As policy areas are widened and more complicated, policy coordination becomes a challenge to the public administration. New Labour's promotion of the joined-up government was a holistic attempt to redress the fragmentation of the government in social policy. It promoted the joined-up activities by setting up joining-up units and agencies at the core of the government, the Prime-Minister's Office and the Cabinet office, and between the public, private and voluntary sectors. The joined-up government was criticised as being hierarchical and fragmented, and as confusing the line of accountability. Policy coordination has growing importance in Korea, and the experiences of the joined-up government will have implications on more coordinated promotion of social policy.
About 100 years after the start of mass production by American car maker Ford in 1913, the automobile industry has come to a major transformation in 100 years. In this transformation period, automakers are facing the biggest challenge of converting power sources, the basis of automobiles, from existing internal combustion engines to electric vehicles. Hybrid vehicles have been released in Japan since the late 1990s, and changes in automobile power sources have occurred early. In order to gain global leadership in hybrid vehicles, Japanese automakers and the Japanese government joined forces to promote the growth of the domestic hybrid vehicle market. The government has implemented a policy to substantially subsidize the high price of hybrid cars compared to internal combustion engine cars by providing purchase subsidies and tax benefits to buyers. Toyota has increased its line-up of hybrid cars around the Prius and has further strengthened communication with customers for the sale of hybrid vehicles. As a result of continuing these efforts for about 20 years, the percentage of Japan's hybrid vehicle market in 2022 reached 51% for passenger cars. Recently, each country has been setting and promoting aggressive goals for electric vehicles that require a wider range of physical and institutional infrastructure than hybrid vehicles. This study aims to assess the growth of electric vehicles by looking at the trend of hybrid vehicles and how they've been distributed in the Japanese market.

This study analyzed the selection factors for cultivation practices in paddy rice farming. For the study, conjoint model with part-worth utility was adopted, where model profiles included three attributes of yield, production cost, and cultivation difficulties and two levels for each attribute. The value of each level was set up with experimental data obtained from National Institute of Crop Science. Ninety three rice farmers, who joined Korea Rural Economic Institute as farmer correspondences, were surveyed through internet with the profiles selected by factorial design. Result showed that rice farmers considered cultivation difficulties as the most important selection factor to adopt new cultivation practices followed by production cost and yield in consecutive order. This results were robust in spite of past experiences with new practices, willingness to adopt new practices in the future, imitative nature and government interventions.

An electronic commerce cannot be exceptional in this field. The 21st century is largely recognized as the era of globalization, knowledge, and information. To make effective and competitive strategy in this century, it is essentially required to organize Network. OPEN, and FU-PLEX. That is why our government also has been promoting this field since years before, now 10,000,000 people in Korea have joined superhighway internet networks. Korea became the top internet-developed country in the world. As a side-effect of this internet spread into our life, however, there is serious problem we are now faced against. That is the outflow of private information through electronic commerce and other cyber transactions. It has caused many social problems to be rapidly on the rise these days. We are now desperately required to struggle continuously to make a solution for that. Taking the precedent case of Germany and United States which are currently recognized as high-leveled country in protection of private information, we have to come up with legal and technical measures and at the same time, to escalate the social consciousness about private information protection.

The cluster project in Korea has restructured to develop the cluster into a core engine for the pan-regional development policy and connect industrial parks across the country. Korean government has made great efforts to attract research institutes, support organizations and universities in industrial parks and enhance growth potential through a close cooperation network. Especially A mini-cluster is an integrated group joined by companies, universities and research institutes and support organizations. It has been developing business opportunities through industry-academia-research cooperation and providing assistance through network activities. Mini clusters have implemented a variety of network activities. This paper proposed three strategies to accomplish self-sustainable growth of mini-clusters. First of all, mini-cluster needs to provide useful contents that can attract the participation of members. Then it is necessary to promote mini-cluster initiative. Finally, mini-clusters need to make up a cooperative culture.
Conducting face-to-face surveys is difficult and cost prohibitive, necessitating a new attempt to build a probability-based panel in South Korea. Since 99.9% of adult Koreans own a mobile phone, mobile phone numbers provide a viable sampling frame. Random digit dialing (RDD) surveys were conducted August-December 2021. Of the 288,056 valid phone numbers dialed, 13,655 respondents between the ages of 19 and 69 completed a phone survey. These respondents were later invited by text message to join a panel; 3,202 of these (23.4% or 1.2% based on the number initially contacted) joined the panel. When compared to official government statistics like resident registration data, the census, or the Social Survey, this new probability-based panel can be said to be representative of the Korean population on the basis of age, gender, location, marital status, and household size after weighting is applied. However, even after weighting, panel members are more educated than the general population, white-collar workers and self-employed people are overrepresented, and blue-collar workers are underrepresented. As of February 2023, this panel has grown to 10,471 participants with plans to continue to invite more panel members in the same way. Based on the comparisons in this paper, we can regard this panel as a cost-effective, probability-based panel that may be used for various kinds of public opinion research, by researchers both within and outside of Korea. As we continue to refine and grow this panel, we hope it will become more widely used by researchers as well as provide a model for those building similar panels in other countries.
The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.
In this study, we searched for ways of the demand, the building up of strategic, collaborative networks plan activation of the local area network status by the current social enterprise and the direction of the future resources rinks, conducted by a case study of the (preliminary) social enterprise network-building activities based in Gwangju Metropolitan City and Jeju Special Self-Governing Province. China has been developing a new auto industry growth plan since 2004. In line with this initiative, China actively adopted its policy favoring foreign companies' investment which had a competitive edge over their technologies and manufacturing methodologies. To meet this demand in policy and market change, many foreign auto companies and their parts' manufacturers including Korean auto companies joined this stream. Policy change favoring higher technologies applicable in China requested auto companies' swift adaptation to meet the policy requirements by higher technologies with innovation and introduction of those foreign technologies to China. The spatial (excellence) strategy was followed by the increase in its efficiency and competiveness of each region, which were materialized by or in the form of; Firstly, strategic partnership with China auto companies and encouragement of Korea auto parts manufacturing companies to set up its own factories in China. Secondly, modularization and platform sharing strategy by applying enhanced technologies. Thirdly, strategic utilization of China local government's incentive policies. As production management methodology, JIS was adopted all across the board to meet the on-demand market requirements in the manufacturing processes. Auto part manufacturers had been integrated regionally based on forward linkages and modules. As a result, regional-specific auto industry complexes have been made in the places such as Beijing-Hyundai in the north, Dongfeng-Yueda-Kia in the south, common auto parts at central area like Qingdao, and other parts and raw materials in the vicinity of Shanghai.
Korea has accomplished the establishment of the National Single Window for Paperless Trade. Since 1991, it has developed Trade Automation Service System based on EDI technology. In 2003, Korean government and private sectors jointly began to set up National Paperless Trade Service( e-Trade Service) as one of the e-government projects. In 2008, they commenced the uTradeHub Service which was equipped with Internet based e-B/L and e-Nego service systems for the first time in the world To facilitate the service Korea amended its e-Trade facilitation Act and Law by 2007. At the end of 2011, Korea historically recorded its trade volume of 1 trillion US dollars and joined '$1 trillion trade club' as the 9the member country since the country had started international trade less than five decades ago. A rolling out of the e-B/L and e-Nego service will 'ally reduce the transaction costs of trading businesses and accelerate the activation e-trade services. The purposes of the study are to examine 'e-B/L Korea' service and its facilitation strategies as well as identify obstacles to utilize the 'e-B/L Korea' service. The paper reviewed and analyzed Korea's Paperless trade system and distinctive characteristics of the 'e-B/L Korea Service. The paper indicated several weaknesses of the current system such as global KPI issues, circulation of the electronic documents not only in the domestic market but also among economies, development of the electronic Bill of Exchange. As resolution measures, the paper recommended the introduction of mutual recognition system of PKI among trade partner counties, setting up e-trade solution for small and medium companies, and special attention to raise users' awareness of the e-B/L service.
