A Study on the Regulatory Effect of the Special Water Preservation Area of Lake Paldang Watershed Based on Long-Term Variation of Pollutant Source and Water Quality (수질과 오염원의 장기적 변화를 통한 팔당호 상수원수질보전 특별대책지역 규제효과 분석)

  • The objective of this study was to assess the effect of policies on water quality management based on the changes in pollutants and water quality in Special Water Preservation Area (SWPA) of Lake Paldang watershed from 1990 to 2016. The population, total sewage and flow rate of wastewater in SWPA continuously increased from 1990 to 2016, while the location of new facilities for industrial and livestock facilities has been restricted. However, unlike the buffer zone in which industrial and livestock facilities were continuously reduced after implementing of TMDL, it was found that the effect of land-use regulations on industrial and livestock facilities in SWPA were mitigated by the increase in the size of large facilities. Since 1999 when the emission standard of public sewage treatment plants (STP) was changed, the water quality of Lake Paldang has increased despite the increase of pollutant source. Since emission standard of STP changed in 2012 (BOD 5 mg/L, TP 0.2 mg/L), BOD concentration in Lake Paldang has also improved to the level of water quality in the early 1990s where as TP concentration has remained at its lowest since 1990. BOD and TP average discharge concentration of 43 STP (${\geq}500m^3/day$) in 2016 have been maintained $1.7{\pm}0.7mg/L$ and $0.06{\pm}0.02mg/L$ respectively. While the discharged load of STP in SWPA was decreased by the concentration management, the contribution rate to the total discharged load of non-point pollutants increased to 70 % in 2015, and the contribution rate to the point discharged load of individual treatment facilities increased to 80 %.

  • The Legal Floor Area Ratio (L-FAR) has been used as a major urban planning tool for efficient management of land use, landscape, and density. The Developed Floor Area Ratio (D-FAR) in each parcel is realized by such physical and institutional factors as urban tissue, local characteristics, and zoning with the L-FAR. The Achieved Floor Area Ratio (A-FAR), the ratio of the D-FAR to the L-FAR, is the relationship between realized density and the intended/desired outcomes of the regulations. The A-FAR informs the efficiency of L-FAR and its effect on parcels, and is an indicator of the demands of real estate developments under the zoning regulation. This study used detailed data of each parcel's characteristics, including parcel size, road width, and the number of roads bordered by a parcel, to identify the influencing factors on A-FAR. This analysis confirmed that the parcel size has a non-linear negative effect in the residential zone but a linear positive effect on A-FAR in the commercial zone. The width of the parcel's frontage in the commercial zone has a positive effect on the value, while in the residential zone the narrower width has higher A-FAR. In Seoul, the residential zone has higher A-FAR than the commercial zone, which means that the former has a relatively higher development pressure but a lower designated L-FAR. This result reflects that Seoul's residential zone absorbs the demand of commercial uses because of the significant permitting of mixed land use and has high-density residential buildings.

An Analysis on the Change of Existing Building-related System in Urban Parks (도시공원 내 기존 건축물 제도의 변천 과정 분석)

  • Existing buildings in urban parks are a kind of thing that has been settled and occupied on the site of an unexecuted park. The aim of this study is to identify nature by analyzing the causality and path-dependency through the transformation of the relevant system. The scope of the study was set up as a system for the occupancy of urban parks from 1934 when the building restriction system was established to 2000 when purchase claim (매수청구권) was introduced. The method of study was to get correlation by harmonizing the external and internal mechanisms affecting the relevant institution. The related system showed a modest change in the fourth stage, polymerizing the initial system. In the 1950s and 1960s, the existing buildings in urban parks were 'disguised' by government and the 'regulation' principle was applied since 1967. In the 1980s, the principle of 'protection' and 'support' for parks was added, but in the 1990s, the principle of regulation began to be lifted as the long-term unexecuted urban park (장기미집행 도시공원) problem continued for more than 60 years. Although the public concept of land ownership (토지공개념) has worked strongly for nearly 30 years since 1960, the system has developed into a form of deregulation since 1980. The nature of the relevant institution is first, dependent on the higher-level system and vertical. Second, it implies a conflict of restrictions and acceptance. Third, it is a temporary measure of the park problem. Therefore, the relevant system has long been enhancing the encroachment requirements on urban parks, so fundamental readjustment is needed in the future.

  • One of the most pressing socioeconomic problems confronting humanity on a worldwide scale is food security, particularly in light of the expanding population and declining land productivity. These causes have increased the number of people in the world who are at risk of starving and have caused the natural ecosystems to degrade at previously unheard-of speeds. Happily, the Internet of Things (IoT) development provides a glimmer of light for those worried about food security through smart agriculture-a development that is particularly relevant to automating food production operations in order to reduce labor expenses. When compared to conventional farming techniques, smart agriculture has the benefit of maximizing resource use through precise chemical input application and regulation of environmental factors like temperature and humidity. Farmers may make data-driven choices about the possibility of insect invasion, natural disasters, anticipated yields, and even prospective market shifts with the use of smart farming tools. The technical foundation of smart agriculture serves as a potential response to worries about food security. It is made up of wireless sensor networks and integrated cloud computing modules inside IoT.

Influence of Land Use Change in the Forest Catchment on Sediment Accumulation at the Outlets of Rivers: Results of a Study in Kushiro Mire, Northern Japan (산림유역 개발이 하천 출구의 토사 퇴적에 미치는 영향: 일본 쿠시로습지의 연구결과)

  • The purpose of this study was to examine the influence of land use change in the forest catchment on sedimentation rate at the outlets of rivers in Kushiro Mire that have been impacted by forest clearing, agricultural activity and river regulation. We analysed Caesium-137(Cs-137) concentration in sediment cores, and we estimated sedimentation rates and Cs-137 inventories over the last 50 years. Cs-137 from atomic bomb testing first entered the environment in 1954 which provides easily identifiable chronological markers in the sediment. Because Cs-137 is strongly absorbed into sediment particles, its redistribution occurs in association with sedimentary particles. Since the 1950s, the forest catchment areas draining into the mire have been developed intensively from forest areas to agricultural lands. The sediment accumulations at the outlets of rivers after 1954 ranged from 36 to 148 cm. The Cs-137 inventory is significantly greater than the reference sites which reflected natural accumulation conditions because sediment containing Cs-137 was carried from catchments into the outlets of the rivers. In addition, the Cs-137 inventory was correlated with the sedimentation rate. However, the Cs-137 inventories in Kuchoro and Kushiro river profiles were slowly increased with the sedimentation rates. This is because the sediment originating from scoured areas such as streambeds and banks contains a low level of Cs-137 concentration.

  • In recent years, using a smart phone that can access the Internet becomes routine in society through development of information and communication technology. On land, as especially actual accidents and research results show risk that using the smart phone while driving at the same time, and there are traffic laws and regulations that restriction of using of smart phone. But the regulations on the use of smart phones at sea is incomplete state. On this paper. We invested present status of use and reality of smart phone at sea and analyzed the subjective risk for judging to apply to regulation. And we analyzed risk quantitatively by using the simulation experiment; it Suggested a direction of guideline for use of smart phone at sea.

Natural Environment Conservation Planning for Sustainable Development (지속가능한 자연환경보전계획 수립방향 연구)

  • Recently the ecosystem has been seriously damaged by reckless development. The Ministry of Environment is now shifting its policy from one of "end-of-pipe" management and being regulation-centered to one striving to be preparatory and self-regulating. The nature conservation plan has been focused on protecting only the wildlife, so a systematic conservation of the nationwide ecosystem is inherently limited. To go beyond this limit, the strengthening of the link between the natural environmental conservation plan and the land use development plan is necessary. This study first diagnosed the "AS-IS" status of the natural environment conservation planning process and then envisioned a "TO-BE" image of the organic link between that plan and the land/metropolitan development plan. In conclusion, it was determined that the system of planning should be reformed and the focus of the planning should be shifted from source oriented planning to spatial environment planning. A biotope map should be drawn during this process and the examination criteria, methodology, and drawing standards are needed. The central government and self-governing bodies should have reasonable roles and responsibilities, and cooperate for more efficient conservation planning.

  • The National Park should be preserved as described in the regulation. However, the development has resulted in degrading the environment in the park. Especially, the collective facility area has been developed for the commercial benefit rather than for the preservation. So, it is necessary to figure out the impact of the development plan proposed. Thus, the purpose of this study is to explore the hydrologic effects due to the collective facility area development in the National Park. The study site is the second collective facility area of Mt. Kyeryong National Park. The analysis of hydrologic effects due to the development has been carried out using the GIS in this study. The Rational Method and Soil Conservation Service(SCS) were used to estimate the runoff volume. During this procedure, GIS software, ARC/INFO was used to integrate, manipulate, and calculate the attribute value of a number of ploygons which represen each land use characteristic. A program was written to compute the attribute value of each polygon and to estimate the difference of peaktime runoff volume before and after development.

  • This study investigated the environmental indices in environmental administration, and to presents how to develop a sustainable environmental evaluation index. The index should be used to evaluate composite plans in the environmental aspects as well as means for setting goals of basic plans for the environment and its management. Specifically, the goals of composite plans are to check environments and land use frame, and evaluate individual measures (public projects). Environment policies are required to be 'a policy creating a clean environment' from 'a policy of environment regulation'. For the organization of a basic framework of environment policies, five topics are needed to be considered, such as the clarification of the idea of environment, establishment of environment regulations, environment management plan, plan to support civilian's action, and local government's efforts for the global matters of environment. For the amenity environments, people should expand their environmental behavior based on their voluntary intentions in transformation of personal life styles, projects with less load on the environment, development of environmentally-friendly projects with consideration for their impact on the earth. This study suggests that they should put more efforts into the development and implementation of useful environmental indices which effectively analyse the regional character to protect the natural ecology and create an sustainable environment with wide coverage.

A study on the ecosystem-based management system for fisheries resources in Korea (생태계 차원에서의 수산자원관리 방안 연구)

  • The potential of ecosystem-based fisheries management is recently recognized to be very important to improve the sustainability of fisheries resources. Under the depressed condition of many fisheries resources, this recognition has been expanded and more effort has been taken to improve this approach. Taking ecosystem concept includes the use of other tools of management in addition to fisheries regulation, such as stock and productivity enhancement, provision of physical structure, or marine protected areas. In the ecosystem-based fisheries management approach, it would require to holistically consider ecological interactions of target species with predators, competitors, and prey species, the effects of climate on fisheries ecology, the complex interactions between fishes and their habitat, and the effects of fishing on fish stocks and their ecosystem. Fisheries management based upon the understanding of these factors can prevent significant and potentially irreversible changes in marine ecosystems caused by fishing. A useful approach for analyzing tropho-dynamic interactions and mass-balance in marine ecosystems is introduced to demonstrate the complexity and usefulness of the ecosystem approach, which was applied to a small ecosystem in Korea. Korea should seriously consider to take the ecosystem-based approach to fisheries management, since most major fish stocks are currently depleted due to many reasons such as overfishing, land reclamation and coastal pollution.
