Over 2,000 ha of rice fields in the western and southern coastal region of Korea were flooded with sea water during the spring tide, on August 19-21, 1997, and the rice plant at heading stage was injured. The field surveys were undertaken at the sea water flooded paddy fields in Chonbuk Province, to identify the injury symptoms and rice yield damage subjected to different flooding condition and desalinization methods. Five days after sea water flooding at heading stage, the flag leaves of rice plants flooded with 30 ㎝ deep sea water withered from the tip, the withering progressed to the lower leaves in deeper flooding. The spikelets were spotted black and discolored from the tip at 50 ㎝ deep flooded rice, and some panicles changed to white at 80 ㎝ deep flooded rice. Most of the rice leaves submerged completely for an hour were withered and most of panicles changed to white. The milled rice yield, percentage of ripened grain, and 1000 grain weight of flooded rice decreased with deeper flooding water, higher water salinity and longer flooding time. Even under the same flooding conditions, the damage of rice yield varied with the growth stage: heading stage>dough stage>booting stage. Rice yield damage was less in the fields on the upper riverside than those of the fields on the estuary and seaside, because of lower water salinity. In a flooded field, the rice yield damages were reduced as the distance increased from the levees where the sea water inflowed and increased as the distance increased from the fresh water irrigation gate. The desalinization treatments consisting of frequent exchange of irrigation water and spraying with fresh water soon after flooding effectively reduced the rice yield damage.

This research conducted the two types of model tests to examine the failure parameters by levee overflow, those were the pilot-scale levee (model height 0.4~0.8 m) and real scale levee (model height 1.0 m). The procedure of levee failure by overflow was succeeded to the following three steps: At first step, the local scouring on levee slope was happened and the overflow velocity was increased slowly. At second step, the enlarged scouring surface and the rapid overflow velocity were succeeded. At last, the levee section was broken totally and the overflow velocity was decreased because of the wide failure surface of levee. The levee failure angle (${\theta}$) was appeared bigger than slope failure angle of Rankine earth pressure. The enlarged levee height (H) made the faster overflow velocity (${\upsilon}$) of the levees, therefore additional tractive force was applied to it, futhermore the failure angle (${\theta}$) and failure surface (A) were enlarged. Because the sand sample for pilot-scale and real scale tests had the same diameter, the critical scouring velocity of each type was also the same, and the scouring properties were governed by variation of overflow velocity.

This study analyzed the effect of land-use enhancement benefits with the flood safety which it is not quantified in the flood damage analysis, Korea. The land-use enhancement benefits mean the enhancement of land-use value according to the rise of flood safety of the protected area by the flood control projects and we performed the analysis of land-use enhancement benefits with the publicly announced land price which can objectively represent the land-use value of a specific area. We verified the statistical significance of the floating rate of land price according to the effects of flood control projects and the characteristics of a river through the analysis of variance. As a result of the verification, the increase of land-use value was represented by the net annual average floating rate of land price. The flood safety was classified as flood damage potential and flood prevention capacity. The flood damage potential was classified according to the rate of urbanization and flood prevention capacity was represented by the conditional annual non-exceedance probability obtained from the frequency analysis with uncertainty for the flood discharge. The study areas were small urban cities and we calculated the conditional annual non-exceedance probabilities of 200-year flood event for the levees constructed with the conditions of 10- and 50-year design frequency. The result was shown that the net annual average floating rate of land price would be raised nearly 5 times for 10%-increase of the conditional annual non-exceedance probability in small city areas.
This study was performed to analyze the dynamics and distributional condition of biological community and to support the basic information about the estuarine ecosystem management by using the intensively surveyed results by each taxon experts around Tamjin river. We analyzed the biological diversity, abundance, correlation among species, and ecological characteristics about 11 taxa groups including vegetation, fish, birds, mammals, etc. in the Tamjin river estuarine ecosystem. We classified vegetation types into 7 physiognomic types and 18 communities according to habitat conditions with the physical environments and salinity. In total, 1125 species including 9 species of endangered species were identified in research area. The species composition and distributional characteristics of each taxon were corresponded to the environmental characteristics of the estuarine ecosystem. Especially, the species diversity and distribution were clearly distinguished in the river according to the difference of the environmental factors such as flow rate, salinity, and soil. Despite the disturbance factors such as barrage and levees, the biodiversity and its distribution were evaluated to be high level under the current environmental conditions. However, loss or reduction of wildlife habitat due to reclamation, embankment, barrage installation and expansion of farmland has been identified as a major threat to the diversity and health of the local ecosystem. The results of this study can be used as a basic data to cope with various development pressure and damage crisis of the whole estuaries including Tamjin river.
The flood pulse in streams enhances the biodiversity and ecosystem services of the channel-floodplain ecosystems by exchanging water, nutrients, sediments and organisms. However, the lateral connectivity in most streams of Korea has been disrupted by the levee constructions for the purpose of flood control and land use of floodplains. To compare the characteristics of floodplain vegetation according to existence of lateral connectivity in streams, we investigated the geomorphological and soil environmental factors and structures and distribution of vegetation in the floodplains connected and isolated by levee to the channel in Cheongmi Stream, Seom River, Hwangguji Stream, Mangyeong River, Gomakwon Stream, and Boseong River, Korea. In comparison of soil environments, moisture and clay contents were higher in the isolated floodplain than in the connected floodplain. According to the result of principal component analysis (PCA) using environmental data, the environments of the connected floodplain and the isolated floodplain were separated by soil moisture contents, soil texture and distribution altitude of the vegetation. The results of detrended correspondence analysis (DCA) using vegetation data showed that the isolated floodplain was dominated by the hydropythic communities of diverse life form and that the connected floodplain was dominated by the hygrophytic communities that endure disturbance. In conclusion, it is thought that the vegetation of the floodplain changed to the lentic wetland vegetation dominated by diverse hydrophytes as the floodplain was isolated from the channel by artificial levees.
Extreme events of rainfall has increased mainly from climate change, resulting in more severe floods intensified by land use development. Appropriate estimation of design floods gets more attention to ensuring the safety of life and property in flood-prone areas for hydraulic structures such as dams and levees. In the current study, we reestimated the design flood of the Nam River Dam to adopt the influence of climatic change of hydrometeorological variables including recent datasets of extreme rainfall events. The climate change scenarios of extreme rainfall events in hourly scale that has been downscaled was used in analyzing the annual maximum rainfall for the weather stations in the Nam River Dam basin. The estimates of 200-year and 10,000-year return periods were calculated to provide a design flood and a probable maximum flood case for the Nam River Dam. The results present that the new estimate employing the RCP4.5 and RCP8.5 downscaled data is much higher than the original design flood estimated at the dam construction stage using a 200-year return period. We can conclude that the current dam area might be highly vulnerable and need an enhancement of the dam safety regarding the reduction of damage in Sachen bay from the outflow of Nam River Dam.

Recently, river maintenance is change due to concern for the environment increases. Thus, the river restoration and river environment is best part of river maintenance. In case of Korea, existing river is improvement straightly for flood control and transportation. When the stream channel is straightly, maintain stability is important. Thus, construction of levees along the river. The various river structures for the purpose of flood control and transportation are inhibit factors of longitudinal and lateral connectivity. Connectivity is defined as the maintenance of lateral, longitudinal, and vertical pathways for biological, hydrological, and physical processes. Long-term point of view, increased connectivity is very important for a healthy ecosystem composition. As the first step of river restoration, this study described theory and concept of river continuum and the numerical model was applied to a real topography to simulate the flow analysis with or without segregated and blocked space in the Mankyung river. The results of this study can be utilized to develop the watershed connectivity assessments methods in order to the river restoration.
Multi-functional weirs has been installed in four rivers are hydraulic structures across the river. The structures were divided into movable and fixed weirs. Hence, riverbed-level variation and sediment transport can be varied due to water gate operation. In this study, the long-term riverbed-level variation of Geum river basin due to water gate operation of multi-functional weirs was studied. Result of this study shows that the variation of thalweg elevation was greater than the variation of annual average riverbed elevation due to multi-functional weirs construction and water gate operation. Maximum riverbed degradation of thalweg elevation that occurred was 2.79m and riverbed aggradation was 1.90m. Maximum riverbed degradation of the annual average riverbed elevation that occurred was 2.16m and riverbed aggradation was 1.24m. Analysis result of flood stage by the variation of riverbed-level shows that flood stages were increased in majorities area. The maximum increase in the value of flood stage was 2.23m. For this reason, flood stages can be greater than the freeboard of the levees. Therefore, we should consider the water gate operation of multi-functional weirs when planning and managing sediment in the river. We are expecting to use the result of this study in river planning for river management and selecting the river regime.

Geophysical exploration using electric resistivity, ground penetrating radar (GPR), and impedance high-frequency (ZHF) surveys was conducted in Gujwa-eup, Jeju City, Jeju Island, an island in the Korea Strait, to confirm the existence of new caves near known caves. The exploration revealed a number of anomaly zones, presumed to be caves; 27 sites at suitable locations and depth ranges were selected for drilling and further surveys. However, contrary to predictions, most of the anomaly zones were clinker layers or paleosols intercalated with lavas. Only five boreholes intersected caves. The clinker layers and paleosols were possibly detected as anomalies owing to their different physical properties from the other rocks. Two of the five cave-finding boreholes penetrated Yongcheon Cave; a new cave was found at the other. The two boreholes that penetrated Yongcheon Cave were drilled in areas where the cave has not been previously reported, and thus helped correct an error in the cave distribution map. The cave newly discovered in this boring exploration is 180 m long, and it is connected to the upstream part of Dangcheomul Cave (110 m). The cave contains well-developed lava helictites, lava levees, and ropy structures; carbonate speleothems such as soda straws, stalagmites, columns, and curtain shawls are also well preserved. Notably, the unique shape of the carbonate speleothems is attributed to their growth in relation to the cavern water that flowed into the cave along plant roots.

More precise estimation of the bed change, primary cause of flood damage, has been recognized significant for designs of levees and other river facilities. In this study, the long-term bed change was examined as the application of the relatively new Surface-water Modeling System (SMS) Model because there has not been broad verification of the model empirically on river of South Korea. This 2-dimensional model was used to examine the bed change of Pochon Stream Basin, a tributary of Imjin River, where heavy rain damages annually occur. First, in order to verify the model, the simulating period was set from 1986 to 1998 because of the existence of the field measurements. Cross sectional field measurements of 1986 were used for the initial condition and output were compared and analyzed with the observed cross sectional data in 1998. As the results of the verification, the comparison in lateral and streamwise bed level between results from the model and the field measurements showed a reasonable agreement except for the some cases of local scours. However, in terms of the quantitative comparison, the change of the bed elevations for each cross section for 1998 was rather underestimated than that of the field measurements.
