  • In the print world libraries have served as the archival repository for journals that they owned. In the age of digital information, however, with the licensing of electronic journals libraries purchase access to journal contents rather than paying for ownership. Libraries note the potential benefits of electronic journals, but also quake at the thought of inaccessible electronic journal contents caused by lack of preservation, changing technology, or publisher requirements. It is real that libraries have not yet stepped in to create archives of the electronic journals they are purchasing. In the digital environments, publishers, libraries, and other information providers are not the independent units that we used to be. It will take us all working together to solve the problem of preserving access to electronic journals. Thus, it is reasonable that a national library would be charge of making a comprehensive archiving policy on electronic journals, and that cooperative agreements of local libraries can help divide responsibility for different subject areas or materials.

  • Academic libraries need to select and purchase essential collections to support students and faculty in education and research. Therefore, libraries reflect patrons' information needs on collection development through patron purchase requests. This study analyzed the pattern and efficiency of patron purchase requests in a longer-term perspective; for over a decade. Patron purchase requests show different tendencies depending on academic characteristics, which enabled libraries to identify the users' information needs in various subjects. Typically users contributed to collection development by expressing information needs in their fields of study through purchase requests. In the meantime, users in certain fields showed interest in other subject areas besides their own to select general books on various topics. Through this study, it became evident that a major portion of library collections were affected by active purchase requests from a small number of users. However those books were proven to be in demand in terms of effectiveness. Patron-driven acquisition is being implemented as an effective collection development policy.

A survey of 183 librarians born between 1980 and 2005, who work at public libraries in the Seoul Metropolitan Area, examined the subfactors of work-life balance such as work-family balance, work-leisure balance, work-growth balance, organizational commitment, and turnover intention. Multiple regression analysis revealed that work-family and work-growth balances had a significant positive effect on organizational commitment and a significant negative effect on turnover intention. Moreover, organizational commitment had a significant negative effect on turnover intention. Accordingly, this study suggests the need to implement a reward policy for night and weekend work and to strengthen work-family balance and work-growth balance at public libraries. Moreover, it suggests horizontal communication and strengthening autonomy to promote organizational commitment.

Five suggestions were made to remedy the problems. They are: 1) development of the new programs, which can interest the children and youth and motivate the sense of association among the program participants; 2) increase the number of the programs including the schools and other related organizations nearby region; 3) incorporating the new program formats to enhance the participation; 4) starting the new services explicitly targeted for the information-poor group of people; and 5) soliciting policy-level support for the libraries. In summary, this study made a few suggestions for the libraries ranging from planning the programs to requesting assistance from the national as well as the regional governments.

  • In contemporary South Korea, ultra-low birth rates have become a critical social issue. Equally important is the social responsibility to support the healthy physical and mental development of children. This study aimed to assess the children and adolescents related to online health information available on the websites of 17 metropolitan representative libraries in South Korea. Using literature review and content analysis methodologies, the study found that only two libraries (11.8%) offered 32 health-related resources for children and adolescents through their library websites. Of these resources, 25 (78.1%) were provided by public health centers, while hospitals contributed six resources (18.8%), and public institutions provided two resources (6.3%). Additionally, an evaluation of these 32 health information resources using the HON code, a recognized tool for assessing online health information, revealed relatively low satisfaction in areas such as "complementarity," "attribution," "transparency of authorship," and "honesty in advertising and editorial policy." Furthermore, the researcher conducted a comparative evaluation of children and adolescent health information resources available through the search engines Naver and Google in Korea. Based on these findings, the study outlines recommendations for improving online health information services related to children and adolescents.

  • The Korea Expressway Corporation announced that road casualties on expressways in 2016 were 262 deaths, a 24% decrease compared to 343 deaths in 2015, thanks to the expansion of rest areas for sleepy drivers. And the installation of large-sized banners containing strong messages such as "dozing while driving means your death" helped to reduce the casualty caused by driving while drowsy by 35% compared to that in 2015. Accordingly, this study tried to analyze the impact of public advertisements designed to prohibit dozing while driving on expressways upon drivers, and to present a direction for improvement of such public advertisements in the future. Based on case studies and library researches, the study contemplated the effects of public advertisements on expressways at home and abroad. It was confirmed that the accident rate has been higher on straight roads than on curved roads and that the framing of negative messages using provocative images or slogans on traffic accidents has been considerably effective. In conclusion, if the installation of outdoor billboards for public advertisements at rest areas for sleepy drivers is institutionalized and the systematic provision of information by road section inside and outside of vehicles via Variable Message Sign (VMS) services on expressways, outdoor billboards, or navigation services (including smartphones) is available, it would be possible to maximize the effect of the public advertisements.
