Increasingly, leisure time is being used for outdoor recreational activities, and fishing is one of the principal forms of marine recreation. Marine recreational fishing is a popular activity in Korea and this activity has led to the development of a sector of substantial social and economic value. Also it is considered as one of the important outdoor leisure industries in Korea. With rising of income level and development of marine outdoor leisure industries, social, economic demand increase of marine recreational fishing are showing us new advance ability of marine aquatic bio-industry. However the recreational use of fish stocks has become an important consideration in the public and environmental economic analysis of management aspect of fishing, having grown considerably over recent years to reach a level in Korea where the fish stocks and coastal ecosystem has become a significant management problem. we are inevitably facing marine environmental deterioration and overfishing in marine recreational fishing. In this study, not only resources and environmental problems which are occurred by recreational fishers, but also illegal fishing behaviors and other problems such as market's failure are going to analyze basic management theories and methods of recreational fishing through mathematical principals and economic rents which maximize net social benefits. In view of the likelihood of marine recreational fishers adopting high rates of discount, the conservation of fish resources would appear to require continual public surveillance and control of the physical yield and condition of the fish stocks and the optimal use level. The institutional management of recreational fisheries is the way of escaping the collapse of recreational fisheries just like as the situation of management's failure of commercial fisheries worldwide. One of the effective management measure is a license system. In this system, optimal fee is paid by recreational fishers, which prevent them from overfishing, environmental problems to some extents and carry out the optimal number of outings. And money obtained by license fee should be spent for more improvement fishing culture and welfare for marine recreational fishing. Marine recreational fishing is to be promoted under sound conservation and management principles.

Cars attaching new license plates are increasing after introducing the new format of car license plate in Korea. Therefore, a car new license plate recognition system is required for various fields using automatic recognition of car license plates, automatic parking management systems and arrest of criminal or missing vehicles. In this paper, we proposed an intelligent new car license plate recognition method for the various fields. The proposed method is as follows. First of all, an acquired color image from a surveillance camera is converted to a gray level image and binarized by block binarization method. Second, noises of the binarized image removed by morphological characteristics of cars and then license plate area is extracted. Third, individual characters are extracted from the extracted license plate area using Grassfire algorithm. lastly, the extracted characters are learned and recognized by a fuzzy ART algorithm for final car license plate recognition. In the experiment using 100 car images, we could see that the proposed method is efficient.

According to increase of Franchise Agreements, troubles related to those agreements and trading acts occur frequently. As Franchise system had come from Western countries, franchise agreement troubles tend to international disputes. In fact, those parties entered into a franchise agreement prefer arbitration to lawsuit as a dispute resolution system because arbitration is easy to risk-management for cost and time. The essential conditions for Franchise agreements are as follows ; for Franchise to grant Intellectual Properties to Franchisee, to give an impression of the same company between Franchise and Franchisee, to control and support Franchisee, for Franchisee to be an independent merchant, and to pay Franchiser license fee. Because Franchise Agreement is also based on liberty of contract, Franchise and Franchisee could enter into any kind of agreement. However, Franchiser can make an unfair agreement abusing a position of advantage. This paper check those unfair terms and conditions in Franchise agreement. Once they enter into an agreement, they should fulfil their contract. In case of trouble on performing the contract, both of them have to discuss to solve that trouble faithfully. But, they enter into either lawsuit or arbitration in accordance with agreement when they can't reach a decision in general. Specially, which is the most popular dispute resolution hands in case of Intellectual Property License agreement. General international Franchise Agreements have arbitration terms, but there is other case such as separate Arbitration Agreement if the want, which is separate from Franchise License agreement, so even though Franchise License agreement is invalidated, Arbitration agreement continues to exist, This paper reviews Franchise system and the terms of arbitration in Franchise agreement.

Multi-crew Pilot License (MPL) is an international pilot certification adopted by the International Civil Aviation Organization (ICAO) in 2006 under the recognition of the need for efficient and systematic pilot training including the education of pilots with advanced aviation technology and ability to respond to flight environment, resolution of the human factor problems of pilots, and provision of stable training tools for transport aircraft pilots for potential risk of pilot shortage in the future. South Korea also has prepared a legal basis for operating an MPL system in the Aviation Act in 2009, but there has been no domestic MPL qualifier. The biggest reason for this seems to be the insufficient domestic MPL training system. Therefore, it is necessary to benchmark the international standards of the ICAO, and to promote the development of the Korean MPL training system through revision and supplementation of laws and regulations in consideration of Korean circumstances.

As one of the most popular outdoor leisure activities in the world, recreational fishing has a lof of significant meaning in terms of social, economic, and cultural views. However, both not considering an indiscreet fishing activity and environment and not thinking our next generation, fishing circumstance has been deteriorating more and more. Unlike Korea, most advanced countries enact various recreational fishing management and support policies in order to keep sustainable recreational fishing and develop eco-tourism through cooperation with government, fishing industries and civil organizations. This paper consist of the following contents. First, the study attempted to investigate how to operate management system of the recreational fishing dividing into in - land fishing and sea fishing respectively. And it exhibits issues and troubles of the realities of recreational fishing management and related fishing laws and ordinances in Korea. And then, it examines various fishing management schemes in representative advanced nations; U.S., Germany, and Japan. Also, it analyzes the advantages and disadvantages of respective recreational fishing management systems; market - based license system, qualification - based management system, and self- regulatory based management system. In addition, after these three systems are adopted to Korea's recreational fishing condition, we analyzes whether respective management systems fit or not. As a result of this, the optimal management for recreational fishing is the participatory self - management scheme in Korea. Finally, in order to support recreational fishing promotion and encouragement, issues and complementary policies with respect to recreational fishing are introduced.

Internet purchase is increasing according to the activation of Electronic Commerce. Currently, the hardware is main purchase items in the Electronic Commerce. The on-line purchase of digital product, that is electronic file type of product, has many merits such as, does not cost in logistics, is ease of searching the product, and is possible of 'Try and Buy' system. But, actually digital products have not been major product and Cause of its piracy problem. Therefore, the tchnology of digital rights management is focused within EC. The piracy problem of digital products comes from the lack of safety in DP license control technology. Current EC has no method to identify the object that has the right to use the digital product. The protecting of object change is impossible and the protection of hacking is not enough and EC has many problems in efficient license control because of the incompletion of EC structure. In this paper, we propose the design and implementation of on-line circulation system, which can activate on-line circulation of MP3 digital data product in EC, by using the new license control technology, that is Dynamic License Control technology.

Recently, the structure of simulation environment is important issue in all fields. In case of the training for operating the machines which are costly such as airplanes or spaceships, simulators could be helpful for decreasing the costs and training effects by simulating real situation. When we get the driving license, too many peoples are waiting for their turns because of limited cars and testing spaces in Korea. To solve this problem, we've designed and developed the basic design for the simulators. We suggested the Computer 3D Simulation Model for practice of a drives's license. The concept of this simulator was from a 3D Racing-game which suit for driving exercise. We provide users with handle-controlled simulation setting in order that users feel reality as if they drive really through this simulator. We also use 'force-feedback' system which give handle vibration in case users collide against obstacles or exceed the line since users can absorb the simulation program and feel the sense for the real. This paper is the study about modeling the driving exercise model made use of 'computer 3D simulation', and producing and utilizing the simulator through this modeling.

As the logistic environment of digital contents is rapidly changing, the protection of the digital rights for digital content has been recognized as one of critical issues. Digital Right Management(DRM) has taken much interest Internet Service Provider(ISP), authors and publishers of digital content as an interested approach to create a trusted environment for access and use of digital resources. This paper propose an interested digital rights protection scheme using license agent to address problems facing contemporary DRM approached : static digital rights management, and limited application to on-line environment. We introduce a dynamic mission control technology to realize dynamic digital rights management. And we incorporate license agent to on- and off-line monitoring and tracking. The proposed system prevent illegal access and use by using PBD security method real time action monitoring for user, data security for itself.

The web-based technology allows anybody who has access to the Internet to get all kinds of information from the World Wide Web. It brings about issues regarding intellectual property and copyright threats. After content is downloaded, no further protection is provided on the content that has been accessed. DRM (Digital Right Management) technologies came out to ensure the protection of copyrighted content and information. In this paper, we propose architecture of license-based digital rights management system for protection of contents and principles' rights such as contents creators, providers, distributors, and uses in contents distribution value-chain over Internet. This system makes on-line processing of all value-chain from creator to purchaser possible, compared with existing DRM products only supporting only limited distribution between distributor and purchaser.
