Progress and Problems in Korean Academic Library Policies (한국 대학도서관정책의 추이와 과제)

  • The purpose of this article is to discuss about the progress and problems in Korean academic library policies. The emphasis is on identifying both contents and limitations in national plans for developing academic libraries, and investigating the current status and characteristics of major policy driving forces such as national library policy committees, government organizations, and professional associations. Also investigated is the current status and unique features of legal foundations, especially the present Korean Library Act and a tentatively named Korean University Library Promotion Act, which is being prepared for legislation. Finally this article suggests both direction and strategy for a healthy development of Korean academic library policies at national level.

  • This study is composed of two parts, The one is a description of the establishment, organization, activities and an evaluation of the four international organizations of Asian libraries and librarians: Asian Federation of Library Associations(AFLA), Congress of Southeast Asian Librarians (CONSAL), Conference of Directors of National Libraries of Asia and Oceania(CDNLAO) and Association of Parliamentary Librarians of Asia and the Pacific(APLAP). The other is an investigation of status quo of the mutual exchange in librarianship between Korea, China and Japan. It is suggested that some ways toward active participation in the international cooperative systems between Asian libraries and librarians be explored.

A Study on the Topical Associations of Simultaneously Borrowed Books in Public Libraries (공공도서관 동시 대출 도서의 주제 연관성 분석 연구)

  • There has been research to understand users' information behaviors using book circulation data of public libraries. In this study, we examined the subject areas of books simultaneously borrowed by users of public libraries and aimed to identify the relationships among the subject areas. To accomplish this, we utilized the Korean Decimal Classification codes of 984,790 loaned books in 2019 to transform the lists of concurrently borrowed books, totaling 22,443,699 records, by the same users on the same day, into vectors using the ITEM2VEC technique. Next, we extracted ten highly related classification codes for each classification code, utilizing a total of 522 classification codes to create a network. We identified 15 communities within this network and examined the characteristics of each community. Among the 15 communities, those consisting of two or more main classes allowed us to identify meaningful thematic associations. This study, grounded in users' book usage behaviors, has suggested the topics of books that could be borrowed together. The findings offer valuable insights for library collection development and placement, recommending related subject materials, and revising classification systems.

A Study on Improving a Continuing Education for Public Librarians: Focusing on Privatized Public Libraries (위탁공공도서관 사서의 계속교육 개선방안에 대한 연구)

  • This study aims to make suggestions on how to effectively provide continuing education for librarians in privatized public libraries. For this end, the study examined concepts and importance of continuing education. It then investigated a current status of education/training procedures provided by Librarian Training Division of the National Library of Korea, and continuing education programs for public librarians implemented by primary regional libraries. It also analyzed continuing education programs of library associations in the U.S. and the U.K. Based on these analyses, the study conducted a survey for a sample of librarians in privatized public libraries, identified problems of continuing education for them, and made recommendations for its improvement.

  • This study aims at reviewing and analyzing the characteristics of library and information science in Korea by examming the research papers in two representative journals. In Korea, related scholarly associations have began about twenty years ago and produced a lot of research papers. For this work, I have established two aspects of knowledge system - cognitive object and subject. In this regards, the cognitive object menas the contents of research papers and the cognitive subject means the research methodology. In my opinion, this study obtains some characteristics of library and information science in Korea as follows: 1. There have been many research fields, but most of them have finished with just one or two results and not researched. 2. The adaption of information science to library science was hasty and had not the good effects in scholastic development. 3. Most research papers have been influenced by methodological prejudices. 4. In settling the native principles for the Korean phenomenon, there have been many problems. To solve these problems, I suggest that the existing research attitudes be converted to new one. I call this new research attitude 'everyday life centered research method'. Using this method, we can find the true basics and principles of library and information science in Korea.

  • This study aims to examine the problems of the Article 31 of the Korean Copyright Act and to suggest the improvement of the Article 31. The study analysed the establishment and revisions of the Act and the Article 31. The study suggests the followings for the improvement of the Article 31: firstly, to limit copyright limitations for libraries operated by profit organizations but to extend copyright limitations for libraries operated by non-profit organizations, secondly, to abolish the system of property rights compensation, thirdly, copyright organizations and library associations closely discuss to solve the problems on reproduction prevention measures, the amount of reproduction, the inter-library loan of library materials among libraries.

  • This study attempted to analyze factors affecting public library collection development. To this end, a recognition survey was conducted on librarians in public libraries to ask about the collection development policy, the environment of the book, and the importance of the reference information. As a result of the analysis, more than 80% of public library librarians were aware of the necessity of the collection development policy. In addition, many librarians prioritized matters related to the status of loans and applied them to their work, and it was found that reference sources such as literature/academic award-winning books, newspapers/magazines, media, and various book-related associations were more important.

  • 제 66차 IFLA(The International Federation of Library Associations and Institutions) 총회가 2000년 8월 13일부터 8월 18일 까지 이스라엘의 예루살렘에서 개최되었다. IFLA는 1927년 창설된 비정부 기구로서 그 주요 목적은 정보관리, 유통, 정보서비스 및 사서의 교육을 포함한 도서관 활동과 문헌정보학 전반에 걸친 국제적인 상호 이해 증진과 협력, 토론, 연구 및 개발을 증진시키고 도서관인들의 국제적 관심사를 논하는 토론의 장을 제공하며, 전 세계에 문헌정보분야 및 사서들의 활동 그리고 현주소를 하나된 목소리로 대변하고 알리는 단일화된 창구역할을 담당하는 우리분야의 세계적인 대표단체이다. 현재 143개국의 1622개 도서관 및 관련단체들이 가입되어있으며 우리나라에서는 우리협회가 1955년 가입하였다. 이번 대회는 'Information for Cooperation: Creating the Global Library of the Future'라는 주제로 전 세계에서 90개국 1800여명의 도서관인들이 참가하여 성황을 이루었다. 우리나라에서는 한국도서관협회 이두영 회장을 비롯한 총 36명이 참가하여 세계 각 국의 도서관인을 만나고, 배우는 좋은 기회를 가졌다. 뜻밖의 참관기 의뢰를 받고 망설였으나, 여행 중에는 수시로 간단히 기록해 두는 습관에 의해 메모해 두었던 것과 출장계획이 미리 잡혀있어 준비해온 과정 그리고 나의 여행체험을 바탕으로 하여 기행문 형식으로 적어 봄으로 미흡하나마 독자들로 하여금 본 대화와 여행의 경험을 함께 나눌 수 있게 되기를 바라는 마음이다.

Meta-Analysis of Associations Between Classic Metric and Altmetric Indicators of Selected LIS Articles

  • Altmetrics or alternative metrics gauge the digital attention received by scientific outputs from the web, which is treated as a supplement to traditional citation metrics. In this study, we performed a meta-analysis of correlations between classic citation metrics and altmetrics indicators of library and information science (LIS) articles. We followed the systematic review method to select the articles and Erasmus Rotterdam Institute of Management Guidelines for reporting the meta-analysis results. To select the articles, keyword searches were conducted on Google Scholar, Scopus, and ResearchGate during the last week of November 2021. Eleven articles were assessed, and eight were subjected to meta-analysis following the inclusion and exclusion criteria. The findings reported negative and positive associations between citations and altmetric indicators among the selected articles, with varying correlation coefficient values from -.189 to 0.93. The result of the meta-analysis reported a pooled correlation coefficient of 0.47 (95% confidence interval, 0.339 to 0.586) for the articles. Sub-group analysis based on the citation source revealed that articles indexed on the Web of Science showed a higher pooled correlation coefficient (0.41) than articles indexed in Google Scholar (0.30). The study concluded that the pooled correlation between citation metrics with altmetric indicators was positive, ranging from low to moderate. The result of the study gives more insights to the scientometrics community to propose and use altmetric indicators as a proxy for traditional citation indicators for quick research impact evaluation of LIS articles.

E-book Lending Service in Public Libraries: Issues and Possible Countermeasures (공공도서관 전자책 서비스의 쟁점과 대응 방안)

  • The purpose of this research is to investigate the current situation of national and international e-book ecosystem, reveal a conflict and suggest the improvement strategies regarding e-book lending service in public libraries. For this, an extensive research was conducted concerning overall e-book issues and reveled the criteria for each sectors. The relationship and different view between publishing and library sector were presented. Then, the five public library e-book lending principles, developed by foreign national or international library associations, were analyzed. The seven main principles were derived and mapped to the current practice of publishers. As a result, the possible countermeasures of the Korean public library were suggested, particularly in terms of the mission of public library, development a standardized lending model, and the revision of law.
