The purpose of this paper is to propose the vision for information policy of construction technical information in the era of Knowledge Revolution Society and to contribute global economy as well as domestic in the cooperation with the Ministry of Science and Technology, and the Ministry of Information and Communication. For these we consider the scope of construction technical information, and the concept of the policy on it, and propose information classifications briefly. Also, we examine the currency of information policy in domestic and abroad. It is also examined domestic present condition of government, public corporation, construction industries. The 4 strategies for Information Policy of Construction Technology in the 21st century are presented as follows i ) Acknowledgement on the change of condition in the 21st century ii ) Paradigm shieft of Information Policy of Construction Technology iii) Development of Information Infrastructure of Construction Technology iv) Presentation of vision on the Information Policy for focused construction field

The purpose of this study is to understand the value of Fahrenheit 451 by Ray Bradbury as the second most favored 'One Book', and the goals of the communities which selected this particular book. A total of 53 'One Book' programs from 2001 through 2014 and 136 TBR programs from 2007 through 2015 selected this book as 'One Book' to read. In this study, 270 programs in TBR 2008/09, and more than 240 programs in TBR 2014/15 and several 'One Book' projects were analyzed. The results confirm the significance of book discussions and movie showing, the focus on such subjects as censorship, banned books, and freedom of expression, etc., and a close relationship between the diversity of programs and cooperation with community members.

In this study, the current status of digital humanities(DH) research support guide service, which is increasing recently in research-oriented academic libraries in the United States, was analyzed by comparing the contents provided by each institution's Website. Based on the ranking of research-focused academic libraries with the largest volume of books in North America as of 2018-19 in Association of Research Libraries(ARL) statistics, the service contents of 30 institutions providing DH research support guide service were analyzed. The criteria for analysis are 8 components of services presented in previous studies: (1) tools and technology, (2) funding, (3) community, (4) pedagogy, (5) projects, (6) resources, (7) publications and consultations, and (8) workshops and training. As a result of the analysis, it was found that most of the institutions operating the DH research support guide service provided 'DH resources', and more than half of the institutions were providing 'DH tools and technology' and 'DH community' information. In addition, most institutions are operating the DH research support guide service in cooperation with the library itself, on-campus research institutes and centers, or other departments for DH publication and project consultation, so they focused on research support information services through consulting. In the future, discussions on the DH research support guide service operation plan of domestic academic libraries and the competency of service personnel should be continued.

This study believed that records could help 'strengthen identity' and that job archives could help provide pride and identity in one's job by preserving the history and culture of it. This study investigated whether building a librarian archive could help preserve records related to librarians, share experiences and knowledge among librarians, and confirm the history and identity of oneself and the group. In-depth interviews were conducted with librarians to examine what records should be included and what records could help strengthen the librarian's identity. As a result of the interview, various records related to the work of librarians were identified, and records related to the history of librarians were also confirmed. It was found that historical events related to librarians and library services provided by previous generations of librarians will help strengthen the identity of librarians. Thus, the Librarian Archive can help librarians reflect on themselves as librarians and decide on their own direction. This study presented a plan to build a librarian archive as a participatory archive through cooperation between institutions and communities. In this study, it was expected that through building a librarian archive, it would be possible to strengthen the professional identity of librarians, share the history of librarians, create a collective intelligence platform, efficiently process work, and improve the social status of libraries and librarians.

In this paper, we propose an automatic generation method of transaction level(TL) model from algorithmic model to verify system specification fast and effectively using virtual platform. The TL virtual platform including structural properties such as timing, synchronization and real-time is one of the effective verification frameworks. However, whenever change system specification or HW/SW mapping, we must rebuild virtual platform and additional design/verification time is required. And the manual description is very time-consuming and error-prone process. To solve these problems, we build TL library which consists of basic components of virtual platform such as CPU, memory, timer. We developed a set of design/verification tools in order to generate a virtual platform automatically. Our tools generate a virtual platform which consists of embedded real-time operating system (RTOS) and hardware components from an algorithmic modeling. And for communication between HW and SW, memory map and device drivers are generated. The effectiveness of our proposed framework has been successfully verified with a Joint Photographic Expert Group (JPEG) and H.264 algorithm. We claim that our approach enables us to generate an application specific virtual platform $100x{\tims}1000x$ faster than manual designs. Also, we can refine an initial platform incrementally to find a better HW/SW mapping. Furthermore, application software can be concurrently designed and optimized as well as RTOS by the generated virtual platform

Altmetrics is the measurement index and quantitative data to complement the traditional indicators based on the citation. Altmetrics research has acquired greater importance in the past few years, partly due to the complement to the traditional bibliometrics. This paper aims to reveal the research status and trends in altmetrics research. A total of 187 articles from 2005 to 2017 are obtained and analyzed, illustrating a steady rise (S-mode) in altmetrics research since 2005. Using social network analysis and co-word analysis, the author cooperation network and keyword co-occurrence network are developed. The core scientists and eight international research groups are discovered, reflecting that researchers in this field have a low degree of cooperation. Four topics of altmetrics research are discovered by hierarchical clustering. The results can be useful for the advanced research of altmetrics.

The cable tray design of an offshore plant production design is to optimally arrange the 3D modeling so that the cable can be installed without interfering with the structural members and various outfit equipment, and it is performed using a PDMS (Plant design management system), which is a 3D CAD system for an offshore plant layout. This study reviewed the development of PML (Programmable macro language) for a PDMS supporting offshore plant cable tray design and examined the efficiency compared to the existing method. Cable tray design PML developed in this paper enables fully parametric design using electrical outfit template library, allowing a rapid response to frequent modifications due to design changes and minimizing repetitive work fatigue by reflecting the accumulated design experience. In addition, the developed system was applied to the offshore plant structure module and it improved the work efficiency by more than 50% compared to the existing method.

In this paper, we propose new search algorithms using SVD(Singular Value Decomposition) for fast search of Raman spectrum. In the proposed algorithms, small number of the eigen vectors obtained by SVD are chosen in accordance with their respective significance to achieve computation reduction. By introducing pilot test, we exclude large number of data from search and then, we apply partial distance search(PDS) for further computation reduction. We prepared 14,032 kinds of chemical Raman spectrum as the library for comparisons. Experiments were carried out with 7 methods, that is Full Search, PDS, 1DMPS modified MPS for applying to 1-dimensional space data with PDS(1DMPS+PDS), 1DMPS with PDS by using descending sorted variance of data(1DMPS Sort with Variance+PDS), 250-dimensional components of the SVD with PDS(250SVD+PDS) and proposed algorithms, PSP and PSSP. For exact comparison of computations, we compared the number of multiplications and additions required for each method. According to the experiments, PSSP algorithm shows 64.8% computation reduction when compared with 250SVD+PDS while PSP shows 157% computation reduction.

This study explored the services of libraries for babies and toddlers and the possibilities of service expansion through Bookstart as a cooperation system for libraries. This study presented the problems of the services of libraries for toddlers by implementing the questionnaire method and the in-depth interviews. In addition, this study showed the impact of carrying-out this program and why libraries should manage the Bookstart program. Results indicated that: (1) even though the membership enrollment standard of children's libraries is usually from babies and toddlers up to the elementary school students, that of a few libraries is still over elementary school students. This will work on restraining the services of libraries for users, especially toddlers, only 54.8% of libraries services are for the toddlers; (2) by analyzing the perception of librarians, we get to know that librarians think that the age of the first use of a library is more appropriate for kindergarten-agers than toddlers; (3) librarians think positively about the Bookstart and that libraries are more suitable for Bookstart than any other institutions; (4) after the introduction of Bookstart to libraries, many changes happened in respect of the function of libraries and the types of users. For examples, there was an expansion of users to babies and toddlers and their parents, an increase in users, focusing on early-childhood reading education and the strengthening of the role of librarians as program planners in particular. This study suggests that the introduction of Bookstart would bring changes to the concept of traditional libraries and the inflexible attitudes of librarians.

Previously, the International Council of Archives (ICA) provided the General International Standard Archival Description (ISAD(G)) and the International Standard Archival Authority Record for Corporate Bodies, Persons and Families (ISAAR(CPF)) for the systematic archival description by the Committee on Best Practice and Standards. Recently, the new conceptual model and ontology, which is called "Record in Context" (RIC), is being developed by the ICA Experts Group on Archival Description (EGAD). For developing the new archival standard, ICA EGAD has referenced the archival standards of Australia, Spain, and Finland, as well as the FRBRoo integrated model of the museum and library fields and the legacy ICA's descriptive standards. This study, therefore, examined these international trends on the archival descriptive standards and derived a number of suggestions for improvement. As a result, descriptive standards are changing from the guidelines for the standardized archival description to the upper conceptual model and ontology for the flexible archival description and sharing of archival metadata. There is a need to adapt the change of the information environment and promote cooperation among cultural heritage institutions.
