 있는 자료를 각 지자체에 요구하였다. 각 지자체의 일반 정책전달 매체는 공보팀의 광고홍보, 통, 리, 반장을 활용한 홍보, 인터넷, 전광판, 홈페이지, 언론 (신문, 방송), 각종 교육 및 간담회, 간행물, 현수막 게시대 등이었다. 만화를 이용한 정책전달 분야는 국정분야, 지자체, 우리고장 알리기, 인터넷활용, 주민교육, 지역홍보 등이다. 이 자료를 바탕으로 정책을 홍보 객체에게 설득함으로써 호의와 신뢰를 확보하려는 지자체의 정책홍보활동과 홍보만화의 활용에 대한 효과를 중점적으로 연구해 보고자 하였다.

The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sub­laws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.

To construct ligh rail transit, many local autonomous entities investigate the feasibility of project. Especially, many studies attempt to find the probability of private inducement and the method. The purpose of this paper is to develop the light rail transit financial analysis system for private sector, based on the procedure and the method of the financial analysis. This system consistes of the income and cost module. As a result, provide the cash flow, income statement and financial profit statement for the result. We hope that it is contributed to analyze the feasibility of the finance conveniently.

Response and recovery plan is necessary to protect against urban flood which can cause damage on property and human life. In this research, urban flood response and recovery plans were studied to improve an establishment method for local autonomous entities. The result of this research will be applied to make a manual for forming response and recovery plan in Korea.

The purpose of this study is to investigate the symbolic meaning of pattern designs attached on the main building of Chungcheongnam-do Provincial Government (CPG). While most of researches mainly focused on the value and evaulation of the CPG building in terms of architectural history, relatively little insight has been gained on the symbolic meaning and mature of the pattern designs. What king of connections are related between the emblem of Governor-General of Chosun(Korea) and those of CPG? What symbolic meanings are engraved on the pattern designs? The researcher then took up the task of elucidating symbolic meanings of patterns and their relation to the building. The existing pattern of the outer wall of the CPG building consists of the symbol of sun(太陽輪), mums(菊花輪), and angle of stairs(雁大角). According to the Japanese Studies of emblems, these visual elements symbolize 'the sun of Japan'((日の丸) or 'the emperor', 'the royal family', and 'rays of the sun'. Based on these preliminary findings, the researcher considered the following in-depth connections: (1) relations with the emblem of Governor-General of Chosun, (2) relations with the emblems of local autonomous entity, Kyoungsung in Chosun. (3) relations with the emblem designs of the local provinces in Japan etc. In conclusion, patterns of the main building were not just an architectural decoration, but they had significant meanings utilizing design elements and methods adopted by local autonomous entities in Japan, The patterns found at the ceilling and floor of hall in the CPG building were associated with the emblem of Governor-General of Chosun. Therefore, all the patterns of the CPG building are powerful symbols that have meanings for the colonial rule by using the shape and method of city identities that Japanese local provinces had enacted. That is, it came out into the open that they were designed for special meanings that Korean and Japanese are united as a single body(內鮮一體) for a subject of the Emperor of Japan(皇國臣民).

본 연구는 대체비용법을 이용하여 수치지형도 갱신사업의 편익을 분석하는 방법을 제안하였다. 대체비용법은 분석하고자 하는 사업의 기능을 기존 시장의 재화 또는 서비스의 기능으로 대체하는데 필요한 최소 비용으로 해당 사업의 편익을 측정하는 방법이다. 따라서 도시군관리계획수립과 같은 지방자치단체의 18개 행정 업무에서 1/5,000 수치지형도의 갱신에 관한 요구를 조사한 후 이들 요구를 현황측량 및 현장조사 용역으로 대체하기 위한 비용 모형을 건설분야 표준품셈과 GIS 기업을 대상으로 수행된 설문 결과를 이용하여 수립하였다. 그 결과 조사대상 지방차지단체에서 갱신사업의 연간 편익은 265,960,999원으로 측정되었다. 또한 0.5년에서 4년까지 갱신주기를 변화하면서 비용편익비를 분석하여 최적 갱신주기를 탐색하였다.

Since 1996, the Health Promotion Programme spearheaded by the Korean Central Government has been actively developing and recently, the Healthy City Project led by the local autonomous entities have also been actively promoted. Healthy City is one in which the health and well-being of the citizens are given the utmost importance in the decision-making of the city. While the Health Promotion Programme focuses on changing the "health behavior" of the people, the Healthy City Project, a policy to improve the existing inequality of public health services, deals with more essential health factors and requires political support as well as a new organization. The Healthy City paradigm based on the New Public Health started in England and ever since the Healthy City Model Project spearheaded by the EURO WHO began in 1986, the Alliance for Healthy Cities centered in the West Pacific region supported by the WHO in Oct 2003 was inaugurated. 19 Korean cities are full members of the Alliance for Healthy Cities and 2 laboratories are associate members. The Ministry of Health and Welfare has held the Healthy City Forum consisting of related officials, experts and representatives of civic bodies on 6 occasions since Dec 2005. The need for adequate administrative and financial support from the Central Government to the local autonomous entities governing the Healthy Cities was raised. It is hoped that this Healthy City Project will bring about the improved health conditions of the people as well as promote the equality of the public health services.

영상을 통한 콘텐츠 유통 활성화는 안성지역 활성화 콘텐츠 산업에서 선순환 구조 구축의 필수조건이다. 2015년 국책 사업을 통해 안성지역 지자체에서 제작되고 있는 특수 영상 콘텐츠 제작의 애니메이션은 지역경제를 활성화시키기 위해 시에서 추진되고 있는 핵심 사업이다. 이 연구는 영상 콘텐츠 개발의 과정에서의 기획고찰과 디자인 작품 제작을 통해 시각적 제안을 하고자 한다. 캐릭터 개발 과정의 창의성 및 독창성을 비롯하여 심미적인 평가와 작품의 타당성, 비평성의 연구는 매우 중요하기에, 점차 활성화되고 있는 특수 영상(3D,4D)에서의 지방자치단체의 일반 기존 제작되어진 캐릭터와는 다른 방향의 캐릭터 개발 발전 방향을 위해서 실질적 개발의 비쥬얼이 제시되어져야 할 연구 과제일 것이다, 아울러 개발 진행 단계와 각 단계별로 평가 기준과 실질적 분석의 기획단계의 과정을 통해 제안된 작품이 주요 결과로서 제시되었다. 각 캐릭터 시안의 대한 기획과정의 연구들이 본론에서 제시되고, 결론부분에서 작품 완성 디자인이 중요하게 다루어 졌으며, 개발 사례에 대한 기획방향과 제시된 특수영상의 캐릭터의 특징들을 자세히 제시하였다. 실질 개발 과정에서의 선택과 평가가 객관적이고 결과 지향적이어야 하기에 특수영상의 실질적 캐릭터 작품을 기획과 결과 과정을 제시하며 발표하는 논문은 중요한 요청을 가지며, 제시된 디자인 결과물로서 실질적 가치 개발 창출에 의미를 가짐으로서 가시적 성과에 기여할 것으로 기대한다.

As of date, the cadastral information which is the utility to be computerized have not been identical with local autonomous entities and relational groups each other and updated real-time, therefore the relation group or the academic circles carried out in many researches on a cadastral map matching, but the cadastral maps have not been even occurred the expansion and contraction so that the theory arrangement doesn't seem simple as to a cadastral map matching. As being take such reality into consideration, We have to be based on $\boxDr$construction ministry of the rules for continuous map$\boxUl$ for a continuous cadastral map with using PBLIS data; so the operators use Autodesk Map 5 which added applications and match the neat line by the identical scale, the different scale, the district boundary and the origin according to the judgement myself We have the purpose to minimize the problem as analyzing the accuracy between the parcel coordinates If the matched map and ones of moved map.
