Geotechnical challenges at waste landfill sites in Japan

  • This paper presents case histories and research projects related to geotechnical challenges at waste landfill sites in Japan. Due to the limitation of inland space available to waste disposal, coastal landfills and the associated containment systems are important considerations, particularly for metropolitan areas. Experimental works on heavy metals mobility using a large column to simulate the redox potential at the coastal landfill sites are introduced. After the closure of landfill sites, they are expected to be utilized as new land space, since new space is difficult to find in urban area. In the redevelopment of such closed landfill sites, there are possibilities of environmental risks, such as generation of toxic gas and leachate, differential settlement of the waste layer, damage to the lining system. Whether the pile installation through the clay layer acting as a landfill bottom barrier is environmentally acceptable or not has been a great concern in the redevelopment of closed waste landfill sites in particular coastal landfill sites. An analytical study to evaluate the cost-effective remedial option for a dumped waste site located along a landslide area, where cut-off wall keyed into the aquitard might elevate groundwater level and thus may not be employed, is presented.

매립장 침출수 주요 수질항목에 대한 장기 영향요소 (Long Term Affecting Factors on Major Water Quality Items of Landfill Leachate)

  • Analysis of long term affecting factors on water quality items of gas emission form (BOD, COD) and leachate emission form (T-N, non-bio-degradable COD (NBDCOD)) was performed for the SUDOKWON 1st Landfill Site (LS1) and 2nd Landfill Site (LS2). As landfill gas was generated, BOD and COD decreased from 6,887 and 20,025 mg/L in 1993 to 49.5 and 670.2 mg/L in 2019, respectively. TN and NBDCOD increased with waste decomposition but gradually decreased after landfill closure because of the precipitation infiltration effect. Due to the drastic decline of carbon in the leachate, the BOD/TN ratios of LS1 and LS2 declined from 13.0 and 17.0 during early stage of the landfill to 0.07 and 0.16 in 2019, respectively; LS2 and NBDCOD/COD increased from 0.25 to 0.65 during the same period. These conditions caused carbon deficiency in denitrification treatment and a chemical post-treatment request for NBDCOD. The different behaviors of gas emission and leachate emission items suggest the necessity of different strategic approaches in the long term perspective.

소규모 단순매립지의 매립폐기물 및 침출수의 특성 (The Characteristics of Landfill Waste and Leachate on Open Dumping Landfill Site of Small Scale)

  • 이 연구는 지방의 중소도시에 위치한 소규모 단순매립지내의 매립폐기물과 침출수에 대한 분석을 통하여 안정성을 평가함으로써 매립부지를 주거지역, 상업지역, 기타 다른 목적으로 사용하기 위함이다. 단순투기형으로 매립된 매립층의 깊이는 5.5~8m 정도이었고, 복토 두께는 20~50cm 정도이었다. 매립지의 침출수의 pH는 7.2~7.6이었고, SS, COD, T-N 및 T-P값은 각각 평균 47726, 6193.8, 595.97, 123.9mg/L로 높은 값을 보였으나 BOD/COD비가 0.079로 침출수가 안정화되어 있음을 알 수 있었다. 또한 폐기물의 용출분석결과 COD, BOD 모두 낮은 값을 보였으며 T-N, T-P 각각 7.77, 0.20mg/L의 값을 나타내었고 침출수와 비교하여 모두 현저히 낮은 결과를 보임으로써 폐기물중 생분해성 유기물의 분해가 역시 완료되었음을 알 수 있었다. 이상의 연구 결과 대상 폐기물 매립지는 안정화 단계에 있어 침출수의 발생량은 앞으로 현저하게 감소될 것으로 예측됨으로써, 매립지내로 유입 가능성이 크게 의심되는 지하수의 차단에 의한 침출수 방지 대책 등이 보강될 경우에는 토지의 재이용이 가능할 것으로 판단된다.

RFID/LPR를 사용한 폐기물 매립지 반입관리시스템 (Landfill Bringing Management System Using on RFID/LPR)

  • 본 연구에서는 폐기물 처리의 체계화 및 표준화를 위하여 안성생활폐기물 매립지에 전산화된 폐기물 반입관리시스템을 구축하였다. 데이터베이스 및 시스템 설계 과정에서 안성생활폐기물 매립지의 특수 항목들을 고려하였다. 그리고 다른 폐기물 매립지에도 적용 가능할 수 있도록 기반 핵심 자료 부분은 구조화 및 정형화 하였으며 특수 사항들에 대해서는 예외 처리 로직을 적용하여 표준화를 위해 노력하였다. 이러한 목적을 위해 생활폐기물 매립지에 효율적인 매립지 관리를 위한 반입관리시스템을 개발하였다. 데이터베이스 및 시스템 설계에 있어서 표준화를 기본으로 하되 안성생활폐기물 매립지의 특수 상황을 반영할 수 있도록 하였다. RFID 및 LPR을 이용하여 반입차량을 판별하도록 하였으며 이를 기반으로 보다 신뢰성 있는 반입관리를 구현하였다. 본 연구에서 개발된 시스템을 기반으로 자동화된 RFID/LPR을 사용한 효과적이고 체계적인 폐기물 매립장의 반입 반출관리가 행해질 수 있을 것으로 기대된다.

비위생 매립지의 물리적 조성 및 가스 분석을 통한 안정화 평가 - 노은 매립지 사례 연구 - (The Assessment for Environmental Stabilization in Open Dumping Landfill Site from Physical Composition and Gas Analysis - A Case Study of Noeun Landfill -)

  • 본 연구에서는 매립완료후 6년 경과된 매립지 내 물리적 조성, 총고형물, 수분, Gas분석 등을 통하여 비위생 매립지의 안정성을 평가하였다. 폐기물의 물리적 성상을 조사한 결과, 가연성 물질은 23.64%, 불연성 물질 76.36%를 차지하며, TS, VS, FS는 각각 77.69%, 74.24%, 25.75%를 차지하고 있다. $CH_4$농도는 전체평균 4.5%로 매우 낮은 값을 나타내고 있는데 이는 매립된 쓰레기 중 $CH_4$ 가스 생성 원인이 되는 생분해성 유기성분들이 모두 분해되어 안정화되었기 때문인 것으로 판단된다. $CO_2$의 농도 또한 평균 15%로 낮아 이 역시 매립된 쓰레기가 매우 안정화되었음을 의미하며, 매립지에서 환경적인 영향을 미치지는 않을 것으로 예상된다.

  • Pollution characteristics of leachate and underground soul of the two landfill states were Investigated Domestic wastes were dumped In the two adjacent landfill states. Only small portion of S landifill site was filled with domestic wastes at the first stage of dumping, and most portion of the site was filled with construction wastes. However Y landfill strate was filed with mostly domestic wastes. Higher concentrations of organic pollutants including VOCs were measured In Y landfill site leachate than In S tendon site. Underground souls of the two linam states were analyzed by the two kinds of leaching methods, KEP (Korean Extraction Processl and Acid Digestion. Underground souls of the both landfill states were not polluted by leachates. Underground soils of the two were composed of firie salty material. Thus It Is fecund that fine silty soul layer of the sea shore may be used as a landfillsite.

  • Remediation actions in uncontrolled landfill site should be conducted after the investigation of contamination status and potential health risk or damage. Based on the above, proper control measures should be established and operated. Also continuous monitoring should be followed. In this study, the status of ground water contamination around Nanji Landfill Site was investigated. Monitoring wells were installed around the landfill and ground water was sampled once a month and analyzed. Water quality of each monitoring well was different depending on the horizontal and vertical distance from the landfill, and the seasonal leachate characteristics were not significantly changed because percolating water stayed long time in the deep waste layer. It was predicted that major multivalent cations were mainly precipitated as metal carbonate form, and chemical mass balances (CMBs) could be applied for the apportionment of leachate contamination to ground water quality of surrounding areas of Nanji Landfill. Parameters required to estimate pollutant flux to the receptor near landfill were listed and discussion to get these parameters was made. Finally, based on the above data, control measures of ground water contamination were suggested and discussed.

Suggestions for the Estimation of the Methane Emission from a Landfill Site

  • Sudokwon landfill("Sudokwon" means regions of Seoul, Kyunggi and Incheon metropolitan cities in Korea), the world's largest sanitary landfill, has been systematically managing statistics on the incoming and dumping wastes and satisfactorily controlling pollutants including leachate and LFG. According to our long time experience of LFG field monitoring, the emission of GHG from landfill estimated by the IPCC Guideline showed much difference with our results. C&D waste has high concentration of sulfate compared to other wastes. Increased C&D waste of dumping waste had changed the COD/sulfate ratio in the landfill, which caused the increase of H2S gas and the decrease of CH4 gas. But the IPCC estimation method does not consider the effects of sulfate. In addition to that, the oxidation factor of the cover soil is set to the default values of 0.1 but the measured values by the field monitoring, are showing much higher than that, especially in the closed landfill.

국내 특정폐기물의 매립현황 (Landfill of Hazardous Wastes in Korea)

  • Although landfill has been heavily relied upon as a final hazardous waste disposal method in Korea, the legal and technical problems associated with the landfill severely hinder proper disposal of hazardous wastes. The single largest legal problem is simply that, in spite of the recent amendments, the law regulating the hazardous waste landfill is yet in its primitive stage that even the lawful landfill sites cannot be regarded safe. The technical problems include improper selection of landfill sites, poor design and construction of landfill facilities, and lack of QA/AC and post-closure cares. These technical problems stem from inexperience and lack of resources. For the reduction of the potential danger from the improper landfills of hazardous wastes, it is an immediate need to further refine the law and to resolve the technical problems.

In this study, geoenvironmental investigation was carried out for closed unsanitary landfill in Gyeonggido. Geotechnical and environmental characteristics of ground water and soil around this landfill site was evaluated for analysis of its environmental situation.
