Legacy data centers are transforming toward cloud data centers according to the advance of mobile and Internet of Things technology, processing of big data, and development of cloud computing technology. The goal of cloud data centers is to efficiently manage energy and facility, and to rapidly provide service demands to users by operating virtualized ICT(Information and Communication Technology) resources. Accordingly, it requires to configure and operate networks for efficiently providing virtualized ICT resources. This paper analyzes networking technologies suitable for cloud data centers and presents ways to efficiently operate the data center.

국내 양돈분야에서의 AI(Artificial Insemination)센터는 인공수정 기술의 개발과 보급과 관하여서는 중추적인 역할을 수행하고 있다. 그러나 현재 전국AI센터에서 사용하고 있는 정보관리 시스템은 독립적이고 운영체제에 의존적인 형태로 운영되고 있다. 따라서 현재 전국AI센터 정보관리 체계는 실시간으로 정보관리 시스템의 접근제한과 모바일 서비스 등의 분야에서 그 분명한 한계를 가진다. 이에 본 논문에서는 유무선 통합(FMC) AI PigMoS(Pig Monitoring System, PigMoS) 시스템을 제안하고 구현하였다. 본 논문에서 제안한 FMC AI PigMoS 시스템은 이동성, 실시간 정보관리 등을 지원할 수 있도록 인터넷과 모바일에서 운영할 수 있도록 구현 하였다. 구현된 FMC AI PigMoS 시스템은 이동성과 실시간 정보관리 등에 필요한 모듈 중심으로 설계하고 구현하였다. 이는 원거리 소비자들에게 각 AI센터에서 생성된 AI정보를 실시간으로 제공하여 개별AI센터의 경쟁력 향상을 높일 것으로 기대한다.

현재 댐운영 계획 수립 시 매월 유지해야 하는 저수량의 범위를 나타낸 기준수위가 사용되고 있으며 매년 홍수기 말에 현재의 수문 상황과 장래의 전망을 통한 시기별 연간, 월간 댐운영 계획을 수립하고 있다. 물관리의 이수측면에서 댐수위 운영계획 수립과 홍수기 운영목표 수위를 결정하는데 활용하기 위해서는 계절단위, 연단위의 기상정보가 필요하다. 본 연구에서는 기상청에서 운영하고 제공하는 전지구 계절예측시스템 GloSea5(Global Seasonal forecasting system version 5)자료를 활용하여 금강유역에 적용하고자 하였다. GloSea5는 전지구계절예측시스템으로 대기(UM), 지면(JULES), 해양(NEMO), 해빙(CICE)모델이 서로 결합되어 하나의 시스템으로 구성되어 있으며 공간 수평해상도는 N216($0.83^{\circ}{\times}0.56^{\circ}$)으로 중위도에서 약60km이다. Hindcast자료는 유럽중기예보센터(ECMWF)에서 생산된 ERA-Interim 재분석장을 대기 모델의 초기장으로 사용하며 기간은 1996~2009년의 총 14년이다. 예보자료의 검증은 예보의 질을 결정하는 과정으로 Brier Skill Score (BSS), Reliability Diagrams, Relative Operating, Characteristics (ROC)등을 통해 정확성과 오차에 의한 예보의 성능을 검증하였다. 또한 Glosea5의 통계적 상세화를 수행하여 다양한 변수가 갖는 계통적인 지역 오차를 보정함으로써 자료의 신뢰도를 향상시키고자 하였으며 이는 이후 수문모델과의 연계 시 보다 정확하고 효율적인 댐운영에 활용할 수 있는 기후예측정보를 제공할 수 있을 것으로 판단된다.

The study aims to evaluate the outcomes of the Centers for Independent Living(CILs) demonstration program and to recommend future directions for CILs in 2006. The framework for the evaluation is a logic model, which facilitates outcome-based performance measurement. The measures associated with the logic model include input, activity, output, and outcomes. The data were collected by interviewing the executive directors of 10 CILs and conducting telephone survey with 231 consumers with disabilities. The study found that 69% consumers acquired new knowledge and skills for independent living. The study also revealed that 87% consumers experienced the positive changes in their lives and 83% consumers were satisfied with the services of the Centers. After using the services, consumers reported significant increases in self-confidence, and in the number and the level of involvement in the activities. In addition, the study found that the employment status of the consumers was improved, and the number of persons who were living in institutions was decreased. The study supports the advancement of policy to institutionalize Centers for Independent Living, and points to the importance of developing the capacity of the Association of Centers for Independent Living to ensure high quality services. In addition, it is suggested that the development of a manual for these services is necessary, and that services should be provided across disabilities and throughout the country, especially in rural areas.

Korea is a country having shortage of natural resources, but to overcome this issue and to nurture national competitiveness it is challenging for national-lead economic policy, citizen's dedicated efforts and technological innovation for achieving economic growth. Since the financial crisis, the government has boldly promoted policies to nurture venture companies to make structural adjustments for the sophistication of the industrial structure and job creation. Various policies for establishing the foundation of the entrepreneurial ecosystem in which the process of start-up, growth, recovery and reinvest are virtually circulated are presented by the Business Incubators. Recently the Business Incubators neither present a direction differentiated from the vocation of Business Incubator, and nor the operating methods for leading the changing of Business Incubator environment, which threatening the role of Incubating and growing early startup companies. In order to explore the development change of the business incubator, in this research we analyzed the published papers from 1998 to 2016 of business incubator government polices, research methods, related research topics and other major variables. The analysis of the research trends of business incubator revealed the lack of depth case studies, diversity of research topics, and the study of certain limited variables. For the development of the business incubator, case studies of the institutions which carried out excellent incubator and research on the incubation system of the institutions, that are similar to the incubation center are required. This research suggest further research on the case studies of excellent business incubator and agencies, and the center director and manager, which is the center of human resources, and hopes for the revitalization of business incubator researches.

정부통합전산센터는 정부부처별, 기관별로 구축 운영 중인 전산시설, 운영인력 등 정보자원을 통합하여 공동활용체계를 구축하는 대표적인 전자정부사업이다. 2006년부터 단계별 통합을 추진하는 과정에서 다양한 IT 거버넌스 이슈들(issues)이 잠재되어 있다. 따라서 효과적인 IT 거버넌스를 구현하기 위해서는 이슈별 핵심성공요인들(CSFs)을 확인하는 것이 중요하다. 그러나 공공부문에서 IT 거버넌스의 핵심성공요인을 다룬 연구들은 많지 않다. 본 연구에서는 문헌고찰과 전문가 패널의 의견수렴을 통해 정부통합전산센터의 IT 거버넌스 핵심성공요인들을 도출한 후 정책적, 실무적인 시사점을 제공하였다. 본 연구의 결과는 정부통합전산센터의 효과적인 IT 거버넌스 구현에 기여할 수 있을 것으로 사료된다.

The purpose of this study is to investigate the process in which children center students are interested in SW education through the change of perception of SW education. Since the students in the regional Community Child Center are different in grade and age, they have suggested curriculum and teaching-learning process for each level. As a result, the students' attitude and satisfaction with SW education increased and it was found that the education program for the underprivileged is desperately needed.

Responding to the growing trend toward information society through digitalization of relating tools, a specialized information center is called for the change in its role. It must create the more value-added service for customers by menas of combination of various digital media with communication network, domestic and foreign. This study analyzes the theoretical framework and concrete examples of digital information services in special information center pursuing user-centered service. To make an efficient execution of user-centered information service, the effort is needed to develop and enlarge digital information services improving the level of service.

This study presents an ida on establishing “International Logistics Centre” in Korean Peninsula as a ling-term development model for Korean economy. The essence of this idea is to build a “specialized logistics area” where logistics and human being flow freely and make it a logistics center for the East Asia. The study has performed a questionnaire survey to find out the competitiveness of Korea itself compared with some competing countries. It finally suggested some idea on how to establish successful “International Logistics Centre”.
