A Study on the construction quality infra and it's core confidency priority for enhancing construction certification system (건설공사 품질인증시스템 향상을 위한 품질인프라 및 핵심역량 도출에 관한 연구)

  • This study is for figuring out major components of construction quality infrastructure and suggesting improvement plan by benchmarking global best practice model and analyzing gap between the model and sample practice. Based on improvement plan, researcher could derive major characters and components of construction quality infrastructure, and also about the priority among core competency components of construction quality experts. The result showed that the 'human resource' was ranked the best priority followed by 'method' 'environment', 'equipment' among major characters and components of construction quality infrastructure. Also, for core competency components of construction quality experts, 'number of years in work places' was the best priority, and the 'professional knowledge on engineering' was another priority ranked. Far from general perception on competency components, 'academic education' ranked the last. It may allude that the current education system in this country is not effective in developing competency of quality engineers. In summary, this study shows professionalism of quality engineer is the most important thing in all the components.

Propensity Analysis for Oral Exam Candidates of Sixth Class Engineer Officer's License using Questionnaire (설문에 의한 6급 기관사 면허 면접시험 응시자의 성향 분석)

  • The propensity analysis for oral exam candidates of sixth class engineer officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 62.1% of offshore fishing, 59.3% of over 50, 59.4% of less middle school education, 52.4% of under 100 gross tonnage, 75.2% of under 1,500kW engine output, 72.5% of over 10 years experience, 72.4% of engine department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the engine job. The reason why they took the test was mainly due to their will (51.7%). And 45.5% of them took the test for the first time, 45.5% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 35.9%. Given the fact that 74.5% of respondents experienced marine accidents with engine damage on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.4% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

  • The purpose of this paper is to design the curriculum by considering the experimental design and analysis for enhancing an engineer's creative problem-solving ability. This ability is one of the important objectives in modern engineering education. To achieve this purpose, first, it is suggested that the experimental design and analysis, a specific area of engineering education, is highly relevant to the creative problem-solving ability, one of the basic engineering competencies and of the final goals in engineering education. And also, the curriculum already introduced the experimental design and analysis in departments of mechanical engineering of universities are surveyed and reviewed. 59 papers are also analyzed to know how engineers applicate the knowledge of the experimental design and analysis to their activities. Finally, the module of engineering education curriculum introduced the experimental design and analysis to enhance effectively the engineer's creative problem-solving ability is suggested.

  • This case study shows constructing the knowledge-based system using a rule-based approach for detecting illegal transactions regarding money laundering in the Korea Financial Intelligence Unit (KoFIU). To better manage the explosive increment of low risk suspicious transactions reporting from financial institutions, the adoption of a knowledge-based system in the KoFIU is essential. Also since different types of information from various organizations are converged into the KoFIU, constructing a knowledge-based system for practical use and data management regarding money laundering is definitely required. The success of the financial information system largely depends on how well we can build the knowledge-base for the context. Therefore we designed and constructed the knowledge-based system for anti-money laundering by committing domain experts of each specific financial industry co-worked with a knowledge engineer. The outcome of the knowledge base implementation, measured by the empirical ratio of Suspicious Transaction Reports (STRs) reported to law enforcements, shows that the knowledge-based system is filtering STRs in the primary analysis step efficiently, and so has made great contribution to improve efficiency and effectiveness of the analysis process. It can be said that establishing the foundation of the knowledge base under the entire framework of the knowledge-based system for consideration of knowledge creation and management is indeed valuable.

  • This study illustrates the results of a background policy research conducted to provide supports for the 'Korean Engineering Industry Enhancement Law' promulgated by the Korean Ministry of Knowledge Economy. The main issue covered in this study is an effective way of managing standardized career development program for construction engineers. This study attempted to provide detailed criteria and guidelines for the public career development program for construction engineers by effectively collecting and analyzing relative. In doing so, various opinions from a wide range of stakeholders and related parties were gathered. In addition, an in-depth benchmarking investigation was performed with four main associations who have been operating their own career development management program for construction engineers. Some of the findings from this study have played a positive role specifying the details of the recently promulgated law such as 'Notice by Ministry of Knowledge Economy 2011-76: guidelines for managing construction engineer career'. This study was an empirical and practical research effort helping the government to set up an effective construction law system.

  • Due to developments in information technology and ensuing changes in the concept of time and space, the significance of national boundaries has been weakened, bringing to attention the heightened competition among nations. In order to respond to these transformations, the Korean government is increasing its efforts to raise the authenticity of the National Technology Qualification System(NTQS) by closely linking NTQS testing method and procedure to practical knowledge and skills in the industry field. This initiative is based on the recognition that the human resources development is a crucial factor in determining a nation's competitiveness. This study aimed, first of all, to diagnose the problems directly and indirectly affecting the testing method in the current NTQS. And then, differentiated solutions according to grade and improvements in the testing infrastructure were suggested. The ultimate purpose was to provide a blueprint for enhancing national competitiveness through increased authenticity and efficiency of the NTQS. Research methods applied during this study include: the collection and review of qualification-related literature; a series of conferences with leading experts; interviews with vocational educators and researchers from qualification-related institutes; a survey of national qualification holders from a variety of professions and industries; and participatory observation at qualification exam centers. This research suggested policy recommendations as follows; First, measures to improve for testing method of professional engineer Second, measures to improve for testing method of Master craftsman Third, measures to improve for testing method of Engineer, Industrial Engineer, Craftsman Fourth, plans for the establishment of operation system for a computerized testing Fifth, institutional perspective on establishing qualification infrastructure Sixth, operational perspective on establishing qualification infrastructure

  • Human Resources Development of Korea has been practicing performance evaluation for occupational qualification licences in environmental sectors that include water, air, and wastes management, but not soil. The purpose of the study was to improve overall quality of the national qualification test in the soil sector to better train applicants based on National Competency Standards (NCS), which is designed to emphasize site-specific conditions and knowledge. This study systematically analysed the current licence test in the soil sector with respect to qualification units, performance criteria, knowledge, techniques, and attitude as described in NCS. Furthermore, test evaluation was conducted to examine the validity of the revised licence test. The test results indicated the revised test method would bring positive outcomes to the related industry. Upon the reviews and amendments by the field experts, the result of this study could serve as a framework to the development of more robust and reliable licence test.

  • Engineering methodology which is defined broadly as the various nontechnical knowledge such as design process and the personal skills such as creativity that an engineer must have to be a successful practitioner, is not sufficiently implemented in the present undergraduate engineering programs. A systematic design education model is proposed in this paper to teach the principles and art of engineering. First level design education is to introduce engineering process and cultivate student's creativity. Second one is to apply the knowledge of sciences, mathematics and engineering sciences to the solution of basic engineering problems. Third one is to solve a real-life problem.

  • The safety problem of aged tunnels has been emphasized. For the effective maintenance, site inspection of tunnel structures and surrounding grounds are required periodically. Also, the determination of safety of tunnels is not a simple problem. So the role experienced engineer in the maintenance is very important and development of an expert system that can perform as the engineers, has been needed. In this study, from the results of numerical analysis in several case, new precision inspection rules which can substitute actual numerical analysis are determined by a commercial program FLAC and regression analysis under various parameters such as material property, lining thickness, overburden and laterial coefficients. They are added to the knowledge base to determine safety of tunnel lining. To verify the expert system, the results are compared with an existing tunnel diagnosis report. It can be concluded that the new rule are well represented the actual numerical analysis under various site conditions. Therefore it is expected that the systematic management for effective maintenance of tunnel structure will be possible.

  • The maintenance of tunnels is often neglected since tunnels has tendency to become stable with time. The determination of safety of tunnels is a complicated problem. So the role of experienced engineer in the maintenance is very important and development of an expert system which can perform as these engineers has been needed. In this study, an expert system which can determine the safety of tunnels is developed. The developed knowledge base contains the maintenance procedure which is used in KlSTEC(Korea Infrastructure Safety & Technology Corporation). Field test, laboratory test and nondestructive test methods are considered in this knowledge base. Criteria for each item and integrated diagnosis criteria are implemented in the expert system based on literatures and reports. The expert system includes basic inspection. detail inspection and precision inspection. For precision inspection. it has the capacity to exchange the result from numerical analysis by a commercial program FLAC. To verify the expert system. the proposed procedure was compared with an existing tunnel diagnosis report.
