Risk-sharing Strategies on EPC Contracts: Lessons-learned from Sabine Pass Liquefaction Project

  • 'Sabine Pass Liquefaction Project (SPL Project)', a case study in this report, is the first construction project of a U.S. liquefaction facility for shale gas export overseas. This study analyzes the SPL Project to give understanding and a guideline to Korean EPC companies by benchmarking about effective risk-sharing strategies on EPC contracts. This study consists of three parts. The first summarizes the liquefaction process adopted on the SPL Project, named the 'ConocoPhillips Optimized Cascade Process', and compares it with other competitive liquefaction processes. The second introduces the unique features of the SPL EPC contract by comparing it with two other EPC forms of contracts: a FIDIC Silver Book for onshore plant projects and a contract of an offshore oil production (FPSO) project. The third focuses on the complexity of project financing (PF), especially lenders control and impact on the EPC contract such as covenant provisions to constrain variations and changes on the EPC Contract. From these conclusions, it is anticipated that this case study can provide a guideline for successful performance of Korean EPC contractors overseas.

  • Information and Communication Technology is now widely accepted by developing countries as a development tool in their efforts to alleviate poverty, enhance human development, and achieve Millennium Development Goals. Recognizing this untapped potential and development strategies incorporating ICT are being increasingly promoted and launched across the developing countries requiring a comprehensive ICT policy that plays a crucial rule, in particular, in the area of agriculture and rural development. While the potential advantages of ICT for development are enormous in developed countries, national policies of developing countries are yet to adequately reflect truly comprehensive and integrated strategies for harnessing and exploiting this potential. This paper tries to provide implication of ICT policy to the agriculture and rural development in developing countries, in particular through lessons learned from European Union (EU) IT policy. Through the examination of vital projects in the agriculture and rural development sectors and case study analysis of applied policies and strategies implemented in the European Union, this paper provides tangible examples and lessons for policy-makers and practitioners involved in the field. Hence, this study provides policy-makers the necessary tools, information and knowledge to facilitate the formulation and adoption of ICT policies and strategies in the agriculture and rural development sector.

Performance Management System for Benchmarking in Construction Companies

  • In competitive society, performance management is an essential element of business success. Despite the importance of performance management, it has not been widely implemented in construction companies. In the recent years, construction companies have become more aware of its need to identify, implement, and sustain performance improvements more systematically. Thus, the objective of this paper is to develop performance management system (PMS) for construction companies. The roles of performance management system is not only measuring performance but also offering guidance to improve performance. Therefore, PMS needs benchmarking process that provides Best Practice and new knowledge. This paper investigates the case of PMSs in UK, USA, Brazil, and Chile and discusses the lessons learned. To overcome the limitations of existing PMSs, new performance measurement framework, in form of 'Construction' BSC, is proposed. Based on the 'Construction' BSC, key performance indicators are derived and methodology of performance management is suggested. This paper concludes by developing PMS for benchmarking in construction companies and recommending some further directions on this research topic.

BIM and Thermographic Sensing: Reflecting the As-is Building Condition in Energy Analysis

  • This paper presents an automated computer vision-based system to update BIM data by leveraging multi-modal visual data collected from existing buildings under inspection. Currently, visual inspections are conducted for building envelopes or mechanical systems, and auditors analyze energy-related contextual information to examine if their performance is maintained as expected by the design. By translating 3D surface thermal profiles into energy performance metrics such as actual R-values at point-level and by mapping such properties to the associated BIM elements using XML Document Object Model (DOM), the proposed method shortens the energy performance modeling gap between the architectural information in the as-designed BIM and the as-is building condition, which improve the reliability of building energy analysis. Several case studies were conducted to experimentally evaluate their impact on BIM-based energy analysis to calculate energy load. The experimental results on existing buildings show that (1) the point-level thermography-based thermal resistance measurement can be automatically matched with the associated BIM elements; and (2) their corresponding thermal properties are automatically updated in gbXML schema. This paper provides practitioners with insight to uncover the fundamentals of how multi-modal visual data can be used to improve the accuracy of building energy modeling for retrofit analysis. Open research challenges and lessons learned from real-world case studies are discussed in detail.

소셜미디어 마케팅 실패사례 분석을 통한 소셜미디어 마케팅 전략 연구 (Lessons Learned from the Failure Cases in Social Media Marketing)

  • Social media marketing has gained attention from marketers due to the growing number of social media users. Marketers around the globe have a serious concern over how to utilize social media as a successful marketing tool. Many of them show a lack of understanding of the essential feature of social media and effective social media marketing strategies, which brings about a higher chance of social media marketing failures. Analyzing the failure cases of social media marketing is vital because it provides rich insights for marketing experts who have difficulty in developing effective social media marketing strategies. Therefore, this study conducted multiple case studies by selecting five failure cases of social media marketing which we defined as paradigmatic social media marketing failures which happened in the last five years in South Korea. From the case studies, we derived five successful social media marketing strategies. This study has a theoretical implication because it is the first to suggest effective social media marketing strategies based on the analysis on social media marketing failure cases. It also has a practical implication since it proposes specific social media marketing strategies which can help facilitate successful social media marketing.

현대 무기체계 소프트웨어 개발 사례 분석을 통한 품질개선 방안에 대한 연구 (An Investigation into Improving the Quality of Modern Weapon System Software Products: a Case Study)

  • As modern weapon systems have evolved into embedded software systems, the capability to develop, install, and maintain high-quality software products is becoming increasingly valuable in today's competitive aerospace and defense industry. It is desirable, especially for government-contracted projects whose end-users are military personnel, that specific types of software quality elements are assured early during product development; namely, functionality and usability. Motivated by this need to approach improving software quality from a user's perspective, this paper presents a case study that analyzes system-level software integration testing results for a weapon system indigenously developed in the Republic of Korea. Quantitative data, such as software defect ratios and configuration change rates, are computed to observe meaningful trends with respect to functionality - represented by tests designed to verify the system's electrical signal interfaces - and usability, which is evaluated in terms of how often the initial human-computer interface had to be re-designed. Insights gained from these exercises are subsequently presented as a set of "lessons learned" to take into account when developing new software items for complex weapon systems.

Efficient Decentralized Sharing Economy Model Based on Blockchain Technology: A Case Study of Najm for Insurance Services Company

  • Blockchain is an emerging technology that is used to address ownership, centrality, and security issues in different fields. The blockchain technology has converted centralized applications into decentralized and distributed ones. In existing sharing economy applications, there are issues related to low efficiency and high complexity of services. However, blockchain technology can be adopted to overcome these issues by effectively opening up secure information channels of the sharing economy industry and other related parties, encouraging industry integration and improving the ability of sharing economy organizations to readily gain required information. This paper discusses blockchain technology to enhance the development of insurance services by proposing a five-layer decentralized model. The Najm for Insurance Services Company in Saudi Arabia was employed in a case study for applying the proposed model to effectively solve the issue of online underwriting, and to securely and efficiently enhance the verification and validation of transactions. The paper concludes with a review of the lessons learned and provides suggestions for blockchain application development process.

Researching Science Learning Outside the Classroom

  • Although science continues to be a key subject in the education of the majority of young people throughout the world, it is becoming increasingly clear that school science is failing to win the hearts and minds of many of today's younger generation. Researchers have begun to look at ways in which the learning that takes place in museums, science centres and other informal settings can add value to science learning in schools. Four case studies are used to illustrate the potential afforded by informal contexts to research aspects of science learning. The case studies involve: the European Union PENCIL (Permanent European Resource Centre for Informal Learning) project (a network of 14 museums and science centres working with schools to enhance learning in maths and science); a large natural history museum in England; the Tate Modernart gallery in London, and the Outdoor Classroom Action Research Project which involved researchers working in school grounds, field centres and farms. The range of research questions that were asked are examined as are the methodological approaches taken and the methods used to collect and analyse data. Lessons learned from the studies about research in the informal contexts are discussed critically.

초등학교 과학 연극 수업 사례 연구 (Case Study on Science Drama in Elementary School)

  • 과학교육 매체로서 연극의 활용가능성을 탐색하기 위해 초등학생의 수준에 적절한 과학 연극 두 편을 개발하고, 개발된 과학 연극을 학교 현장에서 지도함으로써 과학 연극을 통한 과학 교수 학습의 효과를 살펴보았다. 개발한 연극은 미국의 원자폭탄 개발을 다룬 '맨해튼 계획'과 혈액형의 유전 방법을 다룬 '엄마, 난 O형 이래요' 두 가지로 전자는 과학 논쟁 연극이고, 후자는 과학 개념 연극이다. 또한 6단계로 구성된 과학 연극 수업 모형과 지도 교사를 위한 지도안을 구성하였다. 과학 개념 연극은 3학년 학생을 대상으로 실시하였고, 과학 논쟁 연극은 5학년 학생을 대상으로 실시하였다. 지도 교사는 연극 수업의 준비, 실시과정에서 일지를 통해 학급에서 일어났었던 일과 이에 대한 자신의 생각을 정리하였으며, 과학 연극 수업은 비디오로 녹화 분석되었다. 또 과학 연극에 대한 학생의 반응을 알아보기 위해 일부 학생을 대상으로 면담을 실시하고, 전체 학생을 대상으로 설문을 실시하였다. 면담은 연극 참여 학생 일부와 관람 학생 일부를 대상으로 지도 교사가 연극 수업 직후 비형식적 방법으로 실시하였다. 수업 직후 실시된 설문에서는 과학 연극 수업에 대한 반응을 5점 척도로 조사하고(4문항), 수업 전후의 생각을 비교하게 하거나 수업을 통해 알게 된 내용을 쓰도록 하였다. 연구 결과 두 과학 연극 수업에 대한 학생들과 지도교사의 반응은 매우 긍정적이었으며, '맨해튼 계획' 보다는 '엄마, 난 O형 이래요' 가, 남학생보다는 여학생이 좀 더 긍정적인 반응을 보였으며 또 다른 과학 연극 수업을 기 대하기도 하였다. '엄마, 난 O형 이래요' 의 경우 연극에서 다룬 과학 지식의 내용을 대부분의 학생들(93%)이 잘 이해했으며, '맨해튼 계획' 의 경우 연극 관람 후, 원자폭탄의 사회적 이용에 대한 보다 다양한 책임 소재를 인식하였다. 그러나 핵의 위력(위험성)과 원자폭탄의 피해 상황을 부각하여 인식하는 경향도 발견되었다. 이러한 결과는 과학 연극 수업시, 주제와 관련된 학습 활동이나 토론 등을 보다 적극적으로 계획하고 실시하는 것이 필요함을 시사한다. 한편 지도 교사는 연극이라는 형식이 매우 새롭고 다른 수업 방법으로 다루기 어려운 내용을 지도할 수 있음을 인식하였으며 과학 연극 수업에 학생들의 흥미와 참여도가 높은 것에 대해 만족해했다. 그러나 두 경우 모두 이러한 과학 연극 수업이 정규 수업 외에 교사가 별도의 시간을 할애하여 준비해야 한다는 점에서 어려움이 있음을 지적하였다.
