Policy Direction Setting through Comparative Analysis of Foreign Smart City Policies (국외 스마트시티 추진 정책 비교 분석을 통한 성과 확산 방향 설정)

  • Various smart city projects have been actively promoted as important policies of governments in various countries. The key to the success of smart cities led by governments is to develop sustainable governance through the expansion and proliferation of outcomes. This study comparatively analyzed the smart city policies of the USA and Europe from viewpoints of outcome expansion and proposed policy directions for smart cities in Korea. The comparison items were case cities, the expansion of smart city technologies and services, the measurement of outcomes, the accumulation of knowledge and information, and standardization. This study found that the items of each index were linked for the purpose of assessment, expansion, and the creation of successful cases in the USA and Europe. Based on our analysis, four policy directions were proposed that included the early provision of follow-up measures for case cities, the development of a project performance assessment system, the provision of an integrated knowledge accumulation system, and an earnest promotion of industry activation policies.

Ethnobotanical survey and threats to medicinal plants traditionally used for the management of human diseases in Nyeri County, Kenya

  • In Kenya, traditional knowledge on herbal medicine has remained a mainstream source of maintaining wellbeing for generations in many communities. However, the knowledge has been eroded in the course of time due to sociocultural dynamics virtually advanced by Christianity and formal education especially in the Kikuyu community. The study documented current ethnobotanical knowledge and threat to the traditional knowledge on medicinal plants among the Kikuyu community. A survey was carried out in Mathira, Tetu, Kieni, Othaya, Mukurweini, and Nyeri Town constituencies. Thirty practicing herbalists were purposively sampled; 5 per constituency. Data was obtained through semi - structured questionnaires and analyzed both qualitatively and quantitatively. A total of 80 ailments treated using 111 medicinal plant species distributed within 98 genera and 56 families were documented. Prevalent communicable diseases treated using herbal medicine included; gonorrhea (17.5%), malaria (15%), respiratory infections (12%), colds (10%) and amoebiasis (10%). Non-communicable diseases were; joint pains (11.1%), ulcers/hyperacidity (8.7%), high blood pressure (8.7%), intestinal worms (11.1%) and arthritis/gout (10%). Frequently harvested plant materials were; roots, barks and leaves. The study concluded that, traditional medicine practitioners in Nyeri County possessed wide knowledge of herbal medicine but this knowledge was on the verge of disappearing as it was largely a preserve of the aged generation. The study recommended massive campaign about the benefits of using herbal medicine in the study area. Further pharmacological studies are recommended on the mentioned plant species aimed at establishing their efficacy and safety as well as standardization as potential drugs.

Rapid Design Method and System Development for Aircraft Wing Structure

  • This work is mainly done by too many manual operations in the aircraft structure design process resulting in heavy workload, low efficiency and quality, non-standardized processes and procedures. A top-down associated design method employing the template parametric technology is proposed here in order to improve the quality of design and efficiency of aircraft wing structure at the preliminary design stage. The appropriate parametric tool is chosen and the rapid design system of knowledge-driven aircraft wing structure is developed. First, a skeleton model of aircraft wing structure is rapidly built up through the template encapsulated design knowledge. Associated design is then introduced to realize the association between the typical structural part and skeleton model. Finally, the related elements are referenced from skeleton model, and a typical structural part reflecting an automatic response for design changes of the upstream skeleton model is quickly constructed within the template. The rapid design system proposed and developed in this paper is able to formalize the design standardization of aircraft wing structure and thus the rapid generation of different aircraft wing structure programs and achieve the structural design knowledge reuse as well.

A Study on the Development of Computer Aider Die Design System for Lead Frame of Semiconductor Chip

  • This paper decribes the development of computer-aided design of a very precise progressice die for lead frame of semiconductor chip. The approach to the system is based on knowledgr-based rules. Knowledge of fie이 experts. This system has been written in AutoLISP using AutoCAD ona personal computer and the I-DEAS drafting programming Language on the I-DEAS mater series drafting with on HP9000/715(64) workstation. Data exchange between AutoCAD and I-DEAS master series drafting is accomplished using DXF(drawing exchange format) and IGES(initial graphics exchange specification) files. This system is composed of six main modules, which are input and shape treatment, production feasibility check, strip layout, data conversion, die layout, and post processing modules. Based on Knowledge-based rules, the system considers several factors, such as V-notches, dimple, pad chamfer, spank, cavity punch, camber, coined area, cross bow, material and thickness of product, complexities of blank geometry and punch profiles, specifications of available presses, and the availability of standard parts. As forming processes and the die design system using 2D geometry recognition are integrated with the technology of process planning, die design, and CAE analysis, the standardization of die part for lead frames requiting a high precision process is possible. The die layout drawing generated by the die layout module s displayed in graphic form. The developed system makes it possible to design and manufacture lead frame of a semiconductor more efficiently.

  • Digital library system is an area of multimedia data production system which can differentiate itself from the traditional libraries. While the major role of the traditional libraries is servicing the customers, digital library system is a total system which produces new-formatted knowledge from the existing and new information, and servicing the knowledge to the customers. Thus digital library system must incorporate open and standardized document formats such as SGML, and make the knowledge shareable among the other digital library systems. In order to do show the efficient implementation for the effective digital library system, a technical alternative will be introduced as performing the Digital Library Pilot project.

  • Korea faces challenges from the recent development catch-up countries and the absence of catch up incentives. For Korea to solve the issue of post catch-up problems and create a new development path based on creative innovation, there is an urgent need to secure a system design capability for the production of creative knowledge and talent that can create a competitive society. However, the conservative inclination and a lack of a customer-oriented attitude of Korean universities and professors leads to a standardization of talent and a passive restructuring of the curriculum by universities instead of a direct correspondence with the demands of companies and society. The compatibility of Korean university education with the demands of society remains the lowest in the world and creative education in Korea faces a difficult situation. The world is transforming from a knowledge-based economy to a creativity-based economy and a competitive society will led by creativity, not by knowledge. The success of a country in nurturing creative talent will determine its future national competitiveness. For Korea to be become a global leader in the new era of creativity, it needs to make proactive preparations. It is imperative for Korea to transform the educational system from the previous cramming system to a creativity-nurturing system.

  • The international government committee is progressing their agreements about intellectual property protection of traditional knowledge(TK), gene resource(GR), folklore(FL) in WIPO. It is in the course of selection with precedence of TK, GR, FL in WlPO, focused on discussions about listing of TK documents, standardization of DB construction, sharing and profit distribution of GR. Their are disagreements between developed countries and underdeveloped countries about intellectual property protection agreements of TK, GR. The developed countries insist on using, the existing intellectual property protections, but the underdeveloped countries ask new ones on character of TK, GR, It causes intangible assets to be valuable trade properties in future world trade. We have to make national plans to face agreements about IP of TK, GR in WIPO with our own TK, GR. We must have a basic attitude about laying down these plans such as raising national economy, considering our TK, GR to be relics of mankind culture. In addition to these, it needs accurate analysis about agreements in WIPO, our TK, GR, scientific mechanical level and capital power.

  • Data collections were made from the Seoul five-star hotels'Italian restaurant to set goals on the quantity standardization by bringing up the issues from the analysis of their menus and portions. Brief of this research is as follows. The first, variations of Italian cuisine are significantly different from the region to region. The chef or cook must have general knowledge and understanding, and consider the ingredients and its cooking method. The second, for the understanding of fire Italian menu, languages used for the menu have to be in worldwide understandable languages and for the better understanding of Korean chefs, it should be also described in Korean. The third, for the cost controller and to reduce the cost, all food should be prepared in proper cooking method and set goal for the right portion size. The fourth, menu should be selected based on the customer preferences and the menu cycle change is adequate for four times a year. Italian food and dishes are prepared by above points with the standardized portion size and cooking method, more efficient and uniformed dishes will be provided to customers and customers will be fulfilled with the satisfaction.

  • Free and forced vibration analysis of the global ship structure using the 3-dimensional finite element(FE) method requires not only the specialized knowledge such as ship structure interacted with fluid, damping and various excitations due to propulsion system but also time-consuming manual tasks in FE modeling, analysis and response evaluation. As a result, the quality of the vibration analysis highly depends on engineer's expertise and experience. In this study, a framework system to improve the efficiency of global ship vibration analysis is introduced. The system promising the utilization of MSC/Patran and MSC/Nastran consists of various modules to support data management, FE modeling of ship structure and loading, input deck generation for free and forced vibration analysis, data extraction and evaluation of analysis results, and databases for FE models of marine diesel engines and vibration criteria. The system may be useful for pursuing standardization of uncertain analysis factors as well as reducing time, cost and human dependency in ship vibration analysis.

A Study on the OAI based Open Digital Library (OAI 기반 Open Digital Library 연구)

  • Digital library technology is facing issues such as interoperability, content extension, and the need for a more efficient management environment. A system that is based on standardization and interoperability is required to resolve these issues. Open Digital Library is the system for the next generation that resolves the above problems. We have conducted some research on issues such as OAI and OAI-PMH, which are the basic knowledge behind the Open Digital Library technology and also investigated the Open Digital Library framework, cases of study and implementation of this technology. Finally, we have made some suggestions on the extendability of Open Digital Library technology using the standardized technologies.
