The Analysis of Welding Deformation in Large Welded Structure by Using Local & Global Model (Local & Global 모델을 이용한 용접구조물 변형 해석에 관한 연구)

  • Some industrial steel structures are composed by components linked by several welding joints to constitute an assembly. The main interest of assembly simulation is to evaluate the global distortion of welded structure. The general method, thermo-elasto-plastic analysis, leads to excessive model size and computation time. In this study, a simplified method called "Local and Global approach" was developed to break down this limit and to provide a accurate solution for distortion. Local and global approach is composed of 3 steps; 1) Local simulation of each welding joint on a dedicated mesh (usually very fine due to high thermal gradients), taking into account for the non linearity of the material properties and the moving heat source. 2) Transfer to the global model of the effects of the welding joints by projection of the plastic strain tensors. 3) Elastic simulation to determine final distortions in global model. The welding deformation test for mock-up structure was performed to verify this approach. The predicted welding distortion by this approach had a good agreement with experiment results.

Re-examining the Effects of Partisan Politics on Welfare Expenditures in Korean Local Governments (지방정부 복지지출에 미치는 정치요인의 영향 재고찰)

  • Responsible government can be achieved when social cleavages are institutionalized via political competition and social interests are represented by responsible parties. This paper aims to investigate the factors that determine welfare expenditures in Korean local governments by analyzing partisanship and political competition factors simultaneously in the same model. This paper also argues that the relationship between the political factors and welfare expenditures in local governments is not linearly increasing as the previous studies claim. This paper examines the welfare expenditures in Korean municipality-level local governments in 2007, 2011, and 2015. The primary findings are: 1) the partisanship of the head of local government and the party distribution of local assembly members have meaningful effect on the welfare expenditures and the divided governments do not show significantly different effect on welfare expenditures from unified governments, which is contrary to the extant studies, 2) the partisan effects of the head and the local assembly vary according to the levels of municipalities (Gu, Gun, and city), mainly due to the difference in types of revenues and expenditures and 3) the relationship between seats shares of progressive parties in local assembly and the welfare expenditure is not linearly increasing one. The effect of seats shares of progressive parties dramatically begins to increase when the seats shares are in 40%-60%. With these findings, this paper highlights the conservative nature of head of local governments with Hannara party (or Saenuri Party), the conservative leaning of independent candidates, and the conservative orientation of local assemblies in the regions dominated by Democratic Party (and its equivalents).

Flow and Convective Heat Transfer Analysis Using RANS for A Wire-Wrapped Fuel Assembly

  • This work presents the three-dimensional analysis of flow and heat transfer performed for a wire-wrapped fuel assembly of liquid metal reactor using Reynolds-averaged Wavier-Stokes analysis in conjunction with 557 model as a turbulence closure. The whole fuel assembly has been analyzed for one period of the wire-spacer using periodic boundary conditions at inlet and outlet of the calculation domain. Three different assemblies, two 7-pin wire-spacer fuel assemblies and one bare rod bundle, apart from the pressure drop calculations for a 19-pin case, have been analyzed. Individual as well as a comparative analysis of the flow field and heat transfer have been discussed. Also, discussed is the position of hot spots observed in the wire-spacer fuel assembly. The flow field in the subchannels of a bare rod bundle and a wire-spacer fuel assembly is found to be different. A directional temperature gradient is found to exist in the subchannels of a wire-spacer fuel assembly Local Nusselt number in the subchannels of wire-spacer fuel assemblies is found to vary according to the wire-wrap position while in case of bare rod bundle, it's found to be constant.

A Study on Activation Plan of Data Collection and Cooperation System in Local Council (지방의회 자료수집 및 협력체계의 활성화 방안 연구)

  • The libraries of local councils contribute to realize democracy and promote national interests and the welfare of the people, by supporting democratic legislation activities and congressional politics of the local councilors. This study analyzes the libraries of local councils at 17 regional local governments, and it confirms that there are various deviations in their library services such as material acquisitions and legislative information services by regional groups. On the basis of that analysis, the study summarizes the ways for improving the service qualities of the libraries of local councils as follows. First, it is necessary to organize the institute for national council materials. Second, the cooperative network systems should be constructed to share council publications. Third, the provisions related the copyright law and the national assembly library act have to be modified. Fourth, the libraries of local councils share their own materials focusing on digital publications. Fifth, the National Assembly Library expands their legislative information services to the libraries of local councils.

A Study on Wooden Assembly Methods Appeared in Kuma, Kengo's Works (쿠마 켄코의 건축에 나타나는 목재 접합방식에 관한 연구)

  • This study deals with a comparative analysis of wooden assembly methods between Japanese traditional architecture and Kuma, Kengo's works. Kuma, Kengo has known as an architect who pursues Japanese architectural traditions with integrated solutions for built and natural environments, and expresses a deep commitment to unexpected use of materials such as stone and wood with the clarity of structural solutions. Accordingly, his architecture focuses on the appreciation of the spatial relationship with the surrounding, its local characters, and the selection of materials. This article first examines two of wooden assembly methods that have been shown in Japanese traditional architecture such as 'two-way system' and 'one-way system'. And then, Kuma, Kengo's wooden assembly methods in his works are analyzed and compared in relation to Japanese wooden assembly methods to find out similarities and differences between them. Then, it concludes that Kuma, Kengo's approach is not only relying on the methods of Japanese traditional architecture, but also exploring creative ways beyond traditional assembly methods.

Healthcare Legislation Cases in the National Assembly Petition System: Focused on Petitions to the Health and Welfare Committee of the 13th National Assembly through the 20th Assembly (국회 청원제도를 통한 보건의료 입법사례 연구: 13-20대 보건복지위원회 청원을 중심으로)

  • The right to petition is a classical right of the people in constitutional states, and in Korea, it is a statutory right in the Constitution, the National Assembly Law, the Petition Law, and the Local Autonomy Act. The healthcare community first made a successful petition to the National Assembly when it achieved the amendment of the Government Organization Act through a petition to the National Assembly for the independence of the Ministry of Health, and this achievement served as the basis for further petitions. Since then, the healthcare community has successfully achieved the enactment and amendment of related occupational laws through National Assembly petitions, such as the amendment of Article 41, Paragraph 7 of the former Medical Insurance Act (Korean Medical Association, 14th Assembly), enactment of the Dental Health Act (Korean Dental Association, 15th Assembly), and amendment of the Health Functional Foods Act (Korea Pharmaceutical Association, 16th Assembly). Its petition accomplishment rate is higher than the total petition accomplishment rate of the Health and Welfare Committee of the National Assembly. However, along with the overall decrease in the number of National Assembly petitions, the Korean Medical Association and Korea Pharmaceutical Association have not achieved any results through petitioning since the 16th Assembly (June 2000), and the Korean Hospital Association and Korean Nurses Association have not achieved any results through petitioning since the 17th Assembly (April 2004). Furthermore, no National Assembly petitions have been made at all for 5 years (2014-2018). The Korean Medical Association and Korea Pharmaceutical Association previously showed a high petition accomplishment rate through their accumulated experience with National Assembly petitions and vigorous policy assistance from doctors/pharmacists/nurses turned lawmakers. More specifically, healthcare organizations have achieved results by actively conducting organized activities with the National Assembly, as implemented by a national assembly director and employees, and in case of petitions for legislation, each group has established infrastructure for reviewing the relevant laws by appointing a legislative director, as well as a legal advisor and advisory counsel. Although the organization that has submitted the most petitions to the National Assembly is the Korean Hospital Association, the group with the highest petition success rate is the Korean Medical Association, which may be linked to the relatively high proportion of doctors who have become lawmakers. Furthermore, the fact that other healthcare organizations were highly interested in petitioning the National Assembly has had major implications for the petition activities of healthcare organizations.

NUCLEAR DATA UNCERTAINTY PROPAGATION FOR A TYPICAL PWR FUEL ASSEMBLY WITH BURNUP

  • The effects of nuclear data uncertainties are studied on a typical PWR fuel assembly model in the framework of the OECD Nuclear Energy Agency UAM (Uncertainty Analysis in Modeling) expert working group. The "Fast Total Monte Carlo" method is applied on a model for the Monte Carlo transport and burnup code SERPENT. Uncertainties on $k_{\infty}$, reaction rates, two-group cross sections, inventory and local pin power density during burnup are obtained, due to transport cross sections for the actinides and fission products, fission yields and thermal scattering data.

Stress Corrosion Cracking Lifetime Prediction of Spring Screw (스프링 체결나사의 응력부식균열 수명예측)

  • A lifetime prediction of holddown spring screw in nuclear fuel assembly was performed using fracture mechanics approach. The spring screw was designed such that it was capable of sustaining the loads imposed by the initial tensile preload and operational loads. In order to investigate the cause of failure and to predict the stress corrosion cracking life of the screw, a stress analysis of the top nozzle spring assembly was done using finite element analysis. The elastic-plastic finite element analysis showed that the local stresses at the critical regions of head-shank fillet and thread root significantly exceeded than the yield strength of the screw material, resulting in local plastic deformation. Normalized stress intensity factors for PWSCC life prediction was proposed. Primary water stress corrosion cracking life of the Inconel 600 screw was predicted by using integration of the Scott model and resulted in 1.78 years, which was fairly close to the actual service life of the holddown spring screw.

A data management system for microbial genome projects

  • A lot of microbial genome sequencing projects is being done in many genome centers around the world, since the first genome, Haemophilus influenzae, was sequenced in 1995. The deluge of microbial genome sequence data demands new and highly automatic data flow system in order for genome researchers to manage and analyze their own bulky sequence data from low-level to high-level. In such an aspect, we developed the automatic data management system for microbial genome projects, which consists mainly of local database, analysis programs, and user-friendly interface. We designed and implemented the local database for large-scale sequencing projects, which makes systematic and consistent data management and retrieval possible and is tightly coupled with analysis programs and web-based user interface, That is, parsing and storage of the results of analysis programs in local database is possible and user can retrieve the data in any level of data process by means of web-based graphical user interface. Contig assembly, homology search, and ORF prediction, which are essential in genome projects, make analysis programs in our system. All but Contig assembly program are open as public domain. These programs are connected with each other by means of a lot of utility programs. As a result, this system will maximize the efficiency in cost and time in genome research.
