An Evaluation of Safety and Health Level in Chemical Laboratories

  • In recent days, the accidents have happened at experimental laboratories in universities or institutes. In order to improve safety assurance of workers in laboratories, it is required to carry out systematic study concerned with evaluation of safety and health level. The safety and health inspection checklists were developed and conducted the case study. The case study was carried out laboratory safety inspection with 5 inspectors by the checklists to become aware of safety and health level. From the evaluation results of the inspection, we could be made quantification of laboratory through evaluation of safety and health level in laboratory. It was found that was recognized present states of the laboratory and established a plan for improvements in laboratory safety facilities from the case study. The safety inspection checklists can be used as basic data to establish evaluation criteria of safety and health level.

  • In recent years, research at the Environmental Microbial and Food Safety Laboratory (EMFSL), Agricultural Research Service (ARS) has focused on the development of novel image-based sensing technologies to address agro-food safety concerns, and transformation of these novel technologies into practical instrumentation for industrial implementations. The line-scan-based hyperspectral imaging techniques have often served as a research tool to develop rapid multispectral methods based on only a few spectral bands for rapid online applications. We developed a newer line-scan hyperspectral imaging platform for high-speed inspection on high-throughput processing lines, capable of simultaneous multiple inspection algorithms for different agro-food safety problems such as poultry carcass inspection for wholesomeness and apple inspection for fecal contamination and defect detection. In addition, portable imaging devices were developed for in situ identification of contamination sites and for use by agrofood producer and processor operations for cleaning and sanitation inspection of food processing surfaces. The aim of this presentation is to illustrate recent advances in the above agro.food safety sensing technologies.

연구실 사고 예방을 위한 안전관리 개선방안 연구 (A Study on the Improvement of Safety Management for Preventing Laboratory Accidents)

  • 기업부설연구소나 학교 내의 연구실에서 빈번하게 발생하는 안전사고를 예방하기 위해 2015년 연구실 안전환경 조성에 관한 법률이 제정되었다. 하지만, 연구실 안전을 위한 여러 제도가 동시에 운영되고 있어 근본적이고 총괄적인 안전관리 대책이 필요한 시점이다. 본 연구에서는 안전관리 검사체계 측면의 실효적인 개선방법을 제안하고자 먼저, 국내 연구실 안전관리 규정을 조사·비교하였으며, 규정 간 검사의 차이로 인해 발생하는 문제점을 도출하였다. 또한, 각 규정의 구체적인 검사항목을 시설측면과 관리측면으로 구분하여 비교하고, 그 개선 방법을 제안하였다. 그 결과 동일한 연구실임에도 불구하고 시기에 따라 다른 법령에 따른 검사로 관리되고 있었으며, 검사항목에서도 화학시설의 구조 및 성능에 관한 안전기준을 중점과 시약 및 폐액의 보관 상태, 독성물질의 관리상태 등의 관리기준 중점으로 차이가 있었다. 본 연구에서 고찰한 문제점과 제안은 연구실 사고예방을 위한 근본적인 안전관리 체계로의 발전에 도움이 될 수 있을 것으로 기대된다.

연구실 점검 및 진단 대가기준에 관한 연구 (A Study on Pricing Criteria of the Laboratory Safety Inspection and Diagnosis)

  • Laboratory inspection and diagnosis is a means of investigating and assessing various hazards or the state of research equipment in a laboratory, then taking appropriate safety measures to prevent accidents and injury. In many cases, laboratory inspection and diagnosis carried out by agencies are performed in a perfunctory manner that only barely satisfies the legal requirements. The aim of the present study is to provide clearly established pricing criteria for laboratory inspection and diagnosis, so as to prevent recurrence of laboratory accidents and to establish a safe laboratory environment. In order to clarify previously unclear matters, such as the lower limit for bids submitted by laboratory inspection and diagnosis agencies, technical manpower requirements, and number of laboratories inspected and diagnosed per day, a questionnaire survey was administered to agency personnel. First, when asked what the lower limit for bids submitted by agencies should be in order to improve reliability of inspection and diagnosis results and make up for the shortcomings of the lowest-bidder-wins system, 85.5% of respondents answered that the lower limit for bids should stand at no lower than 90% of the estimated price. The level of technical expertise among the technical personnel committed to laboratory inspection and diagnosis was shown to impact the reliability of results, and questionnaire results indicated a need to vary technical expertise levels depending on the degree of hazard, substances handled, and equipment used in a given laboratory. Level of technical expertise(67.1%) and number of personnel(52.6%) were shown to have a greater impact on reliability of diagnosis than on reliability of inspection. According to the results, it is determined that three persons(specialist, advanced and intermediate) should be committed to inspections, while four persons(professional, specialist, advanced and intermediate) should be committed to diagnoses. The respondents indicated a larger number of laboratories could be inspected than diagnosed per day. This can be attributed to differences in the amount of work each task involves, and the time each task takes. Assuming a six-hour work day not counting transportation, paperwork and rest, it is thought that inspection of up to 36 laboratories will be possible if each laboratory is assigned no more than 10 minutes(34.7%), while up to 24 laboratories could be inspected and diagnosed if each laboratory is assigned 15 to 20 minutes(35.1%).

콘크리트 터널 라이닝 균열검사 시스템 개발에 관한 연구 (Development of Inspection System for Crack on the Lining of Concrete Tunnel)

  • To assess tunnel safety, cracks in tunnel lining are measured by inspectors, who observe cracks with their naked eyes and record them. But manual inspection is slow, and measured crack data is subjective. Therefore, this study proposes inspection system fur measuring cracks in tunnel lining and providing objective crack data to be used in safety assessment. The system consists of On-vehicle system and Laboratory system. On-Vehicle system acquires image data with line CCD camera on scanning along the tunnel lining. Laboratory system extracts crack information from the acquired image using image processing. Measured crack information is crack thickness, length and orientation. To improve accuracy of crack recognition, the geometric properties and patterns of cracks in concrete structure were applied to image processing. The proposed system was verified with experiments in both laboratory environment and field environment such as subway tunnel.

  • 연구실 안전법 관련규정에 따라 과학기술분야 각 연구실은 매년 혹은 2년마다 안전점검 및 정밀안전진단을 의무적으로 실시하여야 하지만, 현재는 관련 지침이 명확하지 않아 점검 및 진단이 부실화될 우려가 높은 것이 현실이다. 이와 함께 연구실 현장에서는 사전유해인자 위험분석 제도를 시행하고 있으나, 수행하는 연구활동종사자의 교육 및 이해부족, 과도한 업무 등으로 인해 시행에 있어 많은 어려움이 있다. 이에 따라 델파이 기법을 활용하여 연구실 안전 현장 전문가들의 의견을 분석한 결과 1. 연구실 안전법 적용시 고려할 사항, 2. 연구실 안전 점검 및 정밀 안전 진단시 고려할 사항, 3. 정부부처에 바라는 사항으로 각 항목을 구성하였고, 세부항목에 대한 조사와 분석을 통해 현재 연구실 안전진단 및 현행법상의 문제점과 대안을 도출하였다.

소규모 공연장 안전실태 및 개선방안에 대한 연구 (A Study on the Safety and Improvement of Small Theatres in Korea)

  • The market of performance arts industry such as concert, musical and opera etc is now expanding in Korea. However, the inadequate safety management in theatres often causes some accidents. The guarantee of safety in theatres is very important since the accidents in theaters can lead to many casualties and serious property damages. In particular, the small theatres which have no obligation of safety inspection by law are very vulnerable to safety mattes. This study has done the research into the improvement of safety in small theaters through the inspection and analysis of their safety status. For the purpose, this study has inspected and analyzed the safety status of small theaters over 120 in the field of theater management and operation, fire protection, electrical facilities, ceiling structure and etc. Moreover, this study had investigated the law and technical standards related to theatre safety. This study shows that the essentials to make sure of the safety in small theaters are (1) the education to improve the sense of security of people who work in theaters (2) the training to strengthen the operating skills of the facilities in theaters (3) the cooperation and support of the related organization such as technical research center, central and local government.

대학 연구실험실 안전환경과 교육시간에 대한 만족도 조사 (A Satisfaction Survey On the Safety Environment and Education Time in University Laboratories)

  • This paper seeks to survey and analyze the status of obligatory execution from key institutional aspects that have taken effect according to laws on creating safe environment for laboratory and of general details such as the level of satisfaction on the part of people engaged in research activity regarding the laws after they have taken effect. The subjects of this study were MA and PhD graduate students in science and engineering who are primarily involved in research. This questionnaire survey was focused on finding basic data required for safety education for researcher and for efficient safety management by examining the correlation between education time and level of satisfaction. The collected data were analyzed by using frequency analysis, descriptive statistics, one way anova by SPSS12 package. The results obtained by this study are as follow. 1) Awarences of safety management rules, ordinary inspection, safety education were around 70% and other law clauses were around 50%. 2) The general satisfaction after the Laboratory Safety Act enforcement was usual level with 4.72 points in 7. 3) Researchers demanded ordinary inspection and protective equipment in a safe environmental composition. 4) The safety education time for improvement of a safe consciousness level was needed 12h or 24h at 1 years.

A quantitative method for detecting meat contamination based on specific polypeptides

  • Objective: This study was aimed to establish a quantitative detection method for meat contamination based on specific polypeptides. Methods: Thermally stable peptides with good responses were screened by high resolution liquid chromatography tandem mass spectrometry. Standard curves of specific polypeptide were established by triple quadrupole mass spectrometry. Finally, the adulteration of commercial samples was detected according to the standard curve. Results: Fifteen thermally stable peptides with good responses were screened. The selected specific peptides can be detected stably in raw meat and deep processed meat with the detection limit up to 1% and have a good linear relationship with the corresponding muscle composition. Conclusion: This method can be effectively used for quantitative analysis of commercial samples.

대학 연구실 안전을 위한 일상점검 개선방안에 관한 연구 - 델파이 조사를 기반으로 - (A Study on the Improvement of Daily Inspection for the Safety of University Laboratory - Based on Delphi surney -)

  • 본 연구는 대학 연구실 사고 예방을 위해서 실험 전 이루어지는 형식적인 일상점검을 보다 실효성 있는 일상점검표를 제시하는데 목적이 있다. 이를 위해 현재 실시중인 일상점검표와 선행연구자료를 재구성하여, 이를 토대로 2차에 걸친 전문가 델파이 조사로 연구를 실시하였다. 그 결과 연구실 정리정돈 등 일반안전 4개, 기계 및 공구 조임부 이상여부 등 기계기구안전 3개, 전기분전반 주변 적재금지 등 전기안전 3개, 유해인자취급 및 관리대장 비치 등 화공안전 6개, 소화기 점검 등 소방안전 3개, 가스용기 점점 등 가스안전 5개, 손 소독기 관리상태 등 생물안전 1개, 기타 1개, 총 26개 항목을 일상점검표로 제시하였다. 관련 전문가들의 의견을 종합해 보면, 실질적인 일상점검을 위해서는 쉽고 간소화 된 일상점검표가 필요한 것으로 나타났다.
