New Media-Informatization Policy and Problems of Developmentalism in Korea (뉴미디어-정보화 정책과 개발주의 패러다임의 문제)

  • Based on the development of IT(information technology), the explosive diffusion and growth of the new media and services in Korea has attracted keen international attention. The construction of IT infrastructure driven by the proactive social informatization policy of the government has also been spectacular. Korea has persistently pursued strong 'new media-informatization policy' with three main objectives in mind: 1)Industrial-economic value creation; 2)socio-cultural value creation; and 3)building of the knowledge society-knowledge state. But its consequence is rather paradoxical. While its performance is excellent in terms of quantity growth of industry and technology, quality development of society, culture and knowledge creation is lagging far behind. This paradoxical outcome originates, not from any simple policy error, but from a structural problem inherent in new media-informatization policy in Korea which has long been captured by developmentalism. In order for Korea to harvest the reward of strong new media-informatization infrastructure, it needs to institute a policy structure based on a knowledge IT strategy such as research and development of core and patent technologies, design and production of quality contents, networking knowledge bases of society, etc.

  • Many researchers have discussed how membrane performance can be enhanced through an understanding of polymer science and engineering. The understandings of transport in porous membrane are used to achieve the isolation of certain components from mixtures. Particular emphasis is placed on the applicability of membrane separations for the isolation of macromolecules[1]. An awareness of membrane structure characteristics is required for the rational design of membranes for specific and/or new applications. This understanding rests on the knowledge of fields such as polymer thermodynamics[2], polymer adsorption [3, 4], diffusion in polymers[5, 6], reaction mechanism[7], and the dynamic behavior[8, 9] of polymer in porous membrane.

  • Extension service in Korea has radical changes in accordance with local autonomy acts, 1994, and reformed rural development acts, 1995. According to these acts, the role of the central government is to arrange local extension service carried out by local extension office, to present basic plans on technical knowledge diffusion or farmers training to local government, and so on. Local extension office is a part of local government, and extension service is commited to the local government.

  • This study is to make clear the knowledge-based management perspective for knowledge companies and to find a way to measure intellectual capital of R&D organizations. Based on the state-of-the-art findings from business sectors, the intellectual capital is divided into three categories: human capital, structural capital, and customer capital. The fourth capital, infrastructural capital, is added in this study specifically for government sponsored R&D organizations, of which the main objectives are to foster technological innovation nationwide and to support its diffusion effectively, The result of this study can offer basic concept of under what categories they can be classified, which also can be used further to find the right indicators of intellectual capital specific to each organization by combining the items found in this study.

  • This study explored which the component factors on innovation brand to building an organizational culture of government. The innovation brand perception of organizational officers are in order brand awareness(recognition, discrimination) and brand loyalty(identification, ease of memory, meaning diffusion, the reaction of customer needs), brand salience, brand knowledge and brand innovation. The result of Importance-Performance analysis are as follows. We can see that Brand loyalty have Quadrant I meaning good management implementation. Brand Knowledge have Quadrant II meaning concentrate improving. Brand Uniqueness have Quadrant III meaning improving. And Recognition, familiarity and salience have Quadrant IV meaning low relative importance and high performance. The Quadrant IV consider the cost and benefit of brand management.

  • This study suggests a new concept for the improvement of productivity and innovativeness of governmental research institutes(GRIs) : GRIs can also accomodate a special graduate course. Through the combination of educational function and research activities, the explict and tacit knowledge made by GRIs could be efficiently diffused to other sectors of national innovation system, especially industries. This study suggests three different models of graduate courses : independent course in each GRI, joint course by several GRIs, and joint course linking GRIs and university.

  • Nowadays, owing to the diffusion of smartphones and the growth of social networking services (SNS), the number of people who share their life with other SNS users by posting photos is increasing. The number of Instagram users has been particularly increasing since Instagram started its service in 2010. Compared to other SNS such as Facebook and Twitter, Instagram runs its service by focusing solely on photos, which is a major differentiation factor compared with other existing SNS. Previous studies, however, do not examine SNS that focus on photo sharing adequately. Therefore, we establish a hypothesis relating to the motivations behind a user's photo sharing attitude and posting intention through Instagram. Moreover, this will be achieved by employing TRA(Theory of Reasoned Action) and focusing on intrinsic and extrinsic motivations. The analysis results show that intrinsic motivation influences a user's sharing attitude and subjective norms. Apart from this, Instagram's expressivity influences a user's photo sharing attitude and posting intention.

  • Since the smartphone era has spurred world-over, social network services have become a part of people's daily lives. However, this relatively new phenomenon of technology development raises several negative side effects such as cyberbullying. One of the representative cases of cyberbullying is posting malicious comments online. Multiple social issues arising from this have given impetus to the "benevolent comments campaign" in order to restrain the diffusion of malicious comments. Benevolent comments have advantages that generate positive externalities such as inspiring ethics for an appropriate internet culture, but there is a lack of theoretical research on the deeper understanding of posting benevolent comments. This study thus aims to extract the motivations behind posting benevolent comments through in-depth interviews and suggest alternatives for relative issues through the causal relationship diagram of the system dynamics methodology. This work contributes to our understanding of the factors that affect the increase and decrease in benevolent comments in distinct structural frameworks.

  • This article examines the utilization of e-resources Modibbo Adama University of Technology, (MAUTech) Yola under the auspices of the central library, the Ibrahim Babangida Library. Academics and students are primary users of information resources of any library, hence, their responses towards the utilization of e-resources in the institution have been critically considered in this study. A Mixed method research Design was adopted for the study. A case study approach was employed. The Technology Acceptance Model (TAM) and Diffusion of Innovation (DoI) theories were used to develop the conceptual framework of this paper. Questionnaires were used as data gathering tools. Academics and students acted as participants. Major findings are lack of sufficient Internet access for academics and students and lack of training and awareness campaigns. Conclusion has shown that e-resources did not impact research and teaching of academics in MAUTech, Yola.
