The effect of mock Kyoto Protocol class which uses role-playing and discussion in middle school gifted class on student's global scientific literacy (역할극과 토론을 통한 모의 교토의정서 수업이 중학교 영재학급 학생들의 지구적 소양에 미치는 영향)

  • The purpose of this study is to examine the effects which applies teaching program that search solution to prevent global warming in middle school gifted class. This program of total 10 class was theoretical and experimental class and the students presented after collecting the synthetic data about climate-change and roleplayed what they debated to firm their country's opinion about Kyoto Protocol. Finally, students as policymaker made mock Kyoto Protocol by discussion. Impression papers and images about climate-changes was made by students in last class. In discussion of making up mock Kyoto Protocol, developed and developing nations had an argument about carbon dioxide emissions because of their economic benefits. In the course of allocating mutual $CO_2$ reduction, they needed yield and negotiation among nations. Although they mainly took passive position about $CO_2$ reduction, atmosphere that all the country make greater effort for the future global environment was formed. Like this, students had more concepts over climate change by making mock Kyoto Protocol. And they could equipped global scientific literacy and responsibility by participating in social decision making process of solving global environmental issues.

  • As Russian government signs the Kyoto Protocol on November 2004, it will go into effect on Feb. 16 2004. Under the Protocol, 38 industrialized countries are to reduce their combined emissions of six major greenhouse gases, including carbon dioxide and methane, to below 1990 levels during the 2008-2012 period. Korea ratified the Protocol in 2002 and is currently exempt from the reduction measures. It is expected, however, that Korea will be pressured to join the reduction scheme from 2013. Although the Kyoto Protocol is national-level agreement each country's urban governments are expected and have to play important role to make it successful one. It is more so for such mesa cities as Seoul which has experienced rapidly worsening environment recent years. Statistics shows that the annual average temperature in Seoul has increased by $1.5^{\circ}C$ for the last century, which is much higher than the national average. 'Heat Island' effect is not unusual any more in Seoul. This study reviews the key points of the Kyoto Protocol, urban warming phenomena in Seoul and its policy responses. In doing so, this study evaluates Tokyo case as a comparative one. It is found that Seoul needs to develop more concrete and feasible policy measures to get current efforts more effective.

  • The environmental problems such as global climate change, global waming, ozone depletion, environmental pollution have been caused by the rapid economic growth, increasing in use of fossil fuels for industrialization and scientific technology development. Especially human activities are significantly altering the atomosphere's composition and its radiative properties. To Stabilize greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, the international community adopted the UN Framework Convention on Climate Change in 1992 and Kyoto protocol in 1997. Also to protect ozone layer the international community adopted the Vienna Convention for the Protection of the Ozone Layer in 1985, and the Montreal Protocol on Substances that Deplete the Ozone Layer in 1987. To achieve global environmental objectives, some multilateral environmental agreements includes trade regulation. For example, Montreal Protocol includes the provisions to regulate the world trade of the sudstances which might destroy ozone layer. However Kyoto Protocol has no provisions to regulate trade and is not in force yet. Although there is no trade regulation article in Kyoto Protocol, the international world trade will be influenced by limitation and reduction of CO2 and strengthening the CO2 emission standard for import good. For example Korean car industy agreed with EU to reduce CO2 emission from new passenger car and Korean Semiconductor industry agreed with WSC(World Semiconductor Council) to reduce PFCs in 1999.

An Empirical Analysis on the Effects of Kyoto Protocol on the Greenhouse Gas Emissions (교토의정서의 온실가스 감축 변화로 본 레짐효과 분석)

  • This study is analyzed based on the statistical data for the effect of Kyoto Protocol which is adopted on 1997. The first greenhouse gas obligation reduction countries such as OECD (Organization for Economic Cooperation and Development), and the first non-obligated developing countries such as China and India, the increasing rate of carbon dioxide emission displayed -10.2% and 88.1% in 2005 with respect to 1990, respectively. This increasing rate is not only shows statistically significant differences but also shows significant meanings when we consider the global increasing rate of carbon dioxide is 29.1%. Changes in the carbon dioxide emissions are also analyzed based on the time of the adaptation of Kyoto Protocol, time of the publication of the second and third reports of IPCC, and withdrawal of the Kyoto Protocol of the United States. Withdrawal of the Kyoto Protocol of the United States is the most significantly affected to the differences in the carbon dioxide emission rates rather than the adaptation of Kyoto Protocol, international agreement on the greenhouse gas reduction, and belief on the scientific evidence for the reasons for increasing carbon dioxide concentrations. Therefore, acceptance of the post-Kyoto Protocol in the United States is very important in order to success as a climate regime.

  • Since the global warming problem emerged in the international community, the problem has been sought to be not at the national but at the global level. As a result, the United Nations Framework Convention on Climate Change was agreed by international delegates in 1992, and the Kyoto Protocol which imposes industrialized nations to decrease their greenhouse gas emission was agreed by the international community in 1997. Kyoto protocol came into effect for reduction duty of greenhouse gas.(16-Feb-2005) High developed countries press environmental regulation. It will strengthen an environment regulation from advanced nation with this protocol. This study is intended to examine unfolding transition on negotiations of Conference of Parties(COP), the Kyoto Mechanism referred as a cost-effective tool to meet a targeted level of greenhouse gas decrease, and trends in responses of developed countries to the Kyoto Protocol, and finally suggests legal and politic counterplans responding to the United Nations Framework Convention on Climate Change (hereafter, UNFCCC).

  • After the Kyoto Protocol has been ratitied in Feb. 16 2005, the developed countries which is involved in Annex-1 have tried to mitigate GHG to the reduction objective. To accomplish this objective, EU developed EU-ETS, CDM project, and so on. Korea has faced pressure to be a member of Annex-1, because Korea and Mexico are only non-Annex-1 countries in the OECD nations. Currently eight CDM projects are hosted in Korea under Kyoto protocol. Six of these CDM projects are related to renewable energy power generation. Renewable energy power plants assumes zero GHGs emission and has great potential to become CDM projects which is very environmental friendly energy Gangwon wind park CDM project is the first renewable CDM project in Korea. In this research, emission factors and additionality proving process are studied, which are important procedures of doing CDM project.
