The purpose of this study is to raise the need for the management of the deposit copy and preservation of government publications issued by Regional Local Government, and to present improvements to the problems of the management of government publications. To achieve this objective, a list of government publications of Regional Local Government is investigated, and interviews are conducted with record managers and librarians. During the investigation, there were difficulties in identifying the publication list of government publications, and there were fewer government publications that matched the RLG's list of holdings and the list of deposit copies delivered to the National Archives. The proposed improvements include formulating a list of government publications' registrations, constituting list elements of closed publication and partial disclosure of government publications, mandating registration and notification of government publications, specifying the management of government publications in the division of duties for record managers and staff of production departments, and encouraging them to receive training in administration of government publications.

In terms of archiving. an importance of the Web is more increasing. Since the Internet has been popularized. many archivists have made efforts to preserve informational. cultural. and evidential values of the Web. Information resources on the Web raise archival issues that are significantly different from issues of preservation for tangible materials, because they are based on unique characteristics of the Web. One of issues is about a technical aspect which is based on technical architecture of Web. Another important issue is related to legal problems including copyright, authenticity and so on. In this context. it is essential to understand technical and legal characteristics of the Web. A purpose of this article is to review technical and legal aspects of Web archiving and to find an agenda for development of Web archiving.

To celebrate the Centennial Anniversary of korean comics, the various and meaningful programs are organized. But then, it is apprehended that these programs don't deal with the present and urgent problems. In particular, in the fast-changing media environment, in the changing of promotion-organizations, it's very important that the recherche on relevant laws and institutes around comics to defend and to explore an ecosystem of the comics culture and the comics industry. This study insist to point out the limits of Cultural industry-related laws and Cultural promotion-organizations at present for the concrete policy of comics culture and comics industry. Treating and analysing specially 'Culture Industry Promotion Basic Law', 'Publication Promotion Law' and 'Legal Deposit', this article suggest to enact Comics Promotional Law to aide the filed of korea comics.

The purpose of this paper is to overview the administrative system and legislation of Russia's libraries with priority given to public library. After the breakup of the Soviet Union in 1991, Russia began to set up a new political, legal, and economic system. Russia has about 51,000 public libraries. Most towns and large villages have a public library As a rule, public libraries are unified in centralized systems coincident in their location with administrative regions. The great majority of public libraries are part of a network subordinated to the Ministry of Culture of the Russian Federation. Library legislation is an important guarantee of the success of library service. Two definitive federal laws were enacted in 1994, Library Law and Legal Deposit Copy Law. In 2001, the Russian Library Association adopted the Model Standard for Public Library. It has a recommendatory character and it is addressed to both librarians and local authorities.

In recent years electronic fund transfers covered by the Electronic Fund Transfer Act 1978 for consumer protection and the Article 4A of Uniform Commercial Code(U.C.C.) 1989 for wholesale electronic payments in United States. Electronic fund transfers carried out by use of a wire transfer network, automated clearing house, or other communication system of a clearing house or other association of banks such as direct deposit, Fedwire, automated teller machine, point-of-sale, and credit card transactions have been increasingly common in consumer transactions and wholesale transactions. Especially, the Article 4A of U.C.C. governs the rights and obligations associated with transactions such as an issue and acceptance of payment order, execution of sender's payment order by receiving bank, and payment. These legal frameworks in connection with electronic fund transfers in United States can play a leading role in establishing model not only within the United States, but also as a basis for developments of electronic commerce law in Korea including other countries.

For research data to be shared without legal, financial and technical barriers in the Open Science era, data repositories must have the functional requirements asked by DMP and CoreTrustSeal. In order to derive functional requirements for the data repository, this study analyzed the Data Management Plan (DMP) and CoreTrustSeal, the criteria for certification of research data repositories. Deposit, Ethics, License, Discovery, Identification, Reuse, Security, Preservation, Accessibility, Availability, and (Meta) Data Quality, commonly required by DMP and CoreTrustSeal, were derived as functional requirements that should be implemented first in implementing data repositories. Confidentiality, Integrity, Reliability, Archiving, Technical Infrastructure, Documented Storage Procedure, Organizational Infrastructure, (Meta) Data Evaluation, and Policy functions were further derived from CoreTrustSeal. The functional requirements of the data repository derived from this study may be required as a key function when developing the repository. It is also believed that it could be used as a key item to introduce repository functions to researchers for depositing data.

This study aimed to propose a method for collecting and applying media platform based materials at the National Library of Korea. Firstly, we analyzed the current status and limitations of data collection based on domestic media platforms, including the National Library of Korea. Secondly, a literature review method was used to investigate the current status and types of digital content based on media platforms. Thirdly, we identified the types of materials based on media platforms that are not currently included in the National Central Library's online material collection guidelines through the examination of cases from major overseas libraries. Fourthly, after reviewing technical and legal elements such as the definition of collection targets and scope for each new media, and collection methods, we established collection criteria. Fifthly, based on the research results, the policies proposed in this study are as follows: 1) there is a need to establish a clear legal basis for the collection of media platform based materials; 2) the development and presentation of collection guidelines for media platform based materials is necessary; 3) the development of collection tools and infrastructure for media platform based materials is required; 4) for the collection of media platform based materials, it is necessary to obtain permission for collection from targeted social media organizations, and to cooperate in linkage with organizations that produce and service extended reality content; 5) for the service activation of media platform based materials, it is necessary to improve accessibility for the usage activation of these materials, to enhance the content extensibility and ease of use of the e-deposit system including extended reality content, and to advance and construct spaces for reproducing extended reality content.

For a variety of reasons, the number of medical disputes is continuously rising. Due to the intrinsic qualities of medical treatments, one would find it more apt to subject medical disputes to general conflict resolution procedures rather than to once-for-all decisions under legal suits. To address the increasing medical disputes with greater professionalism and efficiency, the Medical Disputes Mediation Act was enacted and a medical dispute mediation system put in place, while drawbacks have been blamed to both. The current mediation procedures require the respondent's agreement as a disclosure requirement. A reasonable improvement to this would be to amend the regulation of agreement supposition, or to enforce procedural participation only to public health facilities managed by the national or regional government. Furthermore, small claims cases of 20 million KRW or less in claim may be considered for conciliation-prepositive principle. The concentration on small claim medical disputes is a phenomenon that can be addressed by carrying out maximum authentication commissions or similar measures, one of the solutions by enhancing the public trust in the Korea Medical Dispute Mediation and Arbitration Agency. The proper management of medical authentication teams is one way to address the existing problems in the authentication system. For this, the number of team members shall be increased under more flexible authentication procedures. All indemnity resources for medical accidents of force majeure must be borne by the Government, for it is the body principally responsible for social compensation. Placing this cost on the establisher of the subject medical facility holds the possibility of violating fundamental rights. While the costs for subrogation payment system for damages may be borne by the healthcare facility establisher, a deposit-based system must be created for cases in which the facility shuts down, without holding the responsibility for accident cause. Such change to a deposit-based system will evade the controversies of unconstitutionality, etc.

The purpose of this study has its meaning to indicate the direction on collection and preservation of national literature which is one of the must important functions of the Central National Library. The Central National Library is, however, a representative library of our country and collect every kind of literature and to meet the requests of its users, the present situation of The Central National Library can't be performed sufficiently on these actions. According to studies of this paper, it have suggested the following five methods as a method of collecting national literature. First, the method by registering copyright endowing the number of copyright like ISBN. Second, the method a n.0, pplied by revising and su n.0, pplementing present legal deposit system. Thirdly, the method that the central one institution secure national budget collect literature of nation i.e., central intensive collection one. Fouthly , method of collecting literature by partial charge through local library networks. Fifthly, method by subject intensive collecting. As the preserving method of national literature, this research has indicated the following two ways. First, to keep the literatures forever, the method of The Central National Library keeps records as a limited volume. Second, The method of dispersing records as the local libraries. To put these methods into practice, it must be preceded that not only national helps, budget secures are needed but special committee must be organized to keep and preserve national literatures and material range also be extended and bibliographies for information data issuing must be worked out.
