A Study on Test Report Information Service Architecture for Preventing Forgery and Alteration in Defense Industry (군수품 시험성적서 위·변조 방지 시스템 아키텍처에 대한 연구)

  • Preventing the forgery and alteration of test reports is important, in order to maintain the reliability of military supplies. Based on a survey of reports on testing institutions and a case study of established electronic document systems in the public sector, we propose a system architecture, which helps prevent the forgery and alteration of test reports with legal force. The proposed architecture takes advantage of both the time stamp that records the time a document is received and a server synchronized with the testing institution. Using the proposed system architecture, the user is able to request a test and receive reports from the testing institution without delay. Also, a defense agency is able to conveniently prove the authenticity of the test reports and utilize the statistical data collected by the architecture. Therefore, we expect that the proposed system architecture will help defense agencies to prevent the forgery and alteration of test reports and ensure their reliability and quality.

An Evaluation of Program Management and The Needs for Outside Support in Korean Voluntary Sector (한국 자원봉사활동의 관리운영 실태평가와 지원욕구)

  • The purpose of this study to provide implications for improvement of Korean voluntary sector, by analyzing of program managers' subjective evaluation of voluntary program management and of their view of the needs for outside supports. For this, researchers selected 600 agencies, which are found to have a staff in charge of voluntary programs, and sent a questionnaire by mail. Those agencies are consisted of the following three. areas: social services, civil movement, public sector. The response rate was 65%, and researchers analyzed 382 respondents out of 391, besides those who did not complete the form in full. One of the results was that program managers' subjective evaluation score of overall voluntary program management was 51 points in the perfect score of 100 points. The voluntary program management was consisted of the following six areas: recruiting, job placement, public relations, education(training), program development, and. information system Specifically, program development and information system appeared to be worse than the other areas, and this fact was true in all three types of agencies of social services, civil movements, and public sector. Moreover, program managers in public sector showed that outside supports for voluntary programs (or activities) was more desperately required. Based on the results, researchers concluded that, toward the improvement of voluntary programs, professionalization as well as legal supporting system, networking, and national supporting institution were required.

  • The purpose of this study is to examine the cases of social integration in immigrants in the Netherlands and to clarify the implications for Korea. The Netherlands is a country that implements social integration policies targeting foreign immigrants. We are preemptively implementing social integration policies for foreigners ahead of us. In this study, first of all, the literature on social integration for the immigrants in the Netherlands and the consultation on the experts were sought and the implications for the Dutch government 's social integration policy were sought. In addition, policy implications were derived based on the results of Dutch case analysis. First, the social integration program of the Dutch government mandated social integration programs for migrants, and the costs were also monetized, encouraging social integration. Also, when participation in the social integration program is passive, it imposes sanctions on migrants and emphasizes the responsibility of individual migrants. In addition, the Ministry of Internal Affairs is the control tower of the government's promotion system, and it has a platform for the unity of social integration programs in local governments. Based on the results of this analysis, the implications for the social integration policy of Korea were suggested.

A Study on the Overcoming of the Legal Limits and the Status-Consolidating of the Online Services of the German Public Broadcasting System as the Third Media (독일 공영방송 온라인 서비스의 법적 한계 탈피와 제3의 미디어로서 위상 확립과정에 관한 연구)

  • With the digital technical development, the German public broadcasting system has enlarged their online services with the rapid growth of internet population and digital channels. In the debate on online services of public broadcasting systems the major issue is that broadcasting fees finance their broadcast, though they are intended to support mass communication only. Therefore the German private broadcasting claimed to the European Union, that broadcasting fee of the German public had to be regarded as state aid concerning fair competition. Due to the autonomy of the German public broadcasting systems, guaranteed by the German Constitutional Law, a public value test was proposed to the EU and was accepted domestically. The cut in rise of broadcasting fees was stated unconstitutional by the German Constitional Court in 2007, when online services were consolidated as the third media amongst TV and radio with regard to basic provision. This with the public value tests of the public and the accept of the EU's Audio Visual Media Services Directive was constituted in the 12th amendment of the State Contract of Broadcasting. This three-dimensional legislative process could be instructive for the korean process, because Korea too is on the verge of constituting a regulatory system of convergence media.

  • Closed-circuit television(CCTV) is a facility that forms the backbone of the ubiquitous services provided by the Integrated Management Center of the Ministry of Land, Infrastructure and Transport and the Integrated Control Center of the Ministry of the Interior. However, it is installed and managed according to different laws, as it is operated and managed by each department. Moreover, because there are no regulatory grounds for unified management of CCTV, each municipality responsible for the actual management manages it based on the individual standards of each department. Thus, the purpose of this study is to develop a standardized management form to establish an integrated management plan. The author inspected the existing situation by examining the legal system and public data and through hands-on worker interviews, and discovered the managed element by reviewing the specifications of the bidding system. The management form for integrated management comprises the above requirements along with the management histories and linkage of intelligent facilities. A uniform management form for integrated management containing specifications of the CCTVs installed by various departments is created, and is easily searched for facilities to check requirements for joint use. The result of this study can contribute to building the database of facility management system for integrated management of facilities at the integrated management center as well as for a detailed simulation of the selection of location of CCTV depending on the CCTV's specifications.

  • The MOLIT is also establishing the flight safety standards for UAV within the current Aviation Law. Accordingly the required flight criteria includes operator location, mission operation limit, equipment, etc. which are the principle and standard applied based on the airspace use for UAV. Also, general flight rules, visual flight rules, instrument flight rules are required to be applied to the actual flight. Besides, an appliance regulation needs to be arranged regarding two-way communication, ATC and communication issue, airspace and area in-flight between UAS(Unmanned Aircraft System) users. An operation of the UAV in the air significantly requires the guarantee of the aircraft's capacity, and also the standardized flight criteria. A safe and smooth use is ensured only if this criteria is applied and understood by the entire airspace users. For the purpose, a standardized military UAV flight operations criteria and a law complementary scheme.

  • Integrated project delivery (IPD) is suggested as an alternative to traditional delivery methods such as design-build (DB), design-bid-build (DBB), and construction management at risk (CMR). Many foreign research studies have approached IPD not only in the contractual aspect but also the work implementation method aspect. However, most research projects in Korea have focused on the contractual aspect of IPD for asserting that the characteristics are the critical matter. The Korean institutional and legal system does not permit the multi-party agreement; therefore, it is difficult to adopt IPD in Korea's construction industry. The researchers do not wait the system to be changed, but we do identify the possibility of adopting IPD in Korea in the perspective of work implementation method, except the contractual characteristics. Thus, the goal of this research is to identify one project that does not include IPD agreement but utilizes other IPD characteristics whose contractual results have similar performance to those that utilize all characteristics of IPD including agreement. This research is expected to enhance performance of the construction project in a Korean construction environment by embracing IPD characteristics as overcoming limits and bounds of the traditional delivery method.

A Study on the Navigation Control System against DPRK Vessels Within the ROK Maritime Jurisdictional Area and it's Improvement (우리나라 관할해역내 북한선박 통항통제 제도와 개선방안)

  • The boundaries of ROK maritime jurisdictional area remains unclear as two Koreas failed to draw clear maritime boundaries at the armistice agreement and there are no clear maritime boundaries with China and Japan. After the Korean War, the United Nations Command established the northern limit line(NLL) as well as the area of operations(AO) to enforce the DPRK's compliance with the armistice agreement and has been controlling all of the maritime and air activities in the region. ROK also has been controlling the passage of DPRK vessels in the area. Within the AO, third nation vessels have freedom of navigation, Yet, due to the division followed by the Korean War, ROK classifies DPRK as a hostile state and unique controling system is applied to DPRK vessels. Since the establishment of the AO, many changes have been occurring such as adoption of the UN Convention on the Law of the Sea(UNCLOS) and two Koreas' joining the UN. Also, there are continuous inter-Korean conflicts. Therefore, the geographical span of the AO needs to be reconsidered. Furthermore, a legal measure which ensures ROKN vessel's functional capability of controling DPRK vessels must be introduced. This thesis examines post-Korean War DPRK vessel control system in the Korean peninsula as well as how it should be improved.

Practice and Improvement Scheme of Management of Human Resources in Korean Private Security Service Industry (한국 민간경비 인적자원 확보관리의 실태 및 개선방안)

  • Despite its legal, systematic and quantitative growth, Korean private security has not been showing satisfactory level of qualitative growth comparing to quantitative growth as it socially shocked with recent occurrence of the events and accidents. People on demand of security are making use of private security service to offset insufficient supply of security power as, especially, the incendiarism at Sungryemun last February brought out security issues for nationally important facilities and cultural assets, and other cases showed that the police would not cope with the appropriate security services under the current security system for protecting the life and property of people. For the supplementation of security power, the private security service is prevalent, but lots of service providers would not overcome its small business scale, except some large-sized security providers. There are some problem occurred as some providers employed staff who would not have the stuff for performing security service and they even committed illegal actions. Some opinions pointed out that it should come up with measures as they socially lose their credit. Therefore, this research suggests the recognition of the importance and the improvement measures of human resources management as follows. Security Service needs: 1. control of criteria for the employment/recruitment of human resources; 2. inducement of qualitative improvement of security service by ensuring excellent quality of human resources; 3. elevation of morale of organizational members with the operation of efficient promotion system; 4. introduction of professional certification system for the inflow of excellent quality of human resources.

A Study of Cognitive Function and Driving Status of Elderly Owner Driver (노인운전자들의 인지기능과 운전실태에 대한 연구)

  • The purpose of this study is to provide some basic information for elderly driving safety, by analyzing the current state. This study analyzed 128 survey questionnaires given to senior welfare center user in P city and evaluated Montreal Cognitive Assessment Korean Version(MoCA-K) and Neurobehavioral Cognitive Status Examination(NCSE) for checked 41 owner drivers by questionnaires. 32% of total elderly persons was owner driver, and 56.1% of elderly drivers was driving everyday. 56.1% of elderly persons was driving for 1-2hours per day. 46.3% of elderly persons was using a car for leisure activity and 31.7% of elderly drivers was experienced a car accident. As cognitive function evaluation, some elderly drivers showed scores lower than average in subcategories of cognitive functions for driving a car. So, methodical evaluation system for accurate evaluation of deficit ability and driving re-education system will be required for safety driving of elderly person. In future, a legal approach of government as driver licence management and renewal system will be required for safety driving of elderly person.
